ECS's water sampling services were provided in accordance with the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management (DWM) Brownfields Program (the Program) April 19, 2021 approved Environmental Management Plan (EMP). Included in this report is a description of the field activities, and the results obtained. On March 25, 2022, ECS mobilized to the subject site to collect one (1) water sample, identified as WS-1. On July 20, 2022, ECS remobilized to the subject site to collect one (1) water sample, identified as WT-2. The water samples were collected from an onsite 8,400-gallon FRAC tank utilizing new powder free nitrile gloves and a new dedicated disposable polyethylene bailer. The location of the FRAC tank is illustrated on Figure 3. Water in the FRAC tank was circulated with pumps and hosing just prior to and during both sampling events in order to provide for a representative water quality sample from the FRAC tank. The FRAC tank, was observed to be near 75% capacity at the time of sampling on March 25, 2022 and near 100% capacity at the time of sampling on July 20, 2022. The water contained in the FRAC tank was generated from precipitation which had accumulated in various open excavations on the Brownfields site and was not reinfiltrating at a rate which supported ongoing redevelopment activities in those areas. Following collection, the water sample, identified as WS-1, was submitted to Pace Analytical Services, LLC (Pace), a North Carolina certified laboratory, located in Huntersville, North Carolina (NC Certification No. 12), and the water sample, identified as WT-2, was submitted to Eurofins, a North Carolina certified laboratory located in Savannah, Georgia (NC Certification No. 269) for analysis for volatile organic compounds (VOCs) using EPA Method 8260 and semi -volatile organic compounds (SVOCs) using EPA Method 8270. The laboratory analytical reports and a copy of the COC documentation are included as attachments. Based on this summary report's findings, ECS concluded that the laboratory analytical results of the water sample collected on March 25, 2022 and identified as WS-1, and the water sample, identified as WT-2 and collected July 20, 2022, did not report targeted compounds above their respective North Carolina Administrative Code (NCAC) 2B Surface Water Standards. Therefore, based upon these results and in accordance with the Brownfields approved EMP, ECS recommended this water be managed on the site or discharged to the storm sewer in accordance with municipal, state, and federal requirements.
