Site History 1. Provide UST Owner and Operator Information See Table 1. 2. Provide UST Information See Table 2. 3. Provide Non-UST Information A diesel-exhaust fluid (DEF) AST is located at the subject facility. 4. Describe relation of location of current UST system to historical UST releases. Various releases have been reported at the property as follows: • UST Incident No. 44346 – diesel product line failure at submersible turbine pump (STP) for the 8,000-gallon auto-diesel UST (June 20, 2014). • UST Incident No. 44556 – diesel product line closure at truck canopy – issued Notice of No Further Action (NFA). • UST Incident No. 47300 – diesel tank #7 overfill (October 7, 2020) – issued a Notice of NFA. • UST Incident No. 47682 – diesel tank #7 overfill (March 29, 2021) – issued a Notice of NFA. Information regarding the various releases is presented in reports on file at the NCDEQ. 5. Provide a Brief Description of Site Characteristics The subject property consists of one convenience store building and petroleum fueling equipment. The subject property and surrounding area are fairly level. The area mainly consists of commercial businesses and residential areas. Based on information gathered during previous assessment activities, ATC personnel learned that the City of Greensboro provides public water to properties along Sandy Ridge Road to the north of Interstate 40/Highway 42 and to properties south of 2914 Sandy Ridge Road (the Piedmont-Triade Farmers Market). According to the City of High Point, public water is provided to the subject facility only. It appears neither municipality provides water to Norcross Road (except the subject facility), Endicott Road, Lakedale Road, or Sandy Ridge Road between the subject property and 2914 Sandy Ridge Road. ATC identified at least twenty-seven (27) water supply wells within 1,500 feet of the source area. The closest water supply wells were identified approximately 489 feet west at 8414 Norcross Road (WSW-1) and at approximately 565 feet east at 3016 Sandy Ridge Road (WSW-9). A water meter was not noted on either of these properties; therefore, it is assumed these wells are used for potable purposes. The nearest surface water body is an unnamed tributary to the West Fork Deep River, located approximately 1,200 feet southwest of the source area. An unnamed tributary to the East Fork Deep River, located approximately 1,700 feet east of the source area. A topographic map and site map are attached as Figures 1 and 2, respectively. C. Site Check Procedures Circle K Store #2701526 April 22, 2024 NCDEQ Facility ID #00-0-0000001979 Site Check Report 1. UST System Testing On February 28, 2024, during annual testing, it was found that the tank #2 gasoline spill bucket failed its hydrostatic test. The spill bucket was subsequently replaced and retested. On April 2, 2024, the new spill bucket was tested and found to pass its hydrostatic test. A copy of the testing results is provided in Attachment I. Upon receipt of the laboratory analytical data, on April 22, 2024, ATC prepared and submitted a UST-61: 24-Hour Release and UST Leak Reporting Form. A copy of the notification is provided in Attachment II. 2. Site Check Procedure On April 1, 2024, ATC personnel collected a soil sample, by hand, from directly under the removed tank #2 gasoline spill bucket. The soil sample collected from the location of the gasoline spill bucket was labelled SS-1. The location of the soil sample is provided on Figure 2. 3. Soil Excavation Activities Soil excavation was not performed as part of this site check. D. Site Investigation 1. Field Screening The soil sample was collected at an approximate depth of two and one-half feet below ground surface (bgs). Upon collection, the soil sample was screened with a photoionization detector (PID). The respective PID reading is provided on Table 3. 2. Soil Sampling Information On April 1, 2024, ATC personnel collected a soil sample, by hand, from directly under the removed tank #2 gasoline spill bucket. The soil sample collected from the location of the gasoline spill bucket was labelled SS-1. The location of the soil sample is provided on Figure 2. The soil encountered at the sampling depth consisted of clayey silt with fine to medium-grained sand. It should be noted the soil was noted to be moist and have a strong petroleum odor. The soil sample was shipped to a N.C. certified laboratory in a chilled cooler following proper chain-of-custody procedures. The soil sample was requested to be analyzed by Total Petroleum Hydrocarbon (TPH)-Gasoline Range Organics (GRO) and Environmental Protection Agency (EPA) Method 8260B. 3. Groundwater and Surface Sampling Information Groundwater and surface water samples were not collected during site check activities. 4. Quality Control Measures The soil sample was placed in laboratory provided jars and vials. The sample was immediately placed on ice and contained in a cooler during transportation. The sample was transported by courier under a chain-of-custody to the laboratory for analyses. Circle K Store #2701526 April 22, 2024 NCDEQ Facility ID #00-0-0000001979 Site Check Report 5. Investigation Results Laboratory analytical results of the soil sample collected under the removed tank #2 gasoline spill bucket detected several target compound concentrations above established standards. It should be noted the detected naphthalene concentration was detected above its established Residential Maximum Soil Contaminant Concentration (MSCC). Laboratory analytical results are provided on Table 3. A copy of the laboratory report and chain-of-custody documents are provided in Attachment III. E. Conclusion and Recommendations Laboratory analytical results of the soil sample collected under the removed tank #2 gasoline spill bucket detected several target compound concentrations above established standards. It should be noted the detected naphthalene concentration was detected above its established Residential MSCC.
