1.0 INTRODUCTION
The TE Connectivity Corporation (TEC) Site is located at 1396 Charlotte Highway (U.S. Route 74)
in the Fairview, Buncombe County, North Carolina. The general Site location is depicted in
Figure 1. Monitoring well locations and other prominent Site features are presented in Figure 2.
HRP Associates performed groundwater remediation activities, and groundwater and surface water
quality monitoring at the Site in accordance with an August 1999 State-directed consent order
(Department of Environment and Natural Resources [DENR] 1999). HRP Associates prepared this
Annual Progress Report to summarize the monitoring data from the most recent water quality
sampling event, which occurred from November 14 through November 16, 2023.
For reference, Table 1 provides a list of the Site monitoring wells and their construction details. A
summary of the Site history, historical groundwater monitoring reports, and remedial activities are
available through the North Carolina Division of Waste Management document management
system.
1.1 Groundwater Remediation
Groundwater remediation is conducted by utilizing a groundwater pump-and-treat system
consisting of six recovery wells (RW-1, RW-2, RW-3, RW-4, RW-6, and RW-7), underground
piping, and an on-Site groundwater treatment system (Figure 2). Source area recovery wells
RW-6 and RW-7 have been offline since approximately 2010. Additional information regarding the
remediation system status is provided in Section 4. The groundwater treatment system includes an
air stripping system and in-line granular activated carbon vessels. Treated water is discharged to
Cane Creek. The discharge is permitted through National Pollutant Discharge Elimination System
(NPDES) Permit No. NC0033227 (DENR 2012). TEC’s NPDES Permit (No. NC0033227) was
renewed on April 1, 2018, and expired on December 31, 2022. Renewal of the permit is still
pending. Permit activities will continue until the renewal is completed.
During the current reporting period, significant improvements and repairs were performed on the
groundwater remediation system to enhance and maintain system performance. Section 4
provides a summary of ongoing remediation system optimization to further improve system
performance.
1.2 Hydrogeologic Setting
Site topography slopes downward to the east-southeast. Surface elevation across the Site ranges
from approximately 2210 feet above mean sea level (amsl) in the southeast along Cane Creek to
2297 feet amsl in the northwest. Bordering the Site to the east-southeast is an unnamed perennial
creek that is a tributary of Cane Creek. The surface elevation of the unnamed creek is
approximately 2238 feet amsl at the upstream southern boundary of the Site, while the Site
applicable portion of Cane Creek drops from 2217 feet amsl to 2210 feet amsl. A constructed pond
is present to the south of the Site (Figure 2). Although the unnamed creek flows adjacent to the
east side of the pond, there is not a direct surface connection between the creek and the pond. It
is inferred that the creek derives its water from surface drainage and upgradient groundwater
discharge. An outfall is located at the highest elevation of the tributary adjacent to the southeast

boundary of the Site. Groundwater at the Site generally flows to the south – southeast, towards
Cane Creek. Groundwater is assumed to discharge to Cane Creek.

2.0 GROUNDWATER MONITORING ACTIVITIES
As previously stated, groundwater and surface water monitoring historically occurred semiannually
in May and November of each year with semiannual progress reports. In May 2016, the North
Carolina Department of Environmental Quality (DEQ) approved a variance request to continue
semiannual sampling and reduce the reporting frequency to an annual schedule following the
November 2017 sampling event (DEQ 2016). In October 2018, DEQ also approved a reduction in
the sampling frequency from semiannual to annual (to occur in the fall of each year) (DEQ 2018).
In the same correspondence, DEQ also approved no-purge groundwater sampling using
HydraSleeves for the annual sampling events.
2.1 Monitoring and Recovery Well Sampling
During the Fall 2023 sampling event, HRP geologists measured the depth to groundwater in 53
Site monitoring wells to determine groundwater elevations. Groundwater elevation data is
summarized in Table 2, while sampling field data sheets are presented in Appendix A. Top-of-
casing elevations and gauging data were used to calculate groundwater elevations at wells.
Groundwater elevations were used to interpret groundwater elevation contours for three
hydrogeologic units: water table (including surface water), deep regolith, and bedrock. The
interpreted groundwater elevation contours for each hydrogeologic unit are presented in
Figures 3, 4, and 5. Groundwater flow at the Site is generally to the east and southeast.
During the November 2023 sampling event, 22 groundwater samples were collected by the
following methods:
One well was sampled using low-flow methods (RW-5).
Fourteen wells were sampled using no-purge HydraSleeve samplers.
Five surface water samples were collected using no-purge, grab methods.
Two duplicate samples were collected using no-purge HydaSleeve samplers. Duplicate
samples were collected from the same grab sample with the HydraSleeve.
A sampling schedule for the November 2023 event is included in Appendix A. Groundwater
samples were collected in laboratory-supplied sample containers, placed in coolers on ice, and
delivered under chain-of-custody protocols to Pace Analytical Services, LLC, in Huntersville, North
Carolina, a North Carolina DEQ-certified laboratory. All samples were analyzed for volatile organic
compounds (VOCs) via EPA Method 8260D. Table 3 summarizes the analytical results of the
November 2023 sampling event. The laboratory analytical reports and chain-of-custody forms for
the annual sampling event are included in Appendix B.

Surface water sampling locations (SW-2A, SW-3, SW-4, SW-6, and SW-7) are shown on Figure 2.
Surface water monitoring locations SW-2A, SW-3, and SW-4 monitor potential VOC impacts to
Cane Creek. These locations have been monitored semiannually since DENR approved sampling
schedule changes in September 2000 (DENR 2000). DENR also approved removal of locations SW-
6 and SW-7 from the sampling schedule (DENR 2000). These locations were used to monitor
potential COC concentrations in the unnamed tributary to Cane Creek, which crosses the Site’s
southern border; however, based on the low to non-detect analytical results from 1997 to 2000, a
request was made to remove these locations from the monitoring program (Tighe and Bond 2000).
DENR approved these changes in a letter dated September 19, 2000. From September 2000
through May 2016, locations SW-6 and SW-7 were not monitored; however, in November 2016
they were voluntarily sampled to understand concentrations in the unnamed tributary. They have
been sampled voluntarily each year since then.
For the November 2023 sampling event, grab samples were collected from SW-2A, SW-3, SW-4,
SW-6, and SW-7. Samples collected were submitted for analysis of VOCs using EPA method
8260D. Surface water analytical results are presented in Table 4 and Appendix B.

4.0 REMEDIATION SYSTEM MONITORING
4.1 Remediation System Status
HRP Associates performed regular maintenance and system operation tasks throughout 2023. As
stated in previous reports, source area recovery wells RW-6 and RW-7 remain offline since the
2010 source area Pilot Test was performed and are being used only for groundwater monitoring
and water level data collection (Altamont Environmental, Inc. 2011). If TEC decides to begin using
these recovery wells to extract groundwater, a change-of-status notice will be provided to the
DEQ.
Previous reporting from Anchor QEA indicated that, recovery well RW-1 was taken offline on
January 27, 2018, as part of the 2018 Sodium Permanganate Pilot Test. As discussed in the Pilot
Test report (Anchor QEA 2019a), residual permanganate existed in RW-1 following the Pilot Test.
The Fall 2019 sampling event data indicated that residual permanganate was no longer present,
and trichloroethene (TCE) concentrations had rebounded to pre-injection levels. In June 2020,
groundwater from RW-1 was purged into a 250-gallon vessel to assess its water quality prior to
bringing it back online. The purged water was turbid and contained black and brown fine-grained
particulates. The additional monitoring well installations in October and November 2020 required a
frac tank for investigation-derived wastes. Having the frac tank on Site provided an opportunity to
redevelop and then purge a large volume of water from RW-1 to further evaluate its water quality
and suitability for discharging to the treatment system. On September 28 through 30, 2020,
Anchor QEA redeveloped and then purged approximately 3,000 gallons from RW-1 into the frac
tank. Water quality parameters and turbidity were monitored during this period. All parameters
were within normal ranges, and the turbidity decreased from approximately 575 nephelometric
turbidity units (NTUs) at the beginning of the purge to 2.5 NTUs at the end. On November 13,
2020, RW-1 was brought back into service with an average pumping rate of approximately
3 gallons per minute (gpm).
In 2023 significant modifications were made to update the software, hardware, and mechanical
components of the remediation system. The majority of this work occurred in November 2023. All
telemetry PLCs (Programmable Logic Controllers) were replaced, and programming software was
updated. Each recovery well is now equipped with its own PLCs and VFDs (Variable Frequency
Drives) to appropriately control and monitor the flow from each well incoming into the system
building. However, due to the age of the existing fiber optics throughout the well field only a total
combined flow reading from all recovery wells is available at the system building. The existing fiber
optic ratings are not compatible with the new system hardware. As an interim solution, new flow
meters were installed at each of the active recovery wells and individual recovery well flow
readings can be taken from the well vaults. Additionally, a new transfer pump was installed in the
system building and backup parts are available on Site as needed. Hard relays were also run to all
active well heads to shut down the well field in the event that the system building is unable to
operate. Further modifications and updates will be conducted in 2024.

4.2 Operational Data
HRP began managing the Site in June 2022. Operational data prior to this date is unavailable.
After June 2022, the system was temporarily disabled for extended periods due to intermittent
electrical power failures, repairs and maintenance, or system component faults. The 2023
reporting period consisted of 396 days, during which the system was operational for 60 days
(15%). When operating, the remediation system recovered approximately 5.17 gallons per minute
(gpm) on average.
4.3 Treatment System Sampling
Groundwater treatment system sampling is performed in accordance with the 2018 NPDES permit.
RPB Systems Inc collected water quality samples from the treatment system on a routine basis.
Samples collected during the reporting period include NPDES Permit Compliance Samples. Unless
there was no flow, effluent compliance samples were taken from Outfall 004 on a semiannual
basis. According to the NPDES Permit, influent compliance samples are not required to be
collected. All samples were analyzed for VOCs via EPA method 601/602. Two VOCs were detected
in the effluent samples at concentrations above the associated laboratory reporting limits during
the November 2023 semiannual sampling event. No daily maximum effluent concentration limits
were established in the expired NPDES Permit No. NC0033227, therefore no immediate action was
taken. Also, per permit requirements, effluent samples underwent quarterly North Carolina
Ceriodaphnia dubia chronic toxicity testing, unless no flow was observed in Outfall 004. The 2023
chronic toxicity tests were performed by ETT Environmental, Inc. All 2023 effluent samples passed
the required chronic toxicity tests. Of note, the third quarter toxicity test in August 2023 could not
be performed due to no flow in Outfall 004. The remediation system analytical compliance data is
summarized in Table 5 and reported in Appendix B.
4.4 Groundwater Volume Treatment and Mass Removal Estimate
The volume of groundwater treated during the reporting period is summarized in Table 6.
Throughout the 2023 reporting period, the remediation system experienced mechanical issues and
significant software and hardware upgrades. The NPDES permit associated with the Site system
did not require influent samples to be collected. Due to insufficient influent data, an accurate mass
removal calculation was not determined during the 2023 reporting period.

5.0 ANALYTICAL FINDINGS
5.1 Site Hydrogeology
Depth to groundwater at the Site ranged from near artesian conditions at bedrock well MW-49 to
28 feet below ground surface (bgs) at upland surficial monitoring well MW-36S. The near artesian
conditions at MW-49 are assumed to be the result of significant hydrostatic pressure in a bedrock
fracture, which is the predominant flow pathway through the crystalline bedrock aquifer.
Groundwater flow direction was consistent for the three aquifer units, demonstrating the
interconnectivity between units. Groundwater flow direction is generally towards the east-
southeast and is assumed to discharge to Cane Creek. Groundwater elevations at nested wells
MW-38S, MW-38M, and MW-38D show an upward trend in groundwater flow at this location
adjacent to Cane Creek, providing additional evidence of discharge to the creek. Potentiometric
surface maps for the surficial, deep regolith, and bedrock aquifers are presented as Figures 3, 4,
and 5 respectively.
5.2 Groundwater Analytical Results
The overall distribution of constituents in 2023 is consistent with previous reports, COC
concentrations decrease with distance off Site and approach applicable 2L and 2B standards at the
downgradient end of the groundwater and surface water monitoring network. The primary
constituents of concern remain 1,1,2-trichlorotrifluoroethane (CFC-113), tetrachloroethene (PCE)
and its breakdown products: TCE and cis-1,2-dichloroethene (cis-1,2-DCE). TCE is the most
widespread VOC observed in Site groundwater. Other VOCs (Dichlorodifluoromethane and 1,2-
dichloropropane) commonly exceed the 2L standards only in source area wells and near recovery
well RW-1. Figures 6 through 9 present isoconcentration maps for PCE and TCE in the bedrock
and deep regolith aquifers at the Site. These constituents are the most widespread at the Site and
best represent the extent of VOC impacts to the aquifer. MW-46, a bedrock monitoring location,
remains the well with the highest total VOC concentrations across the monitoring network.
15 monitoring wells were sampled during the 2023 sampling event. Below is a summary of the
groundwater analytical results from the 2023 reporting period.
PCE was detected above its respective NC 2L standard of 0.7 µg/L in 11 monitoring wells.
Concentrations ranged from 0.94 J µg/L (MW-50) to 16,700 (MW-47). The extent of TCE
impacts to the bedrock and deep regolith aquifers are presented as Figure 6 and Figure
8, respectively. The plume extends to the east-southeast towards Cane Creek and the un-
named tributary, with peak concentrations observed at and surrounding MW-46.
TCE was detected above its respective NC 2L standard of 3 µg/L in 14 monitoring wells.
Concentrations ranged from 3.3 µg/L (MW-19) to 211,000 µg/L (MW-46). The extent of
TCE impacts to the bedrock and deep regolith aquifers are presented as Figure 7 and
Figure 9, respectively. The plume extends to the east-southeast towards Cane Creek and
the un-named tributary, with peak concentrations observed at and surrounding MW-46.
CFC-113 was detected above its respective NC 2L standard of 7 µg/L in 11 monitoring
wells. Concentrations ranged from 20.1 µg/L (RW-5) to 12,800 µg/L (MW-47).

cis-1,2-DCE was detected above its respective NC 2L standard of 70 µg/L in six monitoring
wells. Concentrations ranged from 170 µg/L (PZ-D4) to 6,530 µg/L (MW-47).
1,2-Dichloropropane was detected above its respective NC 2L standard of 0.6 µg/L in one
monitoring well, PZ-5, with an estimated concentration (“J-value”) of 5.4 J µg/L.
Dichlorodifluoromethane was detected above its respective NC 2L standard of 1000 µg/L in
one monitoring well, MW-47, at a concentration of 1,080 µg/L.
Additional constituents were observed in groundwater samples below their respective NC 2L
standards, including 1,1,1-trichloroethane, 1,1-dichloroethane, 1,1-dichloroethene, and chloroform.
The 2023 groundwater analytical results are summarized in Table 3 and a historical groundwater
database of data collected by HRP is provided in Appendix C.
5.3 Surface Water Analytical Results
2023 surface water analytical results are summarized in Table 4 and represented in Figure 10.
Results were compared to the surface water standards listed in Title 15A, Subchapter 2B .0202 of
the NCAC (2B standards). 2B standards were only exceeded at one location, SW-7. PCE was
detected at a concentration of 4.0 µg/L, a concentration equal to the 2B standard for PCE. All
other constituent detections were below their respective NC 2B standards. This exceedance is
likely caused by groundwater discharge from the deep regolith aquifer to the unnamed tributary,
as shown in the PCE deep regolith plume map presented as Figure 9. This exceedance in the
tributary is mitigated through discharge to Cane Creek, as demonstrated by the lack of 2B
exceedances in sample SW-4, which is located approximately ¼ mile downstream of the
confluence between the tributary and Cane Creek. A historical groundwater database since the
initiation of HRP oversight is provided in Appendix D.
5.3 Quality Assurance / Quality Control
All samples were collected in accordance with the United States Environmental Protection Agency’s
(EPA) Region 4 Science and Ecosystem Support Division (SESD) Operating Procedures. All
appropriate measures were taken to ensure the proper collection and handling of representative
groundwater and surface water samples.
Laboratory “blanks” are collected to monitor for potential cross-contamination resulting from
exposure of the sample or sampling equipment to foreign materials. In general, a trip-blank is
provided by the laboratory for each monitoring event and is maintained with all samples. The
purpose of this blank is to verify that contamination is not introduced to the sample set during
storage and/or transportation. A field blank is collected on Site, to verify Site ambient air is free of
contamination. Two sample duplicates were collected to monitor consistency with regard to
laboratory analysis.

Cane Creek.
Overall, groundwater at the Site has been showing a general decrease in VOC
concentrations since system start-up in 1997, and the groundwater plume extent has
generally stabilized.
Concentrations of chlorinated VOCs continue to exceed the 2L standards at select locations.
TCE is the most widespread constituent of concern, but PCE, cis-1,2-DCE, and CFC-113 are
also present above 2Ls at monitoring locations throughout the site.
Continued source area mass reduction, combined with continued operation and
maintenance of the groundwater pump-and-treat system will, over time, reduce the extent
of the VOC-impacted groundwater above 2L standards.
HRP Associates conducted a renovation of the system building software, hardware, and
several mechanical components to maximize groundwater recovery and constituent
treatment. Advanced telemetry enhancements will continue to be made in 2024.
The NPDES permit No. NC0033227 that expired on December 31, 2022 is still awaiting
renewal. HRP recommends incorporating system influent sample requirements into future
sampling events in order to begin calculating accurate mass removal values moving
forward.
HRP may discuss removing select monitoring locations from the 2024 sampling list with
appropriate NCDEQ regulators, as they are outside the source contaminations field of
influence.
HRP Associates will gauge groundwater wells and collect groundwater and surface water samples
again in November 2024. An annual progress report will be submitted following the completion of
the November 2024 monitoring event.
