Mr. Sibley and Mr. Koenig, The North Carolina Department of Environmental Quality’s Brownfields Redevelopment Section
(DEQ Brownfields) received an email request dated April 1, 2024, from Hart & Hickman to transfer approximately 2,000 cubic yards of crushed concrete from the Clanton Road Brownfields Property referenced above to the Tarmac Virginia Brownfields Property (BF Proj. #26067-22-060).
Based on our review of the data provided, DEQ Brownfields concurs that the crushed concrete sampled at the Clanton Road Brownfields Property may be transferred to the Tarmac Virginia Brownfields Property at 3934 Raliegh Street in Charlotte. The crushed concrete may be used for fill or as roadbed material at the Tarmac Virginia property but may not be used for any gravel components of the proposed vapor intrusion mitigation system. If other export options are
selected, DEQ requires that the receiving facility be identified and approved prior to export.
The concrete transfer must be conducted under a DEQ Brownfields approved Environmental Management Plan (EMP). The material should be field screened prior to export from the source
property. If unanticipated impacts are identified during loading or transfer, please refer to the EMP
for further actions and cease transfer until appropriate characterization can be completed. Additionally, in accordance with the EMPs for both projects, details about the transfer of the crushed concrete are to be included in the next annual Redevelopment Summary Report submitted to DEQ Brownfields.

Thanks for providing the analytical results and discussion for the sampling of the concrete proposed for transfer from
the Clanton Road Brownfields Property to the Tarmac Virginia Brownfields Property. I reviewed the data and ran the risk
calculations and came to the same conclusion that the concrete does not pose an unacceptable risk for use at the
Tarmac Virginia property. Please revise the summary data table per the comments on the attached, and please
resubmit the package with the updated table at your earliest convenience. Thank you!

In the meantime, I will prepare a letter approving the transfer of the crushed concrete for use as roadbed material at the
Tarmac Virginia Brownfields Property. If there are any questions, please let me know.

Hi Pete,
As we discussed, the PD (Kairo Residential) of the Clanton Road Brownfields Property (Brownfields ID: 25098‐21‐060,
Site) and the PD (NRP Group) of the Tarmac Virgina Brownfield property (Brownfields ID 26067‐22‐060) are pursuing a
transfer of 2,000 cubic yards of crushed concrete from the Clanton Road Brownfields property to the Tarmac Virgina
Brownfields property. DEQ has requested sampling of the crushed concrete prior to a decision on the transfer. H&H
provided to DEQ an email work plan on March 15, 2024, which was conditionally approved the same day. H&H
completed crushed concrete sampling activities on March 18, 2024 in accordance with the email work plan, the
conditions included in DEQ’s approval email, and the NC DEQ IHSB and EPA Region IV guidelines.
H&H collected two (2) samples consisting of fines from the stockpiled crushed concrete using a decontaminated
stainless‐steel hand‐auger. Each sample consisted of 5 aliquots collected across approximately 1,000 CY of crushed
concrete. The crushed concrete was screened using visual, olfactory, and a calibrated photoionization detector (PID)
screening methods. Crushed concrete screening activities did not indicate the presence of volatile organic (VOCs) or
semi‐VOCs (SVOCs). The crushed concrete aliquots were composited (five aliquots per sample) and collected directly
into laboratory supplied glassware, placed on ice, and submitted to SGS North America Inc. for analysis of RCRA metals
by EPA method 6020 and hexavalent chromium by EPA method 7199. In addition, H&H collected one duplicate sample
for analysis of the same compounds as the parent sample. Analysis of Synthetic Precipitation Leaching Procedure (SPLP)
by EPA Method 1312 was not needed for the samples based on the analytical results described below and included in
the attached data summary package. Included in the attached data summary package is a tabular summary of analytical
results, the laboratory analytical results, and a completed risk calculator.

As expected, laboratory analytical results indicate the presence of each of the RCRA metals above laboratory method
detection limits. Of the detected metals, arsenic (up to 3.00 mg/kg) and hexavalent chromium (up to 1.90 mg/kg) were
detected at concentrations above Residential Preliminary Soil Remediation Goals (PSRGs) dated February 2024, but
below Industrial/Commercial and Protection of Groundwater PSRGs. Additionally, comparison of the metals
concentrations in the Site crushed concrete stockpile samples with Tarmac Virginia Soil concentrations indicate that
each of the Site metals is well below the highest metals concentrations included in the DEQ‐approved Tarmac Virginia
Brownfields property Environmental Management Plan (EMP) dated August 9, 2023.
H&H utilized the DEQ Risk Calculator (February 2024) to further evaluate potential risk associated with the crushed
concrete. H&H modeled a “worst‐case” scenario by using the highest concentrations of any compound detected in the
crushed concrete samples. As shown in attached table and risk calculator, the results of the worst‐case risk calculations
indicate a calculated cumulative lifetime incremental cancer risk (LICR) of 1.1 x 10‐5 and a cumulative hazard index (HI)
value of 0.13 under a residential exposure scenario, and a calculated cumulative LICR of 1.3 x 10‐6 and a HI value of
0.0091 under a commercial exposure scenario. The calculated cumulative residential use LICR and HI values are well
within the DEQ and EPA acceptable levels.
Based on these results, Hart & Hickman (H&H) is requesting DEQ approval of the transfer of the approximately 2,000
cubic yards (CY) of crushed concrete described here‐in, which is currently stockpiled at the Site. Crushed concrete
transfer activities were tentatively scheduled to begin today. However, due to laboratory back‐up and delay, these
activities were temporarily suspended pending DEQ‐approval. Your attention and prompt responses to the transfer of
the crushed concrete materials thus far are greatly appreciated!

Thanks for providing the email work plan per our conversation earlier this week.
The work plan is approved with the following conditions:
1. Concrete that indicates presence of VOCs or SVOCs based on PID, visual, or olfactory screening will not be
sampled and will be flagged or segregated so as not to be included with concrete eligible for transfer.
2. Please follow standard sampling and chain‐of‐custody protocols in accordance with NC DEQ IHSB and EPA
Region IV guidelines.
3. Should the concrete be suitable for transfer, please include in the request package, risk calculations supporting
the transfer.
Be advised that this approval from DEQ Brownfields does not waive any applicable requirement to obtain any necessary
permits, licenses, or certifications for the activities described in the work plan, nor does it waive any requirement to
comply with applicable law for such activities.

transfer of crushed concrete from the Clanton Road Brownfields property to the Tarmac Virgina Brownfields property.
DEQ has requested sampling of the crushed concrete prior to a decision on the transfer. On behalf of Kairoi Residential,
Hart & Hickman (H&H) is requesting approval of this email work plan to complete sampling of approximately 2,000 cubic
yards (CY) of crushed concrete which is currently stockpiled on the Kairoi Site. The crushed concrete was generated
during demolition of the concrete slabs of the former human rehabilitation center buildings at the Site.
At the request of DEQ, H&H proposes to collect two (2) samples consisting of fines from the stockpiled crushed concrete
using a decontaminated stainless‐steel hand‐auger. Each sample will consist of 5 aliquots collected across approximately
1,000 CY of crushed concrete. H&H will screen the concrete using sensory methods and a calibrated photoionization
detector (PID). The soil aliquots composited (five aliquots per sample) and collected directly into laboratory supplied
glassware, placed on ice, and submitted to a North Carolina certified laboratory for analysis of RCRA metals by EPA
method 6020 and hexavalent chromium by EPA method 7199, and Synthetic Precipitation Leaching Procedure (SPLP) by
EPA Method 1312 for compounds detected at concentrations above Protection of Groundwater PSRGs. H&H will
compare the laboratory analytical results of analysis of RCRA metals and hexavalent chromium to NCDEQ Protection of
Groundwater (for SPLP select compound list determination), Residential, and Non‐Residential Preliminary Soil
Remediation Goals (PSRGs). SPLP analytical results will be compared to 2L Standards to evaluate leaching potential.
Following completion of sampling activities and review of laboratory analytical results, H&H will submit to DEQ a
transfer request email documenting field activities and concrete stockpile sampling results. Should laboratory analytical
data indicate that the stockpiled concrete is suitable for reuse at the Tarmac Virgina Brownfields property, H&H will
request DEQ approval for transfer of the crushed concrete.
Transfer of the crushed concrete is time‐sensitive and H&H tentatively plans to complete sampling activities on Tuesday,
March 19th. We greatly appreciate your attention to this request. We look forward to your response and please let us
know if you need anything further in order to approve this request.
