Front Street in Wilmington, NC. On behalf of WWAY, NET filed State of North Carolina, Department of ' Environment, Health and Natural Resources, Division of Environmental Management (DEM) Form No. GW/UST-3 for advance notification of the permanent closure of one (1) 3,000 gallon ' UST system used for the storage of gasoline. The UST system was formerly used for fueling of company owned fleet vehicles, and was properly registered with DEM. The system was closed by abandonment in place on April 20, 1994. Closure activities described in this report were performed in accordance with current DEM Guidance Documents for the Closure of Underground Storage Tanks, and Guidelines for the Investigation and ' Remediation of Soils and Groundwater. L' r The results of the environmental assessment conducted by NET during tank closure activities indicate that soil surrounding the former UST has not been adversely impacted by releases of product from the system. Laboratory analytical results obtained from soil samples collected during UST closure were reported as Below Detection Limit, or BDL, for total petroleum hydrocarbons (TPH/5030). The results of sample analysis are summarized in tables included in Appendix A. This report details closure activities and includes data supporting our recommendation for a "clean closure" designation from DEM. CI' ' WWAY-TV3 Report of System Closure ' Page 2 n 1 2.0 BACKGROUND INFORMATION ' The WWAY site is located at 615 N. Front Street in Wilmington, North Carolina. Several structures are situated on the property and include: an office/studio building, a building housing an emergency power generator, a building housing a microwave transmitter, an ' antenna, and numerous satellite communication dishes. A 500 gallon UST, used for the storage of diesel fuel for emergency power generation, is located approximately 30 feet Northwest of the former gasoline UST. The remainder of the property is comprised of asphalt parking areas, and grass/shrub covered grounds. Very steep embankments form the Western and Southern ' boundaries of the site. The Cape Fear River is located less than one-half mile West of the site. Please reference the Topographic Location Map, included in Appendix B. ' The surrounding property is characterized by commercial and light industrial areas. There are ' no known water supply wells located within one-half mile of the site. All adjacent properties are supplied by the City of Wilmington water systems. F CI P 7 j 7 P J E L C L I WWAY-TV3 Report of System Closure Page 3 3.0 REGIONAL HYDROGEOLOGY The WWAY site is located within the Lower Coastal Plain physiographic province of North Carolina. The subsurface stratigraphy of this province is comprised of unconsolidated Cenozoic and Mesozoic sediments. These sediments form a wedge-shaped feature, which thickens to the East. Underlying the sedimentary package are crystalline igneous and metamorphic basement rocks. Ground water in the region is stored and transmitted in permeable sedimentary units known as aquifers. The aquifer units are typically comprised of sand sized particles. Separating the aquifer units are less permeable units known as confining layers. The confining units are typically comprised of silt and clay sized particles. Although some water movement does occur between aquifers through the confining units, the aquifers typically gain their water supply from precipitation over "recharge" zones near the respective up -dip limits of the units. Regionally, the mean ground water flow direction is towards the East. ��I 1 ' WWAY-TV3 Report of System Closure Page 4 4.0 FIELD METHODOLOGY This section details the methodologies employed in UST closure at the site. On behalf of ' WWAY, NET gave Notice of Intent to close the UST system at their Wilmington facility to DEM's Wilmington Regional Office in a letter dated March 23, 1994. Form GW/UST-3 "Notice of Intent: UST Permanent Closure or Change in Service" was filed at this time. Form GW/UST-2, "Site Investigation Report for Permanent Closure or Change -in -Service of UST," ' is completed and included in Appendix D. 7 Field activities for the closure of the UST began on April 19, 1994. North Carolina Environmental Services (LACES) was subcontracted by NET to provide tank closure and disposal services. Prior to the commencement of excavation activities, NET verified that no underground utilities were present by walking the site with WWAY engineers. Originally, NET planned to close the UST system by removal. Prior to excavation, the dispenser island was removed and all remaining product was pumped from the tank. Once excavation commenced, it was discovered that the depth to the top of the tank was approximately five to six feet below grade. The excavated material was described as a loose, medium to fine sand, with prevalent foreign debris, such as brick, iron slag, coal, and metal cans. The walls of the excavation were found to be extremely unstable, resulting in collapse. The collapsing of the excavation threatened the integrity of an adjacent parking lot and satellite communication equipment. Therefore, it was decided that site conditions dictated UST abandonment in place. On April 20, 1994, NCES, under the supervision of NET, began the process of closing the tank in place. The interior of the UST was inerted with dry ice and explosivity and oxygen lever C L I I� L WWAY-TV3 Report of System Closure Page 5 were checked. An entryway was cut in the top of the tank for employee access into the UST. Environmental technicians entered the UST, cleaning, flushing and physically scraping the tank's interior utilizing non -sparking tools. All liquids generated during tank flushing were containerized in 55-gallon drums, loaded and transported offsite by NCES to a selected disposal facility, in accordance with NCDEM UST guidelines. A copy of the disposal manifest is included in Appendix E. NCES employees reported that the interior of the UST was in very good condition and was found to be free of perforations and signs of corrosion. Once cleaned, the tank was filled with a slurry of 800 psi concrete. The entryway was sealed with a concrete cap. All sampling and analysis techniques executed by NET were performed in accordance with our "Quality Control Procedures for Soil Sampling and Chemical Testing", North Carolina Division of Environmental Management guidelines, United States Environmental Protection Agency Region IV guidance, and local Fire Department regulations and requirements. Three (3) soil samples were collected from the excavation materials (designated "ES"), and four (4) soil samples were obtained from the regions below and immediately adjacent to the bottom of the UST (designated "S"). Please reference the Site/Sampling Diagram, included in Appendix C, for sampling locations. The samples were collected using a clean, stainless steel hand auger. All samples were screened for organic vapors using an organic vapor analyzer (OVA). For screening, aliquots of soil were placed in clean, plastic, zip -lock bags, and allowed to volatilize in direct sunlight for approximately ten minutes. The head -space in the bags was then screened for organic vapors using the OVA. The results of soil screening are shown in Table 1, which is included in Appendix A. WWAY-TV3 Report of System Closure Page 6 Duplicate aliquots of the four screened soil samples collected from beneath the UST were selected for laboratory analysis. Samples S-1 and S-2 were "grab" samples collected from beneath the vent end and East side of the tank, respectively. Sample S-4/3 was a composite ' of samples collected from the fill spout end and West side of the tank. All laboratory samples were placed in laboratory supplied containers, maintained on dry ice, and shipped via overnight courier to Envirotech Mid -Atlantic (ETMA) in Blacksburg, VA, for laboratory analysis of total petroleum hydrocarbons (TPH/5030). Laboratory analytical results are summarized in Table 2, which is included in Appendix A. Complete laboratory analytical results are included in Appendix F. Following tank closure, the excavation was backfilled with material previously excavated. The ' backfilled area was fertilized and re -seeded with grasses typically found in the Wilmington area. H H 1 I L WWAY-TV3 Report of System Closure Page 7 5.0 DISCUSSION AND RECOMMENDATIONS Although some stressed vegetation was noted in the vicinity of the former fill spout, no other visual or olfactory evidence of a release was noted during the closure of the UST. Soil samples collected for screening indicated no release of product; laboratory analysis confirmed that soil around the former UST has not been impacted by a release of product from the former UST or dispenser. The former dispenser island was situated immediately adjacent to the fill spout of the former UST. It was not possible to collect a soil sample from beneath the former dispenser due to failure of the excavation walls. Photographic documentation of the UST closure is included in Appendix G. Due to the innocuous results presented in this report, NET makes no recommendations for future assessment activities in conjunction with the subject UST closure at the WWAY site.
