Dear David Singleton: This letter is to follow up with our telephone conversation on February 14, and 21, 2024 regarding sampling of existing groundwater monitoring wells at the subject Site. The North Carolina
Department of Environmental Quality, Division of Waste Management (Division) is requesting your permission to 1) access your property, 2) sample the existing groundwater monitoring wells, and 3) analyze the collected groundwater samples for the, non-petroleum related compounds, carbon tetrachloride, 1,1,2-trichloroethane, and chloroform only.

Please note, the detection of these specific compounds predates First Two LLC’s ownership and operation of the Site, and the specific compounds are unrelated to petroleum sold at the Site. Therefore, First Two LLC is not the responsible party.
This sampling will be performed by Division staff or the Division's contractor at no cost to you and
you do not have to be present. The laboratory results will be forwarded to you as soon as possible. Should you request us to do so, we may also abandon the groundwater monitoring wells after the results of the proposed sampling event.
If you are willing to provide permission to sample your wells, please sign the attached permission
