Mr. Lee,
I just tried to call you regarding the subject site and the requested access agreement. I would like to
have our contractor access the property, locate the groundwater monitoring wells to assess their
condition and sample them. We then may abandon (remove) some of them. We also want to collect
some surface water and sediment/soil samples near the landfill and former lumber yard.

First, I want to apologize for the long delay in communicating with you. Due to limited funding, we
had to postpone any additional field work. New annual funding has been allocated to our
department for this year. The previous access agreement (2023) has expired, so I have attached a
new 2024 Access Agreement for your consideration.

Please find attached to this email a Plat of the parcel which you own. As discussed, this parcel was
created in 2000 so that Singer could sell the southern parcel (Track 2).
The RCRA Permit was modified in 2000, to facilitate the sale of Track 2, such that the RCRA Permit
applied to Track 1 – now owned by Chance Real Estate, LLC.

Attached is an access agreement for your consideration. Our department has limited funding
through our Orphan Contract Program to perfume some basic tasks and field activity.
Pending your approval, we would like to perform the following activities to gather current
information:
Perform a Site visit and Site walk,
Locate and sample the existing groundwater monitoring wells,
Collect surface water and sediment samples,
Collect shallow soil samples (0.5-2 feet in depth).

Identification Number 2749-30-3670 (the property). Chance Real Estate, LLC., authorized by the undersigned, grants the Division of Waste Management and/or its contractors to access the property to perform the proposed
