Outparcel This outparcel remains relatively unchanged. West The adjacent properties remain relatively unchanged. Site The site remains relatively unchanged. North The adjacent properties remain relatively unchanged. East The adjacent properties remain relatively unchanged. April 18, 1972 South The adjacent properties remain relatively unchanged. Outparcel This outparcel remains relatively unchanged. West The adjacent properties consist of graded land (along the northern portion of the site) and commercial businesses. Site Several additions are evident on the shopping plaza building while the remainder of the site consists of five commercial buildings. North The adjacent properties remain relative!y unchanged. East The adjacent property (across N. Gregson Street) is improved with two commercial buildings wooded land and a residential home. 1994 South The adjacent properties remain relatively unchanged. Outparcel The outparcel remains relatively unchanged. West The adjacent properties consist of two commercial buildings (Sears) along the northern portion of the site and three commercial buildings along the southern ortion of this site boundary. During the review of the aerial photographs, several buildings were located on the site and adjacent to the site which required further inquiry. Please refer to Section 3.3 for building tenants/occupants which were identified that required further inquiry. With the exception of the above mentioned facilities, visual surface indications reveal the following: no evidence mineral production, open pits or industrial activity was identified on or adjacent to the site that might environmentally impact the site during the review of the aerial photographs. 3.3 Historical City Directories The Polk Company and Haines Directory cross reference company annually publish directories which are listings of residences, businesses and professional concerns organized both alphabetically by name similar to a telephone book, and alphanumerically by street name then specifically by street address. The Polk Company and Haines Directory city directories used in this study were made available through the Durham County Main Library in downtown Durham, North Carolina (selected years reviewed: 1961 through 1999), and were reviewed at approximate five year intervals. Since these references are copyright protected, reproductions are not provided in this report. The site vicinity was first identified in approximately 1961 and remained listed through 1999. During the review of the city directories, listings for the site included various commercial businesses including various clothing, shoe and general goods retailers, photographic studios/shops, Northgate Drycleaning Pickup, Northgate 1 Hour Cleaners, Self Service Laundry, Durham Laundry Company, Northgate Automotive Repair. On -site tenant listings requiring further inquiry are identified in the subsequent paragraphs. 5 Northgate Mall 1rerracon Project No. 49008081 November 15, 2000 Various photographic studios/shops were identified on the site including three businesses currently operating on the site: CCI Photographics, Wolf Camera and Elkins Photo. Elkins Photo utilizes a sublevel unit, Office Suite 2, for a photography studio and black and white photo -development. A small area within the tenant suite is currently utilized for the development of the black and white photos while color photographs are sent to an off -site location. Surficial staining was identified in the vicinity of the photographic development area. In addition, a filter consisting a plastic container and limestone rocks was currently being utilized to separate out sediments and to neutralize acids prior to being discharged into the sanitary sewer. Mr. John Elkins, owner, indicated that he has operated on the site for approximately 20 years and that he does not currently operate a silver recovery system. In addition to the Elkins Photo studio, CCI Photographics and Wolf Camera develop photographs within their tenant suites. These two photo developers utilize self contained photo development processing units. Representatives with both photo developers indicated that they mix, replace and remove the chemicals; however, prior to flushing spent chemicals into the sanitary sewer, the chemicals are sent through a silver recovery system. Terracon has contacted Mr. William Sun, Industrial Wastes Pretreatment Coordinator with the City of Durham, Department of Environmental Services, regarding silver recovery system requirements. Mr. Sun has indicated that it is Durham County's practice to require that chemicals associated with photo developing be flushed through a silver recovery unit prior to disposal into the sanitary sewer system. Based on the above information, in Terracon's opinion, the absence of a silver recovery system at the Elkins Photo studio presents a potential environmental concern to the site. Northgate Drycleaning Pickup was identified during the review of the 1995 city directory. Northgate Drycleaning Pickup was not in operation during the site inspection. According to Ms. Virginia Rand Bowman, Managing General Partner, Northgate Drycleaning Pickup was a dry cleaning pickup location only and dry cleaning processes were conducted at an off -site location. Northgate Drycleaning Pickup was not listed on the regulatory databases. Based on its former operations as a drop-off station, it is unlikely the former Northgate Drycleaning Pickup presents an environmental concern to the site. Review of the 1970 city directory identified a Northgate 1 Hour Cleaners, Self Service Laundry and Durham Laundry Company facilities along W. Club Boulevard. Based on their years of operations prior to regulations, these cleaners were not identified during the review of the regulatory databases. Furthermore, these facilities were not listed in directory assistance. According to Ms. Bowman, she was not aware if dry cleaning operations were conducted at these cleaners. Ms. Bowman indicated that these businesses formerly operated within a service building located along the eastern property boundary, in the vicinity of the existing Bank of America building. Based on the absence of information regarding past operations and waste handling practices, Northgate 1 Hour Cleaners, Self Service Laundry and Durham Laundry Company facilities may present an environmental concern to the site. Northgate Automotive Repair was identified as formerly operating at 1501 Guess Road from 1985 through 1990. In addition, several gas stations (Copeland's Shell Service, Gates Esso Service Center and Northgate Exxon Service Center) were identified at the same location from 1961 through 1980. Numerous investigations have been conducted by Law Engineering, Inc. in the vicinity of the former Northgate Automotive Repair and gas stations. Please refer to Section 3.7 for further discussion of these former on -site repair shops/gas stations. Surrounding properties were primarily listed as residential and commercial from 1961 through 1999. Off -site listings which required further inquiry are discussed in the following paragraphs. Durham Dry Cleaners was listed at 1207 Buchanan Boulevard in 1990.
