(Terracon) is pleased to submit this letter report documenting environmental activities that occurred at the above-referenced Brownfields Property during the calendar year 2023. This letter report satisfies the annual reporting requirements of the approved Environmental Management Plan (EMP), dated November 5, 2020. Work completed during 2023 was previously documented and provided to the North Carolina Department of Environmental Quality (NCDEQ) Brownfields Redevelopment Section (BRS) in the following reports: ◼ VIMS Post Construction Report, dated May 24, 2023; ◼ Pre-Occupancy Indoor Air and Soil Vapor Sampling Report, dated August 28, 2023; and ◼ Pre-Occupancy Indoor Air and Soil Vapor Sampling Report, dated December 6, 2023. Collectively, these reports documented the installation of the vapor intrusion mitigation system (VIMS), pilot testing, pre-occupancy sub-slab soil gas sampling, and indoor air sampling at the recently constructed multi-family apartment building at the site, in accordance with the protocols set forth in the approved VIMS Design Submittal, dated January 18, 2021 and revised April 13, 2021. As documented in the reports, unacceptable risk to future site residents was not identified in association with the soil gas to indoor air pathway.
