Dear Mr. Schmithorst:
On behalf of the MCP Optimist Park, LLC (“Prospective Developer” or “PD”), Terracon
Consultants, Inc. (Terracon) is pleased to submit this letter report documenting
environmental activities that occurred at the above-referenced Brownfields Property

◼ Pre-Occupancy Indoor Air and Soil Vapor Sampling Report, dated December 6,
2023.

sampling at the recently constructed multi-family apartment building at the site, in
accordance with the protocols set forth in the approved VIMS Design Submittal, dated
January 18, 2021 and revised April 13, 2021.
As documented in the reports, unacceptable risk to future site residents was not identified
in association with the soil gas to indoor air pathway. During initial indoor air sampling
events conducted in portions of the building, hazard indices slightly exceeding NCDEQ’s
