Hart & Hickman, PC (H&H) is providing this Annual Redevelopment Summary Report for the
Durafiber Brownfields property (Brownfields Project No. 22030-18-060) located at 7401
Statesville Boulevard in Salisbury, Rowan County, North Carolina (Site). The Site consists of
one approximately 500-acre parcel of land (Rowan County Parcel ID No. 750-002) located in a
rural area approximately six miles west of downtown Salisbury. The Site is improved with an
approximate two million square foot former manufacturing campus that includes administrative
offices, warehouse areas, production areas, shipping and receiving areas, a maintenance building,
a fence manufacturing facility, and a wastewater treatment plant. A Site location map is
provided as Figure 1.
A Brownfields agreement between the North Carolina Department of Environmental Quality
(DEQ) and Salisbury Investments I, LLC was recorded for the Site on September 15, 2022.
Land use restrictions included in the recorded Brownfields agreement indicate that physical
redevelopment of the Brownfields property will be completed pursuant to a DEQ-approved

Environmental Management Plan (EMP) and that a summary of environment-related
redevelopment activities will be provided to DEQ each year for as long as physical
redevelopment of the Brownfields property continues.
Redevelopment activities at the Site in 2023 included the installation of new sub-surface natural
gas lines and a new natural gas regulator station. In addition, redevelopment activities included
limited leveling for the placement of containers associated with a bitcoin server farm. The
locations of the new natural gas lines and new regulator station are shown in Figure 2A. The
locations of the new server farm containers are shown in Figure 2B.
The natural gas utility installations were completed in accordance with the DEQ-approved EMP
dated June 19, 2023. The server farm installation activities were completed in accordance with
the DEQ-approved EMP dated November 10, 2023. Contractors did not report observations of
potentially impacted Site media or unknown buried materials. In addition, redevelopment
activities at the Site in 2023 did not include importing soil to the Site or exporting soil from the
Site, and no soil was re-located outside of the designated Solid Waste Management Units
(Figures 2A and 2B).
Future redevelopment activities that disturb Site media are not planned at this time. A EMP will
be prepared for DEQ review and approval should future plans include additional redevelopment
activities.
