Holdings, L.P. (Camden), Hart & Hickman, PC (H&H) is submitting this annual report in accordance with the North Carolina Department of Environmental Quality (DEQ) approved Environmental Management Plan (EMP) dated March 17, 2021. The Cameron Village Condominiums Brownfields property (Brownfields Project No. 24017-20-092) is located at 1801 Cameron Street in Raleigh, Wake County, North Carolina (Site or subject Site). The Brownfields property is comprised of one parcel of land (Wake County Parcel Identification No. [PIN] 1704125771) that totals approximately 4.91 acres. A Site location map is provided as Figure 1. Redevelopment activities are currently underway and include grading and construction of two new multi-family apartment buildings with parking and commercial/retail spaces. A Site Map with the parking garage and building footprints is provided as Figure 2. Redevelopment activities at the Site are being conducted in accordance with the DEQ-approved EMP dated March 17, 2021. As it relates to the 2023 redevelopment time period, this report has been prepared in accordance with the DEQ-approved EMP, which addresses environmental- related reporting requirements associated with ongoing redevelopment activities. The section below outlines activities completed to satisfy the requirements of the DEQ-approved EMP. Note that details associated with the installation and inspection of vapor intrusion mitigation systems for the apartment buildings will be provided under separate cover. 2.0 Environmental-Related Reporting Requirements In accordance with the DEQ-approved EMP for the Site, redevelopment activities at the Cameron Village Condominiums Brownfields property are ongoing and have included the following activities:  Stormwater improvements, including the installation and subsequent backfilling of one temporary sediment pond in the southeastern corner of the property;  Construction of a parking garage on the southwestern portion of the property;  Initial construction of two new residential buildings;  Upgrades to municipal water infrastructure;  Upgrades or installation of any other subsurface utilities at the site;  Soil management of Site soils; and  Import of stone for stormwater improvements, roadways, and backfill. Note that impacted soil or other subsurface features of potential environmental concern during the 2023 redevelopment time period were not identified during grading and/or excavation activities. However, during the 2023 reporting period, approximately 992 tons of unsuitable soil were encountered and subsequently disposed of off-site using a previously established soil disposal profile with Soilworks, Inc. (Soilworks), a permitted bioremediation soil farm. On March 8 and 9, 2023, approximately 992 tons of soil were exported to Soilworks, which is located at 7534 Highway 42 East in Selma, North Carolina.
