Elan University City Site Charlotte, North Carolina Mid-Atlantic Project No. 000H1531.00 Dear Glover:
Mid-Atlantic Associates, Inc. (Mid-Atlantic) is pleased to submit this Soil Sampling Letter
Report for conducting assessment activities at the Elan University City Site located on
University City Boulevard near Interstate 85 in Charlotte, North Carolina (Subject
Property). The property is depicted in the Site Location map included as Drawing 1.
The objective of our scope of services was to determine if metals were present in soils
at the Subject Property at concentrations in excess of established Preliminary Soil
Remediation Goals (PSRGs).
1.0 Background
The Subject Property encompasses approximately 71.94 acres and is assigned the
Mecklenburg County Parcel ID Numbers 04708213, 04708214, and 04739110. The Site
is not currently developed. In July 2021, Elan University City Phase 2, LLC submitted a
Brownfield Property Application to the North Carolina Department of Environmental
Quality, Brownfields Program (NCBP). During a February 23, 2022 virtual meeting with
the NCBP, the NCBP concurred that the presence of metals in soil at the Subject
Property above PSRGs would satisfy concerns about a sufficient hindrance at the site
and allow a Letter of Eligibility to be issued.

2.0 Preliminary Soil Sampling Activities
The assessment activities were conducted in general accordance with the North Carolina
Department of Environmental Quality (NCDEQ) Inactive Hazardous Sites Branch (IHSB)
Guidelines for Assessment and Cleanup dated July 2021 and most recent versions of
the United States Environmental Protection Agency (USEPA) Region IV Science and
Ecosystem Support Division (SESD) Field Branches Quality System and Technical
Procedures guidelines.
Based on our discussions and review of the recently completed Phase I ESA for the Site,
Mid-Atlantic proposed to advance three (3) soil borings (SB-1 through SB-3) for the
collection of soil samples. The soil boring locations are depicted on Drawing 3 and
located as follows:
• Soil boring SB-1 was the northern most of the three soil borings along the
southwestern portion of the Subject Property and was sampled at a depth
between 2.0-2.5 ft below ground surface (BGS).
• Soil boring SB-2 was the middle of the three soil borings along the southwestern
portion of the Subject Property and was a composite of the 2.0-2.5 ft, 4.0-4.5 ft,
6.0-6.5 ft, and 8.0-8.5 ft BGS intervals.
• Soil boring SB-3 was the southern most of the three soil borings along the
southwestern portion of the Subject Property and was sampled at a depth
between 2.0-2.5 ft BGS.
The soil sampling methodology, laboratory analytical results, and recommendations are
provided in the sections below.
2.1 Soil Sampling Methodology
On April 8, 2022, Mid-Atlantic mobilized to the Subject Property to advance three (3) soil
borings (SB-1 through SB-3) across southern portion of the Subject Property.
Mid-Atlantic utilized a decontaminated stainless-steel hand auger to advance the soil
borings to a depth of 2.5 ft BGS for SB-1 and SB-3; and a depth of 8.5 ft BGS for SB-2.
Continuous soil samples were collected from the center of the hand auger bucket at each
soil boring location. Field screening did not indicate obvious signs of impacts, therefore
Mid-Atlantic collected soil samples from the 2.0 to 2.5 ft BGS depth interval in all three
soil borings and 4.0 to 4.5 ft, 6.0 to 6.5 ft and, 8.0 to 8.5 ft at the SB-2 location.

The sample containers were labeled with the sample identification, date, time, and
requested analysis, and placed in a laboratory supplied cooler with ice. The samples
were delivered to Waypoint Analytical (Waypoint) in Charlotte, North Carolina under
standard chain-of-custody protocol. Soil samples collected were submitted for laboratory
analysis of 13 Priority Pollutant metals and Hexavalent Chromium. by EPA Method
6020B. Following soil sample collection, the soil borings were properly abandoned, and
the surface was repaired similar to pre-hand auguring conditions.
2.2 Soil Analytical Results
A tabular summary of the soil analytical results is provided in Table 1 and a sample
location map is presented as Drawing 3. The laboratory analytical report and chain-of-
custody form is provided in Appendix A. The analytical results were compared to the
NCDEQ Residential Preliminary Soil Remediation Goals (PSRGs) dated January 2022.
Soil laboratory results indicated the following:
• Arsenic concentrations in SB-1, SB-2 and, SB-3 exceed their respective
Residential PSRGs;
• Iron concentrations in SB-1, SB-2 and, SB-3 exceed their respective Residential
PSRGs;
• Thallium concentrations in SB-3 exceed the Residential PSRG;
• No other Metals were detected above method detection limits.
3.0 Summary and Conclusions
Mid-Atlantic has completed limited soil assessment activities at the Elan University City
Site located on University City Boulevard near Interstate 85 in Charlotte, North Carolina.
The assessment activities were conducted following the approval of our Proposal for
Preliminary Soil Sampling dated March 29, 2022. Assessment activities are summarized
as follows:
• Mid-Atlantic oversaw the advancement of three soil borings (SB-1 through SB-3)
for the collection of soil samples on the Subject Property;
• Arsenic and Iron concentrations in SB-1, SB-2 and, SB-3 exceeded their
respective Residential PSRGs;
• Thallium concentrations in SB-3 exceed the Residential PSRG;
• No other metals were detected above method detection limits.

The above referenced project has been analyzed per your instructions. The analyses were performed in accordance with the applicable analytical method.
The analytical data has been validated using standard quality control measures performed as required by the
analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136
Method Update Rule May 2021) unless otherwise indicated. Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of sampling. REPORT QUALIFIERS AND DEFINITIONS
U Analyte was analyzed for but not detected.
The sample quantitation limit has been
corrected for dilution and for percent moisture, unless otherwise noted in the case
narrative.
J Estimated value due to either being a Tentatively Identified Compound (TIC) or
that the concentration is between the MRL and the MDL. Concentrations are not verified
