Dear Mr. Einsmann:

The Division of Waste Management, Solid Waste Section (Section) has reviewed the Water Quality
Monitoring and Landfill Gas Monitoring Plans for the facility submitted by Bunnell-Lammons Engineering,
Inc. (BLE) on behalf of the Upper Piedmont Landfill.

Water Quality Monitoring Plan
The groundwater monitoring network associated with the facility currently consists of monitoring wells:
GW-1R, GW-2, GW-3, GW-4R, GW-5, GW-6, GW-7, GW-8, GW-9, GW-10, GW-11, and GW-12. Sixteen
new monitoring wells identified as: GW-13, GW-14, GW-15, GW-16, GW-17, GW-18, GW-19, GW-20, GW-
21, GW-22, GW-24, GW-25, GW-26, GW-27, and GW-28 are proposed to be added to the groundwater
monitoring network. Monitoring wells GW-15, GW-16, and GW-17 will be installed south of Cell 7A/7B
and will be abandoned in conjunction with Cell 8A/8B construction. Monitoring wells GW-20, GW-21, and
GW-22 will be installed south of Cell 8A/8B and will be abandoned in conjunction with Cell 9/10
construction. The remaining monitoring wells: GW-13, GW-14, GW-18, GW-19, GW-23, GW-24, GW-25,
GW-26, GW-27, and GW-28 are proposed to be installed just beyond the eastern, southern, and western,
boundaries of the completed Phase 4. Groundwater samples are proposed to be analyzed on a
semiannual basis for constituents listed in 40 CFR 258, Appendix I.

The current monitoring network also consists of two surface water monitoring locations (SW-1, and SW-
2.) BLE is proposing to add two additional surface water monitoring locations (SW-3 and SW-4). SW-3
will be located upstream of Phase 4 along the eastward flowing Cub Creek and SW-4 will be located
downstream of Phase 4 along the eastward flowing tributary to Cub Creek. Surface water samples are
proposed to be analyzed for Appendix I constituents in addition to pH, specific conductivity, temperature,
and turbidity. BLE has also established a leachate sampling location at the leachate storage tank. Leachate

samples will be analyzed for Appendix I constituents, pH, specific conductance, biological oxygen demand,
chemical oxygen demand, total suspended solids, nitrate, sulfate, and phosphate.

Landfill Gas Monitoring Plan
The landfill gas monitoring network associated with the facility currently consists of landfill gas wells: MM-
1 through MM5R and six onsite structures (Flare Compressor, Office, Scale House, Maintenance Building,
RNG Building, and Leachate Tank). BLE intends to install five new landfill gas monitoring wells (MM-6
through MM-10). Landfill gas monitoring well MM-7 will be installed south of Cell 7A/7B and will be
abandoned in conjunction with Cell 8A/8B construction. The remaining landfill gas monitoring wells: MM-
6, MM-8, MM-9, and MM-10 will be installed just beyond the eastern, southern, and western boundaries
of completed Phase 4. Landfill gas will be monitored on a quarterly basis in accordance with guidelines
established by the Section.
