Tryon Street Charlotte, Mecklenburg County, North Carolina Brownfields Project No. 25084-21-060 H&H Job No. AHI-006 1.0 Introduction On behalf of Poindexter Partners, LLC c/o Avery Hall, LL (Prospective Developer or PD), Hart & Hickman, PC (H&H) has prepared this report to provide a brief summary of annual environmental-related activities associated with redevelopment of the Wrights Cleaners Brownfields property (Brownfields Project No. 25084-21-060) located at 2801 & 2813/2815 S. Tryon Street in Charlotte, Mecklenburg County, North Carolina (Site). The Site consists of one parcel of land (Mecklenburg County Parcel ID No. 14701177) that is approximately 2.5 acres. The Site is proposed for redevelopment as a multi-family building located in a rapidly densifying area of the South End neighborhood. A Site location map is provided as Figure 1, and the Site and surrounding area are shown in Figure 2. The proposed redevelopment plan prepared by Cline Design, dated March 31, 2022, is provided as Appendix A. The PD obtained Brownfields eligibility from the North Carolina Department of Environmental Quality (DEQ) Brownfields Program for the Site via a letter dated March 31, 2022. A Brownfields Agreement between the DEQ and the PD is pending. H&H prepared an Environmental Management Plan (EMP) dated August 17, 2023, and signed by DEQ on March 22, 2022. This report has been prepared to meet the annual redevelopment reporting requirement outlined in the approved EMP. A summary of environment-related activities associated with redevelopment of the Brownfields property is provided in the following sections. 2.0 Redevelopment Activities Redevelopment activities at the Site have been limited to demolition of the Site buildings, which was conducted in accordance with the DEQ-approved EMP and a Demolition Approval Letter from DEQ dated January 25, 2023. As directed in the letter, the PD has left the existing building slabs in-place while awaiting redevelopment activities planned for 2024. Tryon Street Charlotte, NC Brownfields Project Number 25084-21-060 Dear Mr. Long, Per request from Hart & Hickman on your behalf, the North Carolina Department of Environmental Quality (DEQ) Brownfields Program approves the proposed demolition of buildings at the Wright’s Cleaners Property to slab foundations. Demolition of site buildings may be conducted provided that work is completed in accordance with all applicable legal requirements, including without limitation those related to lead and asbestos abatement that are administered by the Health Hazards Control Unit within the Division of Public Health of the North Carolina Department of Health and Human Services. Please note that soil disturbance or removal of the building slabs/parking lots may not occur at the site until a DEQ-approved Environmental Management Plan (EMP) is in place. Be advised that this approval from the Brownfields Program does not waive any applicable requirement to obtain any necessary permits, licenses, or certifications for demolitions, nor does it waive any requirement to comply with applicable law for such activities.
