GRI Project No. 5991 ii EXECUTIVE SUMMARY Breeden’s 66 is located at 22900 Aberdeen Road in Laurinburg, Scotland County, North Carolina. The site is currently owned and operated by S&H Rental, Inc. as a petroleum retail facility and convenience store. One 4,000-gallon regular gasoline, one 1,500-gallon plus gasoline, one 1,000-gallon premium gasoline and two 1,000-gallon diesel USTs are currently in use at the site with one associated dispenser island. On November 30, 2021, during routine compliance inspection activities, two damaged/defective UST spill buckets associated with the 1,000-gallon diesel and 1,500-gallon plus gasoline USTs, as well as a suspected release beneath the off-road diesel dispenser were reported at the site. The adjoining properties are agricultural and residential. According to the information determined during receptor survey activities conducted on April 13, 2022, five potable water supply wells were identified within 1,500 feet of the site. Of the identified water supply wells, two of the wells were located within a 1,000-foot radius of the site, and one of the wells was located within a 250-foot radius of the site. Municipal water is available to the site and some of surrounding properties. Water lines run along Aberdeen Road and Monroe Road. A CSA was completed in January 2023. A CAP has not been developed for this incident. On November 13, 2023, eight Type II monitoring wells (MW-1 through MW-8) and one Type III monitoring well (TW-1) were gauged, purged and/or sampled in accordance with NCDEQ guidelines. A free product thickness of 0.01 feet was measured in MW-3 during the November 2023 sampling and gauging event. Concentrations of benzene, ethylbenzene, xylenes, MTBE, naphthalene, tert-amyl alcohol, tert-amyl methyl ether, tert-butyl alcohol, hexachlorobutadiene, and/or n-propylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-1, MW-4, MW-7 and TW-1. Based on the above information, the site risk classification should remain high. A free product evaluation should be completed on MW-3 to determine the best means of free product recovery for the site. Once free product is no longer present, a contaminant Fate and Transport Model will be completed once sufficient data are obtained for plume stability. The purpose of the model is to determine the risk posed to WSW-2. If the model shows that WSW-2 is not an at risk receptor, then the risk classification should be reevaluated. In the interim, quarterly ground water sampling activities and free product recovery should continue at the site. GRI Project No. 5991 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the November 2023 ground water sampling event at the Breeden’s 66 site; located at 22900 Aberdeen Road in Laurinburg, Scotland County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 23-713, which was submitted to NCDEQ on October 31, 2023, and was approved as Task Authorization No. 48332-5 on November 3, 2023. State correspondence has been included as Appendix A. The site is currently owned and operated by S&H Rental, Inc. as a petroleum retail facility. One 4,000- gallon regular gasoline, one 1,500-gallon plus gasoline, one 1,000-gallon premium gasoline and two 1,000- gallon diesel USTs are currently in use at the site with one associated dispenser island. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown below: The site and surrounding area are a mixture of agricultural and residential properties. The site contains one building and is primarily capped with concrete. Eight Type II monitoring wells (MW-1 through MW- 8) and one Type III monitoring well (TW-1) were installed at the site during previous ground water assessment and corrective action activities. In April 2022, GRI personnel conducted a receptor survey at the site. Five water supply wells were identified within a 1,500-foot radius of the site. Seven potable water supply wells were identified within a 1,000-foot radius of the site. Of the identified water supply wells, two (WSW-1 and WSW-2) were located within a 1,000-foot radius of the site, and one (WSW-1) was located within a 250-foot radius of the site. No surface water bodies were identified within a 500-foot radius of the site. Municipal water is available to the site and some of the surrounding properties. Well abandonment agreements were mailed to the owners of WSW-1 and WSW-2. On August 17, 2023, GRI abandoned WSW-1. The owner of WSW- 2 has decided not to abandon their water supply well at this time. Water supply well owner information is included as Table 3. Adjacent property owner information is presented in Table 4. To date, a CAP has not been developed for this incident. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On November 13, 2023, eight Type II monitoring wells (MW-1 through MW-8) and one Type III monitoring well (TW-1) were gauged, purged and/or sampled in accordance with NCDEQ guidelines. A free product thickness of 0.01 feet was observed in MW-3 during the November 2023 gauging event. Depths to ground water in the Type II monitoring wells ranged from 17.44 feet to 19.96 feet below TOC. Well construction and gauging information is presented in Table 5. Ground water elevations in the Type II monitoring wells relative to a temporary benchmark with an assumed datum of 100.00 feet ranged from 79.74 to 81.03 feet. Based on this information, ground water flow direction was generally toward the northeast. The average horizontal hydraulic gradient across the site was approximately 0.01 feet per foot. The vertical hydraulic gradient between paired wells MW-1/TW-1 was approximately 0.07 feet per foot downward. A Water Table Surface Map is included as Figure 4. Field parameters (dissolved oxygen, oxidation reduction potential, temperature, pH and conductivity) were measured upon sample collection. Concentrations of benzene, ethylbenzene, xylenes, MTBE, naphthalene, tert-amyl alcohol, tert-amyl methyl ether, tert-butyl alcohol, hexachlorobutadiene, and/or n-propylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-1, MW-4, MW-7 and TW-1. A summary of the analytical results for ground water samples collected on November 13, 2023, is presented in Table 6. A Ground Water Quality Map based on the November 2023 data is included as Figure 5. Contaminant specific isoconcentration maps for benzene is included as Figure 6. The contaminant plume consists of one area (Area 1) based on total BTEX, MTBE, and naphthalene concentrations during the January 2023 ground water sampling event. Contaminant mass calculations were not completed during this sampling event due to the presence of free product in MW-3. The site is in the Coastal Plain Physiographic Region of North Carolina. The water table has a seasonal high depth to water of approximately 14 to 19 feet BGS. Since a CAP has not been developed for the site, remediation milestones have not been established. Cross section maps completed during the CSA phase of site investigation have been included as Appendix C. 3.0 FREE PRODUCT REMOVAL Free product thickness of 0.01 feet was observed in MW-3 during this sampling event. 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS No natural attenuation monitoring plan is currently in place at the site. During the November 2023 sampling event, ground water samples collected from MW-1, MW-2, MW-4 through MW-8 and TW-1 were submitted for laboratory analyses of natural attenuation parameters. Field parameters were measured upon sample collection. A summary of natural attenuation analytical results is presented in Table 6A. Since contaminant concentrations have increased since the baseline sampling event in January 2023 and free product was observed in MW-3, the Contaminant Fate and Transport model proposed for the November 2023 sampling event has been postponed. The model will be completed once free product is eliminated and the contaminant plume appears to stabilize during a subsequent quarterly ground water monitoring event. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report.
