All Rights Reserved. 1.0 INTRODUCTION Amec Foster Wheeler Environment & Infrastructure, Inc. (Amec Foster Wheeler; formerly AMEC Environment & Infrastructure, Inc.) has prepared this Free Product Recovery Report for the Food Lion Distribution Center #4 facility located at 2940 Arrowhead Road in Dunn, Harnett County, North Carolina (site; Figure 1). The site is owned by Delhaize America, the parent company of Food Lion, Inc. (Food Lion). The site is currently utilized as a product distribution center for Food Lion and includes a fueling station for the distribution trucks. Historically, diesel fuel was stored in two former 25,000-gallon underground storage tanks (USTs). The site currently consists of the distribution center/warehouse, the truck maintenance facility, refueling station and parking lots. 2.0 SITE HISTORY AND CHARACTERIZATION The site is classified as intermediate risk. A receptor survey conducted in 2000 found that there were five water-supply wells within 1,500 feet of the site, located hydraulically upgradient of the source area, and that municipal water is available to these properties. The site is located in a rural area consisting of properties used for both residential and commercial purposes. Several assessments have been performed at the site to identify the extent of soil and groundwater impacts attributed to the two former 25,000-gal USTs. Based on these assessments, soil and groundwater were determined to be impacted by releases from the two diesel USTs and associated product piping. During assessment activities in March 1997, free product was observed and four recovery wells were installed in May 1998. Four aggressive fluid vapor recovery (AFVR) events were performed in the summer of 1998 which removed 1,699 gallons of free product from the recovery wells (Table 2). In September 1998, the two 25,000-gal USTs were removed and replaced with aboveground storage tanks (ASTs). Following the removal of the USTs, a Limited Site Assessment (LSA) was prepared in February 1999 and a Corrective Action Plan (CAP) was prepared in June 2000. The proposed corrective action included free product removal followed by monitored natural attenuation (MNA) for the impacted groundwater beneath the site. Following submittal of the CAP, a pneumatic pump free product recovery system was installed. Records regarding the length of time the system operated or how much product was removed are not available. However, according to the previous facility representative, Mr. Mark Davis, the system was shut down in 2007. Well construction details are presented in Table 1 and the site layout including well locations is illustrated in Figure 2. On July 8, 2010, the North Carolina Department of Environmental Quality (NCDEQ; formerly the Department of Environment and Natural Resources [NCDENR]), Division of Waste Management (DWM), UST Section issued a Notice of Regulatory Requirement (NORR) requiring that a Free Product Evaluation and Free Product Recovery Report be submitted. In August 2010, the free product recovery system was restarted, but was later deactivated because operation became impractical. In August 2012, Amec Foster Wheeler was retained by Delhaize America to conduct additional free product assessment at the site, submit a Free Product Recovery System Specification Report to the UST Section, and to implement an approved Free Product Recovery Plan in response to a NORR received on May 31, 2011. All Rights Reserved. Technologies, LLC of Baltimore, Maryland to assess the free product at the site. The LIF/UVOST assessment was conducted in December 2012, and a Free Product Recovery System Specification Report (System Specification Report) was submitted on April 5, 2013. The System Specification Report detailed the successful delineation of free product using LIF/UVOST, and recommended the installation of five supplementary recovery wells and additional AFVR events to remove the remaining free product. The recovery well installations proposed in the System Specification Report were authorized by the UST Section and State Trust Fund in Task Authorization (TA) 19070-5, dated June 12, 2013, and two AFVR events were approved in TA 19070-6, dated August 22, 2013. The recovery wells were installed on July 9, 2013, and construction details of the monitoring and recovery wells are provided in Table 1. The first of these AFVR event was conducted between September 9 and 11, 2013, and the second was conducted between January 15 and 17, 2014. The third and fourth AFVR events were authorized in TA 19070-7, dated April 22, 2014. The third event was conducted between April 23 and 25, 2014, and the fourth event was conducted between July 28 and 30, 2014. Approximately 692 gallons of free product were recovered during these four AFVR events. Four additional quarterly AFVR events (events five through eight) were approved by the UST Section and directed at six recovery wells (RW-2, RW-3, RW-4, RW-6, RW-8, and RW-9). The fifth and sixth events were authorized under TA 19070-8, dated November 21, 2014; and were performed between November 25 and 26, 2014, and on February 25, 2015, respectively. The seventh and eighth events were authorized under TA 19070-9, dated June 5, 2015; and were performed between July 21 and 22, 2015, and February 4 and 5, 2016, respectively. Approximately 100 gallons of free product were recovered during the fifth through eighth AFVR events. The cumulative volume of free product recovered from the site is summarized in Table 2. During the July 2015 and February 2016 AFVR events, approximately 4 and 5 gallons of free product were recovered (estimated at approximately two gallons per quarter), respectively. Based on these relatively low recovery volumes, the March 11, 2016 Free Product Recovery Report recommended changing the free product recovery method for the site to passive collection using oil-absorbent socks suspended in the recovery wells. In the March 22, 2016 Acknowledgement of Report Receipt Letter, the UST Section agreed with the recommendation to temporarily replace AFVR with oil-absorbent socks as the primary method for free product recovery. TA 19070-10 authorized three quarters free product gauging and free product recovery using oil-absorbent socks. 3.0 PASSIVE FREE PRODUCT RECOVERY WITH OIL-ABSORBANT SOCKS 3.1 Gauging and Recovery Methodology At the conclusion of the February 2016 AFVR event, an absorbent sock was deployed in each of the seven recovery wells which have historically contained free product (RW-1 through RW-4, RW-6, RW-8, and RW-9). Each sock measures 3 inches in diameter and 48 inches in length, and is rated to absorb up 0.75 gallons of oil. The socks were hung from the well plugs and suspended across the water table in order to absorb free product floating on the surface. All Rights Reserved. Amec Foster Wheeler performed three quarterly free product gauging and recovery events to evaluate the effectiveness of the socks in recovering free product. The events were performed on April 29, August 16, and October 21, 2016. During each event, depth to water and depth to free product (if present) were measured in each of the site monitoring and recovery wells. An attempt was made to measure free product thickness and depth to water in each recovery well prior to removing the sock. If the sock prevented access by the interface probe, these measurements were collected once the sock was removed and levels in the well were allowed to equilibrate. To estimate the volume of recovered product, liquid was wrung from the socks into a bucket with liter graduations, and the water and product were allowed to separate. Following measurement, the used socks and extracted liquid were containerized in a 55-gallon steel drum and staged in the compound of the former remediation system. 3.2 Gauging and Recovery Results Based on the depth to water measurements from the April, August, and October 2016 gauging events, corrected to account for free product if present, the direction of groundwater flow across the site was generally to the west and was consistent with previous observations. A more southwesterly direction was observed in august 2016, which is also consistent with historical variation. Depth to water and groundwater elevations are summarized in Table 3 and the October 21, 2016 groundwater elevations are illustrated on Figure 3. Measurable thicknesses of free product were found in recovery wells RW-2, RW-4, and RW-6 in at least one of the three quarterly gauging and recovery events. Free product was measured in RW-6 during each of the three events, and the largest thickness measured during the events was measured in RW-6 in August 2016 (0.3 feet). Although measurable thicknesses were not observed in recovery wells RW-3, RW-8, and RW-9, free product was recovered from the socks in those wells. Evidence of free product was not observed in recovery well RW-7 during the events. Free product thicknesses are summarized in Table 3 and illustrated on Figure 4. In total, approximately 0.50, 0.75, and 0.25 gallons of free product were recovered during the April, August, and October 2016 quarterly recovery events, respectively. 4.0 CONCLUSIONS AND RECOMMENDATIONS During the three quarterly gauging and recovery events performed in April, August, and October, 2016, a total of approximately 1.5 gallons of free product, or an average of approximately 0.5 gallons per quarter were recovered from recovery wells RW-2, RW-3, RW-4, RW-6, RW-8, and RW-9. When compared with an estimate of approximately two gallons of free product per quarter recovered during the previous two AFVR events, passive recovery with oil-absorbent socks is an effective and cost effective approach for recovering the remaining free product at the site. Based on the minimal thicknesses measured in the recovery wells, and the total volumes of free product recovered that were within the rated capacities for the individual socks, quarterly recovery events appear to be an appropriate sock maintenance frequency.
