Laboratory Analytical Report Introduction This report presents the results of the Groundwater Monitoring Report conducted to evaluate the groundwater contamination post UST removal and soil excavation activities related to a petroleum release from the previous underground storage tank (UST) system at the One Stop #15, located at 146 Wiggins Road in Candler, North Carolina. Figure 1 shows the site location, and Figure 2 presents a site map showing the location of the current UST system, monitoring wells, and soil sampling locations. PO Box 1272 Old Fort, NC 28762 Source of Release The source of the release is a dispenser located adjacent to MW-1 that is currently a part of the active UST system at the Site. The UST system is currently used as a petroleum retail station. During the June 2023 UST removal activities, a release was confirmed underneath the previous gas and diesel USTs. Summary of Assessment Activities and Corrective Actions The petroleum release at the One Stop #15 was confirmed during a June 2012 Site Check. To date, nine groundwater monitoring wells (MW-1R through MW-9) are located at the Site. Historically free-product has been observed in monitoring well MW-1 and dissolved phase petroleum compounds above the State 2L standards have been detected in monitoring wells MW-2, MW-3, MW-4, MW-8, and MW-9. From June 2023 through August 2023, the previous UST system was removed from the site and replaced with a completely new system that included a new compartmentalized UST, new product lines and new dispensers. Approximately 795 tons of contaminated soil were removed during the activities and monitoring well MW-1 was replaced with MW-1R. Receptor Information Singleton Environmental completed a receptor survey in the area within a 1,500-foot radius of the site in November 2017 as part of the LSA. The following bullets summarize the receptor information for the site: • A water supply well survey was performed near the site by identifying water meter connections and searching for well houses. Nine water supply wells were identified within 1,000 feet of the source area. • Georges Branch is located in a buried culvert approximately 130 feet to the west of MW-1R underneath the TA Travel Center parking lot across Wiggins Road. • Public water supply is not available in the vicinity of the site. • The site is not located within a wellhead protection area. The property containing the release is currently an active convenience store. Therefore, land use at the Site is commercial. The surrounding properties are a commercial and residential mix. Site Geology and Hydrogeology According to the Geologic Map of North Carolina (1985), the local geology consists of Muscovite - Biotite Gneiss which is a part of the Ashe Metamorphic Suite and Tallulah Falls Formation inside the Blue Ridge Belt. On August 21, 2023, the average depth to groundwater was 23.54 ft-bgs. Groundwater flow was calculated to be flowing directly to the southeast. MW-1R Installation Activities On August 15, 2023, monitoring well MW-1R was installed to replace MW-1 that was closed and removed during the soil excavation activities in July 2023 and August 2023. The monitoring well was installed to 27.5 feet with 15 feet of screen. To date, free product has not returned to the area. Post Excavation Groundwater Sampling Activities SEI was on-site on August 21, 2023, to collect post-excavation groundwater samples from the monitoring wells. Monitoring wells MW-1R through MW-9, and WSW-1 were sampled as part of the sampling event. Prior to sampling, the monitoring wells were developed by purging three casing volumes of water prior to sampling and the water supply well was purged for approximately 20 minutes prior to sampling. The groundwater samples were collected in laboratory-supplied bottles and placed into a cooler packed with ice. The cooler was delivered under chain-of-custody to Pace Analytical in Asheville, North Carolina for testing. Pace analyzed the groundwater samples for VOCs by Standard Method 6200B. A summary of the groundwater sample analytical results is included in Table 3. • Laboratory analysis of the groundwater samples collected from monitoring wells MW-5, MW-6, MW-7, and water supply well WSW-1 did not detect targeted petroleum hydrocarbons at concentrations that exceed their respective North Carolina 2L Groundwater Quality Standards (NCAC 2L MCLs). • Laboratory analysis of the groundwater sample collected from monitoring well MW-1R detected 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, benzene, ethylbenzene, MTBE, naphthalene, styrene, toluene, n-propylbenzene, and total xylenes at concentrations exceeding the NCAC 2L MCLs. Concentrations of benzene and toluene exceeded the NCAC 10x2B Concentrations Levels. None of the detected concentrations exceeded the Gross Contamination Levels (GCLs). • Laboratory analysis of the groundwater sample collected from monitoring well MW-2 detected benzene, 1,2-dichloroethane, MTBE, and naphthalene at concentrations exceeding the NCAC 2L MCLs. None of the detected concentrations exceeded the NCAC 10x2B Concentration Levels or the GCLs. • Laboratory analysis of the groundwater sample collected from monitoring well MW-3 detected MTBE at concentrations exceeding the NCAC 2L MCLs. None of the detected concentrations exceeded the NCAC 10x2B Concentration Levels or the GCLs. • Laboratory analysis of the groundwater sample collected from monitoring well MW-4 detected 1,2,3-trichloropropane, 1,2,4-trimethylbenzene, EDB, benzene, 1,2- dichloroethane, diisopropylether, MTBE, naphthalene, toluene, and total xylenes at concentrations exceeding the NCAC 2L MCLs. Concentrations of toluene exceeded the NCAC 10x2B Concentration Levels. None of the detected concentrations exceeded the GCLs. • Laboratory analysis of the groundwater sample collected from monitoring well MW-8 detected benzene and naphthalene at concentrations exceeding the NCAC 2L MCLS. None of the detected concentrations exceeded the NCAC 10x2B Concentration Levels or the GCLs. • Laboratory analysis of the groundwater sample collected from monitoring well MW-9 detected naphthalene at concentrations exceeding the NCAC 2L MCLS. None of the detected concentrations exceeded the NCAC 10x2B Concentration Levels or the GCLs. The laboratory analytical reports for the groundwater samples are provided in Appendix B. The laboratory test results are summarized on Table 2. A map depicting the plume is included on Figure 4. CONCLUSIONS Based on the results of the groundwater sampling event, SEI makes the following conclusions: • Laboratory analysis of the groundwater samples collected from monitoring wells WSW-1, MW-5, MW-6, and MW-7 did not detect targeted compounds exceeding their respective NCAC 2L MCLS. • Laboratory analysis of the groundwater samples collected from monitoring wells MW-1R, MW-2, MW-3, MW-4, MW-8, and MW-9 detected targeted compounds exceeding their respective NCAC 2L MCLs. • Laboratory analysis of the groundwater samples collected from monitoring wells MW-1R and MW-4 detected targeted compounds exceeding the NCAC 10x2B Concentration Levels. • Free product was not observed in monitoring well MW-1R. Based on the remaining concentrations in select groundwater samples exceeding their respective NCAC 2L MCLS, GCLs, and 10x2B SEI recommends the following: SEI recommends sampling all monitoring wells and the water supply well in November 2023.
