Dear Mr. Murphy:
ATC Associates of North Carolina, P.C. (ATC), on behalf of Cary Oil Company (Cary Oil), is submitting a
summary of Air Sparge/Soil Vapor Extraction (AS/SVE) system operation and maintenance (O&M)
activities conducted from August through October 2016.
Scheduled O&M site visits were conducted by ATC personnel on August 12, August 26, September 22,
September 29, October 19, and October 28, 2016. On-site system run-time was 84% from August 12, 2016,
to October 28, 2016. System downtime was due to widespread electric outages following Hurricane Matthew.
Vacuum readings for each well point at the on-site SVE manifold were set at approximately 53 inches of
water. Following a reduction in measurable product at the site, sparge wells AS-1 through AS-3 were started
in October 2015. Pressure readings for each well point at the on-site AS manifold were set at approximately
10 psi.
Off-site system run-time was 3% from August 12, 2016, to October 28, 2016 (the off-site system is
programmed to shut down during nighttime hours). The off-site system was experiencing frequent shutdowns
and an additional site visit was conducted on October 24, 2016, to assess the system. Motor wiring and the
control panel were inspected and connections were tightened. Following a conversation with the blower
manufacturer, the SVE blower vacuum was reduced as it was determined the operating capacity of the unit
could not be fully achieved in the actual operating conditions. That is to say, the potential capacity of the
blower is assumed under ideal conditions which are rarely achieved in an environmental, non-climate
controlled setting. Vacuum readings for each well point at the off-site SVE manifold were set at
approximately 32 inches of water. Wells AS-10 and AS-11 were shut down on April 13, 2016, and wells AS-
9 and AS-12 were shut down on April 28, 2016, to provide more sparge pressure to the west side of the
