(ATC) to prepare a Corrective Action Performance Report for the project site located at 1710 Union Grove Road in Lenoir, Caldwell County, North Carolina. Figure 1 shows the site and vicinity on part of a United States Geological Survey (USGS) site topographic map. A map showing site details is provided as Figure 2. This report documents three months of remedial system operation and maintenance. Groundwater impact at the site has historically been identified at concentrations exceeding Gross Contamination Levels (GCLs). Generally decreasing trends have been observed over time. However, according to recent groundwater analytical results, contaminant concentrations appear to be stabilizing or decreasing over time. Petroleum hydrocarbons were detected above the associated 15A NCAC 2L.0202 standards (2L standards) in five of the eight sampled site monitoring wells Benzene was reported in well MW-2 above its respective 2L standard, and ethylene dibromide (EDB) was reported in wells MW-1 and MW-2 at concentrations above their respective GCLs in February 2018. Free product has historically been identified at the site with a maximum thickness of 0.78 feet in well MW-2. Free product was not identified in site monitoring wells in February 2018, but a sheen was observed in water in well MW-2. Free product recovery efforts in the form of Aggressive Fluid/Vapor Recovery (AFVR) and Mobile Multi- Phase Extraction (MMPE) events, conducted between 2008 and 2012, recovered approximately 399.98 gallons of petroleum as vapor, 36 gallons of liquid product, and 15,622 gallons of petroleum-contact water. As outlined in the August 2009 Corrective Action Plan (CAP), air sparge and soil vapor extraction (AS/SVE) technologies were the chosen corrective actions for the site based on site conditions and technical considerations. The AS/SVE wells were installed from November 14 to November 22, 2011. The system components were delivered and installed from December 2011 to March 2012. The system was started on April 24, 2012. Based on vicinity water supply wells, historical free product, and groundwater impact in on-site wells, the risk classification for the site has been designated as “High” and ranked H155D by the North Carolina Department of Environmental Quality (NCDEQ). Therefore, groundwater contamination must be remediated to concentrations which are equal to or less than the associated 2L standards. Former Tilley’s Superette June 28, 2018 Corrective Action Performance Report Page 2 2.0 CAP IMPLEMENTATION Based on results of pilot testing, ATC found that AS/SVE technologies appeared to be the most feasible and cost effective remedial options for reducing groundwater contaminant concentrations associated with the site (Incident No. 28466). The AS/SVE wells were installed from November 14 to November 22, 2011. The air sparge wells were constructed of 2-inch diameter schedule 40 PVC piping with 2.5-feet of No. 10 slot screen. Air sparge wells AS-1 through AS-13 were installed to a depth of 75 feet below land surface (bls). Air sparge wells AS-14 through AS-16 were installed to a depth of 90 feet bls in an effort to reduce dissolved contaminant concentrations and increase dissolved oxygen in the area of type III well MW-16D. Vapor extraction wells VE-5 through VE-14 were constructed of 4-inch diameter schedule 40 PVC piping and screened with No. 10 slot (0.010-inch) screen from 25 to 45 feet bls. Vapor extraction wells VE-1 through VE-4 were installed on March 10, 2009, for the pilot study and were constructed of 2-inch diameter schedule 40 PVC piping and screened with No. 10 slot screen from 25 to 45 feet bls. The air sparge system consists of 16 air sparge wells, a rotary claw air compressor, and schedule 80 PVC piping for transferring compressed air from the remediation system to the air sparge wells. The vapor extraction system consists of 14 vapor extraction wells, a regenerative vacuum blower, and schedule 40 PVC piping for transferring extracted vapors from the vapor extraction wells to the remediation system. A system design drawing is included as Figure 3. 2.0 GROUNDWATER REMEDIATION Weekly system maintenance visits were conducted during the first month of system operation and were then reduced to bi-weekly visits in June 2012. Visits were further reduced to a monthly basis in February 2016. Efforts are made to combine site visits with visits conducted at another Cary Oil site in the vicinity, Cajah’s Mountain Superette. Remote telemetry is in place at the site but is not currently being utilized. The mobile 2G network in use at the site was shut down by AT&T in January 2017 and the migration to 3G did not appear feasible due to costs and potentially poor service in the rural site area. The sparge system was not operational between approximately September 2014 and May 2016. Following assessment by an equipment supply and repair company which identified a failing transmission, the compressor was repaired and re-installed at the site. However, during a site visit in November 2015, it was observed that the system had been vandalized. Bullet holes were noted in the system trailer and the air sparge Former Tilley’s Superette June 28, 2018 Corrective Action Performance Report Page 3 heat exchanger. A replacement heat exchanger was installed at the site in April 2016. Additionally, electrical wires associated with the compressor were damaged and needed replacement. The damage likely occurred when the compressor’s transmission was initially failing. Other minor system downtime has historically been associated with power outages due to storms or high water levels in the air/water separator tank. Note a potential SVE system limitation is the four source area SVE wells (VE-1 through VE-4) were installed for pilot testing purposes as 2” diameter wells. Continued groundwater impact in this area may be better remediated by larger diameter SVE wells. System operation and maintenance was conducted once per month from February through April 2018 to check system components and perform routine maintenance. System run-time was approximately 100% from February through April 2018. Vacuum pressures for each well point at the SVE manifold were set at approximately 38 inches of water. Pressure readings for each well point at the AS manifold were set at approximately seven pounds per square inch (psi). During this reporting period, wells SVE-6 through SV-8 and AS-4 through AS-10 were off to increase vacuum and sparge influence in areas of remaining impact. SVE influent air samples are collected on a quarterly basis to assess the efficiency of the SVE system and assist with system optimization efforts. An SVE influent air sample was not collected during this testing period. A. Table 6 shows SVE cumulative recovery calculations based on system influent sampling data. Based on laboratory analytical results from quarterly influent air sampling, approximately 3,442 pounds of total BTEX have been recovered by the SVE system since startup. The system influent total BTEX concentration upon initial startup and sampling in June 2012 was 835.9 mg/m3. The system influent total BTEX concentration during the December 2017 sampling was 11.4 mg/m3. Based on recent dissolved oxygen readings provided in Table 5, the air sparge system appears to be effective in providing oxygen to the aquifer. Shallow wells MW-2 and MW-9 and deep well MW-16D indicated the lowest concentrations of oxygen, but concentrations are above anoxic conditions. Free product has historically been identified at the site with a maximum thickness of 0.78 feet in well MW-2. Following multiple AFVR and MMPE events, the site monitoring wells have not indicated the presence of free product since August 2012. However, a sheen was observed in groundwater from wells MW-2 during February 2018 monitoring well gauging activities. Groundwater contamination is generally located along the south side of the subject site in the vicinity of, and downgradient from, the former UST system. Contaminant concentrations in groundwater have generally decreased over time. However, according to recent groundwater analytical results, contaminant concentration rebounding appears to be Former Tilley’s Superette June 28, 2018 Corrective Action Performance Report Page 4 occurring. Petroleum hydrocarbons were detected above the associated 2L standards in five of the eight sampled site monitoring wells. Benzene was reported in well MW-2 above its respective 2L standard, and ethylene dibromide (EDB) was reported in wells MW-1 and MW-2 at concentrations above their respective GCLs in February 2018. 4.0 CONCLUSIONS AND RECOMMENDATIONS The AS/SVE system was started at the site on April 24, 2012. Recent groundwater analytical results indicate contaminant concentration stabilizing or decreasing. Free product was not observed in gauged wells in February 2018 but a sheen was observed in well MW-2. Based on these results, it appears an unidentified continued source of groundwater impact may exist. ATC has previously recommended system enhancements to potentially increase efficiency, such as replacement of the source area 2” SVE wells with 4” SVE wells and a sparge test to identify if using shallower sparge wells is an option for remediating shallow aquifer groundwater. The trust fund will not cover the costs for these proposed system enhancements. Alternative options include:  installation of 4” diameter recovery wells for AFVR events. The AFVR events could be conducted with sparge enhancement using impacted monitoring wells (MW-1 through MW-3, depending on recovery well locations);  if recovery events are conducted, a laser-induced fluorescence (LIF) study is first recommended to identify potential areas of remaining subsurface free product which would help identify appropriate recovery well locations. Additionally, the AS/SVE system should be shut down for approximately one week to allow water levels to reach equilibrium. The SVE wells should then be gauged for potential free product that may exist but has not been identified during regular groundwater monitoring events;  pulsing the AS/SVE system on and off over time or between zones to enhance recovery in specific areas;  installation of oxygen releasing socks or an in-situ oxygen curtain in areas of continued impact to aid in bioremediation. Potential adjustments to the existing system will be evaluated (e.g. vacuum or flow adjustments) to enhance recovery. Influent air samples are recommended to be collected from the SVE system on a Former Tilley’s Superette June 28, 2018 Corrective Action Performance Report Page 5 quarterly basis during site visits. Groundwater samples are recommended to be collected from site monitoring wells on a semi-annual basis. 5.0 REPORT LIMITATIONS This investigation is intended to be a non-biased assessment of on-site environmental conditions proximate to the location of the former and/or current UST system. Subsurface investigative and remedial methodologies were performed in general accordance with applicable state and federal regulatory requirements. The information presented in this report is based upon site-specific observations, generally accepted geological and environmental consulting practices, and analytical results for environmental samples collected at the time of the field investigation was performed. The data presented in this report are believed to represent subsurface conditions at the facility; however, data may not be completely representative of subsurface conditions at every location.
