On October 1, 2014, Speedway LLC acquired the site from Hess Corporation, who had previously acquired the site from WilcoHess LLC. The site is currently in use as a convenience store and retail petroleum dispensing facility. The facility operates three 12,000-gallon gasoline USTs, one 12,000- gallon diesel UST, and one 10,000-gallon kerosene UST. The layout of the facility is shown on Drawing 1.2. Gasoline free product was historically present on the water table in monitoring wells MW-1 and MW-8, but has not been detected at the site since September 2012. The site is currently classified as intermediate risk due to the presence of a downgradient surface water body (UT to Lower Creek) located within 500 feet of the source area of the release. The UT to Lower Creek is located approximately 125 feet south and hydraulically downgradient of the source area of the release, and petroleum-related constituents have historically been detected in surface water samples collected from this drainage feature at concentrations exceeding the NCSWQS. The approximate surface water sampling locations are identified on Drawing 1.2. Selected historical site assessment data is included in Appendix A. This report documents the results of the groundwater monitoring and surface water sampling activities conducted at the site in March 2019. The opinions included herein are based on our experience and information obtained during the study. This report is based on limited observations made on the dates noted using procedures described herein. If additional information becomes available, we request the opportunity to review the information, reassess the potential environmental concerns, and modify our conclusions, if appropriate. 2.0 POTENTIAL RECEPTORS Receptor information for the site was previously documented in Mid-Atlantic’s Phase I Limited Site Assessment Report dated November 13, 2006. A receptor survey update was not conducted during this monitoring event. Please refer to previous reports for detailed receptor information. As indicated, the site is currently classified as “intermediate” risk due to the presence of a surface water body (UT to Lower Creek) located approximately 125 feet south and hydraulically downgradient of the release area (Drawing 1.2). According to Classifications and Water Quality Standards Assigned to the Waters of the Yadkin-Pee Dee River Basin, Lower Creek is classified as a Class C Water. A Class C Water is defined as freshwaters that must be protected for secondary recreation, fishing, aquatic life including propagation and survival, and wildlife. Groundwater Monitoring Report August 7, 2019 Speedway 7972 (former WilcoHess 353) Page 2 Lenoir, North Carolina 3.0 FIELD ACTIVITIES 3.1 Water Level Measurements Mid-Atlantic personnel collected groundwater level measurements from selected site monitoring wells MW-1, MW-3, MW-8, MW-11, MW-15 and MW-16 on March 25, 2019 using an electronic water level indicator. Monitoring well construction details are provided in Table 3.1. Groundwater level measurements were collected using the procedures outlined in Appendix B. The results of these activities, along with historical measurements, are summarized in Table 3.2. 3.2 Monitoring Well Sample Collection Mid-Atlantic personnel collected groundwater samples from six selected site monitoring wells (MW-1, MW-3, MW-8, MW-11, MW-15, and MW-16) on March 25, 2019. The sampling event was conducted to monitor plume concentrations in the vicinity of the source area of the release (MW-1, MW-3 and MW-8) and immediately upgradient of the receiving UT to lower Creek (MW-11, MW-15 and MW-16). Groundwater samples were collected using the procedures outlined in Appendix B. Samples were shipped to Pace Analytical in Mt. Juliet, Tennessee and analyzed by the methods shown on the chain-of-custody record provided in Appendix C. 3.3 Surface Water Sample Collection On March 25, 2019, Mid-Atlantic personnel collected three surface water samples from the UT to Lower Creek, located to the south and downgradient of the source area of the release. The approximate sample locations (Stream #1, Stream #2, and Stream #3) are shown on Drawing 1.2. Surface water samples were collected using the procedures outlined in Appendix B. Samples were shipped to Pace Analytical in Mt. Juliet, Tennessee and analyzed by the methods shown on the chain-of-custody record in Appendix C. 4.0 DISCUSSION OF SAMPLING RESULTS 4.1 Summary of Laboratory Analytical Results Groundwater The laboratory analytical report and chain-of-custody record for groundwater samples collected in March 2019 are provided in Appendix C and summarized in Table 4.1, which also includes a summary of historical groundwater sampling data for selected target compounds. As summarized, the groundwater sample collected from source area monitoring well MW-8 exhibited toluene and naphthalene concentrations in excess of ten times the NCSWQS but below the GCLs. No other samples collected during the monitoring event exceeded ten times the NCSWQS, including the wells located immediately upgradient of the UT to Lower Creek (MW-11, MW-15 and MW-16). Groundwater Monitoring Report August 7, 2019 Speedway 7972 (former WilcoHess 353) Page 3 Lenoir, North Carolina Surface Water The laboratory analytical report and chain-of-custody record for surface water samples collected in March 2019 are provided in Appendix C and summarized in Table 4.2, which also includes a summary of historical surface water sampling data for selected target compounds. As summarized, target compounds were detected in surface water samples Stream #1 and Stream #2 at concentrations below the NCSWQS for the March 2019 sampling event. 4.2 Description of Current Plume Size and Location Free product has not been detected at the site since September 2012 and dissolved- phase groundwater contaminants appear to have migrated hydraulically downgradient of the source area of the release, in the direction of the UT to Lower Creek. The dissolved- phase groundwater contaminant plume appears to be defined by the current monitoring well network to the extent of ten times the NCSWQS as concentrations did not exceed ten times the NCSWQS for samples collected from monitoring wells MW-11, MW-15 or MW-16, located immediately up gradient of the UT to Lower Creek. Benzene and toluene isoconcentration maps for the March 2019 sampling event are provided as Drawings 4.1 and 4.2, respectively. When compared with the results of previous sampling events, the overall groundwater contaminant concentrations appear to be generally consistent with previous sampling events. An increase in benzene concentrations was observed in the groundwater samples collected from wells MW-1 (note the lab indicated results for this sample were biased on the high side), MW-8 and MW-15; however, the additional target compound concentrations detected in the samples collected from these wells remained relatively consistent with previous sampling events. Target compound concentrations for surface water samples collected from the UT to Lower Creek have not been detected in excess of the NCSWQS since February 2013. Based on the current available data, additional monitoring events appear to be warranted to continue to evaluate contaminant trends associated with wells MW-1, MW-3, MW-8, MW-11, MW-15 and MW-16 and the downgradient UT to Lower Creek. 4.3 Additional Monitoring Information  Elevation Comparison of the Water Table to the UT to Lower Creek The elevations of the shallow water table for three monitoring wells (MW-2, MW-11, and MW-12) in the vicinity of the UT to Lower Creek were previously compared to the elevations of two surveyed points in the drainage feature. These activities were documented in Mid-Atlantic’s Groundwater Monitoring and Free Product Recovery Report dated June 15, 2012 and the results of water elevation comparisons since that time are summarized in Table 4.3. As indicated, it appears the bottom of the ditch is lower in elevation than the water table, suggesting that groundwater is discharging into the drainage feature. Groundwater Monitoring Report August 7, 2019 Speedway 7972 (former WilcoHess 353) Page 4 Lenoir, North Carolina  Proximity of Plume to Nearest Receptor: The nearest surface water body is the UT to Lower Creek, located approximately 125 feet to the south and hydraulically downgradient of the source area of release. Based on relative elevations of the water table in this area to the bottom of the UT, groundwater appears to be discharging to this drainage feature (Table 4.3). Monitoring wells MW-11, MW-15 and MW-16 are located immediately upgradient of the UT to Lower Creek and thus provide the best data for use in groundwater to surface water comparisons. Therefore, based on the results of the current and historical sampling events, the dissolved-phase groundwater contaminant plume appears to be migrating off-site and discharging to the UT to Lower Creek.  Estimated Groundwater Flow Direction: Groundwater flow direction in the surficial aquifer was determined by development of a water table contour map (Drawing 4.3) based upon water table elevation data obtained from select site monitoring wells in March 2019. Interpretation of the water level data for the current sampling event suggests that the groundwater flow direction is primarily towards the southwest, with a hydraulic gradient (measured from MW-8 toward MW-15) of approximately 0.070 ft/ft. The hydraulic gradient was calculated using the procedure discussed in Appendix B. 4.4 Spill Bucket Discussion Non-passing hydrostatic tests were conducted on the spill buckets for the regular unleaded USTs in November 2017 and November 2018. In response, NCDEQ concurred that in lieu of a site check, the sampling results from source area wells MW-1 and MW-8 in March 2019 should be compared to the results of previous sampling events (Table 4.1). As indicated, benzene concentrations detected in the samples collected during the March 2019 sampling event increased when compared to the results of previous (note that the benzene results for the sample collected from MW-1 were biased on the high side, as indicated in the laboratory report in Appendix C). However, please also note that additional target compound concentrations detected in these samples appeared to be generally consistent with the results of prior events. Therefore, in the event a release(s) did occur from the spill buckets, the release(s) would not affect the current remedial approach. As such, Mid-Atlantic recommends no further action for the spill bucket issue. 5.0 FUTURE SITE REMEDIATION The site is currently ranked intermediate risk due to the presence of surface water within 500 feet of the source area of release. The UT to Lower Creek is located approximately 125 feet south and hydraulically downgradient of the release, and petroleum-related constituents have historically been detected in the surface water samples collected from this drainage feature (note that these constituents have not been reported above the NCSWQS since February 2013). As such, the proposed remedial approach for the site at this time includes Groundwater Monitoring Report August 7, 2019 Speedway 7972 (former WilcoHess 353) Page 5 Lenoir, North Carolina a combination of active source zone treatment and enhanced natural attenuation along the outer extent of the plume, particularly between the source area of the release and the downgradient receptor (UT to Lower Creek). Based on the recent data and current groundwater trends, the proposed remedial approach will utilize chemical oxidation technologies to reduce contaminant concentrations within the source area of the release (i.e. the immediate vicinity of wells MW-1 and MW-8) and mitigate the discharge of petroleum-related constituents to the receiving surface waters. Under this approach, monitoring wells MW-11, MW-15, and MW-16 will be used to support the application of ORC (or similar) and formation of an “oxygen barrier” between the source area of the release and the UT to Lower Creek. However, additional monitoring events may be warranted prior to the use of chemical oxidation technologies. 6.0 SUMMARY, CONCLUSIONS AND RECOMMENDATIONS The March 2019 groundwater/surface water monitoring activities are summarized as follows:  Groundwater samples were collected from six selected site monitoring wells on March 25, 2019 to monitor plume concentrations in the vicinity of the source area of the release (MW-1, MW-3 and MW-8) and immediately upgradient of the receiving UT to lower Creek (MW-11, MW-15 and MW-16); and  Three surface water samples were collected from the downgradient UT to Lower Creek, located approximately 125 feet south of the source area of the release. Based on the results of the sampling event, Mid-Atlantic concludes the following:  Free product was not detected at the site during the March 2019 groundwater monitoring event and has not been detected at the site since September 2012;  The groundwater sample collected from source area monitoring well MW-8 exhibited toluene and naphthalene concentrations in excess of ten times the NCSWQS but below the GCLs. No other samples collected during the monitoring event exceeded ten times the NCSWQS, including the wells located immediately upgradient of the UT to Lower Creek (MW-11, MW-15 and MW-16);  Surface water samples collected from the UT to Lower Creek did not exhibit target compound concentrations in excess of the NCSWQS for the current monitoring event. Additionally, target compounds for surface water samples collected from the UT to Lower Creek have not been detected at concentrations exceeding the NCSWQS since February 2013; Groundwater Monitoring Report August 7, 2019 Speedway 7972 (former WilcoHess 353) Page 6 Lenoir, North Carolina  When compared with the results of previous sampling events, the overall groundwater contaminant concentrations appear to be generally consistent with previous sampling events. Based on these conclusions, Mid-Atlantic recommends the following:  In the event a release(s) did occur from the spill buckets, the release(s) would not affect the current remedial approach. As such, Mid-Atlantic recommends no further action for the spill bucket issue;  Additional groundwater/surface water monitoring prior to the use of chemical oxidation technologies; and  Submittal of this report to the NCDEQ, Asheville Regional Office, UST Section. Sample Collection A. Monitoring Wells Prior to sample collection, each well is purged of three to five standing well volumes or to dryness to remove stagnant water from the well and well bore in an effort to collect samples that are representative of the water quality in the formation surrounding each well. Purging is performed either with a new, polyethylene bailer dedicated to each well, or with a decontaminated pump. Samples are retrieved from the monitoring well using the dedicated bailer. New nylon string is used on each dedicated bailer, and new nitrile sampling gloves are donned prior to purging and sampling of each well. B. Geoprobe “Screen Point Sampler” The screen point sampler is a “grab” sampling device that is driven into the saturated zone and a surrounding metal sheath is retracted, exposing a screen. Groundwater entering the screen is then drawn to land surface through disposable tubing that is placed through the hollow push rods. The sample is collected from the tubing into the appropriate sampling glassware. C. Water-Supply Wells Water samples are typically collected from the available spigot that is nearest to the well. The water is allowed to run at a high flow from the spigot for approximately 10 to 15 minutes to allow the water in the delivery lines to be purged. The sample flow is then reduced and the samples are collected directly into pre-labeled containers as described below. New nitrile sampling gloves are donned prior to sampling of each well. D. Treatment System Influent/Effluent Samples are typically collected from the influent or effluent of pump-and-treat groundwater remediation systems using designated sampling ports in the influent and effluent water transport lines. The water is typically allowed to run for several seconds to clear potential debris in the sampling port. The sample is then collected directly into sampling containers as described below. New nitrile sampling gloves are donned prior to sample collection. II. Preparation for Laboratory Analysis Groundwater samples are decanted directly into laboratory-prepared, pre-labeled, sampling containers, packed in ice, and shipped to a certified laboratory under chain-of-custody control. Laboratory analyses performed on the samples are specified on the chain-of-custody. Groundwater Flow Direction Determination Procedure I. Well Casing Rim Elevation Determination After well completion, a measuring point is marked on the rim of each well casing by field personnel. A survey level and stadia rod is used to determine the vertical elevation of the measuring point relative to a designated site benchmark. The elevations are determined to the nearest 0.01 foot. II. Depth-to-Groundwater Measurements Prior to collecting depth-to-water measurements, the field technician opens the locking well plugs and allows the water table to “stabilize” within the well. The technician then uses an electronic water level indicator (or oil/water interface probe, if free product is present) to measure the depth-to-water from the measuring point on the casing rim to the nearest 0.01 foot. The measured depths-to-water are then subtracted from the casing elevations to determine water level elevations relative to the benchmark. III. Horizontal Flow Direction Determination Horizontal groundwater flow direction in the surficial aquifer is determined by development of a water table contour map based upon water table elevation data obtained from site monitoring wells. The water levels measured in deep, Type III monitoring wells are not used in constructing the water table map. Mid-Atlantic uses Golden Software’s “Surfer” version 7.0 to generate the contours using the Kriging method. Alternatively, the water-table contour map may be hand drawn by Mid-Atlantic staff and then digitized by AutoCAD software. Groundwater flow direction is determined by interpreting the contours. Groundwater will flow in the direction from higher elevation to lower elevation (perpendicular to the generated contours). IV. Vertical Flow Direction Determination Groundwater exhibits both horizontal and vertical components of flow through an aquifer. The hydraulic gradient is the difference in hydraulic head divided by the distance along the flow path. The vertical gradient may be either up or down within the aquifer. The vertical gradient is calculated using measurements obtained from a “paired” shallow monitoring well and a deep, Type III monitoring well. The gradient is calculated by first determining the difference in the static water level elevations at the well pair. Second, the relative elevation of the middle of the screened interval is determined for each well pair. Finally, the difference in the static water level elevations at each well pair is divided by the difference in the mid-screen elevations for the well pair. This value is arbitrarily assigned a positive value if the groundwater is moving vertically downward (recharge area) and a negative value if the groundwater is moving vertically upward (discharge area). Groundwater will flow in the direction from higher elevation to lower elevation. Hydraulic Gradient Determination Procedure The hydraulic gradient, which is a measure of the “steepness” of the water table, is determined by dividing the change in the elevation (in feet) of the water table over the change in horizontal distance (in feet) between two measuring points. Typically, the gradient is determined after the Water Table Elevation Contour Map is prepared. Two wells are typically selected that, when a line is drawn between the wells, the orientation of this line approximates the direction of groundwater flow. The greater the horizontal distance between the lines, the more representative the hydraulic gradient value will be for the site. If two wells are not arranged in line with groundwater flow, the hydraulic gradient can be estimated by performing the same calculation using the contours generated for the groundwater flow direction map. The units for the hydraulic gradient are feet/feet. The hydraulic gradient (measured from MW-8 to MW-15) for the subject site was determined as follows: Gradient = dh/dl = (91.13 – 83.97) / 102 = 0.070 ft/ft where: dh = change in head (more specifically, water table elevation) in feet dl = horizontal distance (in feet) between monitoring wells or other head measurement points.
