The property is bordered by residential property to the south and east, and commercial properties to the north and west. Historically, five gasoline dispensers (dispensers 1/2, 3/4, 5/6, 7/8, and 9/10) and two auto-diesel dispensers (dispenser 11 and 12) were situated beneath a canopy located to the west of the convenience store and three diesel dispensers (dispenser 13/14, 13s, and 14s) and one kerosene dispenser (dispenser 15) were situated beneath a second, smaller canopy located to the south of the convenience store. The dispensers were connected to six underground storage tanks (USTs) (three 12,000-gallon, two 6,000-gallon, and one 3,000- gallon) located in a shared tank pit on the southeast corner of the subject property. From September 20, 2010 through October 8, 2010 the dispensers, USTs, and associated product piping were removed from the site in preparation for site demolition and rebuilding of the station. Existing groundwater monitoring wells associated with the site were properly abandoned prior to soil excavation and demolition activities. The UST closure activities and soil excavation were conducted in accordance with the North Carolina Department of Environmental Quality (NCDEQ) Underground Storage Tank Section Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases dated December 1, 2008 (NCDEQ Guidelines) and details of the UST closure can be found in the Report of UST Closure and Soil Excavation by BLE dated January 3, 2011. Multiple environmental assessments have been performed at the site since that time. Pursuant to NCDEQ’s Task Authorization (TA #28107-12), passive free-phase petroleum recovery events were performed monthly on monitoring well MW-20 for a period of three months. Following the final passive recovery event, a groundwater sampling event was performed to obtain current contaminant concentration data. A summary of the passive recovery events and groundwater sampling event are provided herein. The following site information was obtained from a review of the NCDEQ UST database and conversations with knowledgeable persons. On March 24, 2003, a diesel product line at the subject site failed a simplicity line test, and also failed a precision line test conducted on the following day. On March 26, 2003, Precision Tank Services, Inc. performed a helium test and located a leak at the diesel tank. Petroleum impacted soil was excavated from the source area and the release was reported to the NCDEQ. 3.4 Site Characteristics The property comprises approximately 1.70 acres of land and is bordered by residential property to the south and east and commercial properties to the north and west. The subject site is relatively flat and almost entirely covered with asphalt and pavement except for perimeter planter areas to the north and east. Two newly constructed retention ponds are located on the southern portion of the property. Passive Recovery and Groundwater Sampling Event September 8, 2020 Enmark 815; NCDEQ ID #0-007365; Incident #28107 BLE Project No. J20-7154-13 5 of 7 4.0 PASSIVE RECOVERY EVENTS On April 22, 2020, BLE personnel gauged monitoring well monitoring well MW-20 using a Solinst® Interface Meter Model 122 and approximately 9.93-feet of free-phase petroleum product was measured. After gauging the well, BLE personnel installed a Geotech Passive Recovery Cannister (PRC) passive skimmer. The 2-inch PRC skimmer was fitted with a 0.5-liter cannister and a 100-mesh stainless steel screen. On May 26th and June 26th, 2020, BLE personnel pulled the PRC skimmer from MW-20, measured petroleum product thickness in the well, emptied the contents of the cannister into a labeled bucket and re-installed the skimmer. On July 30, 2020, BLE personnel removed the PRC skimmer, measured product thickness and emptied the cannister contents but did not re-install the skimmer into MW-20. Each of the three times the skimmer was removed the 0.5-liter cannister was full of petroleum product. Free product thickness measurements were 9.62-feet, 9.28-feet, and 8.79-feet, respectively. Passive Recovery and Groundwater Sampling Event September 8, 2020 Enmark 815; NCDEQ ID #0-007365; Incident #28107 BLE Project No. J20-7154-13 6 of 7 5.0 GROUNDWATER SAMPLING Sixteen (16) groundwater monitoring wells (MW-16 through MW-19, MW-21, MW-22, MW-23, MW-25 through MW-31, and DW-2) were sampled for laboratory analysis on July 30, 2018. Monitoring well MW-20 was not sampled due to the presence of free-phase petroleum product and monitoring wells MW-24 and DW-1 were not located and are believed to have been destroyed. Additionally, two water supply wells have been documented at 2592 Hendersonville Road downgradient of the site, however, sampling these wells was not authorized under TA#28107-12. These wells belong to Mr. John Satta and are reportedly inoperative. Prior to sampling, the groundwater monitoring wells were developed by purging until a representative groundwater sample was able to be obtained. Monitoring well purging and sampling procedures and field logs are included in Appendix A. Sample containers were marked in the field with identifying numbers, properly preserved, placed into sample coolers, secured, and maintained at less than 4 degrees Celsius. The samples and chain-of-custody records were delivered to Pace Analytical Services, Inc. in West Columbia, South Carolina for analysis of volatile organic compounds (VOCs) by Environmental Protection Agency (EPA) Method 6200B. As noted in the laboratory reports in Appendix B, the samples were received by the laboratory in good condition, in accordance with the laboratory’s quality specifications, and at a temperature of approximately 2.4° Centigrade. As a quality control (QC) check, the laboratory analyzed random matrix spikes and matrix spike duplicates to detect possible matrix effects. 5.1 Groundwater Occurrence Site-wide stabilized groundwater level measurements obtained on July 30, 2020 ranged from 29.09 feet below top of casing (btoc) (MW-16) to 38.45 feet btoc (MW-29). A tabulation of the groundwater level data is provided on Table 1. A water table elevation contour map showing the occurrence and direction of groundwater flow is presented as Figure 2. 5.2 Groundwater Sampling Results Of the 16 groundwater monitoring wells sampled for laboratory analysis, groundwater from seven (7) monitoring wells detected one or more compounds in concentrations above their respective North Carolina Groundwater Quality Standards (NCGWQS). One contaminant of concern, benzene, was identified in dissolved phase concentrations exceeding its North Carolina Gross Contamination Level (GCL) in one monitoring well (MW-17). No other dissolved phase contaminants were identified in concentrations exceeding their respective GCL. The results of the laboratory analyses are summarized in Table 2 and are shown on Figure 3. The complete laboratory data sheets are provided in Appendix B. Passive Recovery and Groundwater Sampling Event September 8, 2020 Enmark 815; NCDEQ ID #0-007365; Incident #28107 BLE Project No. J20-7154-13 7 of 7 6.0 CONCLUSIONS AND RECOMMENDATIONS Based on the current laboratory analytical data, the extent of the contaminant plume at the subject site appears to be substantially defined. However, free phase product was detected in one monitoring well (MW-20) and one compound, benzene, was detected above the North Carolina established Gross Contamination Level in one monitoring well, MW-17. In general, the analytical data indicates that dissolved phase contaminant concentrations were reduced in six of the seven monitoring wells with one or more contaminants in concentrations exceeding their respective NCGWQS. Based on the presence of free-phase petroleum in monitoring well MW-20, BLE recommends AFVR events conducted monthly for a period of three months. Additionally, BLE recommends a passive free-product skimmer be placed in MW-20 between active free-product removal events. Dissolved phase contaminant concentrations continue to decrease across the site. Therefore, BLE recommends a comprehensive groundwater sampling event be performed at the site approximately 30-days following the completion of the AFVR events to evaluate contaminant concentration trends.
