(ATC) is pleased to submit an updated receptor survey conducted in May/June 2023 for the Steven Ridenour Property site located at 3577 NC 8 & 65 Highway (Intersection of NC 8 & 65 Highway and Salem Street) in Germanton, Stokes County, North Carolina. A site topographic map is included as Figure 1. In 1994, petroleum contaminants were identified in the water supply well at the Steven Ridenour Residence (WSW-1). Two potential sources were identified; an adjacent property to the northeast identified as the former Roy Martin Gas Station and further to the northeast across Salem Street, an additional gas station (former Beck’s Garage). Historical documents relative to the UST systems at these facilities were not available. The Steven Ridenour Property (Incident #12694) encompasses the Steven Ridenour residence water supply well contamination, the former Roy Martin Gas Station, and the former Beck’s Garage. The former Roy Martin Gas Station property is vacant and the former Beck’s Garage property is currently operated by Daily Basket, a two-story retail/restaurant building. The survey activities were performed based on a May 12, 2023, Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management (DWM), North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N70522-B between NCDEQ and ATC. Municipal water is available to the site and properties in the area. Based on the most recent receptor survey performed in 2015, twelve water supply wells are located within 1,000 feet of the site, two of which are used for drinking purposes, two of which are inactive, and eight of which are assumed non-potable. ATC conducted an updated water supply well survey in the surrounding vicinity of the site. As part of the survey, ATC performed the following:  ATC mailed water supply well information forms to owners of properties within 1,000 feet of the site that had suspected potable water supply wells. As a result, fourteen letters were mailed out. The survey followed the formatting outlined in the NCDEQ UST Guidelines for Assessment and Corrective Action. In response to the mailing, ATC received one telephone call and two completed returned water supply well information forms, which are included as Appendix A.  ATC conducted a visual reconnaissance on May 17, 2023. The reconnaissance was performed by driving and/or walking throughout the surrounding area and visually assessing the individual parcels of land for evidence of water supply wells, well houses, and/or water meters within a radius of 1,000 feet from the source area.  ATC contacted the Stokes County Department of Public Works to determine which properties within 1,000 feet of the site were connected to a municipal water system. Steven Ridenour Property July 3, 2023 ATC Project No. STL1269401 NCDEQ State Lead Program Based on ATC’s findings, it appears there are 21 water supply wells located within 1,000 feet of the site. Five wells are used for drinking/potable purposes (WSW-4, WSW-9, WSW-12, WSW-20, and WSW-21). Two properties containing water supply wells were observed to have water meter connections, however Stokes County Department of Public Works reported that no active municipal water accounts were open for these properties (WSW-1 and WSW-13). Additionally, ATC did not receive returned water supply well information forms for these two properties. Four wells are inactive and the remaining 10 wells are assumed to be used for non-potable purposes. Water supply well ownership information is included in Table 1. A Potential Receptor Map showing water supply well locations is included as Figure 2. Photographs and field notes for the survey are included in Appendix B and Appendix C, respectively. This site is classified as a “High” risk due to five potable wells within 1,000 feet of the site. ATC recommends horizontal and vertical delineation of the dissolved phase contaminant plume to evaluate risks to potable water supply well receptors.
