Refer to the main text and appendices for a complete reporting of our observations and findings. ESP Associates, Inc. (ESP) has completed a Subsequent Monitoring Report documenting assessment activity performed at the Milton Road Auto Service site (Incident No. 21343). The site is an approximate 0.60-acre developed site (Tax Parcel No. 10701103) located at 1901 Milton Road in Charlotte, Mecklenburg County, North Carolina. This report was completed to summarize the findings of assessment activities performed on September 28, 2023, in accordance with North Carolina Department of Environmental Quality (NCDEQ), Task Authorization No. 1, approved on September 20, 2023. The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP. This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, January 2021, under the supervision of Nora A. Zirps, North Carolina registered professional engineer (North Carolina License No. 023838). On September 28, 2023, ESP performed the following field activities:  Gauging static water levels in site monitoring wells MW-1 through MW-5; and  Collecting groundwater samples from monitoring wells MW-1 through MW-5. Collected water samples were analyzed for volatile organic compounds (VOCs) for comparison to both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L Standards) and Gross Contaminant Levels (GCLs). Results of the assessment activities revealed the following:  Static water level depths ranged from 14.72 to 16.58 feet (ft) below top of casing (bTOC).  The general direction of groundwater flow beneath the site is to the south.  The site and surrounding areas are connected to municipal water. There are no active water supply wells within 1,000 ft of the source area.  No measurable free product was detected in the on-site wells.  Benzene exceeded its GCL in MW-1, while several analytes were detected above their respective 2L Standards in the on-site wells. Subsequent Monitoring Report ESP Project No. 23-00200-015 Milton Road Auto Service (Incident #21343) November 15, 2023 iv  A comparison of groundwater laboratory analytical results from the September 28, 2023, sampling event to the January 11, 2022, sampling event reveals that concentrations in site monitoring wells have generally increased.  Even after substantial excavation of contaminated soil, residual petroleum contamination remains above Residential Soil Cleanup Levels.  Given the on-site silty clay, it is unlikely that injection of an ISCO product (such as CleanOx) could be effectively distributed to address remaining soil contaminants. Based on the above conclusions, ESP offers the following recommendations:  As an initial attempt to reduce analyte concentrations to below GCLs, conduct a 96-hour Mobile Multi-Phase Extraction (MMPE) event on monitoring wells MW-1 and MW-2.  Conduct a groundwater sampling event approximately 30 days after the MMPE event to evaluate its effectiveness.   If the MMPE event is not effective in reducing analyte concentrations in groundwater to below GCLs, consider use of BOS200, which is a trap and treat activated carbon-based biodegradation product. Although BOS200 will not address the contaminants remaining in the vadose zone, BOS200 may be the best long‐term solution because the activated carbon will remain onsite to trap contaminants as they continue to desorb from the soil matrix. Subsequent Monitoring Report ESP Project No. 23-00200-015 Milton Road Auto Service (Incident #21343) November 15, 2023 1 1.0 INTRODUCTION 1.1 Site Setting The Milton Road Auto Service site is an approximate 0.60-acre developed site (Tax Parcel No. 10701103) located at 1901 Milton Road in Charlotte, Mecklenburg County, North Carolina (see Figures 1 and 2). The site includes an approximate 1,568-sqft active automotive repair shop built in 1969, along with paved and gravel parking and grassed landscaped areas. The site is bounded to the north by a multi-tenant commercial building, to the east by wooded land and beyond by Cochrane Collegiate Academy, to the south by a Pizza Hut restaurant, and to the west by Milton Road. 1.2 Site Geology and Hydrogeology A consideration of surface and subsurface drainage and geology are of interest since they provide an indication of the direction that contamination, if present on-site or off-site, could be transported. The site is located within the Charlotte Belt of the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills, and long rolling northeast to southwest trending ridges with incised creeks and river channels. Rock at the site is described as foliated to massive, metamorphosed quartz diorite and mafic rocks. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or anthropogenic activity, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for Mecklenburg County depicts soils on the site as Cecil-Urban land complex, 2 to 8 percent slopes (CuB), and urban land (Ur). In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table. Typically, the water table is not a level surface, but an approximate reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock, and the influences of groundwater pumping. The direction and movement of groundwater is generally dependent on soil type, the presence of relict structures, and the textures of surrounding earth materials. Fractures, faults, folds, and foliation planes affect the migration of groundwater in rock. No major geologic features (faults, etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground surface and, under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes, or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on historical data and water levels measured on September 28, 2023, groundwater at the site is expected to flow generally to the south. Subsequent Monitoring Report ESP Project No. 23-00200-015 Milton Road Auto Service (Incident #21343) November 15, 2023 2 1.3 Surface Water The closest surface water to the site is a tributary of Brier Creek located approximately 900 feet (ft) southeast of the site. No other notable surface water features are located within 1,000 ft of the site (see Figure 1). 1.4 Water Supply Wells According to the Soil Remediation Report prepared by Progress Environmental, Inc. (Progress) dated April 10, 2013, there are no water supply wells within 1,000 ft of the source area. The site and surrounding area are reportedly connected to municipal water. Subsequent Monitoring Report ESP Project No. 23-00200-015 Milton Road Auto Service (Incident #21343) November 15, 2023 3 2.0 SITE HISTORY The following description of historical site activities was obtained from the report titled “Subsequent Monitoring Report: Milton Road Auto Service - Incident No. 21343, 1901 Milton Road, Charlotte, Mecklenburg County, North Carolina” dated March 16, 2022, by Terracon Consultants Inc. (Terracon).  On December 21, 1999, a release was discovered during the removal of two 10,000-gallon gasoline underground storage tanks (USTs). Total petroleum hydrocarbons (TPH) as gasoline were identified in post-closure soil samples as high as 5,290 parts per million (ppm). Petroleum contamination was identified beneath the USTs, along underground product piping, and beneath the fuel dispensers.  In April 2001, one shallow monitoring well (MW-1) was installed by S&ME in the approximate location of the former UST pit. Analytical results of the groundwater sample detected benzene above its Gross Contaminant Level (GCL), along with other petroleum constituents.  In 2006, ARM Environmental Services on behalf of the Responsible Party (Mr. Paul McDaniel) reportedly removed one 550-gallon waste oil UST and one 1,000-gallon heating oil UST from the site. A No Further Action (NFA) letter was issued by the North Carolina Department of Environmental Quality (NCDEQ) on August 23, 2006, following receipt of the UST closure report.  In April and May 2011, Progress sampled existing well MW-1 and advanced ten soil borings in the vicinity of the former dispensers and USTs. Four of the soil borings were converted to temporary wells. Analytical results of the groundwater samples indicated benzene above its GCL in well MW-1 and other petroleum constituents in the temporary wells above their North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L Standards). Soil analytical results indicated target compounds were above their respective Soil-to-Water Maximum Soil Contaminant Concentrations (MSCCs) while two samples exceeded the Residential Soil Cleanup Levels. Progress also conducted a receptor survey that did not identify active water supply wells within 1,000 ft of the source area.  In 2013, Progress and its subcontractor Stewart’s Grading and Hauling removed approximately 748 tons of impacted soil located in the vicinity of the former gasoline UST system. Approximately 1,034 gallons of groundwater encountered in the northwestern portion of the excavation were also removed. Confirmation soil samples along the sidewalls and base of the excavation were collected following soil removal. Laboratory analysis of the confirmation soil samples detected petroleum compounds above their respective Soil-to- Water MSCCs and Residential Soil Cleanup Levels.  Between March 2015 and December 2019, S&ME performed annual groundwater monitoring events at the site. Additional monitoring wells were installed to delineate the contaminant plume in March 2015 (MW-2), August 2015 (MW-3 and MW-4) and October 2019 (MW-5). During the various sampling events, multiple petroleum constituents were detected above their respective 2L Standards, and benzene was detected above its GCL in wells MW-1 and MW-2. Subsequent Monitoring Report ESP Project No. 23-00200-015 Milton Road Auto Service (Incident #21343) November 15, 2023 4  In May 2020, S&ME mobilized to the site to conduct a groundwater sampling event. Benzene was detected in well MW-1 above its GCL, and several compounds were detected in wells MW-1, MW-2, MW-3 and MW-5 at concentrations above their respective 2L Standards. Petroleum constituents had generally decreased since the previous sampling event.  On June 17, 2021, Terracon mobilized to the site to conduct a groundwater sampling event. Benzene was detected in well MW-1 above its GCL, and several compounds were detected in wells MW-1, MW-2, MW-3 and MW-5 at concentrations above their respective 2L Standards.  On November 18, 2021, Terracon oversaw an 8-hour Aggressive Fluid Vapor Recovery (AFVR) event on monitoring wells MW-1 and MW-2, conducted by HERR Inc. 477 gallons of petroleum impacted groundwater and 662.3 pounds of volatile organic compound (VOC) vapors were removed from the site.  On January 11, 2022, Terracon mobilized to the site to conduct a groundwater sampling event. Benzene was detected in well MW-1 above its GCL, and several compounds were detected in wells MW-1, MW-2, MW-3 and MW-5 at concentrations above their respective 2L Standards. Historical groundwater elevations and analytical results are provided in Appendix A. Subsequent Monitoring Report ESP Project No. 23-00200-015 Milton Road Auto Service (Incident #21343) November 15, 2023 5 3.0 FIELD ACTIVITIES Field activities performed by ESP on September 28, 2023, included:  Gauging static water levels in site monitoring wells MW-1 through MW-5; and  Collecting groundwater samples from monitoring wells MW-1 through MW-5. Sample locations are depicted on Figure 2. Field logbook entries along with water level survey form, groundwater sampling forms, and field instrument calibration form were completed in the field to document site activities (see Appendix B). Photographs are also provided in Appendix B. Details of field activities are provided below. 3.1 Water Level Gauging On September 28, 2023, prior to purging or collecting groundwater samples, depth to groundwater from the top of casing (TOC) within each monitoring well was measured and recorded using a decontaminated electronic water level meter. The water level measurements were collected by first removing covers and plunger caps from all site monitoring wells and allowing water within the wells to stabilize. The electronic water level meter probe was then lowered into the well and the depth to water measured relative to the well’s TOC. As noted on Table 1, static water level depths ranged from 14.72 to 16.58 ft below TOC (bTOC), and free product was not encountered. Figure 3 depicts the groundwater elevations based off an arbitrary benchmark of 100.00 ft. As depicted on Figure 3, groundwater flow beneath the site is toward the south. 3.2 Monitoring Well Sampling On September 28, 2023, groundwater samples were collected from monitoring wells MW-1 through MW-5. Groundwater samples were collected using dedicated and disposable polyvinyl chloride (PVC) bailers (1.5” x 3’) attached to braided nylon rope. Prior to groundwater sample collection, each well was purged using the bailer. During purging, water quality parameters including pH, conductivity, temperature, and turbidity were measured using calibrated field water quality instruments. Readings were taken at the start of purging and periodically until a minimum of three well volumes were removed from the well. Following purging, a groundwater sample for laboratory analysis was collected from the well using the bailer. The water quality parameters were recorded on groundwater sampling forms along with time, water level depth, and cumulative volume of water purged (see groundwater sampling forms in Appendix B). Groundwater samples were collected following Guidelines for Sampling by the UST Section, Division of Waste Management, NCDEQ (NCDEQ, 2022). Groundwater samples were placed in laboratory-prepared vials preserved with hydrochloric acid (HCl), labeled, and stored on ice in a cooler for subsequent delivery under standard chain-of-custody (COC) procedures to Pace Analytical (Pace), a North Carolina-certified laboratory, located in Huntersville, North Carolina, Subsequent Monitoring Report ESP Project No. 23-00200-015 Milton Road Auto Service (Incident #21343) November 15, 2023 6 for analysis. The groundwater samples were analyzed for VOCs by Standard Method 6200B including methyl tert-butyl ether (MTBE), ethylene dibromide (EDB), and diisopropyl ether (IPE). 3.3 Field Quality Control Sampling and Analysis On September 28, 2023, a field duplicate groundwater sample was collected from MW-1 and analyzed for VOCs by EPA Method 6200B including MTBE, EDB, and IPE to assess variance between collected samples. Subsequent Monitoring Report ESP Project No. 23-00200-015 Milton Road Auto Service (Incident #21343) November 15, 2023 7 4.0 ANALYTICAL RESULTS Results of the laboratory analysis of groundwater samples MW-1 through MW-5 are tabulated in Table 2. As noted in Table 2, the analytical results are compared to both 2L Standards and GCLs. The Pace laboratory analytical report is provided in Appendix C. Benzene was detected at concentrations exceeding its GCL, and various analytes were also detected at concentrations greater than their respective 2L Standards (see Table 2 and Figure 4). A summary of the analytical results is as follows:  Benzene (at 7,390 micrograms per liter [µg/L]) exceeded its GCL (5,000 µg/L) in MW-1.  Multiple analytes exceeded their respective 2L Standards in MW-1, MW-2, MW-3, and MW-5.  MW-1 had the greatest number of analytes exceeding their 2L Standards and the highest analyte concentrations. MW-2 was the second most contaminated monitoring well.  MW-4 was the least contaminated monitoring well, with only two analytes only slightly exceeding their 2L Standards. The groundwater sampling results for each well showing VOCs exceeding their 2L Standards are depicted on Figure 4. Figure 5 depicts the lateral extent of the dissolved benzene groundwater plume. A comparison of groundwater laboratory analytical results from the September 28, 2023, sampling event to January 11, 2022, sampling event reveals that concentrations in site monitoring wells have generally increased. For example; concentrations of benzene in monitoring well MW-1 have increased from 5,910 µg/L during the January 2022 sampling event to 7,390 µg/L during the September 2023 sampling event.
