Dear Mr. Ryals:
ESP Associates, Inc. (ESP) is pleased to present this letter report documenting results of the
underground storage tank (UST) validation on the Carolina Civic Center site in accordance with
North Carolina Department of Environmental Quality (NCDEQ), Task Authorization No. 2,
approved on October 5, 2023. The subject site is located at 315 N. Chestnut Street in Lumberton,
North Carolina.
Underground Storage Tank Validation
Based on a report provided by subcontractor GPRS, Inc. titled “Summary of Scanning for
Underground Storage Tanks (UST‘s) dated September 22, 2023, one subsurface anomaly was
detected in the parking lot, south of the Carolina Civic Center building, using ground penetrating
radar (GPR). The GPRS, Inc. report indicated that this anomaly was a potential UST. Based on
the GPR scans, GPRS, Inc. reported that the potential UST was located at an approximate depth
of 2-2.5 feet below ground surface (bgs).
On October 17, 2023, a representative of ESP mobilized to the site to validate the location of the
potential UST. Upon arrival at the site, ESP personnel observed two GPRS, Inc. marked out
potential UST locations (see Figure 1 and Appendix A). Two borings were advanced along the
length of each of the two marked out potential UST locations. The asphalt/concrete pavement was
broken up using a 5-foot steel digging bar. Asphalt/concrete was consistent at 5-inches thickness
in the borings. Once soils were uncovered, a hand auger was used to advance the borings to a depth
of approximately four feet bgs. Soils observed in the four borings consisted of light brown silty
sand throughout the depth of the borings. No petroleum staining or odor was observed from any

of the cuttings during the validation. No structures at depth, UST or otherwise, were encountered
during advancement of the hand auger borings. The borings were repaired by reintroducing the
soil cuttings back into the borings, just below ground surface. The remaining space was then filled
with QPR asphalt repair and tamped down using the digging bar, until the material was compact
and level with the existing asphalt (see field notes and site photographs in Appendix A).
Conclusions
Based on the findings presented above, no subsurface structure(s) were encountered in either of
the four borings advanced by ESP in the the areas marked by GPRS, Inc. as potential UST
locations.
