Fayetteville Road, Lumberton, Robeson County, North Carolina. A surface gasoline spill (approximately 100 gallons) reportedly occurred on November 13, 1986 from one or more gasoline underground storage tanks (USTs). Three 6,000-gallon gasoline USTs and one 550-gallon waste oil UST were registered to the facility. A petroleum release was reported via a Pollution Incident Reporting Form that documents a 100-gallon gasoline spill on November 13, 1986. The purpose of this report is to document the latest recovery well installations and groundwater monitoring event. On July 27 and 28, 2023, CATLIN Engineers and Scientists (CATLIN) personnel advanced borings for construction of two recovery wells (RW-01 and RW-02) to 13 feet below land surface (BLS). CATLIN returned to the site on August 16, 2023 and measured groundwater at approximately 5.7 feet deep across the site. Light non-aqueous phase liquid (LNAPL; aka free-phase product) was encountered in monitoring well B-2. Groundwater samples from three monitoring wells (B-3, MW-01, and MW-02) and two recovery wells (RW-01 and RW-02) were collected. The samples were submitted for laboratory analysis of volatile organic compounds (VOCs) per Standard Method (SM) 6200B [plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE)]. Laboratory results revealed multiple VOCs in the B-3, MW-02, RW-01/RW-1, and RW-02/RW-2 samples at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS), but below the Gross Contaminant Levels (GCL). Only MTBE was above the laboratory reporting limit in the sample from MW-01; however, it was below 2L GWQS. Contaminant concentrations appear to have generally increased in samples from monitoring wells MW-02 and B-3 since the previous monitoring event (February 2023). CATLIN recommends to: • Conduct a surfactant injection event utilizing wells RW-01, RW-02 and B-2 followed by an extraction event to remove any mobilized LNAPL. • Sample RW-01, RW-02, and B-2 approximately 30 days following the surfactant injection event. NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 3 September 2023 3.0 SCOPE OF SERVICES The scope of services for this report was performed in general accordance with CATLIN proposal number 220237.01P, dated July 6, 2023. Services were authorized by the North Carolina Department of Environmental Quality’s (NCDEQ’s) Task Authorization (TA) #01, accepted on July 10, 2023, and Contract Number N70522-A. The approved scope of services for this Task Authorization included to: • Contract a private utility locate to clear boring locations; • Install two 4-inch diameter recovery wells (RW-01 and RW-02) to 13 feet BLS; • Survey the top of casing (TOC) elevations of the new recovery wells in relation to a known elevation; • Gauge and collect groundwater samples from four monitoring wells (B-2, B-3, MW-01, and MW-02) and two recovery wells (RW-01 and RW-02); • Analyze six groundwater samples and one trip blank via SM 6200B (including EDB, MTBE, and DIPE); • Prepare and submit a monitoring report documenting the findings. A heavy film of LNAPL was present in monitoring well B-2 at the time of field activities; therefore, this well was not sampled. Ten bailer volumes of the impacted water/petroleum mix were removed from the well and placed in a designated drum on site. The remaining scope of services was conducted in general accordance with the approved TA. 4.0 SITE HISTORY AND CHARACTERIZATION The Lumberton Mobile site is located at 5105 North Fayetteville Road, Lumberton, Robeson County, North Carolina (Figures 1 and 2). Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. Recent site photographs are presented in Appendix B. 4.1 UST OWNER AND OPERATOR INFORMATION Lakewood Exxon (Exxon Company, USA) formerly owned the property and a retail fueling station on the site. The tanks were operated by Jewel Bissell. Exxon sold the property sometime around 1986. Mrs. Bissell is deceased, and the site was accepted into the North Carolina UST Section Trust Fund Branch State Lead Program in 2020 (NCDEQ, 2020). Available information regarding UST owners and operators is presented in Table 1. NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 4 September 2023 4.2 UST INFORMATION According to a 1986 Pollution Incident Reporting Form, a total of 30,000 gallons of gasoline were stored at the site at the time of the release (NCDENR, 1986). However, only four tanks are registered in the NCDEQ UST Database: three 6,000-gallon gasoline USTs and one 550-gallon waste oil UST. These tanks were installed in 1978 and reportedly were not used between 1996 and 1998 (NCDENR, 1998). The waste oil UST does not appear to be active at this time (and may have been removed), but the gasoline USTs remain in use. Available UST system information is presented in Table 1 and the approximate former UST system locations are illustrated on Figure 3. 4.3 CONTAMINANT SOURCE INVENTORY In December 1986, a Pollution Incident Reporting Form was submitted. The form documents a 100-gallon gasoline spill on November 13, 1986. The spill occurred over the concrete parking lot and reportedly originated from a broken dispenser valve. According to the Pollution Incident Reporting Form, the spill was contained and recovered at the time (NCDENR, 1986). It is likely another incident may have occurred at the Lumberton Mobile site or in the site vicinity. LNAPL was not noted during a ground water assessment conducted in 1986 (CATLIN, 1986). However, a significant amount of LNAPL was measured when CATLIN performed a monitoring event in 2020 (CATLIN, 2021). A Notice of Violation (NOV) was issued to the current petroleum retail facility occupying the site (RJ’s Mini Mart) in 2020 for failing a compliance inspection in 2019. The facility failed another inspection in June 2022, but no indication of a release was documented. 4.4 SITE CHARACTERISTICS The site is an active retail petroleum station operating as RJ’s Mini Mart. The site is a concrete paved lot with a small retail building and canopy over the gasoline dispensers. 4.5 OWNERS AND OCCUPANTS OF ADJOINING/NEARBY PROPERTIES AND LAND USE Properties in the site vicinity are mostly commercial businesses and undeveloped forest/marsh lies to the west. The site is located near the intersection of Highway 301 (aka North Fayetteville Road) and I-95. NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 5 September 2023 Surrounding properties are commercial businesses (e.g. hotels and restaurants). Two active petroleum retail facilities are located near the site: Kwik Shop (Facility ID No. 0-033478) adjoins the site to the northwest and Happy Mart 4 (Facility ID No. 0-018669) is located to the northeast across Fayetteville Road. Three UST Incidents are associated with the Happy Mart 4 location: Fina Truck Stop (Incident No. 6389), Happy Mart 4 (Incident No. 47676), and Minute Man 24, aka Former Fina Truck Stop (Incident No. 29104). No Further Action (NFA) notices were issued for the Fina Truck Stop and Happy Mart 4 incidents in 1999 and 2021, respectively. However, the Minute Man 24 incident remains open with an Intermediate Risk ranking. 4.6 RECEPTOR INFORMATION Receptor information for properties near the site is not readily available. No historical receptor surveys are included on the NCDEQ’s Electronic Document Management System (Laserfiche). A marshy area/pond with several small creeks is located within 500 feet of the site and a pond is located within 1,500 feet. Potential receptors are illustrated on Figure 2 and receptor information is shown in Table 2. 4.7 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTIVITIES After the reported spill, CATLIN (dba Richard Catlin & Associates, Inc.) prepared a Ground Water Assessment Report, dated December 19, 1986, for Exxon. The purpose of the report was to assess if LNAPL existed at the site. Three monitoring wells (B-1, B-2, and B-3) were installed on December 11, 1986. No LNAPL was encountered, and CATLIN recommended that Exxon periodically check the monitoring wells as a part of their normal tank inventory reconciliation program (CATLIN, 1986). In 1995, Environmental Hydrogeological Consultants, Inc. (EHC) prepared a Hydrogeological Site Assessment for the Lumberton Mobile site (referred to as Bissel Mobil therein). EHC installed four temporary wells (TMW-1, TMW-2, TMW-3, and TMW-4) in August 1995. Samples taken from three temporary wells (TMW-1, TMW-2, and TMW-3) and three permanent wells (B-1, B-2, and B-3) were submitted for analysis via Environmental Protection Agency (EPA) Method 602 plus MTBE. Analytical results reported concentrations of several petroleum constituents above their method detection limits in wells B-3, TMW-1, TMW-2, and TMW-4. EHC concluded that areas in the north and east of the site represented the “hot spot,” and it was possible that contaminants have migrated off-site (EHC, 1995). NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 6 September 2023 No investigations or remedial activity are documented between 1995 and 2020. CATLIN began conducting groundwater monitoring in December 2020. A sample was only collected from monitoring well B-3. Monitoring well B-1 was silted in and B-2 contained LNAPL (7.70 feet thick); therefore, these wells could not be sampled. Laboratory analysis of the B-3 sample revealed multiple petroleum constituents at concentrations above 2L GWQS, but below GCL (CATLIN, 2021). Due to the questionable integrity of the preexisting wells, CATLIN installed two new, Type II monitoring wells (MW-01 and MW-02) in 2021. LNAPL persisted in monitoring well B-2 (6.21 feet thick). Approximately 4.36 gallons of LNAPL were recovered from B-2 via hand-bailing and stored in a 55-gallon drum on-site. Three monitoring well samples (B-3, MW-01, and MW-02) were collected in December 2021. Analytical results reported benzene and/or naphthalene above their respective 2L GWQS in the samples from B-3 and MW-02; however, they were below GCL. MTBE was detected in the MW-01 sample, but it was well below the 2L GWQS (CATLIN, 2022A). CATLIN attempted to perform an aggressive fluid vapor recovery (AFVR) event at monitoring well B-2 in May 2022. Due to a low recovery rate, the event ended after two hours. Approximately 105 gallons of impacted groundwater and LNAPL were recovered (CATLIN, 2022B). In February 2023, CATLIN conducted a groundwater monitoring event. LNAPL was measured in monitoring well B-2 at 0.09 feet thick. Approximately two gallons of impacted groundwater and LNAPL were recovered via hand-bailing and stored in the 55-gallon drum on site. The remaining monitoring wells were sampled. Laboratory results revealed benzene and/or naphthalene in the B-3 and MW-02 samples at concentrations above 2L GWQS, but below GCL. MTBE was detected in the MW-01 sample, but it was well below the 2L GWQS (CATLIN, 2023). A summary of available historical analytical data from previous consultants is presented in Appendix A. 5.0 REGIONAL AND SITE GEOLOGY AND HYDROGEOLOGY 5.1 SOIL AND BEDROCK As defined in the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the site lies within the Coastal Plain physiographic province. NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 7 September 2023 The North Carolina Coastal Plain is approximately 90 to 150 miles wide from the Atlantic Ocean westward to its boundary with the Piedmont province. Two natural subdivisions of the Coastal Plain were described by Stuckey (1965): the Tidewater region and the Inner Coastal Plain. The project area is located within the Inner Coastal region, which is an area of erosional topography (Horton and Zullo, 1991). The Coastal Plain comprises a wedge-shaped sequence of stratified marine and non-marine sedimentary rocks deposited on crystalline basement. The sedimentary sequences range in age from Recent to lower Cretaceous (Narkunas, 1980). According to historic well logs, the site is underlain by approximately 8-11 feet of sandy clay and clay fill materials. Medium-grained quartz sands are encountered below the sandy clay (CATLIN, 1986). The boring log from the installation of monitoring well MW-02 (provided in CATLIN, 2022A) indicated that sand with silt underlays the site to approximately 5.5 feet BLS. Clayey sand with fine sand interlayers was noted from 5.5-8 feet BLS. Brown silty sand was present from 8-10.5 feet BLS, and clayey sand was observed at further depths up to 13 feet BLS. The boring logs from recovery wells RW-01 and RW-02 show the presence of clayey silts to a depth of approximately 10 feet BLS, sandy clay from 10-12 feet BLS, and fine sands below 12 feet depth. 5.2 HYDROGEOLOGY Groundwater –The Coastal Plain groundwater system consists of aquifers comprised of permeable sands, gravels, and limestones separated by confining units of less permeable sediment. According to Winner, Jr. and Coble (1989), the surficial aquifer consists primarily of fine sands, clays, shells, peat beds, and scattered deposits of coarse-grained material in the form of relic beach ridges and floodplain alluvium. The areal extent of the surficial aquifer in the Coastal Plain is approximately 25,000 square miles with an average thickness of 35 feet. The average estimated hydraulic conductivity is 29 feet per day (Winner, Jr. and Coble, 1989). Based on the 2020 Visual Hydrogeologic Framework – North Carolina Hydrogeological Database, which identified sufficient boreholes near the site to draw a cross-section, the surficial aquifer may extend to approximately 50 feet deep, underlain by the Black Creek or Upper Cape Fear confining unit and associated aquifer. NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 8 September 2023 Surface Water – A marshy area is located approximately 350 feet southwest of the site. A few small creeks in the marsh are apparent on satellite imagery within 1,500 feet. A pond is located 1,500 feet west of the site. 6.0 SITE ACTIVITIES CATLIN conducted field activities in general accordance with the approved TA. Upon arrival at the site, potential hazards were evaluated before beginning field work and are documented on Daily Activities Logs, included in Appendix C. Photographs of the site are included in Appendix B. 6.1 RECOVERY WELL INSTALLATION Between July 27 and 28, 2023, two borings were advanced to approximately 13 feet BLS for recovery well construction by a North Carolina Certified Well Contractor utilizing hollow stem augers and a CME 550 ATV drill rig. Cuttings generated during drilling activities were spread on-site. The wells (RW-01 and RW-02) were constructed of new, threaded PVC casing and screen. No glues or cements were used in joining PVC components. New nitrile gloves were worn while handling all well materials. The wells were constructed with a pointed PVC sediment trap, 10 feet of 4-inch diameter, 0.010-inch slotted PVC well screen and three feet of 4-inch diameter solid PVC riser to the surface. The annular space was filled with coarse sand pack to approximately two feet above the well screen and bentonite chips to within one foot of the ground surface. The bentonite chips were poured from the surface while simultaneously pouring water to facilitate hydration. Concrete was installed to within 0.5 feet of the ground surface. The wells were finished with a locking well cap, a flush-mount steel wellhead, and a concrete pad. After installation, the wells were developed by over-pumping. The TOC elevations were measured using traditional survey methods (Rod and Level) in relation to a monitoring well with a known elevation (MW-01). Well construction information is summarized in Table 3 and a site map with monitoring and recovery well locations are illustrated on Figure 3. The TOC survey sheet is included in Appendix C. The Well Logs and Well Construction Records were submitted to NCDEQ Division of Water Quality (DWQ) and copies are provided in Appendix D. 6.2 LNAPL RECOVERY On August 16, 2023, CATLIN conducted free product recovery via hand bailing from one monitoring well (B-2). LNAPL has been measured in B-2 since December 2020. NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 9 September 2023 CATLIN personnel utilized a new bailer to remove impacted groundwater and LNAPL from monitoring well B-2. The bailer was then emptied into a 55-gallon onsite drum. Field personnel observed the product as black and “greasy.” Approximately 2.4 gallons of total liquid (water and LNAPL) were recovered. 6.3 GAUGING DATA During the August 2023 event, CATLIN personnel measured depth to water using an electronic oil/water interface probe. To prevent cross contamination, the probe and cabling were decontaminated according to the manufacturer’s recommendations between use in each well. Gauging data were recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with North Carolina Department of Environmental and Natural Resources (NCDENR) and NCDEQ Guidelines, and EPA Region 4 Operating Procedures. Depth to water ranged from 4.63 feet below top of casing (BTOC) (B-3) to 6.84 feet BTOC (MW-01). A mix of groundwater and LNAPL was observed in monitoring well B-2. Monitoring well gauging results for events conducted by CATLIN are presented in Table 3. Groundwater elevation and flow direction are illustrated on Figure 4. Groundwater sampling forms are provided in Appendix C. 6.4 SAMPLING DATA Following gauging, the wells were sampled in accordance with NCDENR and NCDEQ Guidelines, and EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, the wells were purged by removing a minimum of three well volumes using a new, disposable bailer. Groundwater field parameter data could not be measured due to equipment malfunction. Copies of the groundwater sampling forms are available in Appendix C. After a minimum of three well volumes were removed (or the well was bailed dry), groundwater samples were collected from the wells and poured into appropriate, laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. A laboratory-provided trip blank accompanied the samples for the duration of the site activities. The groundwater samples and the laboratory-provided trip blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC- DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 10 September 2023 and DIPE). The laboratory analytical data and COC are included in Appendix E. 6.5 SUMMARY OF GROUNDWATER INFORMATION During the previous sampling event conducted by CATLIN (February 2023), the samples from monitoring wells B-3 and MW-02 contained VOCs at concentrations above the 2L GWQS. However, none were above GCL. Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. The latest groundwater sampling laboratory results for SM 6200B analysis are summarized in Table 4. Historical results for events conducted by CATLIN are in Table 5. Monitoring well sample analytical results are illustrated on Figure 5. A copy of the complete laboratory report and COC documentation are in Appendix E. The samples collected from wells RW-01 and RW-02 were labeled as RW-1 and RW-2, respectively, and both the well ID and sample ID are included in Tables 3 through 5. Monitoring/Recovery Wells During the August 2023 monitoring event, samples from three monitoring wells (B-3, MW-01, and MW-02) and two recovery wells (RW-01 and RW-02) were collected and submitted for analysis via SM 6200B (including EDB, MTBE, and DIPE). Laboratory analysis revealed a low concentration of MTBE and an estimated (“J”-value) concentration of acetone (a common laboratory relic) in the sample from MW-01; however, both were well below their respective 2L GWQS. No analyte concentrations were detected above GCL in any of the monitoring well samples. Analytical results reported the following constituents at concentrations above their 2L GWQS in samples from wells B-3, MW-02, RW-01, and RW-02: • MW-02: benzene and naphthalene; and • B-3, RW-01, and RW-02: benzene, isopropylbenzene, naphthalene, and n-propylbenzene. Trip Blank One laboratory-provided trip blank sample was submitted for analysis per SM 6200B (including EDB, MTBE, and DIPE). An estimated concentration (“J”-value) of acetone, a common laboratory artifact, was detected in the trip blank sample. No other targeted analytes were detected. NCDEQ; 20262_Lumberton Mobile CATLIN Engineers and Scientists CATLIN Project No. 220237 11 September 2023 6.6 EVALUATION OF ASSESSMENT INFORMATION Extent of Contamination Multiple VOCs were detected above their respective 2L GWQS in the samples from wells B-3, MW-02, RW-01, and RW-02. However, no constituents were reported above GCL. LNAPL continues to persist in monitoring well B-2. A summary of monitoring well groundwater sample analytical results are illustrated on Figure 5. The highest contaminant concentrations have historically been reported in samples from B-3. The concentrations in samples from B-3 and MW-02 have increased since the previous monitoring event in February 2023 (CATLIN, 2023). Cleanup Levels Achieved Soil – No soil excavations or sampling activities have been previously documented. Groundwater – Groundwater contaminant concentrations are above 2L GWQS, but below GCL at the site. LNAPL – LNAPL was encountered in B-2 during this monitoring period, and LNAPL has been measured in B-2 since December 2020. 7.0 CONCLUSIONS AND RECOMMENDATIONS Conclusions Groundwater monitoring findings for this period are summarized below: • Two 4-inch diameter recovery wells (RW-01 and RW-02) were installed to 13 feet BLS. • Approximately 2.4 gallons of LNAPL and impacted groundwater were recovered from monitoring well B-2 via hand bailing and were stored on-site in a 55-gallon drum. • Groundwater samples were obtained from three monitoring wells (B-3, MW-01, and MW-02) and two recovery wells (RW-01 and RW-02). The samples were analyzed via SM 6200B (including EDB, MTBE, and DIPE). • Multiple VOCs were detected in the MW-02, B-3, RW-1, and RW-2 samples at concentrations above 2L GWQS. • No contaminant concentrations were detected above GCL. • Contaminant concentrations have increased in monitoring wells B-3 and MW-02 since the previous sampling event (February 2023).
