B. EXECUTIVE SUMMARY
1. Summary of Activities Associated with Current TA
WithersRavenel, Inc. (WR), in association with Task Authorization 02 (TA-02) and subsequent Change Order 01 (CO-01) under NCDEQ Contract # N70522-C, mobilized to the site to supervise the installation of two replacement monitoring wells (MW-2R & MW-7R) and an air sparge well
(AS-1), survey the top of casing elevation of all site monitoring wells, perform groundwater
monitoring activities including gauging, purging, and sampling site monitoring wells MW-1, MW-2R, MW-3, MW-4, MW-5, MW-6, MW-7R, MW-8 and AS-1. In addition, WR was tasked with sampling water supply well (WSW) WSW-2 and WSW-5 and preparing a field blank. The exterior spigots at the residence connected to WSW-5 were inactive at the time of the site visit and no one was home to provide interior access.
2. Soil, Groundwater, and Light, Non-Aqueous Phase Liquid (LNAPL) Assessment Information
Soils
No soil samples were collected in association with the current TA.
During closure activities associated with the removal of three of the five the USTs at the site in 1992, it was reported that laboratory analysis of the soil samples collected from approximately two feet (-ft) below the USTs showed Total Petroleum Hydrocarbons – Gasoline Range Organics (TPH-GRO) ranging from 72.4 milligrams per kilogram (mg/kg) GRO to 97.5 mg/kg GRO. These
samples exceeded the applicable NCDEQ minimum reportable concentrations in place at the time
of UST closures. No additional information was provided regarding samples collected along product lines or at the pump island. A Notification Letter dated April 15, 1992 mailed from Environmental Hydrogeological Consultants, Inc. (EHCI) stated that the owner of the property (Peoples Gas and Oil Co) was applying for a permit to land apply approximately 125 cubic yards (yd3) of petroleum fuel hydrocarbons impacted soil. It is not clear if all 125-yd3 of soil were
excavated from the site. Groundwater
WR collected samples from site monitoring wells MW-1, MW-2R, MW-3, MW-4, MW-5, MW-6,
MW-7R, MW-8 and AS-1 on August 25, 2023. Prior to sampling, each well was located, opened,
gauged, and purged. Monitoring well MW-6 was not sampled due to the presence of Light Non-Aqueous Phase Liquid (LNAPL). Samples collected from MW-1, MW-2R, MW-3, MW-4, MW-5, MW-7R, MW-8 and AS-1 were submitted for laboratory analysis of volatile organic compounds (VOCs) by Standard Method (SM) 6200B. Analytical results indicated the following:
• Gross Contamination Level (GCL) Violations:
o AS-1 contained benzene at a concentration exceeding the GCL for this compound.
o MW-6 contained 0.05-ft of LNAPL.
• North Carolina Groundwater Quality Standards (2L Standard) Violations:
o MW-1, MW-2R, MW-7R, and AS-1 all contained at least one targeted compound at concentrations exceeding the 2L Standard.
• No Detections Above the Laboratory Method Quantitation Limits (MQL):
o MW-3, MW-4, MW-5, and MW-8 did not contain targeted compounds at
concentrations exceeding the laboratory MQLs.

Water Supply Wells
WR attempted to collect groundwater samples from water supply wells WSW-2 and WSW-5. The exterior spigots at the residence connected to WSW-5 were inactive at the time of the site visit and no one was home to provide interior access. WR was successful in sampling WSW-2. Prior to sampling, WR turned on an exterior spigot to activate the well pumps and purged WSW-2 for a
minimum of ten minutes prior to collecting a sample from an exterior spigot. A field blank was also
prepared at this time. Analytical results for the samples collected from water supply well WSW-2 indicated the following:
• WSW-2, the field blank, and the trip blank did not contain targeted compounds at concentrations exceeding the laboratory MQLs.
LNAPL
WR discovered LNAPL in MW-6 at a thickness of 0.05-ft during the August 2023 monitoring event. MW-6 has periodically contained LNAPL at varying thicknesses since at least 2021. The well construction record for MW-6 from 1992 indicated that LNAPL was present at the time of
installation. 3. Receptor Information
A receptor survey was not performed by WR as a part of this TA.
S&ME Inc. performed a receptor survey in March of 2020 for the site and surrounding area. During
the receptor survey, S&ME determined that municipal water is provided to the site and the developed properties located within at least 1,000-ft of the site. S&ME also conducted a site reconnaissance to look for evidence of water supply wells in the surrounding areas. S&ME was able to determine that two water supply wells (WSW-2 and WSW-5) were located within 1,000-ft of the source. WSW-2 is located approximately 630-ft northwest of the source of the release.
The well is active and potable. WSW-5 is located approximately 825-ft west-northwest from the source (down-gradient). The well is active and potable.
According to the Laurinburg, NC USGS 7.5 Minute Topographic Map, two unnamed intermittent tributaries of Leith Creek are located approximately 1,050-ft to the southwest and 1,350-ft to the west. An unnamed intermittent tributary of Jordan Creek is located approximately 1,300-ft to the
east. Jordan Creek is located approximately 8,000-ft to the east and is classified as a Class C, SW surface water according to the North Carolina Surface Water Identification map. Leith Creek is located approximately 8,700-ft west and is classified as a Class C, SW surface water according to the North Carolina Surface Water Identification map.
According to information provided from the Source Water Assessment Program (SWAPInfo 2.0)
website within the NCDEQ Wellhead Protection Program website, there are no municipal water supply wells or well head protection areas located within a mile of the source area. The nearest well head protection area in proximity to the site is located approximately 1.2-mi south of the source location, servicing the Laurinburg water supply system (PWS ID NC0383010).
4. Remediation Activities

No remedial activities were performed as a part of this TA. Review of historical reports for the site
indicated that in April 1992, three USTs [two 1,000-gallon (-gal) gasoline and one 280-gal gasoline
tanks] were removed from the site. The tanks were located east of the building in a single UST basin. Two additional tanks were closed in place with a cement slurry as they were located partially below the building foundation. Two soil samples were collected beneath one of the USTs. Groundwater infiltrated the excavation, and a grab sample was collected from the groundwater in
the excavation. No soil samples were reported to have been obtained from locations underlying
the fuel lines or pump island. Soil samples indicated a release of petroleum had occurred, and based off of additional information associated with this site, it is believed that approximately 125-yd3 (approximately 130-tons) of petroleum contaminated soil was excavated from the former UST pit.
WR oversaw a mobile multi-phase extraction (MMPE) event in April 2023. The event utilized
MW-6 as an extraction well and 6,009 gallons of petroleum contact water were removed from
this well. In addition, 5,494.37 pounds (equivalent to 879.10 gallons) of gasoline was emitted as
vapor during the event.
WR oversaw the installation of an air sparge well (AS-1) for use with air sparge enhanced MMPE
events on August 24, 2023.
5. Recommendations
Based on the results of assessment activities conducted at the site in association with the current TA, WR recommends the following:
• As an interim remedial action, perform an air sparge enhanced mobile multi-phase extraction (MMPE) event at the site using AS-1 for air injection and extraction through MW-2 and MW-6 to reduce GCLs and LNAPL.
• Continued semi-annual groundwater monitoring of the site monitoring wells.
• Replace all of the deteriorated locking well caps.

C. SITE HISTORY & CHARACTERIZATION
The following information summarizes the site history and characterization. The Swift Mart #1 site is located at 16920 Highland Road, in Laurinburg, Scotland County, North Carolina (Figure 1) just west of the intersection of Highland Road and Lee’s Mill Road in a rural-residential area. At the time of the site visit, the site building appeared vacant. A site map is included as Figure 2. Site Photographs documenting the current condition of the site are provided in Appendix A.
1. UST Information
Based on review of previous reports for the site as well as the NCDEQ Registered UST Database, two 1,000-gal gasoline USTs and one 280-gal gasoline UST were installed at the site in May 1966 for commercial sales of fuel. In addition, two other USTs of unknown contents were reportedly
installed in January 1964. The three USTs installed in 1966 were then removed from the site in April 1992. The two USTs installed in 1964 were closed in place and filled with a cement slurry. UST information is summarized in Table B-1.
2. Description of Release / General Assessment History
A formal UST Closure Report was not identified for this site in the review of historical documentation; however, soil and groundwater sampling results were provided to the state by Environmental Hydrogeological Consultants Inc. (EHCI) in the form of a letter report. The laboratory analysis of the soil samples collected from approximately two -ft below the USTs showed TPH-GRO ranging from 72.4 mg/kg GRO to 97.5 mg/kg GRO. These samples exceeded
the NCDEQ Action Levels for TPH in place at the time of UST closures. No additional information was provided regarding any samples collected along product lines or beneath the pump island. A Notification Letter dated April 15, 1992 mailed from Environmental Hydrogeological Consultants, Inc. (EHCI) stated that the owner of the property (Peoples Gas and Oil Co) was applying for a permit to land apply approximately 125-yd3 of petroleum fuel hydrocarbons impacted soil. It is
not clear if those 125-yd3 of soil were excavated from the site.
During the tank removal, groundwater infiltrated the excavation, and a grab sample was collected from within the excavation. The sample was found to contained benzene at a concentration of 14,350 micrograms per liter (ug/L), the 2L Standard for benzene is 1 µg/L and the Gross Contamination Level (GCL) for benzene is 5,000 µg/L. Following this, eight groundwater
monitoring wells were installed at the site. Groundwater was determined to flow to the northeast in 1992. In 1992, benzene was found to exceed the GCL in samples collected from MW-1 and MW-2. When MW-6 was installed, LNAPL was found in the well and it was hand bailed. The on-site water supply well was found to contain MTBE at a concentration of 2.1 µg/L and was subsequently abandoned.
In January 2020, S&ME performed a receptor survey for the site and identified two active, potable water supply wells located within 1,000-ft of the site (WSW-2 and WSW-5). Municipal water is available to the site and surrounding areas. No surface water bodies are located within 500-ft of the source area.
In March 2020, S&ME surveyed the tops of casing (TOC) elevations and measured depth to
groundwater prior to sampling. The result of this determined that groundwater flows to the southeast, differing from the 1992 direction which was to the northeast. S&ME also sampled the

site monitoring wells MW-1, MW-3, MW-4, MW-5, and MW-6 (MW-2, MW-7, and MW-8 could
not be located). LNAPL was not measured in any of the site monitoring wells at this time. MW-1
and MW-6 both contained numerous petroleum constituents at concentrations that exceeded the 2L Standards. MW-6 contained benzene and MTBE at concentrations that exceeded their corresponding GCL.
In October 2021, WR performed a monitoring event at the site. Site monitoring wells MW-3, MW-
4, and MW-5 were found to be dry and were not sampled. Site monitoring well MW-1 was purged
dry and did not recover during the sampling event and therefore was not sampled. Site monitoring well MW-6 contained LNAPL at a thickness of 0.04-ft at the time of the sampling event and therefore was not sampled. Analytical results for the sample collected from WSW-5 indicated one targeted VOC (chloroform) detected at a concentration below its 2L Standard during the October 2021 sampling event. Chloroform is a compound routinely associated with “shock chlorination”
of supply wells and WR attributes its presence in WSW-5 to the chlorination of the well as a means for disinfection.
On March 30, 2022, WR attempted to secure a site access agreement for the property. WR was unable to obtain the site access agreement, however the NCDEQ incident manager later secured the agreement.
In September 2023, WR performed a monitoring event at the site. The analytical results for the samples collected from MW-1, MW-3, MW-4, and MW-5 were submitted for laboratory analysis of VOCs by SM6200B. Analytical results indicated that MW-1 was the only sampled well that contained targeted compounds at concentrations that exceeded the 2L Standard. Analytical results for the samples collected from off-site water supply wells WSW-2 and WSW-5 did not
indicate the presence of targeted compounds at concentrations above the method detection limits.
In April 2023, WR oversaw a 96-hour MMPE event. The event removed 6,009-gallons of total fluids from MW-1 and MW-6. Recovery included total emissions of 5,494.37 pounds, equivalent to 879.10-gallons of VOCs of gasoline as emissions. Trace amounts of LNAPL were noted in the
tanker trailer at the end of the event.
3. Brief Description of Site Characteristics
The Swift Mart #1 site is located at 16920 Highland Road, in Laurinburg, Scotland County, North
Carolina (Figure 1) just west of the intersection of Highland Road and Lee’s Mill Road in a rural-
residential area. At the time of the site visit, the building appeared vacant. The subject property consists of one parcel that includes an unoccupied commercial building constructed of masonry cinder blocks. Figure 2 is provided as a site map showing the current conditions of the subject property, as well as the current monitoring well network. The parcel that makes up the site
encompass a total of 0.36 acre.
The site is adjoined by a vacant, partially cleared lot to the northwest, and by residential development beyond. Residential development adjoins the site to the west as well. Highland Road parallels the eastern boundary of the site, and Lee’s Mill Road parallels the southern boundary. The roads intersect just east of the property. The area further east and southeast, beyond Highland Road, is unimproved, wooded land. The area to the south, beyond Lee’s Mill Road, consists of a
large, grassy field and a mobile home park.

4. Information on Receptors / Potential Receptors
A receptor survey was not performed by WR as a part of this TA.

D. SITE GEOLOGY AND HYDROGEOLOGY
The Geologic Map of North Carolina (Department of Natural Resources, Division of Land Resources, North Carolina Geologic Survey, 1985) indicates materials underlying the site consist of the sedimentary rocks of the Middendorf Formation in the Cretaceous Group of the Coastal Plain. The sedimentary rocks are described as consisting of “sand, sandstone, and mudstone, gray to pale gray with an orange cast, mottled; clay balls and iron-cemented concretions common, beds
laterally discontinuous, with cross-bedding common”.
According to the United States Department of Agriculture (USDA) Soil Survey of Scotland County, soils underlying the site are classified as Autryville sand (0-6% slopes). Autryville sand (0-6% slopes) is described as well drained with a very low runoff classification. These soils are typically found on marine terrace flats and ridges on marine terraces. The parent material is sandy loamy
marine deposits. The typical soil profile consists of sand, loamy sand, sandy loam, and sandy clay loam. The well construction records from site monitoring wells installed at the site in 1992 describe the soils as yellow medium sand, orange medium sand, gray-yellow clay, red-yellow clay balls, medium sand, red medium sand, beige medium sand, gray sandy clay balls, beige medium-coarse sand, and pink medium sand. Based on boring logs for replacement wells MW-2R and MW-7R as
well as air sparge well AS-1, soils consist of silty sands, and silty clays with silt to depth. Depth to
bedrock is unknown at the site.
Evaluation of the Laurinburg, NC Topographic Quadrangle (US Geological Survey, 7.5 Minute Series, 2019) indicates that the subject property is at an approximate elevation of 225-ft above mean sea level (AMSL) at the location of the former UST basin. A scaled portion of the USGS
Quadrangle is included as Figure 1. Topography at the site slopes slightly to the northeast.
Surface water from the site drains to the northeast into wet weather ditches that parallel the municipal roadways. Two unnamed intermittent tributaries of Leith Creek are located approximately 1,050-ft to the southwest and 1,350-ft to the west, an unnamed intermittent tributary of Jordan Creek is located approximately 1,300-ft to the east. Jordan Creek is located
approximately 8,000-ft to the east and is classified as a Class C, SW surface water according to
the North Carolina Surface Water Identification map. Leith Creek is located approximately 8,700-ft west and is classified as a Class C, SW surface water according to the North Carolina Surface Water Identification map.

E. MONITORING WELL INSTALLATION – AUGUST 2023
On August 24, 2023, WR oversaw the installation of two Type II monitoring wells (MW-2R and MW-7R) as well as an air sparge well (AS-1) by AmeriProbe, LLC. Prior to the installation of the monitoring wells and air sparge well, Probe Utility Locating Services provided utility locating services in the vicinity of the planned monitoring well to ensure that underground utilities would not interfere with the installation of the wells. The wells were advanced using a track mounted
GeoProbe 7720DT drill rig using 8” diameter hollow-stem augers. MW-2R and MW-7R were advanced to a total depth of 20 ft-BGS. AS-1 was advanced to a depth of 25-ft BGS. The boring logs and well construction records for the wells are included in Appendix B, while construction details are included in Table B-7.
Monitoring well MW-2R and MW-7R were constructed with 15 ft of 2-in diameter Schedule 40
PVC slotted well screen and 5-ft of 2-in diameter Schedule 40 PVC riser. Following emplacement of the screen and riser, #2 well sand was emplaced to extend from the base of the boring to approximately 2-ft above the screen. The well sand was capped with a 1.5-ft thick bentonite seal and finished to grade with neat cement. The well was completed at surface grade with a locking well cap enclosed in an 8 in dia. flush-mounted steel manhole. Air sparge well AS-1 was
constructed with 5-ft of 2-in diameter Schedule 40 PVC slotted well screen and 20-ft of 2-in
diameter Schedule 40 PVC riser. Following emplacement of the screen and riser, #2 well sand was emplaced to extend from the base of the boring to approximately 2-ft above the screen. The well sand was capped with a 4-ft thick bentonite seal and finished to grade with neat cement. The well was completed at surface grade with a locking well cap enclosed in an 8 in dia. flush-mounted steel
manhole.
After the well installations, MW-2R, MW-7R, and AS-1 were developed. A new top-of-casing elevation survey was completed for all site monitoring wells.

F. GROUNDWATER SAMPLING ACTIVITIES – SEPTEMBER 2022
WithersRavenel mobilized to the site on August 24-25, 2023, to gauge, purge, and sample and survey seven Type II permanent groundwater monitoring wells, one air sparge well, and purge and sample the off-site supply wells WSW-2 and WSW-5. The exterior spigots at the residence connected to WSW-5 were inactive at the time of the site visit and no one was home to provide interior access. While onsite, WR was able to locate MW-8, which was previously thought to be
destroyed. A change order (CO-01) was issued for WR to sample and survey this monitoring well. Field notes and site photos are included in Appendix A.
Monitoring Well Sampling
WR located the existing site monitoring wells MW-1, MW-3, MW-4, MW-5, MW-6, and MW-8 as well as the newly installed wells MW-2R, MW-7R, and AS-1. WR utilized a decontaminated
water level meter to gauge the wells to determine the depth of water present in each well. Depth to groundwater at the site was measured between 12.00-ft below TOC in monitoring well MW-5 and 14.73-ft below TOC in monitoring well MW-3 in August 2023. Based on these determined groundwater elevations, site groundwater flow direction appears to trend to the east, converging in the central portion of the site prior to exiting the site to the east. This direction is inconsistent
with some of the historical groundwater flow directions but may be due to seasonal trends. LNAPL was measured at a thickness of 0.05-ft in MW-6 during the August 2023 monitoring event. Groundwater measurement data for this event is included in Table B-7, while a groundwater elevation map is included as Figure 3. A copy of the field notes for the project and a photographic record are included in Appendix A.
Following the gauging of the wells and prior to sampling, WR purged the site monitoring wells by removal of at least three volumes of groundwater using dedicated, disposable polyethylene bailers. Samples were collected in laboratory-prepared sample containers holding appropriate preservative(s) as required. The containers were labeled with appropriate information and the samples were transported in an ice-chilled cooler under proper chain-of-custody (COC) to
Waypoint Analytical (Waypoint) in Charlotte, NC. Copies of field notes associated with monitoring
activities are included in Appendix A. A copy of the analytical data and COC can be found in Appendix C. Generalized Standard operating procedures are outlined in Appendix D.
Monitoring Well Laboratory Results
Samples collected from MW-1, MW-2R, MW-3, MW-4, MW-5, MW-7R, MW-8, and AS-1 were
submitted for laboratory analysis of VOCs by SM6200B. Analytical results indicated the following:
• GCL Violations:
o AS-1 contained benzene at a concentration exceeding the GCL for this compound.
o MW-6 contained 0.05-ft of LNAPL.
• 2L Standard Violations:
o MW-1, MW-2R, MW-7R, and AS-1 all contained at least one targeted compound at concentrations exceeding the 2L Standard.
• No Detections Above the Laboratory MQL:
o MW-3, MW-4, MW-5, and MW-8 did not contain targeted compounds at concentrations exceeding the laboratory MQLs.

Current and historical monitoring well analytical results are included in Table B-4A. Current
monitoring well analytical results are depicted on Figure 4 with estimated extents of LNAPL also
included.
Off-Site Water Supply Well Sampling
WR attempted to collect groundwater samples from water supply wells WSW-2 and WSW-5. The exterior spigots at the residence connected to WSW-5 were inactive at the time of the site visit
and no one was home to provide interior access. Prior to sampling WSW-2, WR purged the well
for 10 minutes by turning on an exterior spigot on the well shed and allowing it to flow freely during that time. Once the well had been allowed to flow for a minimum of 10 minutes, a sample was collected from the well by filling laboratory-prepared sample containers holding appropriate preservative(s) as required. The containers were labeled with appropriate information and the samples were transported in an ice-chilled cooler under proper COC to Waypoint for analysis of
VOCs by SM 6200B. In accordance with the approved scope of work associated with this TA, a Field Blank was prepared and a Trip Blank was returned as well.
Off-Site Water Supply Well Laboratory Results
The sample collected from WSW-2 and the Field Blank were submitted for laboratory analysis of
VOCs by SM6200B. Analytical results indicated the following:
• WSW-5, the field blank, and the trip blank did not contain targeted compounds at concentrations exceeding the laboratory MQLs.
Copies of field notes associated with monitoring activities are included in Appendix A. A copy of
the analytical data and COC can be found in Appendix C. Field work operating procedures are outlined in Appendix D. Current and historical water supply well analytical results are included in Table B-4B and depicted on Figure 5.

G. CONCLUSIONS AND RECOMMENDATIONS
This report documents the results of field activities conducted at the site in association with TA-02 in August 2023. Conclusions based on observations, analytical data, and research relating to the release at the site combined with historical information include the following:
• Based on the current groundwater elevation data collected from the site, groundwater appears
to flow to the east. This direction is inconsistent with some of the historical groundwater flow directions but may be due to seasonal trends.
• Air sparge well AS-1 was found to contain benzene in excess of the GCL as well as numerous
other compounds above the 2L Standard. MW-1, MW-2R, and MW-7R all contained at least one targeted compound in excess of the 2L Standard. Monitoring wells MW-3, MW-4, MW-5, and MW-8 did not contain targeted compounds above the laboratory’s MQLs.
• Site monitoring well MW-6 contained LNAPL at a thickness of 0.05-ft at the time of the
sampling event and therefore was not sampled.
• Analytical results for the sample collected from WSW-2, the field blank, and the trip blank indicated no targeted VOCs at concentrations above the laboratory detection limits.
• According to the most recent receptor survey performed by S&ME in January 2020, two active, potable water supply wells (WSW-2 and WSW-5) are located within 1,000 -ft of the source. WSW-2 is located approximately 630-ft to the northwest, and WSW-5 is located approximately 825-ft to the west-northwest. No water supply wells are located within 500-ft of the source area. No surface water bodies were identified within 500-ft of the source area.
Municipal water is provided to the site and surrounding areas.
Based on the results of assessment and monitoring activities conducted at the site in association
with this TA, WR recommends the following:
• As an interim remedial action, perform an air sparge enhanced mobile multi-phase extraction (MMPE) event at the site using AS-1 for air injection and extraction through MW-2 and MW-6 to reduce GCLs and LNAPL.
• Continued semi-annual groundwater monitoring of the site monitoring wells.
• Replace all of the deteriorated locking well caps.

The analytical data has been validated using standard quality control measures performed as required by the analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all
parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136 Method Update Rule May 2021) unless otherwise indicated. Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of

Soil Sampling, Soil Boring and Monitor Well Installation, Well Development Soil borings are installed utilizing a stainless-steel hand auger, direct-push hydraulic drill or auger rotary
drill using either a macro core™ sampler, hollow stem augers, or air rotary roller cone bit. Soil borings are
typically sampled at discrete intervals from the bucket of a clean stainless steel hand auger, direct push stainless steel sampler with acetate sleeve, or a split barrel sampler. When appropriate, soil samples may be collected from drill cuttings associated with the boring or well installation. Monitor wells are constructed within select soil borings of one, two, or four-inch inside diameter PVC
casing and machine slotted screen in accordance with NCAC Title 15A, Subchapter 02C (Well Construction Standards, Criteria and Standards Applicable to Water Supply and Certain Other Wells). Clean-washed “#2 Torpedo Sand” is typically utilized to fill the boring annulus surrounding the well screen, extending to a minimum of 1-foot above the well screen. A minimum 1-foot thick bentonite clay seal is emplaced above the sand pack and hydrated. Neat cement grout is placed in the remaining annulus
space from the upper portion of the bentonite seal to within 1-foot of surface grade. In coastal plain areas where shallow groundwater is encountered, a variance to construction standards may be employed to ensure the upper portion of the well screen intersects the upper aquifer surface. Wellheads may be completed with either concrete-set flush mounted traffic-bearing steel skirted manholes with bolt down covers or steel above-ground “stick-up” well protectors set in a concrete pad. The monitoring wells are
secured with locking caps. Temporary wells or piezometers may be completed with the PVC riser cut at or above grade, and are abandoned within 24-hours of their installation. Wells may be developed using a bailer, electric submersible pump, pneumatic pump, or peristaltic pump, dependent upon site conditions. When wells are developed by the driller, they may be developed with
any of the methods outlined above, in addition to air or water injection. Soil boring logs and well construction details are typically prepared for presentation in a report appendix. Borings completed in bedrock may be drilled using air rotary, coring, or sonic drilling methods. Groundwater Depth to Water Measurements
Groundwater level measurements are typically obtained using an electronic water level indicator which registers a tone and/or illuminated light when the probe contacts groundwater. Depth to groundwater measurements are obtained by lowering the probe attached to a cable usually marked in 0.01 foot intervals into the well until the probe of the meter intersects the water surface. The measurement from
the top of the riser pipe or top of casing (TOC) to the water level is recorded to the nearest 0.01 foot. The
electronic water level indicator probe and exposed probe cable is decontaminated between measurement locations.

Free Product Level Measurements Light Non-Aqueous Phase Liquid (LNAPL) or “free product” present on the water table is measured using
an electronic oil/water interface probe. The interface probe has both an audible and illuminating light
that indicate when a liquid level is encountered. The oil/water interface probe registers a solid tone and solidly lit light when LNAPL petroleum product is encountered and a beeping tone flashing light when groundwater is encountered. Depth to LNAPL measurements are obtained by lowering the probe attached to a cable marked in 0.01 foot intervals into the well until the probe of the meter intersects the product or groundwater. The measurements from the top of the riser pipe or TOC to the liquid level are
recorded to the nearest 0.01 foot. The thickness of LNAPL is calculated by subtracting the depth to LNAPL measurement from the depth to groundwater measurement. The electronic interface probe is decontaminated between measurement locations. Soil Sampling and Field Screening
Soil sampling is performed in general accordance with ASTM: 1586-84 where applicable. Sampling procedures are followed to protect the chemical integrity of the soil samples and minimize the potential for cross contamination between sample locations, including discarding of the exterior of the sample which contacts the auger bucket, acetate sleeve, or split barrel sampler, the use of stainless steel sampling
equipment, and the thorough decontamination of sampling apparatus prior to use and between sample locations. Soil samples retained as a part of excavation or other intrusive “digging” activities may be collected from the bucket of excavation equipment or using a hand shovel, if appropriate. Care to collect soil samples
from excavation equipment includes retrieving native soil from material that has not made contact with the excavating equipment. Samples are collected in sealable bags or by directly filling sample containers as described above. Sampling is performed using new, disposable nitrile gloves for each sample location to ensure sample
integrity and minimize the potential for cross contamination or field personnel exposure to contaminants.
Sampling equipment such as hand auger extensions and buckets, direct push samplers, split spoons or shovels, are decontaminated prior to their use in the collection of samples. Samples are placed within laboratory grade sample containers provided by the laboratory to which the
samples are submitted, labeled, sealed, and placed in an ice filled cooler. An aliquot of the sample is
typically placed in a clean sealable bag and allowed to reach ambient air temperature for future screening of volatile vapor content with a photoionization detector (PID), flame-ionization detector (FID) or other portable screening device.
Screening of samples with a PID, FID or other field screening device is performed in accordance with
device manufacturer specifications for screening, following calibration of the instrument based on manufacturer recommended procedures.

Groundwater Sampling Groundwater samples are generally collected using one of three standard methods – through the use of a
dedicated, disposable bailer, a peristaltic pump or submersible electric pump.
When sampling with a bailer, a minimum of three well volumes of groundwater are extracted from the well as a means of purging, unless the well is purged to a “dry” state prior to the removal of three volumes of water. Prior to collection of the groundwater sample with the bailer, the water level is allowed to recover to within 80% of the original level measured prior to purging.
When sampling with a peristaltic or submersible electric pump, polyethylene (PE) tubing (or equivalent) is emplaced into the screened section of the monitoring well, and the pump is used to extract water through the tubing. When using the either of these methods, general water quality measurements including but not limited to pH, temperature, dissolved oxygen (DO), oxygen reductive potential (ORP), specific
conductivity and turbidity may be used as methods for determining when an adequate purge of the well has been conducted. When water quality parameters are measured, the resulting data are included in well purge forms or field notes specific to each site and sampling point. Following the purging of three well volumes of groundwater (in the case of the bailed well) or stability of
monitored measurements (in the case of the peristaltic or submersible electric pump), the groundwater sample(s) are introduced directly into sample containers provided by the laboratory to which samples are ultimately submitted for analysis. Any samples requiring chemical preservation are contained in pre-preserved container(s) provided by the laboratory.
Sampling is performed using new, disposable nitrile gloves for each sample location to ensure sample integrity and minimize the potential for cross contamination of samples or field personnel exposure to contaminants. Water Supply Well Sampling
Sampling of water supply wells is accomplished through the collection of a representative sample from an in-line water tap or other point accessible for sampling. Where possible, the sample is collected from a point prior to any filtration or point of entry (POE) system which might be installed on a well. In some cases, samples will be collected from both pre and post-POE locations. Prior to the collection of samples
through an in-place sampling point, the tap or sampling port is cleaned with an Alconox® and deionized
water solution, rinsed with deionized water, and again with an isopropyl alcohol (IPA) rinse. In the case of active supply wells (e.g., a well with a useable well pump with an active power supply), the well pump is energized and allowed to run for a minimum of ten (10) minutes time, after which a sample is
contained in laboratory grade sample containers as described in the previous section. Water quality
parameters may be (but are not necessarily) measured in association with the well purging. Supply wells without active power supplies are not generally sampled, as the well seal cannot be compromised by individuals not certified as a well contractor. However, in the case of a well with no
power supply or pump installed, samples could be obtained through the use of a bailer, peristaltic pump or
electric submersible pump.

Decontamination Procedures Decontamination procedures employed in the performance of field activities will vary dependent upon
the method(s) of sampling performed at any site, but will generally include the following:
• Remove excess soil/sludge from any sampling equipment as needed, • Wash and scrub the equipment with a phosphate-free detergent such as Alconox® or Liquinox® in a contaminant-free tap water solution. Use a brush to remove particulate matter and surface films as necessary,
• Rinse thoroughly with tap water, • Rinse thoroughly with analyte-free water (deionized water),
Rinse thoroughly with isopropyl alcohol, • Allow the equipment to air dry,
• Prevent inadvertent contamination during storage and transport (accomplished through storage of equipment in foil or plastic bags/sheeting). In the case of disposable bailers and tubing utilized for the purging and sampling of wells, these items may be decontaminated prior to their disposal. In general, no decontamination of these items is necessary
prior to their use in sampling.
