2.0 EXECUTIVE SUMMARY
The purpose of this Phase I Limited Site Assessment (LSA) is to provide the information
necessary for the North Carolina Department of Environmental Quality (NCDEQ) to evaluate the
level of risk to human health and the environment resulting from the apparent release of
petroleum-related constituents from the historical operation of an underground storage tank (UST
or tank) system (removed and/or abandoned in place in March, 1996), located at E L Morrison
Lumber Co, 267 West Corban Avenue, Concord, Cabarrus County, North Carolina (hereafter
identified as the site, subject site, subject property or property). The site location, including
topographic features, is depicted on Figure 1. CES Group Engineers, LLP (CES) has been
authorized to perform this LSA by NCDEQ, represented by Scott Ryals, PE, Environmental
Engineer.
A Phase I LSA of the subject property was initiated by CES to evaluate if soil and/or groundwater
has been impacted at the site by the apparent release condition, and if the potential exists for
nearby water supply wells and/or other receptors to be impacted.
As reported in an UST Closure Report, dated April 26, 1996, prepared by Rowland Environmental
Services, Inc (Rowland) of Charlotte, North Carolina, during a soil assessment investigation
completed immediately after the abandonment in place of one 1,000-gallon gasoline UST and the
removal of one 3,000-gallon gasoline UST from the site in March, 1996, one soil sample (UST-
G2-1) collected from the east end wall area of the 1,000-gallon UST (abandoned in place)
reported concentrations of total petroleum hydrocarbons (TPH) above applicable state soil
standards. No soil samples collected from the 3,000-gallon gasoline UST reported petroleum-
related constituents above applicable state soil standards. The 1,000-gallon gasoline UST was
located partially underneath the main office building, and therefore, was abandoned in place in
March, 1996. During the removal of the 3,000-gallon gasoline UST, it was reported that three
cubic yards of soils were excavated and stockpiled onsite from the area of the product line.
However, no further information relative to the stockpiled soils were reported in the UST Closure
Report, nor are readily available for review. Based on the reported concentration levels of TPH
from the area of the abandoned in place 1,000-gallon gasoline UST, NCDEQ subsequently issued
Incident Number 15814 for the apparent release condition to E L Morrison Lumber Co in April,
1996. The UST Closure Report, prepared by Rowland, is included in Appendix A.
Since the completion of the soil assessment investigation in March, 1996, as summarized in the
UST Closure Report, dated April 26, 1996, no further assessment, monitoring and/or remediation
activities are known to have taken place at the site.
On June 8, 2023, under the direction of CES, attempts to install a groundwater monitoring well in
the area of the abandoned in place 1,000-gallon gasoline UST and previous soil sample UST-G2-
1 (collected in March, 1996) were unsuccessful, due to subsurface refusal encountered at depths
of approximately 12 and 17-feet below grade. As a result, and after email communications with
NCDEQ-Mr. Scott Ryals, PE, Environmental Engineer, a total of two soil samples (SB-1 and SB-
2) were collected from soils located immediately above encountered refusal, at depths of
approximately 17-feet below grade (SB-1) and 12-feet below grade (SB-2), placed in laboratory
provided vials and glassware, stored on ice, and hand delivered under chain-of-custody (COC)
procedures on June 8, 2023 to Waypoint Analytical (Waypoint) of Charlotte, North Carolina (NC
Certification No. 402) for laboratory analysis of VOCs by 8260, sVOCs by 8270, Metals (Pb & Cr)
and VPH and EPH by MassDEP methodologies.

It should be noted that the encountered depths of refusal from SB-1 and SB-2 vary due to an
approximate 5-foot surface elevation change from the location of SB-1 in relation to SB-2.
Soil laboratory analytical results from SB-1 and SB-2 reported the following petroleum-related
constituent concentrations above the Soil to Water Maximum Soil Contaminant Concentration
(MSCC), Residential Soil Clean Up Levels and Industrial/Commercial MSCC:
SB-1: chromium (13.5 mg/kg)
SB-2: chromium (11.5 mg/kg)
All other concentrations of petroleum-related constituents were reported below Soil to Water
MSCC, Residential Soil Cleanup Levels and Industrial/Commercial MSCC from SB-1 and SB-2.
Municipal water distribution systems provided by the City of Concord serve the subject property
and surrounding properties.
Based upon encountered refusal, and subsequent email correspondences with NCDEQ-Mr. Scott
Ryals, PE, Environmental Engineer, on June 8, 2023, the subsurface investigation portion of this
LSA consisted of installing two soil borings near the east end wall of the abandoned in place
1,000-gallon gasoline UST and previous soil sample UST-G2-1 (collected in March, 1996), with
subsequent laboratory analysis.
Based on field observations during the advancement of soil borings SB-1 and SB-2 on June 8,
2023, reporting the absence of saturated contaminated soils through visual, olfactory and
photoionization detector (PID) readings, with confirmatory laboratory analytical results reporting
concentrations below the Soil to Water MSCC, Residential Soil Clean Up Levels and/or
Industrial/Commercial MSCC, with the exception of chromium, and with the knowledge that
previously reported concentrations of TPH in March, 1996 were reported above applicable state
soil standards, it is the opinion of CES that the Site Risk/Ranking is considered to be Low, and a
Notice of Residual Petroleum (NRP) can be placed on the property without the collection of
groundwater samples, on the reasonable expectation that since saturated contaminated soils
were not encountered immediately above rock refusal, the migration of mobile contaminants
through fractures within the rock interface to the groundwater table is unlikely.

3.0 SITE HISTORY AND CHARACTERIZATION
The subject site where this LSA was performed, where an apparent release of petroleum-related
constituent occurred, consists of one parcel, identified as Cabarrus County Parcel Identification
Number (PIN) 56206582960000, and is situated along the southern line of West Corban Avenue,
as shown on Figure 1. The site is in a mixed-use area of Concord, Cabarrus County, North
Carolina, with West Corban Avenue to the north, residential and institutional dwellings to the east
and south, and Powder Street to the west, and is generally situated in an area of commercial,
residential, industrial, manufacturing, and institutional uses.
The subject property is currently occupied by E L Morrison Lumber Co, a local lumber company,
with a main office building located adjacent to West Corban Avenue, and with numerous
structures, lumber storage areas, and accessways occupying the remainder of the property, which
is predominantly covered in hard-packed gravel surfaces. This LSA (ie, the installation of two soil
borings) was performed near the east end wall of the abandoned in place 1,000-gallon gasoline
UST and previous soil sample UST-G2-1 (collected in March, 1996). Figure 2 depicts pertinent
site features.

3.3 AST Information
Not Applicable. No ASTs or other above ground vessels or substantial petroleum storage
containers were visually ascertained in the area of the former USTs during site visits associated
with this LSA.
3.4 Release Description
As reported in an UST Closure Report, dated April 26, 1996, prepared by Rowland, during a soil
assessment investigation completed immediately after the abandonment in place of one 1,000-
gallon gasoline UST and the removal of one 3,000-gallon gasoline UST from the site in March,
1996, one soil sample (UST-G2-1) collected from the east end wall area of the 1,000-gallon UST
(abandoned in place) reported concentrations of TPH above applicable state soil standards. No
soil samples collected from the 3,000-gallon gasoline UST reported petroleum-related
constituents above applicable state soil standards. The 1,000-gallon gasoline UST was located
partially underneath the main office building, and therefore, was abandoned in place in March,
1996. During the removal of the 3,000-gallon gasoline UST, it was reported that three cubic yards
of soils were excavated and stockpiled onsite from the area of the product line. However, no

3.5 Site Characteristics
The subject property is zoned in a Light Industrial District (I-1) in the City of Concord, and includes
one parcel, with Cabarrus County Parcel Identification Number 56206582960000, occupying an
area of approximately 3.76-acres. The adjoining property to the north of the site is West Corban
Avenue, with residential dwellings located across the roadway. The adjoining property to the west
of the site is Powder Street, with residential dwellings located across the roadway. The adjoining
properties to the east and south of the site are residential and institutional dwellings.
The subject property is currently occupied by E L Morrison Lumber Co, a local lumber company,
with a main office building located adjacent to West Corban Avenue, and with numerous
structures, lumber storage areas, and accessways occupying the remainder of the property, which
is predominantly covered in hard-packed gravel surfaces.
The subject site is situated along the southern line of West Corban Avenue, a 2-lane, asphalt
surfaced, urban section roadway, and along the eastern line of Powder Street, a 2-lane, asphalt
surfaced, rural section roadway. The subject site is served by commercial utilities, including
electrical power, telephone, and natural gas services. Public water distribution and sanitary sewer
services provided by the City of Concord serve the site.

3.6 Prior Actions
According to a review of available reports, prior actions at the site included the advancement of
five soil borings in March, 1996, with subsequent soil sampling activities, and with the
abandonment in place of one 1,000-gallon gasoline UST and the removal of one 3,000-gallon
gasoline UST in March, 1996.
As reported in an UST Closure Report, dated April 26, 1996, during the removal of the 3,000-
gallon gasoline UST, it was reported that three cubic yards of soils were excavated and stockpiled
onsite from the area of the product line. However, no further information relative to the stockpiled
soils were reported in the UST Closure Report, nor are readily available for review. Based on a
review of historical, and available reports, no other soil and/or groundwater assessment and/or
remediation activities relative to the abandoned in place and removed USTs are known to have

To date, and to CES’ knowledge, no known incidents of explosion threats have been
reported.

Not Applicable. However, based on historical site usage, and future planned use
(continued use as a lumber company) and the general location of the subject property,

replacement, is unlikely

5.0 RECEPTOR INFORMATION
5.1 Water Supply Wells
As part of this LSA, a water supply well survey was conducted by interviewing the owner of the
subject property, conducting a walking and windshield survey, and sending out Request for Water
Supply Well Information forms to property owners located within a 500-feet radius of the subject
property. According to information obtained from the subject property owner, nearby and
surrounding property owners, a review of NCDEQ SWAPInfo 2.0 and the City of Concord and
Cabarrus County GIS systems, no water supply wells are known to exist within a 1,500-feet
radius, as municipal water distribution systems serve the subject property and surrounding
properties.
On May 10, 2023, CES sent out Appendix A - Request for Water Supply Well Information forms
to 58 properties within a 500-feet radius of the subject property. A total of 9 Water Supply Well
Information forms were returned to CES, or information was otherwise communicated to CES,
which did not report the presence of water supply wells within a 500-feet radius of the site.
Table B-5 summarizes public and private water supply well information.
5.2 Public Water Supplies
According to the NC SWAPInfo 2.0 Map and NC One Map - Public Water Supply Water
Resources Map, no public water supply wells are known to exist within a 1,500-feet radius of the
subject property.
Municipal water distribution systems provided by the City of Concord are available to serve the
subject property and surrounding properties.
5.3 Surface Water
According to the NC One Map – Surface Water Classifications Map, Irish Buffalo Creek is located
approximately 1,550-feet to the west-southwest of the site.
According to the NC One Map – Surface Water Intakes Map, no surface water intakes are located
within a 1,500-foot radius of the subject site.
5.4 Wellhead Protection Areas
According to the NC SWAP website and database of approved North Carolina Wellhead
Protection Areas, no wellhead protection areas and/or approved wellhead protection plans are
known to exist in Cabarrus County.
5.5 Deep Aquifers in the Coastal Plain Physiographic Region
Not Applicable to the subject site, as the site lies within the Piedmont Physiographic Region.

5.6 Subsurface Structures
Underground utilities have been identified at and adjacent to the subject site, and the potential
exists for soil and/or groundwater contamination to be in contact with these underground utilities.
Depth to groundwater is currently unknown at the site and surrounding properties. Since
groundwater was not encountered at the maximum depth of soil borings (approximately 17-feet
below grade), and since underground utilities are expected to be at a shallower depth than 17-
feet, the utility lines would not be considered receptors or conduits for ground water contaminant
migration. No subsurface structures have been identified at the site.
Figure 4 depicts a 1,500-feet Potential Receptor Map.

6.0 LAND USE
6.1 Property Owners and Occupants
Land use in the vicinity of the subject property can be characterized as commercial, residential,
industrial, manufacturing, and institutional uses. Based on petroleum-related constituents in soil
primarily reported below laboratory detection limits and below applicable state soil standards,
except for chromium, and with the reasonable expectation that groundwater has not been
impacted at the site, nearby and surrounding property owners and occupants are not expected to
be impacted by the apparent release from Incident Number 15814. Table B-6 summarizes
contiguous property owners and occupants.
No sensitive land use features, such as schools, daycare centers, nursing homes, hospitals,
playgrounds, churches, camps, or other places of assembly, have been identified within 1,500
feet of the source of the release, except for First Church of God, located approximately 355-feet
to the east, Zion Hill AME Church located approximately 520-feet to the southeast and
Breakthrough Ministries Church of God located approximately 1,055-feet to the northwest of the
site. Aerial imagery depicting land use in the general vicinity of the site is included on Figure 4.

7.0 SITE GEOLOGY AND HYDROGEOLOGY
According to the Geological Map of North Carolina (1985), the subject site is located within the
Piedmont Physiographic Province, is underlain by intrusive rocks of the Charlotte and Milton Belts,
and is within a metamorphosed quartz diorite formation. A description of the underlaying Rock
Unit PrZg is metamorphosed gabbro and diorite; foliated to massive.
According to the US Department of Agriculture, Natural Resources Conservation Service, Web
Soil Survey, soils at the subject property consist of Enon-Urban Land complex, which generally
have a 2 to 10 percent slope, and are classified as fine sandy loam (0 to 7-inches), sandy clay
loam (7 to 10-inches), clay (10 to 27-inches), clay loam (27 to 33-inches) and loam (33 to 80-
inches. Parent materials were classified as Saprolite derived from diorite and/or gabbro and/or
diabase and/or gneiss.
Encountered soils from soil borings SB-1 and SB-2 were generally classified as a grey fine silty
sand.
According to a review of applicable USGS topographic mapping for the subject property and
onsite observations, it has been determined that natural surface drainage in the vicinity of the
subject site is generally in a southerly direction. While not always the case, groundwater flow
direction typically follows the direction of surface water flow, and is, therefore, anticipated to flow
southerly. Man-made improvements may alter natural local drainage patterns to some degree.
The data obtained and reported herein is representative of conditions only at the referenced
boring locations, and is not necessarily indicative of conditions elsewhere on the subject property.

8.0 SAMPLING RESULTS
8.1 Phase I Investigation
On June 8, 2023, under the direction of CES, attempts to install a groundwater monitoring well in
the area of the abandoned in place 1,000-gallon gasoline UST and previous soil sample UST-G2-
1 (collected in March, 1996) were unsuccessful, due to subsurface refusal encountered at depths
of approximately 12 and 17-feet below grade. As a result, and after email communications with
NCDEQ-Mr. Scott Ryals, PE, Environmental Engineer, on June 8, 2023, the subsurface
investigation portion of this LSA was modified to collect soil samples from soils located
immediately above encountered refusal, at depths of approximately 17-feet below grade (SB-1)
and approximately 12-feet below grade (SB-2). It should be noted that the encountered depths
of refusal from SB-1 and SB-2 vary due to an approximate 5-foot surface elevation change from
the location of SB-1 in relation to SB-2. Soil borings (SB-1 and SB-2) were installed by a sub-
contracted driller, Carolina Soil Investigations, LLC of Olin, North Carolina, via augering
techniques, utilizing a track-mounted geoprobe rig, Model 6712DT.
Prior to arriving onsite on June 8, 2023, Monitoring Well Construction Permit Number
WM0301283 was obtained from the Water Quality Regional Operations Section of the NCDEQ
Division of Water Resources for the planned installation of one proposed groundwater monitoring
well.
During the advancement of the two soil borings, subsurface soils were primarily classified as grey
fine silty sand, from grade to approximately 17-feet below grade, when refusal was encountered.
Encountered soils from immediately above the rock interface did not exhibit visual or olfactory
signs of contamination, were observed to be dry, and were not observed to be stained or saturated
with petroleum impacts.
Figure 2, Site Plan, depicts the location of soil borings SB-1 and SB-2. Soil boring logs for SB-1
and SB-2 are included in Appendix E. The NCDEQ Monitoring Well Construction Permit is
included in Appendix E.
During the advancement of the soil borings, the CES Environmental Scientist field screened
encountered soils with a MiniRAE 2000 PID for the presence of VOCs, reported in parts per million
per volume (ppmv). PID measurements were recorded at non-detect (ie ND, or 0.0) levels from
SB-1 and SB-2. Based on encountered subsurface refusal at approximately 17-feet below grade
(SB-1) and 12-feet below grade (SB-2), soil samples were collected from immediately above the
rock interface, at depths of approximately 17 and 12-feet below grade, respectively, placed in
laboratory provided vials and glassware, stored on ice, and hand delivered under COC
procedures on June 8, 2023, to Waypoint for laboratory analysis of the following:

All other concentrations of petroleum-related constituents were reported below Soil to Water
MSCC, Residential Soil Cleanup Levels and Industrial/Commercial MSCC from SB-1 and SB-2.

3 depicts a Soil Concentration and Estimated Extent of Contamination Map. Table B-3
summarizes soil laboratory analytical results. Soil laboratory analytical reports are included in
Appendix D.
Groundwater was not encountered during the installation of SB-1 and SB-2, installed to a
maximum depth of approximately 17-feet below grade, and therefore, depth to groundwater at
the site is unknown.
CES’ standard operating procedures for soil and groundwater investigations, and the prepared
and reviewed Job Hazard Analysis (JHA) and Emergency Management and Health & Safety Plan
(HASP) are included in Appendix C.

9.0 CONCLUSIONS AND RECOMMENDATIONS
9.1 Conclusions and Recommendations
Conclusions:
A Phase I LSA of the subject property was initiated by CES to evaluate if soil and groundwater
has been impacted at the site by the apparent release condition from the historical operation of
the UST system (removed and/or abandoned in place in March, 1996), and if the potential exists
for nearby water supply wells and/or other receptors to be impacted.
Subsequent findings indicated that subsurface refusal was encountered at depths of
approximately 12 to 17-feet below grade during attempts to install one groundwater monitoring
well in the area of the abandoned in place 1,000-gallon gasoline UST and previous soil sample
UST-G2-1 (collected in March, 1996). Therefore, the subsurface investigation portion of this LSA
was modified to collect soil samples from two soil borings installed immediately above the rock
interface for laboratory analysis.
Soil laboratory analytical results from SB-1 and SB-2 reported the following petroleum-related
constituent concentrations above the Soil to Water MSCC, Residential Soil Clean Up Levels and
Industrial/Commercial MSCC:
SB-1: chromium (13.5 mg/kg)
SB-2: chromium (11.5 mg/kg)
The findings of the receptor survey indicated that no water supply wells and/or other receptors
have been identified within a 1,500-feet radius of the site.
Recommendations:
Based on field observations during the advancement of soil borings SB-1 and SB-2 on June 8,
2023, reporting the absence of saturated contaminated soils through visual, olfactory and PID
readings, with confirmatory laboratory analytical results reporting concentrations below the Soil
to Water MSCC, Residential Soil Clean Up Levels and/or Industrial/Commercial MSCC, with the
exception of chromium, and with the knowledge that previously reported concentrations of TPH
in March, 1996 were reported above applicable state soil standards, it is the opinion of CES that
the Site Risk/Ranking is considered to be Low, and a Notice of Residual Petroleum (NRP) can be
placed on the property without the collection of groundwater samples, on the reasonable
expectation that since saturated contaminated soils were not encountered immediately above
rock refusal, the migration of mobile contaminants through fractures within the rock interface to
the groundwater table is unlikely.

Dear Mr. Ryals,
In accordance with your completed application received on May 5, 2023, we are forwarding
herewith Monitoring Well Construction Permit Numbered WM0301283 and issued for the
construction of one monitoring well located near the subject site in Concord, Cabarrus County.
As a reminder, well construction permit requirements are covered in 15A NCAC 02C .0105 Permits
with the following relevant sections:
(a) No person shall locate or construct any of the following wells until a permit has
been issued by the Department:
(3) any temporary or permanent monitoring well or monitoring well system,
including wells installed using direct-push technology (DPT) or Geoprobe®
technology, designed to penetrate an aquifer to obtain groundwater data
on property not owned by the well owner;
(d) An application for any well requiring a permit pursuant to Paragraph (a) of this
Rule shall be submitted by the owner or his or her agent. In the event that the permit
applicant is not the owner of the property where the well or well system is to be
constructed, the permit application shall contain written approval from the property
owner and a statement that the applicant assumes total responsibility for ensuring
that the well(s) will be located, constructed, maintained and abandoned in accordance
with the requirements of this Subchapter.
(j) The well owner or his or her agent, and the North Carolina certified well contractor
shall see that a permit is secured prior to the beginning of construction of any well for
which a permit is required under the rules of this Subchapter.
This Permit will be effective for one year from the date of issuance and shall be subject to the
conditions and limitations as specified therein.

NORTH CAROLINA DEPARTMENT OF ENVIRONMENTAL QUALITY DIVISION OF WATER RESOURCES
PERMIT FOR THE CONSTRUCTION OF A MONITORING WELL
In accordance with the provisions of Article 7, Chapter 87, North Carolina General Statutes, and other applicable Laws,
Rules and Regulations.
PERMISSION IS HEREBY GRANTED TO
NCDEQ DWM UST State Lead Program (CES Group Engineers, LLP as Agent)
FOR THE CONSTRUCTION OF A MONITOR WELL SYSTEM consisting of one monitoring well owned by the NCDEQ
DWM UST State Lead Program, near the subject site located at 261 Corban Ave. SW, in Concord, Cabarrus County. This
Permit is issued in accordance with the application received on May 5, 2023, in conformity with specifications and supporting
data, all of which are filed with the Department of Environmental Quality and are considered integral parts of this Permit.
This Permit is for well construction only, and does not waive any provision or requirement of any other applicable law or
regulation. Construction of any well under this Permit shall be in strict compliance with the North Carolina Well Construction
Regulations and Standards (15A NCAC 02C .0100), and other State and Local Laws and regulations pertaining to well
construction.
If any requirements or limitations specified in this Permit are unacceptable, you have a right to an adjudicatory hearing upon
written request within 30 days of receipt of this Permit. The request must be in the form of a written petition conforming to
Chapter 150B of the North Carolina General Statutes and filed with the Office of Administrative Hearings, 6714 Mail Service
Center, Raleigh, North Carolina 27699-6714. Unless such a demand is made, this Permit is final and binding.
This Permit will be effective for one year from the date of its issuance and shall be subject to other specified conditions,
limitations, or exceptions as follows:
1. Issuance of this Permit does not obligate reimbursement from State trust funds, if these wells are being installed as
part of an investigation for contamination from an underground storage tank or dry cleaner incident.
2. Issuance of this Permit does not supersede any other agreement, permit, or requirement issued by another agency.
3. The well(s) shall be located and constructed as shown on the attachments submitted as part of the Permit application.
4. Each well shall have a Well Contractor Identification Plate in accordance with 15A NCAC 02C .0108(o).
5. Well construction records (GW-1) for each well shall be submitted to the Division of Water Resources’ Information
Processing Unit within 30 days of the well completion.
6. When the well is discontinued or abandoned, it shall be abandoned in accordance with 15A NCAC 02C .0113 and a
well abandonment record (GW-30) shall be submitted to the Division of Water Resources’ Information Processing
Unit within 30 days of the well abandonment.
7. If the well penetrates any water-bearing zone that contains contaminated waters, the upper three feet of the well
shall be grouted within one day after the casing is set or the well abandoned.
8. Temporary wells must be permanently abandoned or converted to a permanent well within seven days (168 hours)
of completion of drilling the borehole.
