The site was previously owned by A.P. Buckner and Rennie W. Buckner and operated as a retail fuel station by W.C. Craton and J.C. Johnson from the 1940s to 1961. One tank was used for private gasoline storage from the 1970s to 1983 (Powers, 2000). All parties are now deceased. The underground storage tank (UST) system consisted of two 1,000-gallon gasoline USTs and one kerosene UST of unknown volume. The gasoline USTs were removed on February 12, 2003, and the state of the kerosene tank is unknown. The purpose of this report is to document the latest groundwater sampling event. On December 1, 2022, CATLIN Engineers and Scientists (CATLIN) personnel measured groundwater at approximately 12.5 feet deep across the site. Groundwater samples from four monitoring wells and three water supply wells were collected. Multiple monitoring wells were dry at the time of field activities, and it was discovered that water supply well WSW-1 was dry and a new well has been installed on the parcel (identified as WSW-1A). The collected groundwater samples were submitted for laboratory analysis of volatile organic compounds (VOCs) per Standard Method (SM) 6200B [plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and isopropyl ether (IPE)]. Laboratory results reported multiple VOCs in the MW-1 and MW-2 samples at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS), but below the Gross Contaminant Levels (GCLs). Low or estimated concentrations (“J”-values) of analytes were detected in the samples from MW-4 and MW-6; however, they were well below their respective 2L GWQS. Bromoform and chlorodibromomethane were reported in the sample from WSW-1A at concentrations above 2L GWQS, along with multiple other VOCs above the method detection limit but below 2L GWQS. No contaminants were above GCL. Only estimated concentrations of acetone were detected in the Thomas WSW and Metcalf WSW samples, but this is suspected to be a laboratory artifact. Contaminant concentrations in the MW-2 sample appear to be relative to the previous event (March 2022), while those in MW-1 have generally decreased. Contaminant concentrations were previously below the reporting limits in WSW-1; however, several contaminants were reported in the sample from replacement well WSW-1A. CATLIN recommends conducting a semi-annual sampling event in June 2023. During the sampling event, all monitoring wells and water supply wells WSW-1A, Thomas WSW, and Metcalf WSW are recommended to be sampled. NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 3 January 2023 3.0 SCOPE OF SERVICES The scope of services for this report was performed in general accordance with CATLIN proposal number 220296.03P, dated November 14, 2022. Services were authorized by the North Carolina Department of Environmental Quality (NCDEQ) Task Authorization (TA) #03, accepted November 14, 2022, and Contract Number N122019D. The approved scope of services for this Task Authorization included: • Collect groundwater samples from ten monitoring wells (MW-1 through MW-10); • Collect groundwater samples from three water supply wells (WSW-1, Metcalf WSW, and Thomas WSW) • Analyze 15 water samples (10 monitoring wells, three water supply wells, one field blank, and one trip blank) per SM 6200B (including EDB, MTBE, and IPE); and • Prepare and submit a monitoring report summarizing the findings. At the time of field activities, monitoring wells MW-3, MW-5, MW-7, MW-9, and MW-10 were dry; therefore, these wells were not sampled. There was not enough water in MW-8 to collect a sample. When CATLIN personnel went to sample WSW-1, it was discovered that this well was no longer active and a replacement well had been installed (WSW-1A). The replacement well was sampled in place of the old well. The remaining scope of services was conducted in general accordance with the approved TA. 4.0 SITE HISTORY AND CHARACTERIZATION The Thomas Residence (former Esso Station) site is located at 9925 NC Highway 87 North (NC-87), Pittsboro, Chatham County, North Carolina, near the juncture of NC-87 and Pete Thomas Road (Figures 1 and 2). Summarized available historical sampling and gauging data from other consultants are provided in Appendix A. Site photographs are presented in Appendix B. 4.1 UST OWNER AND OPERATOR INFORMATION According to previous reports, the USTs and former Esso Station were owned by A.P. Buckner and Rennie W. Buckner. The station and USTs were operated by W.C. Craton and J.C. Johnson. The site operated as a retail fuel station from the 1940s to 1961. One tank was used for private gasoline storage from the 1970s to 1983 (Powers, 2000). Available UST owner and operator information are provided in Table 1. NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 4 January 2023 4.2 UST INFORMATION The former UST system consisted of two 1,000-gallon gasoline USTs and one kerosene UST of unknown size and were likely installed the 1940s. The gasoline USTs were removed on February 12, 2003, but the state of the kerosene UST is unknown (ECS, 2020). Information about the UST system is provided in Table 1 and the locations of the former UST system and dispenser island are illustrated on Figure 3. 4.3 CONTAMINANT SOURCE INVENTORY On February 29, 2000, a groundwater sample was obtained from the Thomas residence supply well by the North Carolina Department of Health and Human Services (NC DHHS) in response to a complaint about potentially contaminated water. Laboratory analysis revealed a MTBE concentration above 2L GWQS and the incident was opened on March 16, 2000. Analytical results of soil samples collected in October 2002 reported total petroleum hydrocarbons (TPH) gasoline range organics (GRO) and diesel range organics (DRO) above State Action Levels (Zimmerman, 2002). An initial investigation conducted by the NCDEQ Raleigh Regional Office UST Division reported that the most likely contaminant source was either a gasoline aboveground storage tank (AST) located on the Thomas residence or a heating oil AST at the farm residence between the Thomas residence and the former Esso Station. However, Herbert Thomas later reported that the AST on his property had not contained gasoline since 1970. Therefore, it was subsequently assumed that the contaminant source was potentially the UST system at the former Esso Station. The volume of product released from the UST system is unknown. Historical data from other consultants is provided in Appendix A. 4.4 SITE CHARACTERISTICS The site is currently owned by Mr. Mark L. Metcalf. The site contains an overgrown building facing the highway on the southeastern portion of the parcel. The ground surface consists of gravel in front of the building and grass on the remaining three sides. The northern portion of the parcel is forested. Site photographs are included in Appendix B. 4.5 OWNERS AND OCCUPANTS OF ADJOINING/NEARBY PROPERTIES AND LAND USE Nearby properties are a combination of private residences and vacant lots. To the north of the parcel is a vacant field and to the west is a property with NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 5 January 2023 residential buildings. The eastern side of the property is bound by NC-87 and a residential property is to the south. 4.6 RECEPTOR INFORMATION CATLIN conducted the most recent receptor survey for the Thomas Residence site in March 2022. Pertinent receptor information is summarized below. Potential receptors are illustrated on Figure 2 and receptor information is shown on Table 2. Based on correspondence with the Chatham County Utilities and Water Division, municipal water is not available to properties within 1,500 feet of the site. A total of six water supply wells were identified. Two active potable wells (WSW-1 and Metcalf WSW) were located within 250 feet of the site, and one active potable well (Thomas WSW) was approximately 350 feet from the site. Between 1,000 and 1,500 feet from the site, two active potable wells and one inactive well were identified. During the December 2022 field activities, it was discovered that water supply well WSW-1 had run dry and was no longer active. A deeper replacement well was installed on the property in November 2022. The new well is identified as WSW-1A. Specific information obtained from the property residents is provided on Table 2. Three surface water bodies were identified within 1,500 feet of the site. Two small ponds are located on neighboring properties and Lick Creek is 930 feet northeast of the site. 4.7 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTIVITIES As discussed above, a petroleum release was discovered in February 2000 through laboratory analysis of a groundwater sample obtained from the Thomas residence water supply well (Thomas WSW) by NC DHHS. Analytical results revealed an MTBE concentration of 1,195.6 micrograms per liter (µg/L) in the Thomas WSW sample. Due to the elevated MTBE concentration in the well, a point-of-entry (POE) water treatment system was subsequently installed on the Thomas residence well in March 2000 (NCDEQ, 2004). The NCDEQ Raleigh Regional Office UST division conducted further groundwater sampling on August 10, 2000. Samples were obtained from four nearby water supply wells. Laboratory analysis did not detect any constituents in three of the samples. However, semi-volatile organic compounds (SVOCs) (e.g., alkanes) were reported at concentrations above 2L GWQS in the sample from the Metcalf residence water supply well (Metcalf WSW) (Zimmerman, 2002). NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 6 January 2023 In July 2001, another groundwater sample was collected from Thomas WSW. Laboratory results reported a MTBE concentration of 5.5 µg/L in the sample. Based on this analytical data, a Health Risk Evaluation prepared by a state toxicologist determined that the water from Thomas WSW was acceptable for potable use. Therefore, the POE system was removed in August 2001 (NCDEQ, 2004). The site was accepted into the NCDEQ UST Section Trust Fund Branch State Lead Program in July 2002 (NCDEQ, 2004). In October 2002, 10 soil borings were advanced in the vicinity of the former USTs system at the Esso Station. TPH GRO and DRO were detected at concentrations above State Action Levels (ECS, 2020). In February 2003, two 1,000-gallon gasoline USTs and approximately 223 tons of impacted soil were removed from the site. During closure activities, nine soil samples were taken from beneath the former USTs and dispenser island. Soil sample laboratory analytical results revealed TPH GRO and DRO concentrations up to 730 milligrams per kilogram (mg/kg) and 51 mg/kg, respectively. Although reported TPH concentrations were above State Action Levels, impacted soil was not excavated from near the dispenser island due to its proximity to the building canopy’s footing (ECS, 2020). Since UST closure activities, additional soil borings have been advanced to gather soil samples on the site on three occasions: to a depth of four feet on December 12, 2009, a depth of six feet on January 4, 2010, and assorted depths between four and ten feet on November 10, 2015. No samples from the December 2009 event contained any constituents above laboratory reporting limits. Analysis of samples obtained during the January 2010 event revealed petroleum constituents above their respective Soil-to-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCC), but below their Residential MSCC. Laboratory data from the November 2015 sampling revealed targeted analyte concentrations above STGW and/or Residential MSCCs in multiple samples (ECS, 2020). Between 2002 and 2019, ten shallow, Type II monitoring wells (MW-1 through MW-10) were installed on-site. Periodic groundwater monitoring events have been conducted at the site since 2004 by various consultants (ECS, 2020). During the March 2019 monitoring event, ECS Southeast, LLP (ECS) deployed O-Sox remedial devices in MW-1 and MW-5. The remedial device in MW-5 was reportedly removed in March 2020 (ECS, 2020). On October 25, 2019, ECS conducted a slug test at monitoring well MW-2 to help determine a hydraulic conductivity in the source area. Based on the NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 7 January 2023 slug test results, the hydraulic conductivity was calculated to be 0.0656 feet per day. In addition, ECS provided BioScreen modeling data in the December 2019 monitoring report. The objective of the model was to determine the maximum extent of benzene migration at the site and to determine if the nearby water supply well may be impacted. Based on the modeling results utilizing first order decay, in 100 years, non-compliant benzene concentrations were not expected to migrate more than 15 feet from the source area (ECS, 2019). CATLIN conducted a sampling event in April 2021. Monitoring wells MW-1 through MW-10 were sampled, as well as three nearby water supply wells (WSW-1, Thomas WSW, and Metcalf WSW). Groundwater laboratory analysis revealed benzene and/or naphthalene above their respective 2L GWQS in the samples collected from MW-1 and MW-2. However, all contaminants were below their corresponding GCL. No targeted analytes were detected in any of the water supply well samples (CATLIN, 2021). In March 2022, CATLIN conducted a groundwater monitoring event and receptor survey. Samples were obtained from nine of the on-site monitoring wells (MW-9 was dry) and the same three water supply wells. Benzene and naphthalene were detected above their respective 2L GWQS in the MW-1 sample, but they were below GCL. An estimated concentration of toluene was reported in the Metcalf WSW sample, but it was well below 2L GWQS. A field survey was conducted within 1,500 feet of the site and Request for Water Supply Well Information Survey letters were sent to all property owners within 1,000 feet. A total of six wells and three surface water bodies were identified. Chatham County Utilities and Water Division indicated that municipal water is not available to all properties in the site vicinity (CATLIN, 2022). Historical data from reports prepared by other consultants are included in Appendix A. 5.0 REGIONAL AND SITE GEOLOGY AND HYDROGEOLOGY 5.1 SOIL AND BEDROCK As defined in the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the site lies within the Piedmont physiographic province. The site is underlain by the Carolina Slate Belt, which is a megacrystic, well foliated meta-granitoid that contains hornblende locally (Rhodes et al., 1985). According to previous well construction records, the site is immediately underlain by brown/tan clayey silt, broken rock is present between five to NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 8 January 2023 13 feet below land surface (BLS). Between 13 feet and 15 feet BLS, gravel and rock fragments were encountered (ECS, 2019). 5.2 HYDROGEOLOGY Groundwater - The 2020 Visual Hydrogeologic Framework (VHF) – North Carolina Hydrogeological Database did not identify sufficient boreholes near the site to draw a cross-section ECS conducted a slug test at monitoring well MW-2 in 2019 and determined that the hydraulic conductivity was 0.0656 feet per day (ECS, 2019). Surface Water – Three surface water bodies were identified within 1,500 feet of the site. Two small ponds are located on neighboring properties. Lick Creek is 930 feet northeast of the site and is identified by the NCDEQ North Carolina Surface Water Classifications GIS viewer as a WS-V;NSW (Water Supply Four; Nutrient Sensitive Waters) class surface water body. 6.0 SITE ASSESSMENT INFORMATION CATLIN conducted field activities on December 1, 2022 in general accordance with the approved TA and pre-prepared Health and Safety Plan (HASP). Upon arrival at the site, potential hazards were evaluated before beginning field work and are documented on an electronic Job Hazard Analysis (JHA) form. The JHA form is included in Appendix C. Photographs from the site visit are included in Appendix B. CATLIN personnel gauged and collected groundwater samples for laboratory analysis of VOCs per SM 6200B from four monitoring wells (MW-1, MW-2, MW-4, and MW-6) and three water supply wells (WSW-1A, Thomas WSW, and Metcalf WSW). As discussed in Section 3.0, multiple monitoring wells (MW-3, MW-5, MW-7, MW-9, and MW-10) were dry and could not be sampled. A replacement water supply well (WSW-1A) was sampled in the place of WSW-1. Water supply well locations are shown on Figure 2 and available details are on presented on Table 2. Monitoring well locations and site features are shown on Figure 3 and well construction details are on Table 3. 6.1 GAUGING DATA Historically, depth to water has ranged from 2.39 feet below top of casing (BTOC) (MW-6) to 14.93 feet BTOC (MW-8). Light non-aqueous phase liquid (LNAPL; aka free-phase product) has not historically been measured at the site (ECS, 2020). Groundwater flow direction has been previously illustrated diverging from the vicinity of monitoring well MW-2 (CATLIN, 2022). To prevent cross contamination, the probe and cabling were decontaminated according to the manufacturer’s recommendations between use in each well. Gauging data were recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with North Carolina Department of Environmental and Natural Resources (NCDENR), NCDEQ Guidelines, and U.S. Environmental Protection Agency (EPA) Region 4 Operating Procedures. Depth to water ranged from 9.71 feet BTOC (MW-2) to 15.08 feet BTOC (MW-8). Monitoring wells MW-3, MW-5, MW-7, MW-9 and MW-10 were dry. The average depth to water was approximately three feet deeper than during the previous gauging event (March 2022). Based on groundwater elevations calculated for this monitoring period, groundwater flow direction appears to be towards the southwest in the vicinity of the old tank basin. Historical gauging results for events conducted by CATLIN are presented in Table 3 and the field data sheets are provided in Appendix C. Groundwater elevations and contours are shown on Figure 4. 6.2 SAMPLING DATA Following gauging, the monitoring wells were sampled in general accordance with NCDEQ Guidelines and U.S. EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, each monitoring well was purged by removing a minimum of three well volumes using a new, disposable bailer. Groundwater field parameter data were measured at one-minute intervals using the In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). The Aqua TROLL measured specific conductivity, pH, oxidation reduction-potential (ORP), dissolved oxygen, and temperature, which were recorded utilizing the VuSitu mobile application (version 1.17.12). Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling forms. Copies of the field data sheets are available in Appendix C. After a minimum of three well volumes were removed (or the well was bailed dry), groundwater samples were collected from the wells and poured into appropriate laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. The water supply wells were sampled in accordance with NCDEQ Guidelines and U.S. EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, each water supply well was allowed to run for approximately 15 minutes. Field parameter data were measured at one-minute intervals using the Aqua TROLL as noted above. The Aqua TROLL measured specific conductivity, pH, ORP, dissolved oxygen, and NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 10 January 2023 temperature, which were recorded utilizing the VuSitu mobile application (version 1.17.12). After the water supply well was allowed to run for 15 minutes, a sample was collected either from a spigot located at the water supply well or from the closest spigot to the well directly into appropriate laboratory-provided, pre- preserved glassware, labeled, and placed on ice in an insulated cooler. A field blank was collected by pouring water from a new, sealed gallon of distilled water directly into laboratory provided glassware. The glassware was labeled and placed on ice in an insulated cooler. A laboratory-provided trip blank accompanied the samples for the duration of the site activities. The groundwater samples, field blank, and laboratory-provided trip blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, and IPE). The laboratory analytical data and COC are included in Appendix D. 6.3 SUMMARY OF GROUNDWATER INFORMATION Historically, samples from monitoring wells MW-1, MW-2, and MW-5 have contained the highest petroleum constituent concentrations. LNAPL has never been detected at this site. During the previous sampling event conducted by CATLIN (March 2022), the sample from MW-1 contained benzene and naphthalene concentrations above the 2L GWQS. No petroleum constituents have been detected at concentrations above GCL. The latest groundwater sampling analytical results are summarized in Table 4 and illustrated on Figures 5 and 6. Historical results for events conducted by CATLIN are included in Table 5. A copy of the complete laboratory report and COC documentation is presented in Appendix D. Historical information prepared by other consultants is included in Appendix A. Monitoring Wells During the December 2022 monitoring event, four monitoring well groundwater samples (MW-1, MW-2, MW-4, and MW-6) were collected and submitted for analysis via SM 6200B (including EDB, MTBE, and IPE). A low concentration of acetone (a common laboratory artifact) was reported in the MW-4 sample, but it was below 2L GWQS. Analytical results reported the following constituents at concentrations above their 2L GWQS in samples MW-1 and MW-2: • MW-1: benzene and 1,2-dichloroethane; and • MW-2: benzene and naphthalene. NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 11 January 2023 Water Supply Wells Groundwater samples were obtained from three water supply wells (WSW-1A, Thomas WSW, and Metcalf WSW). Estimated concentrations (“J”- values) of acetone (a common laboratory artifact) were detected in the Thomas WSW and Metcalf WSW samples, but were well below 2l GWQS. No other targeted analytes were detected in these samples. In the sample obtained from WSW-1A, bromoform and chlorodibromomehtane were reported at concentrations above their respective 2L GWQS. The following VOCs were also detected at concentrations above the method detection limits, but below 2L GWQS: acetone (“J”-value), bromodichloromethane, 2-butanone, chloroform, and toluene. No targeted analytes were above GCL. These contaminants are generally a chemical byproduct in chlorinated drinking water and are likely a result of chemical treatments done on the new well. Field Blank and Trip Blank Estimated concentrations of acetone (a common laboratory artifact) were detected in both samples but were well below the 2L GWQS. No other targeted analytes were detected in the field blank sample. A low concentration of chloroform was reported in the trip blank sample, but it was below 2L GWQS. 6.4 EVALUATION OF GROUNDWATER, SURFACE WATER, AND LNAPL ASSESSMENT INFORMATION Extent of Contamination Several petroleum constituents were detected above their respective 2L GWQS in samples from monitoring wells MW-1 and MW-2. However, no constituents were reported above GCL. A summary of monitoring well groundwater sample analytical results are illustrated on Figure 5. The groundwater plume is not delineated to the east and is not vertically delineated. The highest contaminant concentrations have historically been reported in samples from MW-1 and MW-2. The concentrations in samples obtained from MW-2 appear to be increasing in relation to the concentrations historically reported, while those in MW-1 have generally decreased. Contaminant concentrations were previously below the reporting limits in WSW-1; however, several contaminants were reported in the sample from replacement well WSW-1A, including bromoform and chlorodibromomethane above their respective 2L GWQS. These contaminants are likely a byproduct of chemical treatments done to the new well. NCDEQ; 22296_Thomas Residence CATLIN Engineers and Scientists CATLIN Project No. 220296 12 January 2023 Cleanup Levels Achieved Soil – Based on the most recent (2015) soil samples obtained from above the water table, concentrations of several constituents are present above STGW and/or Residential MSCCs (ECS, 2020). Groundwater – Groundwater contaminant concentrations are above 2L GWQS, but below GCL at the site. LNAPL – LNAPL has not been measured at this site. 7.0 CONCLUSIONS AND RECOMMENDATIONS Conclusions Groundwater monitoring findings for this period are summarized below: • It was discovered that water supply well WSW-1 had run dry and was replaced with a deeper well identified as WSW-1A. • Groundwater laboratory results revealed benzene, 1,2-dichlorobenzene, and/or naphthalene above their respective 2L GWQS in the MW-1 and MW-2 samples. • No targeted analytes were detected above their laboratory reporting limits in the Thomas WSW and Metcalf WSW water supply well samples. • Several VOCs were reported in the WSW-1A sample above the laboratory reporting limits, and bromoform and chlorodibromomethane were above their respective 2L GWQS. These contaminants are likely a byproduct of chemical treatments done to the new well. Previous samples from WSW-1 were below the reporting limits. • No analytes were reported above GCL in any of the groundwater samples. • Contaminant concentrations in MW-2 have increased slightly, while those in MW-1 have generally decreased. • The groundwater plume is horizontally delineated in all directions except to the east of MW-1 and is not vertically delineated. • Groundwater flow direction was calculated to be towards the southwest for this monitoring period. Recommendations CATLIN recommends conducting a semi-annual sampling event in June 2023. During the sampling event, all monitoring wells and water supply wells WSW-1A, Thomas WSW and Metcalf WSW are recommended to be sampled.
