EXECUTIVE SUMMARY
Fast Track #145 is located at 2443 NC Highway 10 West in Newton, Catawba County, North Carolina. The
site is currently owned by KLR Real Estate, LLC. and is operated by Raymer Brothers, Inc. as a petroleum
retail facility. In May 2020, Raymer Oil Company became the responsible party for incident 40099. A
release was discovered during a Phase II ESA conducted in July 2012. Currently, one 12,000-gallon gasoline
UST, one 8,000-gallon gasoline UST, and one 5,000-gallon diesel UST and associated pumps and product
piping are active at the site. The adjoining properties are a mixture of residential and commercial
properties. According to the information determined during 2012 receptor survey activities, six active
potable water supply wells were identified within a 1,000- foot radius of the site. Public water is available
to the site and surrounding properties within a 1,500-foot radius of the site.
The November 2014 CAP submitted by Paragon Environmental Consultants, Inc. proposed connecting the
residences with potable water supply wells to municipal water and reducing contaminant concentrations
to below GCLs at the site using MMPE events in combination with a dual-phase extraction and air sparging
system. In accordance with the March 2021 remediation system design, an AS/SVE system was installed
at the site and started on March 17, 2023. Additionally, several MMPE events have been conducted at
the site.
O&M site visits were conducted on July 17, August 21, and September 19, 2023. Hour meter, system
vacuum, pressure, air flow, temperature, AS well pressure, and SVE well vacuum readings were collected
during each site visit.
On September 21, 2023, six Type II monitoring wells were gauged, purged, and/or sampled. MW-8 was
dry and could not be sampled. The field where MW-4, MW-9, MW-10, and MW-15 are located was
overgrown and these wells could not be found. Free product was not observed during the September
2023 gauging activities. The concentrations of benzene, toluene, ethylbenzene, xylenes, naphthalene,
isopropylbenzene, n-propylbenzene, 1,2,4-trimethylbenzene, and/or 1,3,5-trimethylbenzene reported in
the ground water samples collected from MW-1, MW-3, MW-6, MW-14 and MW-17 exceeded the MACs.
The concentrations of benzene, toluene, ethylbenzene, xylenes and/or naphthalene reported in the
ground water samples collected from MW-1 and MW-14 exceeded 10 times the 2B Standards. The
concentration of benzene reported in the ground water sample collected from MW-6 exceeded the GCL.
Calculations based on the September 2023 ground water sampling event indicate that the contaminant
mass has decreased by 35.1%, 39.5%, and 78.8% in Areas 1, 2, and 3, respectively, when compared to the
baseline sampling event. The overall contaminant mass at the site has decreased by approximately 65.4%
from the baseline event to the September 2023 sampling event.
Based on this information, the risk classification for the site should remain Intermediate risk. GRI
recommends the continued operation of the remediation system until contaminant concentrations have
been reduced to below 10 times the 2B Standards.

1.0 SITE HISTORY AND CHARACTERIZATION
GRI presents the results of the July through September 2023 O&M activities and the September 2023
ground water sampling event at the Fast Track #145 site located at 2443 NC Highway 10 West in Newton,
Catawba County, North Carolina. These activities were conducted in accordance with GRI Proposal No.
23-421, which was submitted to the NCDEQ on June 30, 2023, and approved as Task Authorization No.
40099-24 on July 3, 2023. A topographical map showing the location of the site is included as Figure 1.
State correspondence is included as Appendix A.
The site is currently owned by KLR Real Estate, LLC and is operated by Raymer Brothers, Inc. as a petroleum
retail facility. In May 2020, Raymer Oil Company became the responsible party of incident 40099. A release
was discovered during a Phase II ESA conducted in July 2012. Currently, one 12,000-gallon gasoline UST,
one 8,000-gallon gasoline UST, and one 5,000-gallon diesel UST and associated pumps and product piping
are active at the site. UST owner/operator information and UST system information are included in Tables
1 and 2, respectively. The Registered Tank Report is shown below:
The site and surrounding area are a mixture of residential and commercial properties. A copy of the Land
Use table is included as Appendix B. The site contains one building (the store) and is primarily capped
with concrete and asphalt. The overall topography at the site is relatively flat; the eastern portion of the
site slopes eastward towards an unnamed creek, located approximately 250 feet east of the source area.
Seventeen Type II monitoring wells (MW-1 through MW-17) were installed at the site during previous
ground water assessment activities. A Site Map showing the locations of the monitoring wells and the
structures on-site is included as Figure 2.
A receptor survey was conducted at the site by Paragon Environmental Consultants, Inc. (Paragon) in July
2012. Fourteen water supply wells were identified within a 1,000-foot radius of the site. Six of the fourteen
water supply wells (WSW-3, WSW-4, WSW-7, WSW-11, WSW-12, and WSW-14) identified were
determined to be active potable wells. According to available information, the six residences with potable
water supply wells were connected to municipal water and as a result, the site’s risk classification was
lowered by the NCDEQ to Intermediate in January 2016. Municipal water is available to the site and

surrounding properties. Two branches of an unknown tributary are located within a 500-foot radius of the
site. Water supply well information is included in Table 3. Adjacent property owner information is
included in Table 4. A Site Vicinity Map showing the adjacent properties and a Zoning Map showing the
zoning information are included as Figures 3A and 3B, respectively.
Please note that the historical information contained in this report was obtained under the supervision of
the previous consultants. Although GRI cannot verify the accuracy of the information obtained by
previous consultants, for the purpose of this report it is assumed to be correct, and any inferences or
interpretations made by GRI based on data that may be incorrect are not the responsibility of GRI. Please
refer to earlier submittals for additional information regarding previous assessment activities.
One additional incident (Incident No. 22431) was reported on the site. Based on the NCDEQ Incident
Report, it does not appear that this incident was assessed. One incident (Incident No. 10359) was
reported on an adjacent property. These incidents have both been closed. Copies of the NCDEQ Incident
Reports are included as Appendix C. A map showing the locations of additional incidents in the vicinity of
the site is shown below:
Paragon submitted a CAP on November 18, 2014, that proposed to reduce contaminant concentrations
using MMPE events in combination with dual-phase extraction and air sparging system. To date, several
MMPE events have been conducted at the site. No projected milestones were established in the CAP. In
March 2021, GRI submitted a remediation system design to implement the 2014 CAP. In accordance with

the system design, an AS/SVE remediation system was installed at the site and was started on March 17,
2023. The remediation system is currently in operation.
Based on the presence of surface water and contaminant concentrations exceeding 10 times the 2B
standards, the risk classification should remain intermediate risk.
2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL
ASSESSMENT INFORMATION
Soil assessment was not conducted during the current scope of work. Historical soil quality information
from previous consultants is included as Appendix D.
On September 21, 2023, six Type II monitoring wells (MW-1, MW-3, MW-6, MW-8, MW-14 and MW-17)
were gauged, purged and/or sampled. MW-8 was dry and could not be sampled. The field where MW-4,
MW-9, MW-10 and MW-15 are located was overgrown and these wells could not be found. Additionally,
the creek adjacent to the site was dry; therefore, a surface water sample could not be collected. Free
product was not observed during the September 2023 gauging activities. Depths to ground water in the
Type II monitoring wells ranged from 25.65 feet to 32.55 feet. Ground water elevations in the Type II
monitoring wells relative to an arbitrary datum of 100.00 feet ranged from 65.26 feet to 73.39 feet.
Ground water flow was generally to the east with a horizontal gradient of approximately 0.10 feet per
foot. The vertical gradient was not calculated. Well construction and gauging information is included in
Table 5. A Water Table Surface Map based on the Type II monitoring wells is included as Figure 4. A
summary of the current ground water gauging data is shown below:

Ground water samples collected from the monitoring wells were submitted for laboratory analyses of
VOCs by EPA Method 6200B. The concentrations of benzene, toluene, ethylbenzene, xylenes,
naphthalene, isopropylbenzene, n-propylbenzene, 1,2,4-trimethylbenzene, and/or 1,3,5-
trimethylbenzene reported in the ground water samples collected from MW-1, MW-3, MW-6, MW-14
and MW-17 exceeded the MACs. The concentrations of benzene, toluene, ethylbenzene, xylenes and/or
naphthalene reported in the ground water samples collected from MW-1, MW-6, MW-14 and MW-17

exceeded 10 times the 2B Standards. The concentration of benzene reported in the ground water sample
collected from MW-6 exceeded the GCL. A summary of the analytical results for ground water samples
collected on September 21, 2023, is included in Table 6. A Ground Water Quality Map based on the
September 2023 data is included as Figure 5. Isoconcentration maps for all contaminants that exceeded
10 times the 2B Standards are included as Figure 6 through Figure 10. A telescoping well has not been
installed at the site; therefore, cross sections have not been included. A complete report of laboratory
analyses of the ground water samples collected from the monitoring wells during the September 2023
sampling event is included in Appendix E. A summary of the current ground water analytical data is shown

A laboratory supplied trip blank was submitted with the ground water samples for analysis of VOCS by
EPA Method 6200B. No detectable concentrations of requested method constituents were reported in
the trip blank.
The site is in the Piedmont Physiographic Province of North Carolina. The seasonal high water table at the
site was observed in June 2021 and has a depth to water of approximately twenty to twenty-four feet
BGS.
3.0 FREE PRODUCT REMOVAL
Free product has not been historically observed at the subject site. Multiple MMPEs have been conducted
since the CAP was developed in November 2014. The goal of the MMPEs was to reduce contaminant
concentrations in ground water.
4.0 REMEDIATION SYSTEM
In accordance with the 2014 CAP and 2021 system design, an AS/SVE system was installed at the site and
activated on March 17, 2023. The system installation included the connection of a total of seven AS wells

and seven SVE wells throughout the contaminant plume. A map showing the locations of the remediation
wells is included as Figure 11.
O&M site visits were conducted on July 17, August 21 and September 19, 2023. Hour meter, system
vacuum, pressure, air flow, temperature, AS well pressure, and SVE well vacuum readings were collected
during the site visits and SVE exhaust air samples were collected monthly and submitted for laboratory
analysis of BTEX.
The SVE system operated for a total of 1,438 hours and the system vacuum ranged from 69.95 to 70.10
inches of water during the current quarter of O&M (July through September 2023). The AS system
operated for a total of 1,439 hours during the reporting period with system pressures ranging from 15.62
to 16.27 PSI. Please refer to the individual O&M data sheets for additional system measurements. System
flows were adjusted as needed. The general condition of the system was also noted. Work conducted
during the site visits along with hour meter readings is summarized in Table 7. O&M field data sheets are
included as Appendix F.
5.0 AIR SAMPLING
Air samples were collected from the exhaust of the SVE system on July 17, August 21 and September 19,
2023. A summary of the analytical results for air samples collected during the current quarter of system
operation is presented in Table 8. Complete reports of laboratory analyses are included as Appendix E.

6.0 GROUND WATER REMEDIATION
The baseline contaminant mass at the site was determined based on the total BTEX, MTBE, and
naphthalene concentrations reported in the January 2014 CSA as well as the maximum historical water
column height observed in each area. The contaminant plume was divided into three areas (Areas 1
through 3) based on the benzene concentrations during the July 2020 ground water sampling event. A
map showing the estimated contaminant mass areas is included as Figure 12.
Available historical data for the site was reviewed in order to develop a strategy for measuring
remediation progress against an established baseline for the contaminant plume. To calculate
contaminant mass present at the site, the following three avenues of contaminant migration/source were
evaluated as well as the data required for each source. The calculations were revised to estimate the
influence of fluctuations in ground water elevation.
1. Contamination present in ground water: The November 2012 and March 2013 ground water
sampling data and total BTEX, MTBE, and naphthalene constituents were used to determine the
baseline contaminant mass in each area. Area #1 had approximately 76,258.29 grams of
contaminant mass; Area #2 had approximately 102,686.65 grams of contaminant mass and Area
#3 had approximately 1,428.39 grams of contaminant mass.
Calculations based on the September 2023 ground water sampling event indicate that the
contaminant mass has decreased by 35.1%, 39.5%, and 78.8% in Areas 1, 2, and 3, respectively,
when compared to the baseline sampling event. The contaminant concentrations in Area 1
through Area 3 have generally decreased over time; however, additional monitoring is necessary
to determine the effect of the remediation system on the contaminant plume. The overall
contaminant mass at the site has decreased by approximately 65.4% from the baseline event to
the September 2023 sampling event. Contaminant mass calculations are included as Appendix H.
A chart depicting the overall trend in contaminant mass and the changes in average water column
depth over time is shown below:

2. Contamination due to leaching effect from unsaturated soils: Soil quality data from the former
source areas as well as from the vicinity of the above referenced source area monitoring wells is
not available. Therefore, it is not possible at this point to factor in the effect of this potential on-
going source of ground water contamination. If soil sampling is deemed necessary for the
calculation of any secondary source inputs, they will be proposed at a later date.
3. Contamination input due to the presence of free product: Free product has not been historically
observed at the subject site.
Monitoring Plan:
Based on the Intermediate site risk ranking, the following monitoring plan is recommended:
Conduct a comprehensive ground water sampling event that includes wells MW-1, MW-3, MW-
4, MW-6, MW-8 through MW-10, MW-14, MW-15, and MW-17 on a quarterly basis for the initial
year of operation to monitor the effect of the remediation system. Following the initial year of
operation, any wells with contaminant concentrations exceeding 10 times the 2B Standard should
be sampled on a semi-annual basis and a comprehensive sampling event for the above listed wells
should be conducted on an annual basis.
Conduct soil sampling on an as-needed basis.
Performance Monitoring:
The remediation system appears to have been effective at reducing ground water contaminant
concentration in the targeted wells; however, additional monitoring is necessary to establish a
trend for the remedial efforts. Please note that milestones were not established in the CAP.
The remediation system should remain running for the next quarter of operation.

7.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS
Due to the site being in the active remediation phase, no natural attenuation monitoring plan is currently
in place at the site.
8.0 CONCLUSIONS
O&M site visits were conducted on July 17, August 21 and September 19, 2023. Hour meter,
system vacuum, pressure, air flow, temperature, AS well pressure, and SVE well vacuum readings
were collected during each site visit.
On September 21, 2023, six Type II monitoring wells were gauged, purged, and/or sampled. MW-
8 was dry and could not be sampled. The field where MW-4, MW-9, MW-10, and MW-15 are
located was overgrown and these wells could not be found. Free product was not observed during
the September 2023 gauging activities. Ground water flow was generally to the east with a
horizontal gradient of approximately 0.10 feet per foot. The vertical gradient was not calculated.
The concentrations of benzene, toluene, ethylbenzene, xylenes, naphthalene, isopropylbenzene,
n-propylbenzene, 1,2,4-trimethylbenzene, and/or 1,3,5-trimethylbenzene reported in the ground
water samples collected from MW-1, MW-3, MW-6, MW-14 and MW-17 exceeded the MACs.
The concentrations of benzene, toluene, ethylbenzene, xylenes and/or naphthalene reported in
the ground water samples collected from MW-1, MW-6, MW-14 and MW-17 exceeded 10 times
the 2B Standards. The concentration of benzene reported in the ground water sample collected
from MW-6 exceeded the GCL.
Calculations based on the September 2023 ground water sampling event indicate that the
contaminant mass has decreased by 35.1%, 39.5%, and 78.8% in Areas 1, 2, and 3, respectively,
when compared to the baseline sampling event. The overall contaminant mass at the site has
decreased by approximately 65.4% from the baseline event to the September 2023 sampling
event.
Based on this information, the risk classification for the site should remain Intermediate risk. GRI
recommends the continued operation of the remediation system until contaminant
concentrations have been reduced to below 10 times the 2B Standards.
9.0 LIMITATIONS
This report has been prepared for the exclusive use of Raymer Oil Company and the NCDEQ for specific
application to the referenced site in Catawba County, North Carolina. The assessment was conducted
based on the scope of work and level of effort desired by the NCDEQ and with resources adequate only
for that scope of work. Our findings have been developed in accordance with generally accepted
standards of environmental practices in the State of North Carolina, available information, and our
professional judgment. No other warranty is expressed or implied.
The data that is presented in this report is indicative of conditions that existed at the precise locations
sampled and at the time the samples were collected. In addition, the data obtained from samples would
be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No
additional information can logically be inferred from this data.

Regional Office, received the Corrective Action Performance Report for the above-referenced site. This information has been reviewed and will remain in the UST Section’s files. Per the NORR dated March 28, 2022, sampling should be conducted on a quarterly basis for the first year of system operation. The next sampling event should therefore be
conducted September 2023, with the CAPR received by this office no later than October 31, 2023. If monitoring wells MW-4 and MW-17 cannot be located and/or accessed during the September 2023 groundwater sampling event, they must be replaced prior to the December 2023 groundwater sampling event.

The above referenced project has been analyzed per your instructions. The analyses were performed in
accordance with the applicable analytical method.
The analytical data has been validated using standard quality control measures performed as required by the analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all
parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136 Method Update Rule May 2021) unless otherwise indicated. Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of
sampling. Usually, but not always, any field parameter analyzed at the laboratory is outside of this holding time. Refer to sample analysis time for confirmation of holding time compliance.
The results are shown on the attached Report of Analysis(s). Results for solid matrices are reported on an as-
received basis unless otherwise indicated. This report shall not be reproduced except in full and relates only to the samples included in this report. Please do not hesitate to contact me or client services if you have any questions or need additional information.

• Area of the contaminant plume is calculated from Figure #6
• The January 2014 CSA report ground water data was used to create the baseline event for the purposes of this calculation. Ground water samples were collected on 11/13/12 and 3/12/13.
• Height of the water column is calculated by subtracting the average depth to water from the average well depth of the referenced monitoring wells
• Volume of the contaminant plume is calculated by multiplying the area of the plume by the average height of the water column during each sampling event
• Effective porosity is assumed based on the sub-surface soil profile obtained from well construction records and soil boring logs
• Total mass was calculated by multiplying the total contaminant concentrations for the sampling event with effective volume
• When areas couldn’t be sampled, the last known concentrations were used in the calculations.
• Monitoring wells MW-4 and MW-15 were not included in the baseline sampling event and are not included in the baseline water column height.
