(Mid-Atlantic) has prepared this Brownfields Assessment Work Plan (Work Plan) for the Colwick Road Brownfields property (Brownfields Project No. 25095- 21-060) for your review, comment, and approval. The Brownfields property is located at 4313 and 4317 Colwick Road, Mecklenburg County, North Carolina (Site). The Site consists of one approximate 1.69-acre parcel (Parcel Identification No. 157-172-22) of land located in a mixed residential and commercial area of Charlotte. A Site location map is included as Drawing 1. This Work Plan has been prepared and submitted to satisfy the requirements identified during a recent data gap conference call with North Carolina Department of Environmental Quality (NCDEQ), Mid-Atlantic, and Colwick Development, LLC personnel concerning proposed future redevelopment and the PD’s pursuit of a Brownfields Agreement (BFA). 1.0 INTRODUCTION & BACKGROUND The Site is situated on approximately 1.69 acres of land and has recently been conditionally rezoned as Mixed Use Development District (MUDD) by the City of Charlotte Planning Department. Rezoning of the Site was requested based on the proposed 1125 E. Morehead Street, Suite 104 Charlotte, NC 28204-2849 Office: 980. 585.1271 Facsimile: 980. 585.1272 Brownfields Assessment Work Plan November 15, 2022 Colwick Road Property – Charlotte, NC Page 2 NCDEQ Brownfield Project #25095-21-060 Mid-Atlantic Project #021H1590.00 redevelopment of the Brownfields property, which will include the construction of a podium-style multifamily building containing retail spaces on the first floor and approximately 250 residential units on additional above ground floors. The proposed redevelopment also includes the construction of an associated parking deck. The Site was historically undeveloped wooded land in the earliest historical source reviewed, a 1938 aerial photograph, until a portion of the Brownfields property was developed with an apartment complex and associated asphalt parking lot between 1965 and 1998. The apartment complex was demolished in 1998 and the asphalt parking lot is the only remaining development on the Site. Properties to the west, southwest, and south include current and/or former dry-cleaning and automotive facilities and associated releases of chlorinated solvents and petroleum compounds, respectively. The Site and surrounding area are depicted on Drawing 2. Wood conducted assessment activities at the Site in August 2021. As part of assessment activities, Wood advanced eight (8) soil borings for the collection of soil samples. Additionally, Wood collected one soil vapor sample from soil boring B-8. Soil and soil vapor samples were submitted for laboratory analysis of volatile organic compounds (VOCs). Results of soil sampling indicated that low-level detections of VOCs were detected in samples collected but were below NCDEQ Residential Preliminary Soil Remediation Goals (PSRGs). Results of the soil vapor sampling from B-8 indicated that several VOCs were detected above laboratory method detection limits. Wood ran the highest concentrations of soil vapor compounds collected on the Site and adjacent non- Brownfields property through the NCDEQ Risk Calculator. Risk calculator results for this “worst case” scenario indicated that unacceptable risk levels were calculated under both a residential and non-residential use scenario. As part of Phase I Environmental Assessment (ESA) activities conducted concurrently in August 2021, Mid-Atlantic identified the following environmental findings in connection with the Site: • Four dry-cleaning facilities were identified within 1,000 feet of the Brownfields property. The closest facility was identified as Tyson Cleaners, which is topographically upgradient of the Site, and did not have records of historical dry- cleaning compound releases. The remaining three dry-cleaner facilities were located topographically downgradient of the Site. Brownfields Assessment Work Plan November 15, 2022 Colwick Road Property – Charlotte, NC Page 3 NCDEQ Brownfield Project #25095-21-060 Mid-Atlantic Project #021H1590.00 • Cunningham Cleaners, which is located approximately 427 feet southwest and upgradient from the Site is currently enrolled in the Dry-Cleaning Solvent Cleanup Act (DSCA) Program following a chlorinated solvent release in 1995. Assessment activities indicate that groundwater impacts extend off-site towards the Brownfields property. • Three commercial Leaking Underground Storage Tank (LUST) releases and two residential LUST releases were identified within 500 feet of the Site at properties located topographically downgradient of the Brownfields property. Soil and groundwater deed restrictions are recorded at each LUST property. Following completion of Phase I ESA activities in August 2021, the PD applied for entry into the Brownfields Program and received a Letter of Eligibility (LOE) on February 24, 2022. The proposed Brownfields assessment activities described herein have been prepared in accordance with data gaps identified during a recent conference call between NCDEQ and the PD. Data gaps identified to be addressed prior to redevelopment include the collection of additional soil and soil vapor samples as well as the collection of groundwater samples prior to the start of redevelopment. Previous soil samples collected were limited to VOCs and did not include a typical suite of Brownfields analyses. 2.0 SCOPE OF WORK Mid-Atlantic will mobilize to the Site to collect soil, groundwater, and soil vapor samples for laboratory analysis to address data gaps and evaluate the potential impacts prior to redevelopment of the Brownfields property. The sampling will be conducted in accordance with NCDEQ Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup of Contaminated Sites (Guidelines – Version 2) dated January 2020, NCDEQ Division of Waste Management (DWM) Vapor Intrusion Guidance dated March 2018, and most recent versions of the USEPA Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures guidelines. Mid-Atlantic proposes to advance up to ten (10) soil borings (SB-1 through SB-10) for the collection of soil samples and up to six (6) soil borings for the installation of temporary monitoring wells (TMW-1 through TMW-6) for the collection of groundwater samples. Additionally, Mid-Atlantic will advance up to six (6) soil vapor borings for the collection of soil vapor samples (SG-1 through SG-6) within the footprint of the proposed multi-family Brownfields Assessment Work Plan November 15, 2022 Colwick Road Property – Charlotte, NC Page 4 NCDEQ Brownfield Project #25095-21-060 Mid-Atlantic Project #021H1590.00 residential structure. The sampling locations are summarized in Tables 1 through 3, depicted on Drawing 3, and described below: • Eight (8) soil borings (SB-1 through SB-8) will be advanced across the Site in locations previously assessed by Wood; • One (1) soil boring (SB-9) will be advanced along the southeastern boundary of the Site; • One (1) soil boring (SB-10) will be advanced along the northwestern boundary of the Site; • Three (3) temporary monitoring wells (TMW-1 through TMW-3) will be advanced along the southwestern property boundary to determine if impacts from nearby off- site releases are present on the Site; • Three (3) temporary monitoring wells (TMW-4 through TMW-6) will be advanced along the northeastern property boundary to determine if additional off-site impacts are present on the Site; and • Six (6) soil vapor samples (SG-1 through SG-6) will be installed within the footprint of the proposed multi-family to determine if impacted soil and/or groundwater contain constituents of concern in concentrations that represent a potential vapor intrusion (VI) risk. Each sample location will be documented in the field using a hand-held global position system (GPS) unit. Coordinates will be documented in the field notes and transferred to site drawings for sampling location documentation and subsequent reporting. 3.0 RECEPTOR SURVEY Mid-Atlantic will perform a Brownfields receptor survey in accordance with NCDEQ Brownfields guidance. The receptor survey will include information about land use in the near vicinity including zoning and identify water supply wells, basements, utility manways and chases, storm sewers, other underground utilities, drains, and surface water within a 1,500-foot radius of the Brownfield property boundary. Additionally, Mid-Atlantic will review applicable resources for potential wells in the area and, if warranted, contact utility companies for information concerning underground utilities in the immediate area of the Brownfields property. The receptor survey will be completed using the most current version of the Brownfields Property Receptor Survey form. Brownfields Assessment Work Plan November 15, 2022 Colwick Road Property – Charlotte, NC Page 5 NCDEQ Brownfield Project #25095-21-060 Mid-Atlantic Project #021H1590.00 4.0 PROPOSED BROWNFIELDS ASSESSMENT ACTIVITIES 4.1 Soil Sampling Methodology The soil borings will be advanced using a track-mounted Geoprobe® drill rig to depths up to approximately 15 feet below ground surface (ft bgs) via direct-push technology (DPT) drilling methods. Previous assessment activities have not included the collection of groundwater samples. As such, the depth to water for the Site is unknown and soil borings will not be advanced further than the perceived water table during the collection of soil samples. Mid-Atlantic will instruct the drilling subcontractor to collect continuous soil samples from each boring using acetate lined macrocore sleeves. Soil samples from soil boring advancement will be logged for lithological description and field screened for indication of potential impacts by observation for staining, unusual odors, and the presence of organic vapors using a calibrated photoionization detector (PID). Based on field screening results, Mid-Atlantic will select one (1) soil sample from each boring to submit for laboratory analysis. If no evidence of impacts are present, Mid-Atlantic will collect a soil sample from a surficial depth (i.e., 0 to 2 ft bgs). The soil samples will be collected into laboratory-supplied glassware and placed on ice for delivery under chain-of-custody protocol to a North Carolina accredited laboratory. Soil samples collected will be analyzed for VOCs by EPA Method 8260, semi-VOCs (SVOCs) by EPA Method 8270, and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7199. 4.2 Groundwater Sampling Methodology The temporary monitoring wells will be advanced past the water table using a track- mounted Geoprobe® drill rig to depths up to approximately 30 ft bgs via DPT and/or hollow-stem auger (HSA) drilling methods. The temporary monitoring wells will be constructed of 1-inch polyvinyl chloride riser pipe and up to 15 feet of 0.010-inch slotted well screen set to bracket the water table. A sand filter pack will be placed from the bottom of the borings to approximately 2 feet above the top of the well screens. The wells will then be completed by placing a minimum 2 feet hydrated bentonite seal above the sand filter pack. Drill cuttings will be thinly spread and dispersed on discrete portions of the Site. Brownfields Assessment Work Plan November 15, 2022 Colwick Road Property – Charlotte, NC Page 6 NCDEQ Brownfield Project #25095-21-060 Mid-Atlantic Project #021H1590.00 Once the temporary monitoring wells are installed, the wells will be developed by purging at least three volumes of water from each. Following development, the temporary monitoring wells will be allowed to equilibrate to static conditions for a minimum of 24 hours and a decontaminated electronic water level indicator will be used to measure the depth to the water table relative to the ground surface and to the top of the well casing in each well. The elevation of the top of casing for each well will be surveyed relative to an arbitrary on-site datum. Using the depth to water and top of casing survey measurements, Mid-Atlantic will calculate the elevation of groundwater at each well location and estimate groundwater flow direction at the Site. Following the collection of water level readings, Mid-Atlantic will collect groundwater samples from the temporary monitoring wells utilizing low flow/low stress purging techniques using a peristaltic pump and dedicated polyethylene tubing. The intake point of the pump tubing will be placed in the approximate mid-portion of the screened interval of the well purged at a rate no greater than 200 milliliters per minute (mL/min). Mid-Atlantic will utilize water quality meters to collect measurements of pH, temperature, dissolved oxygen, oxidation reduction potential, turbidity, and specific conductivity at three to five- minute intervals during the purging process. Pre-sampling purging will be considered complete when the field parameters stabilize (pH ± 0.1 SU, conductivity varies no more than 5%, and turbidity is less than 10 Nephelometric Turbidity Units [NTUs]). Groundwater samples will be collected directly into laboratory supplied sample containers using the “soda straw” method to minimize the potential for volatile compound loss through the peristaltic pump head. The groundwater samples will be collected into laboratory-supplied glassware and placed on ice for delivery under chain-of-custody protocol to a North Carolina accredited laboratory. Groundwater samples collected will be analyzed for VOCs by EPA Method 8260, SVOCs by EPA Method 8270, and RCRA metals by EPA Methods 6020/7471. One groundwater sample will also be submitted for analysis of hexavalent chromium by EPA Method 7199. 4.3 Soil Vapor Sampling Methodology The soil vapor implants will be installed using a track-mounted Geoprobe® and DPT drilling methods. As mentioned previously, the depth to water at the Site is unknown. As such, the soil vapor implants will be installed to a proposed minimum depth of approximately 6 ft bgs. The implant depths will be adjusted based on specific depth to groundwater encountered during temporary monitoring well installation at the Site. If Brownfields Assessment Work Plan November 15, 2022 Colwick Road Property – Charlotte, NC Page 7 NCDEQ Brownfield Project #25095-21-060 Mid-Atlantic Project #021H1590.00 groundwater is encountered above 6 ft bgs, Mid-Atlantic will consult NCDEQ to determine if a soil vapor sample should be collected. The soil vapor implants will be installed using 6-inch stainless steel soil vapor probes which will be inserted to the bottom of each boring and attached to 1/8-inch diameter Nylaflow® tubing to extend above the ground surface for sample collection. A sand filter pack will be installed in the annulus of the boring to cover 6-inches above the top of the soil vapor probe followed by a hydrated bentonite seal in the remainder of the borehole to the ground surface. Following installation of the soil vapor implants, Mid-Atlantic will allow the soil vapor probes to equilibrate for at least 24 hours prior to conducting a shut- in test, leak check, and collecting the soil vapor samples. Mid-Atlantic will conduct leak checks at each soil vapor sampling location by utilizing helium as the tracer compound, which will be introduced through a shroud over the probe and sampling train. Helium will be introduced into the shroud, which will encompass the entire sampling train, to a minimum concentration of 50% as measured using a LandTech Gem™ 5000 helium detector. With the canister valve closed, Mid-Atlantic will conduct a leak check sample using a LandTech Gem™ 5000 helium detector to check for the presence of helium from air collected in the Tedlar® bag using the specified helium detector. Using a 60-milliliter syringe connected to the tubing, Mid-Atlantic will collect three purge volumes from each sampling implant into the Tedlar® bag and field screen each Tedlar® bag for integrity (absence of Helium) prior to opening the sampling train between the Tedlar® bag and the Summa canister. A helium concentration of less than 10% in the shroud will be considered a valid leak check. Helium concentrations in the shroud, along with concentrations from each purge volume will be recorded in the field notes. A shut-in test will also be conducted on the sampling process lines to ensure an air-tight connection by applying vacuum pressure to the lines and observing for vacuum pressure loss. Following successful shut-in tests and leak check to verify sample integrity, the soil vapor samples will be collected using laboratory-supplied 1-Liter SIM-certified Summa canisters with calibrated flow regulators set to 100 milliliters per minute (mL/min) to avoid sample short circuiting and to further ensure sample integrity. Per DWM VI Guidance, samples that have lost greater than 10% volume from the initial lab recorded volumes will not be used. Prior to sampling, vacuum readings, Summa identification and flow controller identification for each sample will be recorded in the field notes. Once the field documentation is complete, the sample train will be opened to the Summa flow controller Brownfields Assessment Work Plan November 15, 2022 Colwick Road Property – Charlotte, NC Page 8 NCDEQ Brownfield Project #25095-21-060 Mid-Atlantic Project #021H1590.00 and the Summa canister will be opened to allow collection of soil gas volume. Sampling will be deemed complete when the flow controller exhibits between -3 and -5 inches of mercury. Following sample collection, the Summa canisters will be closed, and the final vacuum reading and sampling time intervals will be recorded on the canister tag and on the laboratory chain-of-custody form. Samples will be delivered under chain-of-custody protocol to a North Carolina laboratory for analysis by VOCs plus naphthalene by EPA Method TO-15. 5.0 LABORATORY QA/QC For quality assurance and quality control purposes (QA/QC), Mid-Atlantic will collect up to one (1) duplicate soil sample, one (1) duplicate groundwater sample, and one (1) duplicate soil vapor sample. Duplicate samples will be submitted for the same laboratory analysis as the parent samples. Additionally, Mid-Atlantic will request that the laboratory include a groundwater trip blank for VOC analysis to ensure no cross-contamination was encountered during field handling and shipping of the samples. Samples submitted for laboratory analysis will include an adequate sample volume for laboratory matrix spike (MS) and matrix spike duplicate (MSD) analysis. Nondedicated equipment and tools will be decontaminated prior to use at each soil boring and temporary monitoring well location. Laboratory QA/QC procedures will be employed to ensure appropriate sample handling and analysis and to aid in the review and validation of the analytical data. Mid-Atlantic will request that the laboratory include estimated concentrations for compounds that are detected at levels above the laboratory method detection limit, but below the laboratory reporting limit (J flags). The laboratory analytical data report and QA package for each group of samples submitted to and analyzed by the subcontracted laboratory will be provided in an appendix to the final report. Laboratory QA data consistent with Level II documentation will be provided for this project. 6.0 INVESTIGATIVE DERIVED WASTE MANAGEMENT Investigative derived waste (IDW) generated during the proposed Brownfields assessment activities will be managed in general accordance with NCDEQ IHSB Guidelines for Assessment and Cleanup. Soil collected from soil borings will be returned to the remaining boring annulus, filled with bentonite chips, and hydrated to close the boring. Based on results of the Brownfields assessment activities, soil encountered during Brownfields Assessment Work Plan November 15, 2022 Colwick Road Property – Charlotte, NC Page 9 NCDEQ Brownfield Project #25095-21-060 Mid-Atlantic Project #021H1590.00 redevelopment activities will be handled in accordance with an Environmental Management Plan that will be submitted under separate cover for NCDEQ approval. 7.0 REPORTING Based on driller availability, Mid-Atlantic anticipates conducting the assessment activities in late November 2022. Mid-Atlantic anticipates receipt of laboratory analytical data within ten (10) days of sampling upon receipt of laboratory analysis, Mid-Atlantic will prepare a written Brownfields Assessment Report summarizing our field procedures and findings, including copies of the laboratory documentation, field forms, supporting tables and figures, and risk calculator forms. The Brownfields Assessment Report is anticipated to be submitted to NCDEQ within two weeks of laboratory analytical results. The report will be sealed by a North Carolina Licensed Geologist or Professional Engineer. Mid-Atlantic appreciates the opportunity to provide this Work Plan for consideration.
