(ESP) on behalf of Abernethy Lofts LLC. The Proposed Abernethy Lofts Residential Development Site (Site), also referred to as the Tarmac Virginia Brownfields Property, is located at 3934 Raleigh Street in Charlotte, Mecklenburg County, North Carolina (see Figure 1). As detailed below, this addendum includes the collection and laboratory analysis of shallow soil samples to augment previously reported soils data. These data were collected to assist with future deposition options for cut soils resulting from upcoming grading operations associated with redevelopment of the property for multi-family residential use. The assessment activities were performed in accordance with your August 9, 2023, email and in general accordance with NCDEQ’s Inactive Hazardous Sites Branch (IHSB) “Guidelines for Assessment and Cleanup of Contaminated Sites” dated September 2022. 2.0 SOIL INVESTIGATION On August 22, 2023, ESP conducted a supplemental Phase II environmental assessment (EA) on the Site which included the collection of seven soil samples (plus one duplicate quality control [QC] sample) for laboratory analysis. The soil samples, designated as SS-1, SS-2, SS-3, SS-5, SS- 7, SS-8, SS-9, and SS-DUP (duplicate of SS-9), were collected from a depth of interval of 0 - 3 feet below ground surface (ft bgs) to further characterize shallow soil quality in those areas to be cut as part of planned Site grading. As depicted on Figure 3, the above seven soil samples were completed at the approximate locations of samples collected in November 2022 for SS-1, SS-2, SS-3, SS-5, SS-7, SS-8, and SS-9. Soil samples SS-1, SS-2, SS-3, SS-5, SS-7, SS-8, SS-9, and SS-DUP, collected using a decontaminated stainless-steel hand auger, were placed in laboratory-provided labeled containers with appropriate preservatives for delivery under standard chain-of-custody procedures to Pace Analytical Services (Pace), a North Carolina-certified laboratory. Pace analyzed the soil samples for the following analytes: • SS-1, SS-2, SS-7, SS-8, and SS-9 - 8 RCRA metals (arsenic, barium, cadmium, total chromium, lead, mercury selenium, and silver) by EPA Methods 6020B/7471B plus hexavalent chromium by EPA Method 7199; and • SS-3 and SS-5 - hexavalent chromium by EPA Method 7199. The following field QC sample was also collected: • Duplicate soil sample (SS-DUP) of SS-9 was analyzed for the 8 RCRA metals by EPA Methods 6020B/7471B plus hexavalent chromium by EPA Method 7199. It should be noted that the glass container for soil sample SS-1 was found to be broken upon delivery to the laboratory; therefore, ESP collected another soil sample from the SS-1 location per the above sampling protocol on August 28, 2023. Addendum to Report of Suplemental Phase II Environmental Assessment ESP Project No. E6-KO31.600 Proposed Abernethy Lofts Residential Development (Tarmac Virginia Brownfields Property) September 29, 2023 3.0 SOIL ANALYTICAL RESULTS A summary of soil sample analytical results for SS-1, SS-2, SS-3, SS-5, SS-7, SS-8, SS-9, and SS- DUP along with previous soil samples collected by ESP is presented in Table 1. The laboratory analytical reports for this sampling event are provided in Appendix A. The soil sample analytical results are compared to the Residential Health - Preliminary Soil Remediation Goals (RH-PSRGs), also shown in Table 1, which have been established by the NCDEQ’s IHSB. Soil sample analytical results that exceeded their corresponding RH-PSRGs for these samples along with previous SS-1 through SS-10 samples are presented on Figure 3. As shown in Table 1 and on Figure 3, two metals (arsenic and hexavalent chromium) were detected above their corresponding RH-PSRGs during this sampling event. The two metals were detected at concentrations exceeding their corresponding RH-PSRGs in one or more of the soil samples collected during this sampling event as noted below: • Arsenic was detected above its RH-PSRG in 3 of 7 soil samples at concentrations ranging from 0.883J to 3.33 mg/kg. Arsenic exceeded its RH-PSRG of 0.68 mg/kg in samples: SS-1 (3.29 mg/kg), SS-2 (0.883J), and SS-9 (3.33 mg/kg). • Hexavalent chromium was detected above its RH-PSRG in 4 of 7 soil samples at concentrations ranging from 0.414J to 0.821J mg/kg. Hexavalent chromium exceeded its RH-PSRG of 0.31 mg/kg in samples: SS-1 (0.735J mg/kg), SS-7 (0.559J mg/kg), SS-8 (0.414J mg/kg), and SS-9 (0.821J mg/kg). One blind field duplicate soil sample was collected and analyzed during the supplemental soil investigation. SS-DUP was collected on August 22, 2023, as a duplicate of SS-9. As shown in Table 1, sample analytical results for the duplicate pair were generally consistent. 4.0 INVESTIGATION DERIVED WASTE MANAGEMENT Investigation-derived wastes (IDW) consisted of boring cuttings, disposable sampling equipment, and used personal protective equipment (PPE). Boring cuttings from the seven shallow soil borings not used for soil sample collection were returned to the boreholes from which they originated. Used PPE and disposable sampling equipment were bagged and disposed off-Site at an appropriate location (e.g., a municipal landfill). 5.0 SUMMARY AND CONCLUSIONS This section presents a summary of and conclusions associated with the supplemental Phase II EA activities as follows: • A total of 7 shallow soil samples were collected for laboratory analysis from the 0 to 3 ft bgs interval to further characterize shallow soil quality in those areas to be cut as part of planned Site grading; • The soil samples were analyzed for either the 8 RCRA metals by EPA Methods 6020B/7471B plus hexavalent chromium by EPA Method 7199 (SS-1, SS-2, SS-7, SS-8, and SS-9) or for hexavalent chromium by EPA Method 7199 (SS-3 and SS-5); Addendum to Report of Suplemental Phase II Environmental Assessment ESP Project No. E6-KO31.600 Proposed Abernethy Lofts Residential Development (Tarmac Virginia Brownfields Property) September 29, 2023 • Two metals (arsenic and hexavalent chromium) were detected above their corresponding RH-PSRGs during this sampling event; • Arsenic was detected above its RH-PSRG in 3 of 7 soil samples at concentrations ranging from 0.883J to 3.33 mg/kg.
