Dear Stephanie:
As required by N.C. Gen. Stat. Ann. § 130A-310.34, please find enclosed copies of the following
documenting compliance with public notice requirements for the above -referenced brownfields property,
located at 1200 Henry Street (Parcel Nos. 0920096, 0900556, 0900566, 0911564, 0911457, and 0900551)
in Roanoke Rapids, Halifax County, North Carolina (the "Property"):
(1) Three photographs of the posting of the Summary Notice of Intent to Redevelop a Brownfields
Property ("SNI") (two showing the location and another showing the text of the SNI) and one
overhead image depicting the overall location of the posting at the Property, taken on Tuesday,
October 24, 2023;
(2) Proof of mailing (via certified mail) of the full Notice of Intent to Redevelop a Brownfields Property
Package ("NI") to representatives of all local governments having jurisdiction over the Property on
October 24, 2023;
(3) Proof of mailing (via certified mail) of the SNI to all contiguous property owners (in accordance
with the list approved by DEQ on July 7, 2023) on October 24, 2023;
(4) An Affidavit of Publication documenting publication of the SNI in the Roanoke Rapids Daily
Herald on October 24, 2023; and
(5) Proof of mailing of the full NI package to the City Clerk of the City Manager's office, for public
availability and review on October 24, 2023.
In accordance with the above, the public comment period for this Brownfields Property is considered to
have began running on Wednesday, October 25, 2023, and will conclude on Thursday, November 23, 2023.
Additionally, we will provide the final mylar version of the plat upon your approval to do so.

Brownfields Property, evidencing the text of the Summary Notice of Intent to Redevelop a Brownfields Property and its

Property at or near the first entrance to the Property off 131h Street.
The Notice was posted and photographed on the morning of October 24, 2023, by Cathy Scott of the Halifax County

We are required by the North Carolina Department of Environmental Quality to place on file at
the City of Roanoke Rapids City Manager's Office for public review, the enclosed "Notice of
Intent to Redevelop a Brownfields Property" which includes a proposed "Notice of Brownfields
Property" and a proposed "Brownfields Agreement" for the property located at 1200 Henry Street
(Parcel Nos. 0920096, 0900556, 0900566, 0911564, 0911457, and 0900551) in Roanoke Rapids,
Halifax County, North Carolina. A legal description and survey plat of the site are also included
with these documents. Halifax County Business Horizons, Inc. intends to redevelop the property
under North Carolina's Brownfields statute, known as the Brownfields Property Reuse Act,
N.C.G.S. § 130A-310.30 et seq (the "Act").
We would be grateful if you would place this package in the appropriate place in your office where
it may be viewed by the public. Pursuant to the Act, the documents should be available for viewing
