The ground water assessment results exceeded North Carolina 2L Standards for benzene and C9-C22 aromatics but were below Gross Contamination Levels (GCLs). We would conclude that the subject property would be suited to pursue a Notice of Residual Petroleum (NRP) Deed Restriction which would allow for a No Further Action determination. The following report documents the results of the October 2020 groundwater sampling investigation and presents our conclusions and recommendations for the property. Based on a conversation and email with Gene Mao with Guilford County Department of Environmental Health (GCDEH), he recommended the following work tasks to potentially petition for a No Further Action (NFA) determination as follows: • One soil boring would be emplaced adjacent to the former boring location at MW- 1/GP-3 and the highest photoionization detector (PID) reading selected for analysis for the following parameters: 1. VOCs according to Method 602 plus xylenes 2. SVOCs according to EPA Method 625 plus tentatively identified compounds (TICs) 3. MADEP VPH/EPH • One groundwater sample would be collected from MW-1 and analyzed for the same set of parameters as the soil sample. Herein, is contained the results of our field investigation, laboratory analytical results and our conclusions and recommendation for the subject property. 2 October 2020 Phase Soil and Groundwater Investigation On October 14, 2020, Waters Edge mobilized with a senior environmental technician with a hand auger to the subject property. Several attempts were made to advance a hand auger in the area designated by Mr. Gene Mao near former locations GP-3 which had the highest TPH- GRO/DRO detections during the June 2003 LSA sampling activities to obtain a soil sample for risk-based analysis. However, we encountered either shallow concrete, asphalt or partially weather rock (PWR) and as such were unsuccessful in obtaining a groundwater sample. This was conveyed to Mr. Gene Mao in an email and he directed Waters Edge to just proceed and collect a groundwater sample from MW-1. A new polyethylene bailer was utilized to sample MW-1 according to the SOPs contained in Appendix A. The groundwater was placed in laboratory supplied containers, submitted to the laboratory and analyzed for the following: • VOCs according to Method 6200B • SVOCs plus TICs according to Method 625.1 • MADEP VPH/EPH Groundwater sample results are summarized in Table 1 and documented in Appendix B. October 2020 Risk-Based Groundwater Sampling Investigation Former East Coast Metals Facility 2210 North Church Street Greensboro, North Carolina November 13, 2020 Page 2 of 2 3 Conclusions and Recommendations We have the following results, conclusions and recommendations: • The groundwater sample from MW-1 had exceedances for the following: 1. Benzene was detected at 3.1 ug/L which is in excess of the DEQ 2L Standard of 1 ug/L 2. Total C9-C22 Aromatics was detected at 396 mg/L versus the DEQ 2L Standard of 200 ug/L. 3. All remaining constituents were below their DEQ 2L Standard. 4. There were no exceedances of DEQ GCLs. 5. There were several listed SVOC TICs which have no DEQ 2L Standard or risk-based concentration. Based on these results, we would conclude that the site should be considered for a NRP Deed Restriction which would allow for a NFA determination. If this is successfully completed, all wells should be abandoned according to local and state regulations. Standard Procedures: February 2001 Groundwater Sampling rior to groundwater sample collection, the water level in each well is measured with a decontaminated electric water level probe. Water level measurements are used to create groundwater contour maps (either water table or potentiometric) and to calculate well volumes. The wells are purged by removing three to five times the well volume, or until dry, with decontaminated Teflon™ bailers, new disposable bailers, or low-flow submersible or peristaltic pumps to remove stagnant water within the well, enabling the collection of a more representative groundwater sample. Depending on the site status, temperature, specific conductivity, pH, and dissolved oxygen are measured and recorded in the field, following the removal of each volume of water. Samples are generally not collected until the field parameters stabilize to within approximately 10% over consecutive measurements. Groundwater Sample Collection: Groundwater samples are typically collected within one hour of purging to minimize the loss of any volatile organic compounds (VOCs) that may be present. Laboratory decontaminated bottom-valve Teflon ™ bailers, new disposable bailers, or low-flow submersible or peristaltic pumps may be used to withdraw the samples. All groundwater samples are decanted into laboratory provided containers appropriate for the parameters being analyzed, preserved as required by the analytical technique, and labeled with the following information: sampler’s name, date of collection, sample number, analysis to be preformed, and project designation. Samples are stored and transported to the analytical laboratory in an insulated cooler chilled to approximately 4.0 oC. To ensure sample integrity, all samples are transported in accordance with EPA chain-of-custody protocols. All samples are typically transported to the laboratory within 48 hours of sample collection, if possible. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
