EXECUTIVE SUMMARY At the request of the North Carolina Department of Environmental Quality (NCDEQ) Underground Storage Tank (UST) Section, and on behalf of The Davey Tree Expert Company, (“Davey”), REUS Geologists of North Carolina, PC and Ramboll US Consulting, Inc. (collectively, “Ramboll”) conducted supplemental soil remediation activities at the property located at 6039 McDaniel Lane, Charlotte, Mecklenburg County, North Carolina (the “site”; Figure 1.1). The soil remediation activities were conducted to further address Petroleum Release Incident No. 9705, relating to a historical release of petroleum documented during UST closure activities at the site on October 6, 1992, and a more recently issued Notice of Regulatory Requirements (NORR) by NCDEQ on February 8, 2022. Work was completed in accordance with the remediation plan issued by Ramboll on August 11, 2022 and approved by NCDEQ on August 15, 2022. The 2022 remedial activities included the collection of additional pre-remediation soil data to assist in pre- characterizing soils for off-site disposal and to make visual observations regarding soil quality, the excavation and off-site disposal of additional petroleum impacted soils at depth, the addition of oxidant to the open excavation, site restoration activities, and the collection of two rounds of post-remediation groundwater data. Approximately 824 tons of petroleum impacted soil was excavated from the base of the excavation and disposed off-site. Clean overburden soils were stockpiled and subsequently returned to the excavation. Prior to backfilling the excavation, approximately 3,000 pounds (lbs.) of ORC-Advanced® and approximately 3,200 lbs. of PersulfOx® were applied to the base of the excavation and mixed into soil using the excavator bucket. Post excavation groundwater monitoring results indicate no constituents in groundwater at concentrations exceeding the North Carolina Gross Contamination Levels (GCLs). INTRODUCTION 2.1 Organization of Report Given the numerous activities performed at the site and the lengthy duration of site investigation and remediation, this Site Closure Report does not seek to repeat information included in prior submittals to NCDEQ, but rather, to focus on the recently completed activities. For ease, provided below is a summary of key information requirements and the location where the required information can be found. APRIL 2023 GROUNDWATER MONITORING RESULTS As specified within the August 2022 Remediation Plan, two rounds of post-remediation groundwater monitoring were conducted at the site to document the effectiveness of the supplemental soil remediation activities. The first round of groundwater monitoring results was summarized in the Soil Cleanup Report dated December 2022. Summarized below, are the second round of post-remediation groundwater monitoring results. 3.1 Groundwater Gauging Results WSSI collected depth to water measurements at each of the monitoring wells (MW-1, RW-1R, RW-2, MW-2, MW-3, MW-4A, RW-4, MW-5, MW-5A, MW-7A, MW-9, MW-9A, MW-10, and MW- 10A). An electronic oil-water interface probe was used to measure the depth to water below top of the well casing to the nearest 0.01 foot and evaluate the potential presence of light non- aqueous phase liquid (LNAPL or “free product”); no free product was detected. Depth to water was observed to range from 26.45 to 30.93 feet below the top of the well casings with elevations ranging from 779.90 to 783.90 feet above mean sea level (ft amsl); see Table 3.1. Groundwater elevation data indicate shallow groundwater flow beneath the site to the northeast, which is generally consistent with prior determinations; see Figure 3.1 for a potentiometric surface from the April 21, 2023 gauging event. 3.2 Groundwater Sample Collection and Analysis Groundwater samples were collected from monitoring wells RW-1R, RW-2, MW-2, MW-9A and MW-10A using a bladder pump in accordance with low-flow sampling procedures on April 27, 2023. Water quality parameters, including pH, dissolved oxygen (DO), temperature, specific conductance, and turbidity were monitored and recorded. To document quality assurance/quality control (QA/QC), one equipment rinse blank, one field duplicate sample, and one trip blank were also submitted for laboratory analysis. Groundwater samples were collected into laboratory-provided containers, labeled, packaged on ice, and shipped under chain-of-custody procedures to Pace Analytical National laboratory located in Mount Juliet, Tennessee for analysis of previously detected VOCs (benzene, 1,2-dichloroethane, 1,2-dibromoethane, ethylbenzene, methyl tert-butyl ether (MTBE), naphthalene, toluene, m&p- xylenes, and o-xylene (collectively total xylenes) by USEPA method 8260 and volatile petroleum hydrocarbons (VPH) using Massachusetts Department of Environmental Protection (MADEP) method. 3.3 Groundwater Analytical Results Analytical results for detected constituents in groundwater are summarized Table 3.2. Complete laboratory analytical data sheets are included as Appendix 1. Measured concentrations of detected constituents in groundwater were compared to the NCDEQ Groundwater Standards, and the NCDEQ gross contamination levels (GCLs). Results are summarized below. VOCs Each of the eight target VOCs was detected in site groundwater. Exceedances of the NCDEQ Groundwater Standards were observed for one or more samples for benzene, ethylbenzene, xylenes, MTBE, 1,2-dichloroethane, and naphthalene. Toluene and 1,2-dibromoethane were not detected at concentrations exceeding the Groundwater Standard. No VOCs were detected at Ramboll – SITE CLOSURE REPORT Doc ID / Version 5/8 concentrations exceeding established GCLs. Figure 3.2 presents pre-excavation and post- excavation concentrations of benzene in groundwater1. VPH Aliphatic VPH (C05-C08) were detected in four (4) of five (5) groundwater samples at concentrations ranging from 152 to 7,890 micrograms per liter (µg/L) as compared to the NCDEQ Groundwater Standard of 400 µg/L. Aliphatic VPH (C09-C12) were detected in three of five groundwater samples at concentrations ranging from 82.6 to 2,830 µg/L as compared to the NCDEQ Groundwater Standard of 700 µg/L. Aromatic VPH (C09-C10) were detected in three of five groundwater samples at concentrations ranging from 414 to 1,840 µg/L, as compared to the NCDEQ Groundwater Standard of 200 µg/L. 1 Ramboll notes that, although groundwater impacts above the 15A NCAC 2L groundwater standards potentially extend off-site to the north/northeast, the adjacent off-site property owner repeatedly ignored requests from Ramboll and NCDEQ for access thus, NCDEQ concluded that the adjacent off-site property owner would be responsible for any migration of impacts onto that property. CONCLUSIONS AND REQUEST FOR CLOSURE Ramboll, with support from WSSI, completed two post-excavation groundwater monitoring events at the site in early November 2022 and in late April 2023. Based on the following site conditions, the site qualifies for classification as a low-risk site.  Detected concentrations of petroleum constituents in groundwater are below the NCDEQ GCLs.  An updated sensitive receptor survey did not identify receptors of concern. The nearest downgradient potable water well is located approximately 0.88 miles from the site.  No free product was detected at the site.  Previously collected soil vapor and sub-slab vapor sample results do not indicate a potential vapor intrusion concern for the on-site building or nearby off-site structures to the north. On behalf of The Davey Tree Company, Ramboll, with support from WSSI, performed additional supplemental soil remediation activities at the site, including excavation and off-site disposal of additional petroleum-affected soils, application of soil oxidation amendments, and subsequent performance of two rounds of post remediation groundwater monitoring that document the success of remediation activities. Both rounds of post-remediation groundwater monitoring document that measured concentrations of petroleum constituents are below the GCLs. As discussed in prior reports, although certain constituents remain present in groundwater at concentrations exceeding the 15A NCAC 2L groundwater standards, an updated sensitive receptor review did not identify complete exposure pathways, thus current site conditions do not pose an unacceptable risk to site or surrounding area receptors. Based on the above, Ramboll is petitioning for NCDEQ to issue a “No Further Action” status for the site. Ramboll – SITE CLOSURE REPORT Doc ID / Version 7/8 5. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description B The same analyte is found in the associated blank. J The identification of the analyte is acceptable; the reported value is an estimate.
