(Terracon) is pleased to submit this letter report to document the completion of redevelopment activities at the Fairey Finishing Plant Brownfields site in Durham, Durham County, North Carolina (Site). The Site is in the North Carolina Brownfields Redevelopment Now Program (BF Project Number 22034-18-32). Exhibit 1 depicts the location of the Site. The redevelopment activities were conducted in accordance with the North Carolina of Environmental Quality (NCDEQ) approved Environmental Management Plan (EMP) (NCBP, 2019). The general redevelopment actions included soil management and the installation of a vapor mitigation system beneath the constructed building. The purpose of this Redevelopment Summary Letter is to provide information related to environmental actions completed at the Site from January 2020 through the completion of the redevelopment activities in April 2021. The Site is located at 1604 E. Lawson Street in Durham, Durham County, North Carolina and is comprised of approximately 4.3-acre portion of a larger parent tract. The Site was historically a hosiery mill, warehouse, and a vacant lot. 1.0 Actions on the Brownfields Property The Site was redeveloped with a two-story, 20,467-square foot ground floor educational building. Installation of subgrade utilities, foundations, and grading activities in the building vicinity were completed on April 9, 2020. Vertical building construction activities were completed in May 2020. Interior finishes are ongoing as of May 25, 2021. The system was installed between February 2020 and April 2020 with post construction and pre -occupancy sampling occurring in July 2020. Based on pre -occupancy sampling results, the VIMS will remain as active system. 2.0 Soil Grading, Cut/Fill Actions, and Management of Soil Installation of subgrade utilities, foundations, and grading activities in the building vicinity were completed on April 9, 2020. Additional site grading for the parking lot and sub -grade utilities were completed on December 15, 2020. In accordance with the EMP (NCBP, 2019), the exported soil was disposed of off -site as non -hazardous soil to the permitted facility, Earthtec of NC, Inc., located in Sanford, North Carolina. Soil export activities were completed at the Site on December 15, 2020. In total, approximately 5,119 cubic yards of soil were exported from the site. Dates, tonnage, and truck load numbers are included in Table 1. Soil tickets are available upon request. 3.0 Methodologies for Field Screening and Sampling As stipulated in the EMP (NCBP, 2019), Terracon remained on -call during grading and construction activities should any unexpected environmental conditions (i.e. previously unidentified USTs, buried debris, soil staining, drums, etc.) be encountered. Unexpected environmental conditions were not encountered during redevelopment of the Site. As such, additional methodologies for field screening, sampling and laboratory analysis of environmental media outside of the data gap assessment activities and workplan (Terracon 2019) did not occur. 4.0 Suspect or Contaminated Materials Materials suspected or confirmed to be contaminated with regulated substances were not encountered during redevelopment activities and as such, stockpiling, containerizing, decontaminating, treating, handling, laboratory analysis, and/or disposition of soil, groundwater, and/or other materials did not occur. 5.0 Summary On behalf of DTCC, Terracon has prepared this final Brownfields Redevelopment Summary Report to document redevelopment activities completed at the Site. A summary of redevelopment activities include: Management of soil: In accordance with the EMP (NCBP, 2019), the 5,119 cubic yards of soil was exported to the permitted facility, Earthtec of NC, Inc. Soil export activities were completed on December 15, 2020. VIMS: The VIMS for the building was installed in a manner consistent with the VIMS design and objectives between February 2020 and April 2020.
