(Amec Foster Wheeler) is pleased to provide this Report of a Phase II Environmental Site Assessment (ESA)for the subject site.This assessment was performed in general accordance with our proposal (Prop16chltev206rev, dated March 16, 2016). PROJECT INFORMATION Amec Foster Wheeler performed a Phase I ESA in conformance with the scope and limitations of ASTM Standard E 1527-13 for the subject property identified as the Former Winston Container Company Property located at 4901 Winston Container Road in Charlotte, Mecklenburg County, North Carolina (report dated December 21, 2015).The assessment revealed evidence of Recognized Environmental Conditions (RECs)in connection with the subject property including the following: 1.The soil and groundwater contamination documented for the site and the facility status in the Inactive Hazardous Sites Branch (IHSB)program established by the North CarolinaDepartment of Environmental Quality (NCDEQ)is considered a REC. 2.The previous uses of the subject property as a drum re-conditioning plant (for over 50years) and the former storage of hazardous materials is considered a REC. Report of Phase II Environmental Site Assessment May 26, 2016Former Winston Container Company PropertyCharlotte,North Carolina Amec Foster Wheeler Project: 6228-15-0284 2 3.Previous reports prepared by others indicated the presence of a drinking water-supply wellat the subject property.The property owner informed Amec Foster Wheeler that two water- supply wells were abandoned on May 12, 2007 by a licensed North Carolina driller. As a result,Charlotte Douglas International Airport (CDIA)retained Amec Foster Wheeler to perform limited groundwater assessment at the subject property.The purpose of the assessment was to evaluate the location of the affected groundwater at the site relative to Taggart Creek. Installation of Temporary Monitoring Wells Prior to advancement of probe borings and installation of temporary monitoring wells, Amec Foster Wheeler obtained a Subsurface Investigation Permit (SIP) from Mecklenburg County Health Department (Appendix A)and contacted the North Carolina underground utility location service (One-Call).Furthermore, a private underground utility locator was retained to verify clearance at the probing locations.The purpose of this effort was to minimize the potential for probing into underground utilities, tanks or lines buried at the subject property. On April 4, 2016, Amec Foster Wheeler personnel and subcontractor,Innovative Environmental Technologies, Inc. (IET),mobilized to the property to perform advancement of five borings to install temporary monitoring wells and collect groundwater samples.The borings were advanced using an AMS direct-push rig.The boring locations (Figure 1)were designated TW-1, TW-2, TW- 3, TW-4 and TW-5.Borings TW-1 and TW-2 were advanced near the area where buried drums were removed in 2010 in the southern corner of the property.Borings TW-3 and TW-4 were advanced between the Outfall Pipes #1 and #2 that discharge to Taggart Creek.Boring TW-5 was advanced near the eastern property boundary at a location hydraulically upgradient from the former contaminant source areas. Each of the five borings were advanced to depths ranging from 14 to 22 feet below ground surface (bgs), at which depth probe refusal was encountered.A MacroCore®sampler was driven in five- foot lengths to remove soil cores from the subsurface. To minimize the potential for cross- contamination between boring locations, a new acetate sleeve (tube) was inserted into the sampler for each interval driven.Amec Foster Wheeler’s field representative examined the soil cores inside the acetate tubes and prepared boring field logs. Report of Phase II Environmental Site Assessment May 26, 2016Former Winston Container Company PropertyCharlotte,North Carolina Amec Foster Wheeler Project: 6228-15-0284 3 One-inch diameter Schedule 40 PVC flush-threaded screen and casing was placed into each borehole at the depth of probe refusal. The screened interval consisted of a 10-foot length of slotted well screen with machined 0.010-inch slot widths and a threaded bottom plug.Filter sand was placed in the annular space around the well and screen to just below ground surface. Wetted bentonite chips were placed as a seal at ground surface.After installation, Amec Foster Wheeler’s field geologist measured water levels in each of the temporary wells. Groundwater Assessment On April 13, 2016,Amec Foster Wheeler returned to the subject property to develop the temporary monitoring wells and to locate and collect samples from the on-site monitoring wells MW-1, MW- 2, MW-3 and MW-4 (Figure 1).Field personnel were able to locate the four on-site monitoring wells.Monitoring well MW-3 was observed about two feet below grade inside a steel pipe. The pipe or casing was apparently placed at the location of well MW-3 prior to placement of fill dirt in this area in an effort to preserve well MW-3. However, the diameter of the steel pipe was insufficient to provide sampling access to well MW-3.Therefore, no groundwater sample was collected from well MW-3. Prior to initiating well development, Amec Foster Wheeler measured the water levels in the accessible monitoring wells. Development of the five temporary wells installed during this assessment consisted of purging groundwater using a peristaltic pump and dedicated polyethylene tubing for 30 to 60 minutes until turbidity measurements taken on the recovered groundwater were below 50 NTUs. On this same date, Amec Foster Wheeler personnel collected groundwater samples from monitoring wells MW-1, MW-2 and MW-4 via low-flow sampling procedures. Groundwater was withdrawn from the monitoring wells using a peristaltic pump with the intake located approximately within the mid-point of the well screen. The pumping rate was maintained between 34 and 120 milliliters per minute (mL/min) to maintain minimal drawdown effects and limit suspension of fine- grained sediments or aeration of the water being sampled. To evaluate the effectiveness of the purging process, drawdown and water quality parameters were monitored and recorded every five to ten minutes and documented on sampling forms, which are included as Appendix B. Report of Phase II Environmental Site Assessment May 26, 2016Former Winston Container Company PropertyCharlotte,North Carolina Amec Foster Wheeler Project: 6228-15-0284 4 On April 14, 2016,Amec Foster Wheeler returned to the site to collect groundwater samples from the five temporary monitoring wells.The same procedures described above were used in collecting groundwater samples from the temporary wells. The sampling forms are included in Appendix B. Each groundwater sample was collected using new disposable tubing and was placed in the appropriate laboratory-provided containers, packed on ice and delivered to Pace Analytical Services (Pace) located in Huntersville, North Carolina for analysis. Pace is a North Carolina- certified laboratory. The groundwater samples were analyzed for Volatile Organic Compounds (VOCs) using United States Environmental Protection Agency (US EPA) Method 6200B. On April 26, 2016,IET mobilized to the subject property to abandon the five temporary monitoring wells.Amec Foster Wheeler measured the water levels in the wells prior to abandonment.The abandonment records are included in Appendix A. RESULTS Groundwater Flow Amec Foster Wheeler personnel measured the water levels in accessible site wells on April 14 and 26, 2016 for the purpose of evaluating the groundwater flow direction.Table 1 summarizes the water level measurement data and groundwater elevations. The water level measurements taken on April 14, 2016 were used to prepare a groundwater contour map (Figure 2).The shallow groundwater at the subject property generally flows from the eastern portion of the property near the former Winston Container building to the west and south toward Taggart Creek. Groundwater Analytical The results of the groundwater laboratory analysis are summarized on Table 2. The laboratory analytical report and chain-of-custody form is included in Appendix C. A summary of the results of the groundwater laboratory analysis are as follows: Tetrachloroethene (PCE) was detected in wells MW-2 and MW-4 with values of 2.2 µg/Land 8.8 µg/L, respectively. Both values exceeded the North Carolina 2L GroundwaterStandard(NC 2L)for PCE of 0.7µg/L. Report of Phase II Environmental Site Assessment May 26, 2016Former Winston Container Company PropertyCharlotte,North Carolina Amec Foster Wheeler Project: 6228-15-0284 5 Benzene was detected in wells TW-1, TW-2 and TW-3 with values ranging from 7.2 to 36.6 µg/L. Benzene values in these three wells exceeded the NC 2L Standard of 1.0µg/L. Vinyl Chloride was detected in wells TW-1 and TW-2 with values of 1.1 µg/L and 12.2µg/L, respectively. Both values exceeded the NC 2L Standard for Vinyl Chloride of 0.03 µg/L. Total Xylenes were detected in wells TW-1, TW-2 and TW-3 with values ranging from 10.9 to 993 µg/L. The concentration of total xylenes in well TW-2 (993 µg/L)exceededtheNC2L Standard of 500 µg/L. Naphthalene was detected in wells TW-1 and TW-2. The concentration of naphthalene in TW-2 (14.4 µg/L) exceeded the NC 2L Standard of 6 µg/L. 1,4-Dichlorobenzene was detected in wells MW-4, TW-1,TW-2, and TW-3. Concentrations in wells TW-2 and TW-3 (196 µg/L and 9.3 µg/L) exceeded the NC 2LStandard of 6 µg/L. 1,2 Dichlorobenzene was detected in wells MW-4,TW-1, TW-2, and TW-3. The concentration in well TW-2 (142 µg/L)exceeded the NC 2L Standard of 20 µg/L. Toluene was detected in wells TW-1, TW-2, and TW-3 with values ranging from 4.2 µg/L to 895 µg/L. The concentration of toluene in TW-2 (895 µg/L)exceeded the NC 2LStandard of 600 µg/L. 1,1-Dichloroethane and 1,2-Dichloropropane were detected in well TW-2 above the NC 2L Standards with values of 52.1 and 13.8 µg/L, respectively. Trichloroethene (TCE),1,2,4-Trichlorobenzene, 1,2,4-Trimethylbenzene, 1,3- Dichlorobenzene, 1,3,5-Trimethylbenzene, cis-1,2-dichloroethylene, ethylbenzene,isopropyltoluene, n-propylbenzene, chlorobenzene, and chloroethane were detected in various wells at concentrations below their respective NC 2L Standards. Report of Phase II Environmental Site Assessment May 26, 2016Former Winston Container Company PropertyCharlotte,North Carolina Amec Foster Wheeler Project: 6228-15-0284 6 Conclusions Amec Foster Wheeler concludes the following based on the results of this assessment: Concentrations of VOCs were identified above the NC 2L Groundwater Standards in wellsMW-2, MW-4, TW-1, TW-2 and TW-3. The highest concentrations of VOCs were identified in temporary monitoring well TW-2 located on the southern border of the property, along Taggart Creek. The soil and groundwater contamination at the subject property was previously documented by the US EPA and the North Carolina Department of Environmental Quality(NCDEQ).The property’s inclusion on the Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS) list is related to the 2010 occurrence of buried drums within the creek bank. A cleanup effort was performed in 2010and the current CERCLIS status is “Removal Only Site (No Site Assessment Work Needed)”. The Leaking Underground Storage Tank (LUST) Incident (No. 36470) was closed by the NCDEQ in 2009. Based on the priority ranking (#73) of Incident 85679, it isunlikely that the IHSB will require assessment or remediation of the property in the near future. The contaminants identified in the groundwater during this assessment were generally consistent with those identified by others in previous assessment work. Recommendations According to North Carolina law, conveyance of a property with known contaminationissue(s) does not obligate the new property owner as the “Responsible Party (RP)”. However, the US EPA may require a property owner to perform remedial action even if that entity is not the historical RP. Amec Foster Wheeler recommends that CDIA consult areal estate and/or environmental attorney regarding this matter. The potential exists for the VOCs in the groundwater at the location of temporary well TW-2 (near Taggart Creek) to be discharged to the surface water in the creek.To assess if VOCs in the groundwater are discharged into the stream, it would be necessary to collect surface water samples for analysis from the portion of the creek that lies hydraulicallydowngradient of that well.
