On behalf of our client, 450 Polo, LLC, S&ME, Inc. (S&ME) is submitting this revised Work Plan to conduct borrow
soil sampling for the above-referenced site. The intent of this sampling effort is to evaluate the environmental
quality of the borrow-source for fill prior to import to the Brownfields property for use as backfill.
As presented in the approved Environmental Management Plan (EMP) and to account for additional fill needs, the
cut/fill calculations estimate that approximately up to 25,000 cubic yards of fill may be sourced from the Vulcan
Materials Company quarry in Winston-Salem, North Carolina.

1.0 Introduction
S&ME, Inc. (S&ME) on behalf of our client 450 Polo Road, LLC, the Prospective Developer (PD), is submitting this
Work Plan to conduct borrow soil assessment activities for the Brownfields Project Site: 450 Polo Road
(Brownfields Project No. 25052-121-034). The intent of this sampling effort is to assess the borrow soil to be used
for fill. The PD and the current property owner (450 Polo, LLC), plan to redevelop the current property with
residential For-Rent-Only Townhomes and residential units. The proposed development features 17 2-story and
3-story Townhomes with parking lot areas and a clubhouse/pool recreational area (Figure 1).
2.0 Scope of Work
2.1 Basis and Approach
The selected grading contractor for this Brownfields project, as identified in the approved Environmental
Management Plan (EMP), has proposed to import fill soil from the Vulcan Materials Company (Vulcan) facility or
quarry located at 4401 Patterson Avenue in Winston-Salem, North Carolina.
Borrow Soil Sampling
Based upon the grading plans prepared for the site, approximately 25,000 cubic yards (yd3) of borrow soil will be
imported to the project site. In order to assess the borrow soil, S&ME proposes to complete the following:
Establish a sampling grid and sampling protocol to assess the proposed borrow source material as
shown on Figure 2 and Figure 3.
One soil sample per approximately 4,100 yd3 will be collected via hand auger and placed directly into
laboratory provided sample containers. It is estimated that six samples will be collected.
The borrow soil samples will be appropriately labeled, placed on ice within a secured cooler and
delivered to the laboratory under chain of custody protocols for analysis for volatile organic
compounds (VOCs) by EPA Method 8260 including naphthalene, semi-volatile organic compounds
(SVOCs) by EPA Method 8270, eight RCRA metals by EPA Methods 6010/7470 and hexavalent
chromium by EPA Method 7199.
Sample IDs, sample depths, number of samples, proposed laboratory analysis, and sample purpose
are summarized on Table 1.
2.2 Project Management, Health and Safety Plan, and Coordination:
Prior to mobilizing to the site to conduct the proposed sampling, S&ME will conduct the following:
Prepare a health and safety plan to comply with currently proposed site activities, in accordance with 29
CFR 1910.120 as required by OSHA;

Coordinate with a North Carolina certified laboratory for the proposed soil sample analyses with United
States Environmental Protection Agency (USEPA) Level II Quality Assurance/Quality Control (QA/QC) data
package. The laboratory selected will be contacted prior to sampling to confirm that reporting limits will
be below the applicable NCDEQ media standards.
2.3 Schedule
Due to the upcoming construction schedule, the samples will be collected within one week of NCBRS approval.
Sample collection is expected to take one day and sample laboratory analysis is expected to take two weeks.
S&ME anticipates submitting a draft summary of findings approximately two days after receipt of final laboratory
results.
3.0 Sampling Methodology
3.1 Borrow Soil Sampling
Soil sampling will be conducted in accordance with the sampling procedures outlined in the NCDEQ Inactive
Hazardous Site Branch’s (IHSB) Guidelines for Assessment and Cleanup of Contaminated Sites (September 2022). It
is estimated that approximately 25,000 yd3of fill material will need to be imported to the Brownfields project site
from the two areas identified in Figure 2 and Figure 3.
S&ME proposes to collect 6 soil samples (SS-1 through SS-6) from the proposed borrow soil source. These six
sample locations are based on separating the investigation area into six sampling sections, or zones, of
approximately 4,100 yd3 each. Sample depths and soil type, based on visual lithologic characteristics, will be
documented in the field.
From the six sample locations, one additional (or a minimum 25% of the total samples) biased sample shall be
collected as unmixed grab samples in the following manner.
1. The soils from each sample location will be roughly divided into equal aliquots with one-half placed in a
sealed plastic bag placed on ice in a cooler and the other half placed in a sealed plastic bag at ambient
temperature.
2. The sample at ambient temperature will be allowed to volatilize for approximately 5 to 10 minutes.
3. After the volatilization period, the headspace of the ambient temperature sample/bag will be screened for
volatile vapors using a photo-ionization detector (PID). Samples used for PID screening will not be used
for lab analysis.
4. An aliquot will be taken from the corresponding sealed plastic bag stored on ice from the sample
exhibiting the highest PID reading, and placed into the appropriate sample containers.
Soil will be composited using a decontaminated stainless-steel bowl and spoon via the sample homogenization
procedures outlined in the USEPA’s SESDPROC-300-R3 (June 11, 2020) guidance.

The soil samples will be appropriately labeled, placed on ice within a secured cooler and delivered the laboratory
under standard chain-of-custody protocols for analysis of VOCs, SVOCs, eight RCRA Metals and hexavalent
chromium using the EPA Methods mentioned above. A Geographic Positioning System (GPS) will be used to
record the location of the sample grid and each individual sample location in the field.
4.0 Laboratory Analysis
Soil samples will be analyzed for VOCs (including naphthalene), SVOCs, the eight RCRA metals and hexavalent
chromium by the EPA Methods indicated above, as specified in EPA SW-846 methods.
The laboratory selected to perform the sample analyses will be a North Carolina certified laboratory. Reporting
Limits/Method Detection Limits will meet applicable screening criteria (to the extent feasible). Laboratory reports
will include reporting of J-Flags to meet criteria. Analytical Support Level II QA/QC data packages will be specified
for the samples submitted to the laboratory.
5.0 Quality Assurance/Quality Control
Quality control samples will be collected and analyzed as follows:
• Duplicates: One duplicate sample will be collected and analyzed for the same parameters as the record
samples (at a minimum frequency of one duplicate per 20 samples).
• Trip Blanks: One trip blank water sample will be used for each shipment of soil VOC analysis. The laboratory
will included trip blank VOC vials (filled with water at the laboratory) with the sample jars and coolers shipped
to S&ME. The trip blank samples will be kept with the sample coolers for the entire trip; from the laboratory,
to the field, and back to the laboratory. The trip blank samples will be analyzed for VOCs.
• The laboratory will conduct USEPA QA/QC procedures and reporting as required for laboratory analysis
according to USEPA Level II Protocols.
The soil samples selected for laboratory analysis will be fully documented in the field records, on the chain-of-
custody forms, and on the sample container labels. Sample tags or labels shall be completed for each sample
using waterproof non-erasable ink and include the sample designation, and date and time of sample collection.
All samples will be sealed upon collection or sample preservation and consolidated into coolers for shipment with
packaging material placed between sample containers. Ice will then be placed into doubled, heavy-duty plastic or
garbage bags and taped closed to insure melting ice does not drain into the cooler. Plastic bags, such as Zip-
Lock® or similar, will be used when small containers are placed into coolers. In addition, the coolers will be
checked periodically to replenish the ice, if needed. Shipping containers will be secured by using nylon strapping
or similar shipping tape to ensure that the cooler may not be opened without evidence of the seal being
compromised.

The possession of samples shall be traceable from the time they are obtained until they have been submitted to
the analytical laboratory. Chain-of-custody documentation will be shipped in each cooler. An original duplicate
will be maintained by S&ME.
6.0 Investigative Derived Waste (IDW) Management
No investigation derived waste is expected during this investigation.
7.0 Reporting
The assessment results will be compiled into a Limited Environmental Sampling Report and will include the
following information:
Introduction: Site conditions at the time of the field activities will be described.
A summary of the work performed, including methodology, and any variations from the methods
proposed in this Work Plan.
Results: S&ME will review and tabulate the laboratory analytical results and compare them to applicable
screening levels and regulatory standards (Residential Preliminary Soil Remediation Goals). Quality control
data will also be presented and discussed with regard to data quality.
Appendices: S&ME will provide completed field logs, photographic logs, and a copy of the laboratory
analytical reports and chain-of-custody records.
The report will be prepared under the supervision of a North Carolina licensed Professional Geologist
(PG), or Professional Engineer (PE), and will bear both the firm PG/PE license numbers and individual
license numbers and seals.

In accordance with the Environmental Management Plan (EMP) for site development and
NCBRS guidelines, characterization of borrow soils from the proposed quarry source for
use as import fill at the development is required. The estimated soil import is
approximately 25,000 cubic yards. A total of three individual grab samples will be
collected from each of the designated zones at randomized depths ranging from one to
four feet below ground surface (ft. bgs). Within each zone, two of the three grab samples
will be composited into one representative sample from laboratory analysis. The third
sample from each area will be collected as a grab sample for the analysis of VOCs.
