Graham St. and 420 W. 6th St. Charlotte, Mecklenburg County, North Carolina ECS Project No. 49:13734-B September 12, 2022 1 1.0 PROJECT INFORMATION The subject property is located at 301 North Graham Street and 420 West 6th Street, Charlotte, Mecklenburg County, North Carolina (Figure 1) and identified by Mecklenburg County GIS as Parcel Identification Numbers 07806401 and 07806402 and is owned by Gerrard Family LLC & Mant Properties LLC. The subject property is approximately 1.64 acres in size. The on-site buildings are reported as being constructed in 1928 and 1950 and contain approximately 18,400 and 7,000 square feet of space, respectively. The buildings were vacant at the time of the field reconnaissance, and formerly were used as a tire service business. The buildings consisted of offices, warehouse space, service areas, and a basement. The remaining portions of the subject property consisted of grassed and paved parking areas. ECS previously conducted a Phase I Environmental Site Assessment (Phase I ESA) for the subject property (ECS Project No. 49:13734, dated April 28, 2021). ECS noted the following Recognized Environmental Conditions (RECs) in the Phase I ESA: • ECS observed staining in the location of a former above ground storage tank (AST) that was associated with the former auto service operations. ECS considered the potential for the observed staining to impact the subject property to be a REC. • ECS observed a potential former underground hydraulic lift that appeared to have been filled. ECS considered the potential for the apparent former underground hydraulic lift to impact the subject property to be a REC. • ECS considered the potential for the reported former heating oil underground storage tank (UST) at the subject property to impact the subject property to be a REC. • ECS considered the historical use of the subject property as a gasoline station to be a REC based on the potential for an undocumented release to impact the subject property. • ECS considered the historical use of the subject property for auto repair and servicing to be a REC based on the potential for an undocumented release to impact the subject property. • ECS considered the historical use of the subject property as a junkyard to be a REC based on the potential for an undocumented release to impact the subject property. • ECS considered the Leaking Underground Storage Tank (LUST) incidents at surrounding and upgradient properties to be RECs based on documented groundwater contamination, the inferred direction of groundwater flow toward the subject property based on surface topography, and the potential for contaminants to migrate and impact the subject property. • ECS considered the surrounding, upgradient dry-cleaning and historical dry-cleaning facilities to be RECs for the subject property based on the potential for undocumented releases of dry- cleaning solvents from these facilities to migrate and impact the subject property. • ECS considered the surrounding and upgradient historical auto stations to be RECs based on the potential for undocumented releases to migrate and impact the subject property. In an effort to determine if the subject property had been adversely affected by the identified RECs and CREC, ECS was requested to conduct an environmental assessment of the site. ECS submitted a Report of Environmental Assessment Services (ECS Project No.: 49:13734-A) on August 30, 2021. ECS collected 11 groundwater samples (GW-1 through GW-11) and six soil samples (SB-1 through SB-6) during the assessment activities. The sample locations are indicated on Figure 2. Based on Report of Additional Assessment Services Graham and 6th Site 301 N. Graham St. and 420 W. 6th St. Charlotte, Mecklenburg County, North Carolina ECS Project No. 49:13734-B September 12, 2022 2 the results of the assessment activities, groundwater compound concentrations greater than the NCDEQ Residential Vapor Intrusion Screening Levels was noted in the GW-8 and GW-9 groundwater samples. As such, ECS recommended soil vapor samples be collected in the vicinity of these groundwater samples in order to assess if a vapor risk exists at the site. Following a telephone conversation between Daniel Realty Company, LLC and ECS, ECS was requested to to conduct the proposed additional assessment activities 2.0 SCOPE OF SERVICES The environmental assessment included the collection and laboratory analysis of soil gas samples. Drilling activities were conducted using a Geoprobe® Direct Push Technology (DPT) drill rig. The drilling subcontractor used for this assessment was 3D Environmental Investigations, LLC (3D). Drilling and sampling activities were conducted on August 19, 2022. 2.1 Utility Locate Prior to commencing with field activities, ECS contacted North Carolina One-Call to locate/mark public utilities at the site. Required separation distances between subsurface activities and marked utilities (typically 30-inches) were maintained during the field activities. In addition, ECS contracted with KCI to clear the boring areas of private utilities. 2.2 Soil Gas Sample Collection Four shallow soil gas sampling probes (SG-1, SG-2, SG-3, and SG-4) were installed to depths of six feet below ground surface (bgs) advanced by a DPT drill rig at the locations shown on Figure 2. Once the boring reached the desired depth, a dedicated Nylaflow tubing, and air stone was lowered into the boring to an approximate depth of five feet bgs. Approximately one foot of clean coarse sand was placed around and above the air stone and a bentonite seal was placed to a depth of approximately one foot bgs and hydrated. The bentonite seal was allowed to hydrate at least overnight before sampling. A dedicated syringe was used at each sample location and connected to the tubing to purge the tubing. Three volumes of the tubing were purged prior to sample collection. Prior to collecting the soil gas samples, laboratory grade helium gas was used as a quality assurance / quality control (QA/QC) measure to confirm the integrity of the probe seal at each sample location. A shroud that enclosed the fittings and sample train was placed over each newly installed vapor point and filled with helium. The sample tubing and tracer gas tubing was placed through the shroud wall via rubber grommets. During the purging stage, the shroud was flooded with laboratory grade helium via the hose placed through the shroud wall. A Model MGD-2002 Multi-Gas Leak detector was connected to the probe tube and the air stream being purged was measured for helium. During leak check activities, helium concentrations remained above 10 percent in air by volume in each shroud and below 10 percent of the concentration of Helium inside of the shroud in each sample train. In addition to the leak check, a shut-in test was conducted to assess for leaks in the fittings and regulator. Report of Additional Assessment Services Graham and 6th Site 301 N. Graham St. and 420 W. 6th St. Charlotte, Mecklenburg County, North Carolina ECS Project No. 49:13734-B September 12, 2022 3 Following purging, the vapor point was connected to a 1-liter Summa canister, which was used to collect the samples. The Summa canister was fitted with a five-minute flow regulator. ECS checked and noted the vacuum on each Summa Canister before initiating the sampling procedure. The sampling procedure was terminated when the vacuum reading was approximately five inches of mercury. Installation and sampling forms for each soil gas sample point are included in Appendix A. Following sample collection, the Summa canisters were repackaged and shipped to Pace Analytical Services, LLC located in East Longmeadow, Massachusetts. Chain-of-Custody (COC) protocol was utilized throughout the collection and transport of the samples. As previously stated, the soil samples collected were submitted for laboratory analysis of VOCs by EPA Method TO-15. A copy of the COC form is included in Appendix B. 3.0 RESULTS Review of the laboratory analytical results for the soil gas samples collected indicated concentrations of benzene in the SG-1, SG-2, and SG-4 soil gas samples and cyclohexane, heptane, and hexane in the SG-4 soil gas sample greater than their respective Residential Groundwater Vapor Intrusion Screening Levels (VISLs). The concentrations of benzene, heptane, and hexane detected in the SG-4 soil gas sample were also greater than their respective Non-Residential VISLs. Additional compounds were detected in each of the soil gas samples collected at concentrations greater than the laboratory method detection limits, but less than their respective Residential and Non-Residential VISLs. The laboratory analytical results are summarized on Table 1. A copy of the laboratory analytical report is included in Appendix B. In light of the groundwater sample results, ECS input the laboratory analytical results of the SG-1, SG-2, SG-3, and SG-4 samples in to the NCDEQ Risk Calculator. Based on the results of the NCDEQ Risk Calculator, the concentrations detected in the SG-4 soil gas sample exceed the risk thresholds for Resident and Non-Residential Worker classifications. The remaining soil gas sample results did not exceed the risk thresholds. Output from the results of the NCDEQ Risk Calculator are presented in Appendix C. 4.0 CONCLUSIONS Based on the results of the environmental assessment, ECS concludes the following: • Concentrations of benzene, heptane, and hexane were detected in the SG-4 soil gas sample greater than their respective Non-Residential VISLs. Benzene in the SG-1 and SG-2 soil gas samples and cyclohexane in the SG-4 soil gas sample were detected at concentrations greater than their respective Residential Groundwater Vapor Intrusion Screening Levels (VISLs). • Based on the results of the NCDEQ Risk Calculator, the concentrations detected in the SG-4 soil gas sample exceed the risk thresholds for Resident and Non-Residential Worker classifications. Graham St. and 420 W. 6th St. Charlotte, Mecklenburg County, North Carolina ECS Project No. 49:13734-B September 12, 2022 4 5.0 RECOMMENDATIONS Based on the results of the environmental assessment, ECS recommends the following: • ECS recommends that a copy of this report be maintained for your records. • Based upon the results of these sampling activities, the need for a Vapor Intrusion Mitigation System should be assessed. 6.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this environmental assessment are consistent with those normally employed in environmental soil and groundwater assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information determined during previous environmental assessments and the data obtained during our field activities. This report was prepared for the express use of Daniel Realty Company, LLC. Use of this report by other individuals or companies implies their acceptance of the General Conditions of Service of the original contract.
