The subject property is developed with a 44,520 square foot (sf) warehouse, constructed in 1920. The remaining portions of the Site consist of asphalt parking spaces, gravel areas, and limited vegetation. Terracon previously completed a Phase I Environmental Site Assessment (ESA; Terracon Project No. 71217171, May 17, 2022). The Phase I ESA identified the following recognized environmental conditions (RECs):  The long-term (100+ years) industrial/commercial operation at the Site and surrounding properties is a REC.  The documented groundwater impacts associated with the adjacent Clarkson Street Brownfields project is an off-site REC.  The documented groundwater impacts associated with the up-gradient Worth Keeter facility (1117 South Clarkson Avenue) is an off-site REC. Terracon performed the initial assessment activities described in this report to evaluate groundwater conditions as it relates to the adjacent and off-site RECs identified during the ESA. 1.1 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time. Terracon makes no warranties, expressed or implied, regarding the findings, conclusions, or recommendations. Please note that Terracon does not warrant the work of laboratories, regulatory agencies, or other third parties supplying information to prepare the report. The services were performed in accordance with the scope of work authorized by our client, as reflected in our proposal and were not conducted in accordance with ASTM E1903-11. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non-detectable, or not present during these services. We cannot represent that the site is free of hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this investigation. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations, or exploratory services. The data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. 1.3 Reliance This report is for the exclusive use of United Air Filter Company (United). Any authorization for use or reliance by another party (except a governmental entity having jurisdiction over the site) is prohibited without the expressed written authorization of United and Terracon. Any unauthorized distribution or reuse is at the sole risk of United. Reliance by authorized parties will be subject to the terms, conditions, and limitations stated in our proposal. 2.0 FIELD INVESTIGATION METHODS On June 30, 2022, Terracon mobilized to the Site to install three temporary monitoring wells and collect groundwater samples. Terracon conducted the fieldwork under a health and safety plan developed for this project. Work was performed using United States Environmental Protection Agency (USEPA) Level D work attire consisting of a hard hat, safety glasses, safety vest, protective gloves, and protective boots. 2.1 Utility Location and Site Observations Prior to intrusive activities, Terracon contacted North Carolina 811, the public utility locator, to mark subsurface utilities throughout the Site. In addition, Terracon contracted Ground Penetrating Radar Systems LLC, to identify and mark private utility lines, confirm public utility lines, and utility clear the proposed boring locations using ground-penetrating radar (GPR) and electromagnetic methods. Limited Site Investigation United Air Filter Facility ■ Charlotte, North Carolina August 11, 2022 ■ Terracon Project No. 71227290 Responsive ■ Resourceful ■ Reliable 3 2.2 Groundwater Investigation On June 30, 2022, Terracon directed Carolina Soil Investigations (CSI), a North Carolina licensed drilling company to install three temporary monitoring wells in the following locations:  TW-1 was installed adjacent to the northeastern corner of the on-site building;  TW-2 was installed in the northeastern corner of the property; and  TW-3 was installed in the northwestern corner of the property. Temporary monitoring well locations are presented in Exhibit 2. The temporary monitoring wells were installed using direct-push technology (DPT) drilling methods to advance the borings until sufficient groundwater was encountered. During temporary well installation activities, the soil cuttings were observed for soil lithology, staining and odors, and field-screened for the presence of volatile organic vapors using a calibrated photoionization detector (PID). Terracon did not observe staining, odors, or elevated PID readings while advancing the temporary monitoring wells. Boring logs summarizing field observations are provided in Appendix A. Temporary monitoring wells TW-1 and TW-2 were advanced to a total depth of 28 feet below ground surface (ft bgs). Temporary monitoring well TW-3 was advanced to a total depth of 23 ft bgs. The temporary monitoring wells were constructed per the following details:  Installation of a 10-foot section of 1-inch diameter, 0.010-inch machine slotted PVC well screen;  Installation of a 1-inch diameter, threaded, flush-joint PVC riser pipe to the ground surface; and  Placement of sand in the borehole annulus to approximately two feet above the screened interval, followed by a layer of hydrated bentonite. Well construction details are provided in Table 1. After installing the temporary monitoring wells, groundwater within the wells was allowed to equilibrate to static conditions. Terracon used a decontaminated electronic water level meter to measure groundwater depth. Groundwater in temporary monitoring wells TW-1 to TW-3 was measured at 19.38 ft below top of casing (bTOC), 23.21 ft bTOC, and 19.21 ft bTOC, respectively. The temporary monitoring wells were purged via a peristatic pump and dedicated disposable tubing until field parameters (temperature, pH, specific conductivity, and oxidation-reduction potential [ORP]) stabilized to within +/- 10%. Samples were collected in laboratory-provided sample containers and packed on ice for shipment to Pace Analytical for analysis of volatile Limited Site Investigation United Air Filter Facility ■ Charlotte, North Carolina August 11, 2022 ■ Terracon Project No. 71227290 Responsive ■ Resourceful ■ Reliable 4 organic compounds (VOCs) by EPA Method 8260, semi-volatile organic compounds (SVOCs) by EPA Method 8270, and RCRA metals by EPA Methods 6010/6020/7471. After the sampling activities were completed, the temporary monitoring wells were abandoned, and the surfaces were repaired to match pre-drilling conditions. 3.0 FIELD INVESTIGATION RESULTS Soils encountered at the Site generally consisted of reddish and yellowish-brown silts with varying sand. The groundwater analytical results are summarized in Table 2. Copies of the laboratory analytical reports are provided in Appendix B. 3.1 Groundwater Analytical Results Detected concentrations of constituents of concern were compared to North Carolina Department of Environmental Quality (NCDEQ) 15A NCAC 02L .0202 Groundwater Standards (2L Standards) updated April 1, 2022 and Gross Contamination Levels for Groundwater (GCLs) updated March 2022 and are summarized below:  Trichloroethene (TCE) was detected at a concentration above the 2L Standard in groundwater from temporary well TW-2.  TCE was detected in groundwater from temporary well TW-1 and TW-3 at concentrations below the 2L Standard.  Additional VOCs were not detected at concentrations above their respective method detection limits (MDLs) in groundwater from TW-1, TW-2 and TW-3.  Arsenic, Barium, Cadmium, Chromium, Lead, and Selenium were detected at concentrations above their respective 2L Standards in groundwater from temporary monitoring well TW-1.  Arsenic and Chromium were detected at concentrations above their respective 2L Standards in groundwater from temporary monitoring wells TW-2 and TW-3.  Lead was detected at concentrations above the 2L Standard in groundwater from temporary monitoring well TW-3.  None of the detected compounds were above the GCLs.  SVOCs were not detected at concentrations above 2L Standards or GCLs in groundwater from temporary monitoring wells TW-1, TW-2, or TW-3. 4.0 CONCLUSIONS On June 30, 2022, Terracon collected three groundwater samples from three temporary monitoring wells. Additional VOCs or SVOCs were not detected above the MDLs.  Multiple detections of metals above 2L Standards were identified in the on-site temporary monitoring wells; likely due to high turbidity observed in the groundwater. 5.0 RECOMMENDATIONS Based on the findings of the LSI and Terracon’s understanding of the operations of the site, the reported impacts may be attributable to off-site sources. Prior to site redevelopment, additional environmental sampling should be completed to further evaluate the limits of the TCE plume in groundwater and potential risk posed by vapor intrusion. Additionally, further investigation may be necessary to manage the presence of heavy metals in the on-site soil and/or groundwater. A site management plan may be necessary prior to site redevelopment to outline protocols for the proper management of potentially impacted soil, groundwater, and soil vapor during future redevelopment.
