1.0 PROJECT INFORMATION
The subject site is located at 8718 Statesville Road in Charlotte, Mecklenburg County, North Carolina
(Figures 1 and 2). The approximate 4.99-acre site currently is identified by the Mecklenburg County
Geographic Information System (GIS) website as Parcel Identification Number (PIN) 02502203 and
owned by RJH Investments LLC. The subject property is currently developed with an approximate 5,880-
square foot building that was constructed in 1971; an approximate 7,000-square foot building that was
constructed in 1974; an approximate 15,300-square foot building that was constructed in 1978; and two
approximate 7,500-square foot buildings that were constructed in 1987. The buildings are occupied by
auto repair businesses, a lawn care business, and a motorsports fabrication business which includes
storage space and offices.
A Phase I Environmental Site Assessment (ESA) was previously completed by ECS on October 19, 2018
(ECS Project No. 49-7927). The findings of the Phase I ESA identified the following Recognized
Environmental Conditions (RECs):
Based on the current use of the subject property, ECS considers the potential for an
undocumented release at the subject property to be a REC of the subject property.
ECS observed an apparent septic tank system located on the western portion of the subject
property. According to the property owner, Mr. Ron Hutcherson, there are approximately 5 or 6
septic tank systems at the subject property. He indicated that a septic tank services each
building. There is the potential for waste oil and other fluids associated with the auto repair
businesses to discharge into the septic system and drain field. ECS considers the potential for a
release from the septic tanks to impact the subject property to be a REC of the subject property.
Based on the distance from the subject property and length of service, ECS considers the
potential for an undocumented release migrating on to the subject site from the southern
adjoining automotive repair facility to be a REC of the subject property.
ECS considers the potential for migration from the documented release involving the Parker Nall
Well SWHS listing (solvent-impacted water supply well on the south adjoining property) to be a
REC of the subject property.
ECS considers the potential for migration from the documented release associated with the
Alterman Transport Lines, Inc. (west adjacent property) LUST incident to be a REC of the subject
property.
The following Historical Recognized Environmental Condition (HREC) was identified during this
assessment:
ECS considers the RJH Enterprises LUST listing associated with a former heating oil UST to be a
HREC of the subject property.
The following Business Environmental Risks (BERs) were identified during this assessment:
ECS considers the potential for asbestos containing materials, lead in drinking water, lead based
paint, mold, and wetlands at the subject property to be BERs for the subject site.

As part of a pending real estate transaction, ECS was contracted to conduct additional assessment to
determine whether the RECs and HRECs identified in the Phase I ESA have impacted the subject
property. Project information is based on correspondence between Mr. Varela with First Citizens Bank,
Mrs. Erika Frey of ECS, and the previously cited Phase I ESA report.
2.0 SCOPE OF SERVICES
The environmental assessment included a ground penetrating radar survey (GPR) to locate potential
septic tanks and drain fields and the collection of soil and groundwater samples. Drilling activities were
conducted using a Geoprobe® drill rig. The drilling subcontractor used for this assessment was 3D
Environmental Investigations, LLC (3D) and the GPR subcontractor used of this project was Summit
Environmental Services, LLC (Summit). Drilling, sampling, and GPR activities were conducted on
November 8, 2018. A photographic log documenting the field sampling activities is provided in
Appendix A.
2.1 Public Utility Locate
Prior to commencing with field activities, ECS contacted North Carolina One-Call to locate/mark public
utilities at the site. Required separation distances between subsurface activities and marked utilities
(typically 30-inches) were maintained during the field activities.
2.2 Monitoring Well Permit
Prior to commencing with field activities, ECS obtained a monitoring well permit from the Mooresville
Regional office of the North Carolina Department of Environmental Quality (NCDEQ). A copy of the
permit is included in Appendix B. In accordance with the NCDEQ permit, the GW-1 and GW-30 forms
(well construction and well abandonment forms) were submitted to the NCDEQ. The GW-1 and GW-30
forms were completed by the North Carolina certified well driller. Copies of these forms are included in
Appendix B.
2.3 GPR Survey and Private Utility Locate
The GPR survey was conducted by Summit Environmental Services in the vicinity of the apparent septic
tank system located on the western portion of the subject site identified during the Phase I ESA; as well
as, in vicinity of another septic system located on the southern portion of the subject site identified by a
tenant. The septic system locations are shown on Figure 2. Summit also located the private utilities
across the subject property as North Carolina One-Call does not mark private utilities.
2.4 Soil Boring Activities
Four soil borings, SB-1 through SB-4, were advanced at the site. The soil borings were located in the
vicinity of the possible drain fields associated with the septic tank systems. The boring/sample locations
are depicted on Figure 3.
The soil borings were advanced by hydraulically driving a five-foot long, 1.5-inch diameter soil sampling
probe into the soil to a depth of 10 feet below the ground surface (bgs). Continuous soil samples were

collected from each of the soil boring locations using a soil sampling probe lined with a dedicated
disposable clear plastic tube. After the soil sampling probe was driven, the clear plastic tube filled with
soil was removed from the probe and cut open to expose the soil. ECS visually classified the soil
collected from each boring and screened the soil samples for relative levels of volatile organic vapors
using a photoionization detector (PID). Soil samples were collected from the depth that showed the
greatest evidence of impact (i.e. odor, staining, and/or elevated PID readings). The down-hole
equipment was decontaminated utilizing a pressure washer and municipal water prior to each boring.
2.5 Temporary Monitoring Well Installation Activities
After soil sampling activities were complete, each of the four soil borings were advanced to the water table
for the installation of temporary monitoring wells. Temporary monitoring well TW-1 was installed on the
western portion of the subject site to assess the off-site LUST incident. Temporary monitoring wells TW-2
through TW-4 were installed along the southern property boundary to assess potential groundwater
impacts from the septic tank system and to assess potential impacts from the south adjoining property. The
locations of the temporary groundwater monitoring wells are shown on Figure 3.
The temporary monitoring wells were installed in boreholes drilled using a Geoprobe® in a manner
consistent with the borings described above. The temporary wells were constructed with one-inch inside
diameter Schedule 40 PVC flush-threaded casing and screen. Temporary monitoring wells TW-1 through
TW-4 were set to a total depth of 30 feet bgs. A fifteen-foot length of slotted well screen with machined
0.010-inch slot widths and a threaded bottom plug was installed at the bottom of each well. The screens
were installed to a depth that intercepted the groundwater surface, as estimated during drilling, or at the
top of drilling refusal. Temporary monitoring well TW-4 was dry at the time of sampling; therefore, a
groundwater sample was not collected from temporary monitoring well TW-4.
Following the completion of the groundwater sampling, the temporary monitoring wells were removed and
the borings were properly abandoned.
2.6 Soil and Groundwater Sample Collection
The soil samples were collected by a sampler wearing dedicated disposable nitrile gloves from the clear
plastic tubes retrieved from the soil sample probe. New sleeves were used for each sample. The soil
samples were placed directly into laboratory provided containers.
Groundwater was purged and sampled subsequent to being pumped to the surface using a peristaltic
pump with dedicated disposable polyethylene tubing lowered through the temporary monitoring well
casing. Groundwater samples were placed directly into laboratory prepared containers at each sample
location.
The soil and groundwater sample containers were labeled with ECS project number, sample
identification, sample date and time, and requested analytical analysis. The containers were placed into
a cooler with ice to maintain the samples at approximately 4 Celsius. The soil and groundwater samples
were submitted to Prism Laboratories for analysis for volatile organic compounds (VOCs), semi-volatile
organic compounds (SVOCs), and Resource Conservation and Recovery Act (RCRA) Metals using EPA
Methods 8260, 8270, and 6010, respectively. Copies of the COCs are included in Appendix C.

3.0 RESULTS
3.1 Soil Analytical Results
Laboratory analysis of soil samples SB-1, SB-3, and SB-4 detected several VOCs and SVOCs at
concentrations above laboratory reporting limits but below their respective Preliminary Soil
Remediation Goals (PSRGs) for residential and industrial/commercial sites. An estimated (J-flagged)
concentration of isophorone and a concentration of 3/4-methylphenol were reported at a concentration
above its protection of groundwater PSRG in soil sample SB-1. Concentrations of VOCs and SVOCs were
not detected above the laboratory reporting limit in the soil sample SB-2.
Laboratory analysis of each of the soil samples SB-1 through SB-4 detected concentrations of several
RCRA metals above laboratory reporting limits.
Laboratory analysis of soil samples SB-1, SB-2, and SB-4 reported concentrations of arsenic
above its residential PSRG but below its protection of groundwater PSRG. Laboratory analysis of
soil sample SB-3 reported arsenic at a concentration above its residential and
industrial/commercial PSRG but below its protection of groundwater PSRG.
Laboratory analysis of soil samples SB-2, SB-3, and SB-4 reported concentrations of total
chromium above its protection of groundwater, residential, and industrial/commercial PSRG.
Laboratory analysis of soil sample SB-1 reported total chromium at a concentration above its
protection of groundwater and residential PSRG but below its industrial/commercial PSRG.
Laboratory analysis of soil sample SB-2 reported selenium at a concentration above its
protection of groundwater PSRG but below its residential and industrial/commercial PSRG.
A summary of the soil analytical results are provided on Table 1. The laboratory data sheets are included
in Appendix C.
3.2 Groundwater Analytical Results
Laboratory analysis of the groundwater sample collected from temporary monitoring wells TW-2 and
TMW-3 detected several targeted VOCs at concentrations above laboratory reporting limits. Benzene
was detected in the groundwater sample collected from temporary monitoring well TW-2 at a
concentration (2 micrograms per Liter (µg/L)) above its North Carolina 2L Groundwater Quality Standard
(NC2LGWQS) (1 µg/L) but below its Groundwater Screening Level for Vapor Intrusion (GWSL) at
residential and non-residential sites. Acetone, a common laboratory contaminant, was detected in the
groundwater sample collected from temporary monitoring wells TW-1 and TW-3 at concentrations
below its NC2LGWQS.
Several RCRA metals were detected in the groundwater samples collected from temporary monitoring
wells TW-1 through TW-3 at concentrations above laboratory reporting levels but below their respective
NC2LGWQS. Concentrations of targeted SVOCs were not detected above the laboratory reporting limit
in the groundwater samples collected from each of the temporary monitoring wells. A summary of the
laboratory analytical results for the groundwater are provided on Table 2 and the laboratory data sheets
are included in Appendix C.

4.0 CONCLUSIONS
Based on the results of the environmental assessment, ECS concludes the following:
The subject site is currently developed with several industrial/commercial buildings which
utilize an on-site active, potable water supply well. The buildings are not connected to
municipal water or sanitary sewer. The buildings utilize a series of septic systems, which
include possible drain fields located near the western and southern property boundaries.
The buildings are occupied by auto repair businesses, a lawn care business, and a
motorsports fabrication business which includes storage space and offices.
The subject site is located west of an adjacent off-site facility associated with a LUST
incident (Alterman Transport Lines, Inc.).
The water supply well located on the off-site adjoining southern property (Parker Nall Well)
is associated with historic documented groundwater contamination.
The site contains numerous ASTs which were used to contain heating oil. In 2008, a 1,000-
gallon heating oil UST and approximately 30.33 tons of petroleum-impacted soil was
excavated. Confirmatory soil samples were collected from the base and the side walls of the
excavation. The soil samples did not exceed the Soil to Groundwater standard for the
targeted constituents. No groundwater or surface water samples were collected for this
assessment. On July 17, 2008, the NCDEQ issued this facility a letter of No Further Action.
According to the letter, the soil contamination did not exceed the lower of the soil-to-
groundwater or residential maximum soil contaminant concentrations (MSCCs).
Laboratory analysis of soil sample SB-1 reported an estimated concentration of isophorone
and a concentration of 3/4-methylphenol at a concentration above its protection of
groundwater PSRG. Several RCRA metals were detected at concentrations above their
respective PSRGs in the each of the four soil samples.
Benzene was detected in the groundwater sample collected from temporary monitoring
well TW-2 at a concentration above its NC2LGWQS but below its residential and non-
residential GWSL for vapor intrusion.
The source of this apparent release is undetermined.
5.0 RECOMMENDATIONS
Based on the results of the environmental assessment, ECS recommends the following:
ECS understands that the detection of 3/4-methylphenol, arsenic, chromium, and selenium
in the soil samples at concentrations above their respective PSRGs may be reportable and
the detection of benzene in the groundwater sample at a concentration above its
NC2LGWQS may be reportable. ECS recommends that a copy of this report be shared with
the current property owner and that the property owner consult legal counsel regarding
their reporting obligation.
ECS recommends that the prospective developer consult with NCDEQ regarding
management of groundwater and soil at this site.
Further source investigation is warranted.

6.0 QUALIFICATIONS OF REPORT
The activities and evaluative approaches used in this environmental assessment are consistent with
those normally employed in environmental soil and groundwater assessment projects of this type. Our
evaluation of site conditions has been based on our understanding of the site project information
determined during previous environmental assessments and the data obtained during our field
activities.
This report was prepared for the express use of First Citizens Bank & Trust Company. Use of this report
by other individuals or companies implies their acceptance of the General Conditions of Service of the
original contract.
