NC 276 9918 office 914.250.991 Engineering & Environmental Solutions Facsimile 919.250.99SO MAAONLINE.COM SECTION 1 INTRODUCTION The subject site consists of two parcels, totaling 2.08 acres, located at 400 and 430 South West Street in Raleigh, North Carolina (Figure 1). The subject site is the eastern portion of the Former Raleigh MGP No. 2 Brownfields Property and is the location of Phase II Redevelopment (the western portion of the site is Phase II Redevelopment). This Work Plan has been developed and formatted in accordance with the Minimum Requirements Checklist for Site Assessments Work Plans and Reports, February 2022 developed by the North Carolina Department of Environmental Quality (DEQ) Brownfields Program (Attachment A). The subject site has been used for various industrial purposes, including as a lumber yard and a manufactured gas plant, since the late 1800s. More recently the site was home to Clancy & Theys' office and maintenance operations and an Amtrak office. Environmental assessment activities conducted at the subject site have identified the presence of volatile organic compounds (VOCs) in the soil and groundwater at the site (Attachment B). Both chlorinated and petroleum -related VOCs have been identified in the groundwater at the site. The objective of the assessment is limited and aimed solely to characterize soil (in cut areas and stockpiled on site) to determine appropriate disposal options. A vapor intrusion mitigation system (VIMS) will be installed in the new improvements made at the site; therefore, no further VI assessment activities are planned. Similarly, no further groundwater assessment will be conducted. This assessment is not being conducted for use by any other North Carolina Department of Environmental Quality (DEQ) programs. SECTION 2 SCOPE OF WORK The site will be redeveloped for multi -family use. One building will be constructed with the bottom two levels used primarily for parking (one retail space is on the second level). Levels three thru seven will be residential (see Attachment C). The assessment includes the collection of 15 composite/grab soil samples from soils located in soil cuts required during construction. Cut depths range from approximately 2 feet in the northern portion of the site to 21 feet near the southeast corner of the site. There are currently no plans to use these cut soils for beneficial fill. These soils will be disposed at a permitted disposal facility. EXPERIENCED CUSTOMER FOCUSED INNOVATIVE — Data Gap Assessment Work Plan Raleigh MGP No 2 — Phase 11 Redevelopment Raleigh, North Carolina June 14, 2023 Page 2 The soil samples will be collected at the locations illustrated in Figures 2, 3 and 4, and summarized (including sample depths and analytical tests) in Table 1. The sampling regime is designed to assess approximately 700 to 3,900 cubic yard soil blocks throughout the soil cuts planned at the site. The total soil cut is anticipated to be approximately 28,000 cubic yards. Additionally, there are two soil stockpiles on the Phase II Redevelopment portion of the site. These stockpiles, totaling approximately 4,000 cubic yards, were generated during the construction activities on the Phase I Redevelopment portion of the site. These stockpiled soils will be assessed to determine appropriate off -site disposal options. SECTION 3 SAMPLING METHODOLOGY Assessment activities will be performed in general accordance with the following documents. Deviations from methods outlined in these documents are noted below or will be noted in the final report. • Brownfields Program Minimum Requirements Checklist for Site Assessment Work Plans and Reports (February 2022) • Inactive Hazardous Sites Program Guidelines for Assessment and Cleanup of Contaminated Sites (July 2021) Soils collected for the soil cut assessment will be collected from five Blocks (Block A thru Block E) illustrated in Figure 3. Within each Block there are three to five soil borings. Soil samples will be collected using a GeoProbe macrocore sampler and direct push technology (DPT). Soil samples will be collected from the sampling device (acetate sleeves from the macrocore sampler) at up to five-foot intervals to final depth of the boring. Soil types in the macrocore sampler will be characterized and used to develop soil boring logs. Grab soil samples will be collected at depths shown in Table 1 unless field observations and screening (e.g., readings from an organic vapor analyzer) indicate an alternative sampling depth should be used. Equal sized aliquots will be collected at each boring within a Block at a given elevation (eg, 290 feet, 295 feet, etc). All composite samples will be created by mixing the aliquots in the field in a dedicated and new Ziploc bag prior to placing in the laboratory supplied sample jars. For each elevation within a Block, one separate undisturbed aliquot will be selected for analysis of VOCs based on field observations and screening of the samples from each boring and elevation within a given Block. Per BRS request, one `below cut' sample will be collected from each block in order to characterize soil quality that will be remaining on site (elevation 290 for blocks A thru D and elevation 295 for Block E). The soil samples will be selected for testing based on the following logic: • Each stockpile will be divided into equal segments based on the stockpile's long axis. Each segment will be comprised of approximately 1,000 cubic yards. Three aliquots will be collected from each segment: one from each side of the stockpile and one from the center of the stockpile, each at a depth at least 12 inches beneath the surface of the stockpile. Access to the sampling points may require the use of on -site earth -moving equipment. The aliquots will then be composited in the field. • One sample for every 1,000 cubic yards will be submitted for analysis of the presence of volatile organic compounds (VOCs). o A photoionization detector (PID) will be used to determine which of the three aliquot locations will be selected for VOC analysis. If the PID does not identify evidence of VOCs in any of the aliquot samples, the VOC sample location will be selected at random and noted in the field. o The VOC sample will be collected directly from the soil at a minimum depth of 12 inches beneath the surface of the stockpile. • One composite sample comprised of three aliquots for every 1,000 cubic yards will be created. The composited sample will be analyzed for semi -volatile organic compounds (SVOCs) and eight RCRA metals. o The SVOC and RCRA metal sample will be collected from a composited sample of three aliquots collected using a decontaminated hand auger bucket. o Composites will be created by mixing the aliquots in the field. o The hand auger bucket will be decontaminated with water and Iiquinox, or similar, between each sample location. All selected soil samples will be placed in laboratory -supplied cooler(s) which contain ice as a preservative. Soil sample analysis will be conducted as described in Section 4. SECTION 4 LABORATORY ANALYSIS Soil samples will be submitted to Waypoint Analytical Laboratory of Charlotte, North Carolina (NC Certification Number 402). Composite soil samples will be analyzed for SVOCs by EPA Method 8270E and RCRA 8 metals by 6020B and 7471 B as shown in Table 1. The soil sample exhibiting the greatest concentration of total chromium will be analyzed for hexavalent chromium by EPA Method 7199. Soil grab samples will be tested for VOCs by EPA Method 8260D. Standard hold times for these analyses are not expected to cause scheduling, shipping or quality control issues. Reporting limits and method detection limits will meet applicable screening criteria including the reporting of estimated concentrations as "J" flags. Laboratory Level II QA/QC will be provided. There will not be limitations on which soil constituents are reported by the laboratory. Mid Atlantic Data Gap Assessment Work Plan June 14, 2023 Raleigh MGP No 2 — Phase 11 Redevelopment Page 4 Raleigh, North Carolina SECTION 5 QA/QC One duplicate soil sample will be collected in the field per day of soil sampling (two days are anticipated) and will be analyzed by EPA Methods 8270E and 6020B/7471 B (composite sample) and 8260D (grab sample) as shown on Table 1. Filled sample jars will be placed in ice -filled coolers. Care will be taken to ensure that sample locations exhibiting evidence of impacts will be used to collect duplicates, if applicable. Mid -Atlantic will fill the soil sample jars so that the laboratory will have sufficient sample volume for matrix spike (MS)/matrix spike duplicate (MSD) analysis. The chain -of -custody will be completed in the field and packed with the samples. The Mid -Atlantic field technician will return to the office with the packed cooler which will be collected by a laboratory -provided courier and delivered to the laboratory. SECTION 6 INVESTIGATION DERIVED WASTE MANAGEMENT Investigation derived waste (IDW) generated during this assessment will consist of soil cuttings from borings advanced for soil sample collection and will be managed in general accordance with 15A NCAC 02T.1503 and 15A NCAC 02H.0106. Prior assessment conducted at the site has not identified evidence of soils meeting hazardous waste criterion. Therefore, soil displaced for the soil borings will be placed back into the boring from which the soils were generated. Excess soil will be spread at land surface at the boring site. If visual or olfactory evidence indicates significant impacts, the IDW will be contained in 55-gallon drums pending analytical results. SECTION 7 REPORTING Following completion of assessment field activities and receipt of laboratory analytical data, Mid -Atlantic will prepare a Soil Cut Assessment Report to document field activities and provide analysis of the data collected. Soil analytical data will be compared to Preliminary Soil Remedial Goals (PSRGs). As appropriate, the analytical data will be evaluated using the NCDEQ risk calculator for cumulative risk evaluation(s). The report will include: • Reporting/summary of site work conducted as outlined above; • Summary of findings and possible recommendations; • All applicable tables including tabulated sample depths, analytical data with comparison to the PSRGs, cumulative risk evaluations; • All applicable figures which will depict actual sample locations (with scale and north arrow); • Boring logs; • Mid -Atlantic's PE/PG License Number; and • The Professional Engineer's or Licensed Geologist's individual PE/LG seal and signature. Therefore, groundwater and soil gas sampling is not included and consequently potentiometric and plume maps listed in the Assessment Checklist will not be generated. To increase predictability and most efficiently assess Brownfields Properties and the redevelopment timing requirements of Prospective Developers or follow-on owners, the Brownfields Program has standardized the format for Site Assessments. This format has been generated in the form of a checklist to allow for ease in submission by the prospective developer's consultant and for the Brownfields Program's completeness review. This checklist outlines the minimum requirements and submittal format under the Brownfields Program for Assessment Requirements and Reporting. All Assessment Work Plans and Reporting submissions to the Brownfields Program must include this completed checklist in the outlined format. These requirements allow DEQ to reduce review time for the Assessment Work Plan and Report and increase process predictability for prospective developers. This checklist will also provide reliable data for risk -based decisions and further expedite the project timeline. Any divergence from these requirements will lengthen the process of assessing risks on the site, may necessitate reprioritization of a project manager's queue towards projects that meet these requirements. Therefore, delaying production of the brownfields agreement and/or environmental management plan. Any alterations to the checklist on a site- specific basis must be reviewed and approved by the Program prior to implementation. However, in order to respect the schedule of all projects in house and keep the program's entire project pipeline moving, we strongly recommend against seeking changes to the checklist. Based on a review of environmental and risk data from our project inventory, please note there are some new points of emphasis that are included herein: 1. For ALL residential reuses; sub -slab vapor assessment (full list EPA TO-15) is required, regardless if existing structures will be removed. If no structures or slabs exist on the Brownfields Property, exterior soil gas assessment is required within all proposed structure footprints. 2. ALL properties require groundwater data (VOCs, SVOCs and RCRA Metals) from a minimum of three sample locations, depth to groundwater and a resulting potentiometric map. 3. Soil shall be assessed based on areas of concern and redevelopment plans and across the depth interval of the cut/grading. Previous assessment data that indicate no Hazardous Waste (listed or characteristic) is likely to be encountered in the area of proposed assessment will be required before thin spreading of IDW on -site is permitted. Section 7 — Reporting This section should discuss the components of the assessment report which will be prepared as a result of the above sample collection.
