The assessment was completed in general accordance with IHSB assessment guidelines and the Brownfields Program procedures. Support on the soil assessment portion of the work was provided by subcontract by Proctor Environmental Services, NC Geologist License #C-520. The overall objectives of this assessment were to provide information on possible soil contamination to 1) help guide our due diligence evaluation of the possible land use restrictions and mitigation measures and the respective costs needed to safely redevelopment that specific area of the site, and 2) use in the Brownfields Agreement process. The assessment was not completed pursuant to a DEQ-approved workplan because of time constraints — the work had to be completed within a short pre -purchase inspection period by the Prospective Developers. Therefore, a workplan was not submitted to the DEQ. However, the assessment was completed by our professional geology team in general accordance with DEQ procedures and guidelines. Limited Environmental Site Assessment Report July 20, 2021 Proposed Swimming Pool Area Page 2 Raleigh MGP 11 Site NCBP Project No. 23076-19-092 1 INTRODUCTION 1.1 Site Location, Address and Acreage The Brownfields Property, as shown in Figures 1 and 2, is located at 400 South West Street and 561 and 600 West Cabarrus Street. It consists of 7.06 acres of land area and includes the following four parcels: a small 0.24-acre abandoned public right-of-way off Dupont Circle and three parcels totaling 6.82 acres currently owned by two Clancy & Theys-affiliated companies. More specifically, Parcel 1 (PIN#1703477144) is 1.15 acres and Parcel 2 (PIN# 1703478178) is 0.2 acres and both are owned by Clancy Properties LLC. Parcel 3 (PIN# 1703475257) is 4.76 acres and is owned by 3119 Associates LLC, also a Clancy & Theys affiliate company. The redevelopment site is in downtown Raleigh's Historic Warehouse District in an area zoned IX-7-UL for Industrial Mixed Use under Raleigh's Unified Development Code (UDO). Currently, Clancy & Theys Construction Co.'s offices and operations center are located on Parcel 1 (1.15 acres), Amtrak's Administration & Support Center leases the building located on the abutting Parcel 2 (0.2 acres), and the remaining Parcel 3 (5.47 acres) is improved with a commercial building leased to Haven House Services, a non- profit community -based service organization, and used by Clancy & Theys for construction equipment and material storage. Cabarrus, LLC, the prospective developer, plans to construct a large mixed -use development at the. The limited assessment activities addressed in this report are associated with Parcel 3 and are shown as located in Figure 2. As we've discussed, a swimming pool is proposed as part of the site's redevelopment on the west side of the project site, in the vicinity of the northeast corner of the existing Haven House building. 1.2 History of the Property The property was first developed in the late 1800's with a phosphate fertilizer processing facility, and by the early 1900's it was home to a lumber yard and manufactured gas plant (MGP), which operated at the site from 1916 until 1953. The MGP facility was referred to as the "Raleigh Manufacture Gas Plant Number 2" first owned by the Raleigh Gas Company until 1943 and then by the Public Service Company of North Carolina (PSNC). The historical lumber yard was located where Clancy & Theys' offices and the Amtrak operations are now based on Parcels 1 and 2. Parcel 3, where the MGP facility was located, is now occupied by the Haven House Services building and Clancy & Theys equipment and material storage yard. The most important environmental matter is the former MGP facility and the contamination it caused primarily on Parcel 3. PSNC completely dismantled and demolished the MGP facility by 1989, and in 2001 they entered into an agreement with the NC Department of Environmental Quality (NCDEQ) to address the contamination caused by the gas plant's operations. Starting in 2001 and culminating in 2011, PSNC Limited Environmental Site Assessment Report Proposed Swimming Pool Area Raleigh MGP 11 Site NCBP Project No. 23076-19-092 July 20, 2021 Page 3 implemented a series of comprehensive, large-scale cleanup actions that included removal of approximately 38,000 tons of contaminated soil and other response actions. There is, however, residual pollution in below -grade soil and in the underlying groundwater at the property, especially on Parcel 3, which will need to be considered during redevelopment. On June 3, 2011, after completion of the cleanup work, Clancy & Theys Construction Co. purchased Parcel 3 from PSNC, and in November 2011 they entered into a Brownfields Agreement with the NCDEQ for the redevelopment of the MGP portion of the site (see attached Brownfields Agreement # 13022-09-92). Clancy & Theys Construction Co. subsequently transferred ownership of Parcel 3 to their affiliate company, 3119 Associates LLC, in January 2016. It is important to note that the Brownfields Agreement currently applies to just 4 acres of Parcel 3 - not to the entire 5.47-acre parcel, and not to any portion of Parcels 1 and 2. It appears that the NCDEQ (or perhaps Clancy & Theys) limited the brownfields redevelopment agreement's scope to only the area directly impacted by the MGP operations. Besides the historical MGP operations, there are three other relatively minor environmental considerations associated with the site and its redevelopment. This includes the likelihood of asbestos containing materials (ACM), lead paint and other hazardous materials in the on -site buildings, which will need to be addressed prior to demolishing the existing improvements, and potentially some spillage associated with Clancy & Theys' equipment and material storage operations, which will also need to be addressed. Finally, there were one or two reported leaking underground storage tanks located at the property, but this appears to have been addressed and considered a closed matter by the NCDEQ. Provided that is the case, no further action would be needed due to the USTs. 2 SCOPE OF WORK 2.1 Summary of Soil Sampling Activities On April 6, 2021, Mr. Tom Proctor of Proctor Environmental Services, Inc. (PES) conducted the soil assessment sampling within the estimated footprint of the proposed pool location. Before starting work, the site was walked to verify the proposed sample locations. The boring locations were marked based on accessibility. The soil sample locations are shown in Figure 2 and photographs of the site and assessment areas can be seen in Appendix A. Three borings (B-1, B-2 and B-3) were advanced for soil sample collection using a GeoProbe. The locations and depths of the borings were determined in the field based on the proposed pool locations. Groundwater was encountered at an approximate depth of seven feet below land surface (bls) in each boring. The extracted soil was visually stained and emitted petroleum -like odors indicative of poly aromatic hydrocarbons Limited Environmental Site Assessment Report Proposed Swimming Pool Area Raleigh MGP 11 Site NCBP Project No. 23076-19-092 July 20, 2021 Page 4 (PAHs), as was typical of the adversely -impacted soil encountered around the site during historical assessment and remedial activities. Discrete samples were collected from each boring at a depth of five to six feet bls, or about one foot above the groundwater that was observed entering the boreholes. Soil samples were immediately placed into laboratory -provide glassware and an ice -filled cooler and transported under chain -of -custody protocols to Waypoint Laboratories in Charlotte. In the laboratory, the soil samples were transported to Waypoint for analysis for VOCs by Method 8260B, SVOCs by Method 8270, and the eight RCRA metals. The laboratory was instructed that their analytical procedures' detection limits needed to be less than the IHSB Preliminary Soil Remediation Goals (PSRGs). The analytical results are summarized in the attached Table and the laboratory analytical report is located in Appendix B. 3 SUMMARY OF LABORATORY TEST RESULTS 3.1 Soil Testing Results As summarized in the Table and documented in Appendix B, several VOCs and SVOCs typical of PAH-impact were exhibited in the soil samples in concentrations in excess of the laboratory reporting limits. However, only one constituent, benzo(a)anthracene at a concentration of 0.797 mg/Kg exhibited a concentration in excess of one of its Preliminary Soil Remediation Goals (PSRGs). Specifically, the benzo(a)anth race ne concentration exceeded is Protection of Groundwater PRSG of 0.35 mg/Kg. With the exception of Silver, detectable concentrations of the other seven RCRA metals were exhibited in one or more of the three soil samples. However, none of the exhibited concentrations exceeded any of the metals' PSRGs, indicating that the detected concentrations are likely due to naturally occurring levels of the metals. 4 SUMMARY OF FINDINGS AND RECOMMENDATIONS The overall objectives of this assessment were to provide information on possible soil contamination in the vicinity of the proposed area of the future swimming pool. Based on these assessment findings, as well as the results of earlier investigations and the Brownfields land use restrictions (LURs) on the site, the limited soil impacts are not expected to pose an unacceptable risk to human health or the environment associated with construction of the swimming pool.
