URS Corporation, an AECOM company, is pleased to provide this letter report to Sears Holdings Management Corporation (Sears) and their successors and assigns, summarizing the results of a Phase II Environmental Site Assessment (ESA) conducted at the above -referenced subject property. This investigation was based on recognized environmental conditions (RECs) identified in a Phase I Environmental Site Assessment (ESA) conducted of the subject property by URS in December 2014. This investigation followed the scope of work outlined in URS Proposal No. P1522-15-058 Revision 2 Southeast dated February 19, 2015. The following report sections present the project background, investigation scope, field observations, analytical results, and conclusions of the investigation. The text is followed by attachments including a site plan and boring location figure (Figure 1), soil sample analytical summary table (Table 1), groundwater analytical summary table (Table 2), soil boring logs are included as Appendix A, and the laboratory report including chain of custody are included as Appendix B. BACKGROUND URS previously conducted a Phase I ESA of the subject property in accordance with ASTM Standard Practice E1527-13. Based on the findings of the subject property reconnaissance, historic review, and available documentation, URS identified the following RECs: The six active in -ground hydraulic lifts and eight inactive in -ground lifts were reportedly installed at the subject property at the time of the building's initial construction (1971). In addition, several lifts have apparently been removed. The soils around one lift that was removed in 1996 were tested at the time of abandonment, and petroleum impacts were reported at elevated concentrations and removal documentation was not available for review for some of the former in -ground lifts. In addition, the soils around the former in -ground hydraulic lifts did not appear to have been tested for polychlorinated biphenyls (PCBs). As the current and former in -ground lifts were installed prior to 1979, the potential for these lifts to have utilized PCB -containing hydraulic fluids exists and the potential for releases from the AZCOM Phase II Environmental Site Assessment Sears Store #1185/Sears Auto Center #6035 1 S Tunnel Road Asheville, North Carolina 28805 April 17, 2015 Privileged work client product — Prepared at the request of counsel. active and inactive lifts cannot be ruled out. However, analytical data from one of the removed lifts did not detect PCBs. • The oil/water separator and floor drains were installed at the subject property at the time of the building's initial construction (1971). The oil/water separator and floor drains have historically received influents from the servicing of automobiles and the potential for releases cannot be ruled out. Groundwater sampling analytical results confirmed contamination of the groundwater by chlorinated VOCs, some of which exceeded their respective groundwater standards. Groundwater investigations at the subject property concluded that the chlorinated solvents were from an upgradient source. In a letter dated August 31, 2000, the UST Section of NCDENR agreed that the chlorinated solvent contamination detected in onsite wells migrated from an unspecified off -site sources. The documented chlorinated solvent plume on the subject property from an unspecified upgradient source represents a REC to the subject property. SITE INVESTIGATION The following investigation was conducted to evaluate environmental conditions at the subject property. This included completion of an intrusive investigation to evaluate the presence or absence of impacts to soil and groundwater at the subject property with respect to the above identified RECs. The investigation generally followed practices and methodologies established by ASTM Standard Practice for Environmental Site Assessments: Phase II Environmental Site Assessment Process (E1903-11). Terms and Conditions Mr. Michael Olsen of Sears authorized this Phase II ESA scope of work on February 20, 2015 via URS's proposal P1522-15-058 Revision 2 Southeast dated February 19, 2015. The terms and conditions of this project are described in the Master Environmental Services Agreement (MSA) between URS and Sears dated October 23, 2006 and the MSA Extension between URS and Sears dated May 14, 2014 except as modified in the proposal. User Reliance This report was prepared in confidence at the request and for the sole use of Sears Holdings Management Corporation its affiliates and subsidiaries. The contents hereof may not be used or relied upon by any other party without the express written consent of URS. Any use or reliance by a third party shall be at the party's sole risk. Limitations This Phase II ESA was designed to evaluate the presence or absence of potential material impacts at the subject property with respect to the identified RECs for due diligence purposes. This investigation was not designed to fully characterize the nature and extent of potential impacts, if identified, on the subject property. The investigation was conducted as a screening -level assessment to disclose to a prospective buyer. It was not intended to satisfy specific regulatory program requirements for agency submittal. Soil boring locations at the subject property were based on information compiled in the Phase I ESA. Final boring placement was based on utility mark -outs, physical limitations of the site, and general site access. No Phase II ESA work was conducted off -site or in proximity to known utilities and right- of-ways. The laboratory analysis included a reasonable parameter set with respect to the RECs but it did not constitute an exhaustive search for potential constituents of concern related to potential impacts to the subject property. The number soil borings, the number of soil and groundwater samples collected for laboratory analysis, and the laboratory parameter set recognized reasonable limits of investigation time and cost. Findings and conclusions provided herein are based on information derived from the limited on -site investigation performed under this scope of work; such information is subject to change over time. Subsurface conditions may vary from those encountered at specific borings or temporary wells; our interpretations and findings are based upon professional judgment after reviewing the data obtained at the time of the Phase II ESA. Health and Safety Prior to mobilizing equipment to the subject property, an investigation specific health and safety plan (HASP) was prepared and kept on site during all field activities. The HASP addressed the subject property specific risks and management strategies for the activities conducted during the investigation. For documentation purposes, a copy of the plan has been archived in the URS project file. URS took the following steps to locate and clear boring locations of underground utilities • URS contacted the local public utility identification service to mark utilities crossing the property from the property boundary to a metering point (NC One Call). • URS contracted with Taylor Wiseman & Taylor, a private utility marking company, to screen soil boring locations for unmarked subsurface utilities. The screening method utilized geophysical methods including Ground Penetrating Radar (GPR). • URS reviewed construction drawings as provided by Sears for unmarked subsurface utilities. • URS conferred with the site contact regarding known or suspected unmarked subsurface utilities. • URS did not advance any soil borings until the above measures were completed. Where reasonable doubt that these measures were not sufficient to clear a boring location, then the boring location was advanced by coring through the surface finish material and then hand auguring to 3 feet below grade prior to advancing direct -push rig tooling. It is URS' understanding that no damage to underground utilities on the subject property occurred during the investigation. Boring Locations On March 2-3, 2015, seventeen (17) soil borings (designated 1185-FD-1 through 1185-FD-3, 1185- HL-1 through 1185-HL-6 and 1185-FHL-1 through 1185-FHL-8) were advanced on -site (Figure 1) to evaluate soil conditions. Groundwater was not encountered in the soil borings installed at the site prior to probe refusal. Two existing groundwater monitoring wells previously installed along the upgradient subject property boundary were sampled to evaluate the concentrations of chlorinated solvent plume migrating from an unspecified upgradient source onto the subject property. Soil boring locations targeted key site features. These included: Underground Hydraulic Vehicle Lifts: Approximately 15 foot advancement depth. • 1185-HL-1 through 1185-HL-6 Former Underground Hydraulic Vehicle Lifts: Approximately 15 foot advancement depth. • 1185-FHL-1 through 1185-FHL-8 Oil -Water Separator: Approximately 9 foot advancement depth. • Soil samples were not collected from around the oil -water separator due to its inaccessible location. Floor Drains: Approximately 5 foot advancement depth. • 1185-FD-1 through 1185-FD-3 Boring Advancement On March 2-3, 2015, seventeen (17) soil borings (designated 1185-FD-1 through 1185-FD-3, 1185- HL-1 through 1185-HL-6 and 1185-FHL-1 through 1185-FHL-8) were advanced by Ground Zero Drilling, Inc. using a direct -push rig. Soil borings were advanced to sample refusal depths of 15 feet below ground surface (bgs) at 1185-HL-1 through 1185-HL-6 and 1185-FHL-1 through 1185-FHL-8 and 5 feet bgs at 1185-FD-1 through 1185-FD-3. Saturated materials were not encountered in any of the borings at the planned boring depth of 24 feet bgs; therefore, groundwater samples were not collected from the soil borings. Soil cuttings from the unconsolidated interval in each of the soil borings were collected with a lined dual tube sampler, and recovered materials were screened for ionizable organic compounds in the field using a calibrated photoionization detector (PID). All recovered materials were described using the terminology of the Unified Soil Classification System (USCS) in general accordance with American Society for Testing and Materials (ASTM) D 2487. Site personnel recorded lithology characteristics, PID responses to screened soils and ambient air, and any visible or olfactory evidence of impacts to the recovered soils on boring logs. Soil Samples Generally, one soil sample was collected from each soil boring described above. The soil samples were collected from the interval with field evidence of impacts, or in the absence of field evidence of impacts, from the invert depth of the targeted site feature. Sample identification is by store number, boring number then sample depth range in feet bgs. Groundwater Samples Groundwater sample collection was attempted at select soil boring locations (Figure 1). Groundwater was not encountered in any of the borings; however, two (2) groundwater samples were collected from two on -site groundwater monitoring wells that were previously installed along the upgradient property boundary to evaluate the migration of an unspecified documented chlorinated solvent plume onto the subject property. The groundwater samples collected from the monitoring wells were identified as: • 1185-Offsite-1 GW • 1185-Offsite-2 GW Sample identification is by store number, groundwater designation, well number, and then sample type. The samples were labeled "offsite" since the samples are representative of the groundwater quality migrating from an unspecified documented offsite source onto the subject property. Groundwater samples were collected using a 2-inch disposable bailer. Samples were packed in a cooler containing wet ice. The samples were then transported under standard chain -of -custody protocols to the Pace Analytical Services, Inc. location in Asheville, NC. The service center then transported the samples to its Huntersville, North Carolina location for laboratory analyses. Laboratory Analysis The soil and groundwater samples were analyzed by a site feature based parameter set. Feature and parameter set is described below followed by a description of the analytical methods. Underground Hydraulic Vehicle Lifts: polynuclear aromatic hydrocarbons (PAHs) and polychlorinated biphenyls (PCBs) • Former Underground Hydraulic Vehicle Lifts: PAHs and PCBs • Floor Drains: volatile organic compounds (VOCs) and PAHs Analytical Methods The following analytical methods were used: • VOCs by U.S. Environmental Protection Agency (EPA) Method 8260. • PAHs by U.S. EPA Method 8270 SIM. M. 0u • PCBs by U.S. EPA Method 8082. Soil sample aliquots for VOC analysis were field preserved using Terracore Kits (U.S. EPA Method 5035). One trip blank per property was submitted for analysis of VOCs. Because this investigation was designed to evaluate the presence or absence of impacts, no additional field quality control (QC) or quality assurance (QA) samples were collected. The trip blank for this site was inadvertently left out of the sample cooler upon delivery to the lab. Pace Analytical Services, Inc., a NELAC certified laboratory, analyzed the samples on a 5-business day turnaround upon laboratory receipt. Decontamination All reusable sampling tools were decontaminated between uses as appropriate by washing with a non -phosphate detergent solution, rinsing with potable water, and air drying. Disposable sampling equipment, including gloves, tubing, sampler sleeves, and temporary well materials, were only used once and discarded following use. Disposable sampling equipment was managed as solid waste. It was collected in plastic garbage bags and placed in an on -site receptacle for off -site disposal. Investigation Derived Waste Investigation derived waste (IDW) (soil cuttings, water, etc.) generated during this investigation was placed back in their respective borings prior to abandonment. Boring Decommissioning Soil borings were decommissioned by backfilling with bentonite granules and then surface finishing as applicable with concrete and/or asphalt patch, as appropriate. FIELD OBSERVATIONS Fieldwork for the investigation was completed on March 2--3, 2015 by Mr. Marc McFarland of URS. f Ground Zero Drilling, Inc. was contracted for direct -push rig services. The weather during the fieldwork was cloudy and approximately 42 degrees Fahrenheit. Detailed lithologic descriptions with field screening results are presented in the attached boring logs. The boring logs present URS's interpretation of subsurface conditions based on visual examination of the recovered samples. The lines designating an interface between various soil types on the logs are an approximation; the actual transition between materials may be gradual. In summary of the lithology encountered, the upper few feet of soil appeared to have been disturbed from site development. Native soils recovered from the site generally consisted of a sandy silt. Soil sample analytical results are summarized in Table 1 and groundwater analytical results are summarized in Table 2. Several constituents of concern were detected above the laboratory analytical reporting limit in the collected groundwater samples. A copy of the laboratory report is attached. Results Comparison The analytical results were compared to the North Carolina Department of Environment and Natural Resources (NCDENR) Inactive Hazardous Sites Branch Preliminary Soil Remediation Goals (PSRG) Table (Updated First and Third Quarter of Calendar year) effective January 2014. The soil values are included on Table 1 for comparison and the emphasis of the sample results discussion below Groundwater sample results were compared to NCDENR 2L Class GA standards. The groundwater values are included on Table 2 for comparison. These values are useful for the screening of a site to comparing reported constituent concentrations against values considered protective of human health and the environment. Although other state and Federal screening levels criteria may also be applicable and/or relevant to the site, they were not evaluated within the intended scope of this investigation. Soil Sample Results The soil sample results summary is presented by target feature then constituent group with a focus on PSRG exceedances. • Underground Hydraulic Vehicle Lifts. PAHs: Detections above laboratory analytical reporting limits; however, no exceedances above PSRGs. o PCBs: No detections above laboratory analytical reporting limits. • Former Underground Hydraulic Vehicle Lifts: o PAHs: Detections above laboratory analytical reporting limits; however, no exceedances above PSRGs. Groundwater Sample Results The groundwater sample results summary is presented constituent group with a focus on 2L exceedances. The groundwater samples were collected from on -site groundwater monitoring wells to evaluate the chlorinated solvent plume that is migrating onto the subject property from a unspecified documented offsite source. • Monitoring wells: o VOCs: Detections above laboratory analytical reporting limit and exceedances above the NCDNER 2L standards in samples 1185-Offsite-1 GW and 1185-Offsite-2 GW for tetrachloroethene (0.31 mg/L and 0.15 mg//L, respectively), trichloroethene (0.12 mg/L and 0.0071 mg/L, respectively). Vinyl chloride was only detected in exceedance above its 2L standard in sample 1185-Offsite-1 GW (0.0074 mg/L). o PAHS: No detections above laboratory analytical reporting limit. CONCLUSIONS The Phase II ESA described in this report was conducted to evaluate soil and groundwater conditions at the subject property. The investigation included the collection and analysis of seventeen (17) soil and two (2) groundwater samples for constituents of concern associated with subject property features including underground vehicle lifts and floor drains. Groundwater was not encountered at the planned boring depths of 24 feet bgs. Two onsite monitoring wells were sampled to evaluate the concentrations of chlorinated solvent plume migrating onto the subject property from a unspecified documented offsite source. Soil sample analytical results were compared to NCDENR PSRGs Table (Updated First and Third Quarter of Calendar year) effective January 2014. Groundwater sample results were compared to NCDENR 2L Class GA standards. No visible and/or olfactory evidence of impacts was documented in the soil borings. PID readings from the field screening of the soil samples ranged from 0 ppm to a high of 22.8 ppm. Underground Hydraulic Vehicle Lifts and Former Underground Hydraulic Vehicle Lifts had soil samples analyzed for PAHs and PCBs. No detections above laboratory analytical reporting limits were reported. 10 AZCO ' Phase II Environmental Site Assessment Sears Store #1185/Sears Auto Center #6035 1 S Tunnel Road Asheville, North Carolina 28805 April 17, 2015 Privileged work client product — Prepared at the request of counsel. Floor drains had soil samples analyzed for PAHs and VOCs. The laboratory reported concentrations of PAHs above detection limits; however, no PSRGs exceedances were identified for PAHs and VOCs. On -site groundwater monitoring wells had groundwater samples analyzed for VOCs and PAHs. The laboratory reported detections above laboratory analytical reporting limit and exceedances above 2L standards in samples 1185-Offsite-1 GW and 1185-Offsite-2 GW for tetrachloroethene (0.31 mg/L and 0.15 mg//L, respectively), trichloroethene (0.12 mg/L and 0.0071 mg/L, respectively). Vinyl chloride was only detected in exceedance above its 2L standard in sample 1185-Offsite-1 GW (0.0074 mg/L). The analytical results of the groundwater samples is consistent with previous data generated during the groundwater sampling events performed for the adjacent site and indicates the adjacent site has impacted the subject property.
