Dear Pete:
As required by N.C. Gen. Stat. Ann. § 130A-310.34, please find enclosed copies of the following
documenting compliance with public notice requirements for the above-referenced brownfields property,
located at 305, 321, and 323 Yeoman Road and 4612 Gilead Street (Parcel Nos. 14904334, 14903301, and
14904338) in Charlotte, Mecklenburg County, North Carolina (the “Property”):
(1) Three photographs of the posting of the Summary Notice of Intent to Redevelop a Brownfields
Property (“SNI”) (two showing the location and another showing the text of the SNI) at the
Property, taken on Thursday, August 10, 2023;
(2) Proof of mailing (via certified mail) of the full Notice of Intent to Redevelop a Brownfields Property
Package (“NI”) to representatives of all local governments having jurisdiction over the Property on
August 10, 2023;
(3) Proof of mailing (via certified mail) of the SNI to all contiguous property owners (in accordance
with the list approved by DEQ on July 7, 2023) on August 10, 2023;
(4) An Affidavit of Publication documenting publication of the SNI in the Charlotte Observer on
August 10, 2023; and
(5) Proof of hand delivery of the full NI package to the Charlotte Mecklenburg Library – South
Boulevard branch located at 4429 South Boulevard, Charlotte, NC 28209, for public availability
and review on August 10, 2023.
In accordance with the above, the public comment period for this Brownfields Property is considered to
have begun on Thursday, August 10, 2023, and will conclude on Saturday, September 9, 2023.
Additionally, we will provide the final mylar version of the plat upon your approval to do so.

LLC is pursuing a brownfields redevelopment project through a Brownfields Agreement with the
North Carolina Department of Environmental Quality (“DEQ”). By statute, the prospective
developer of a brownfields property must deliver or mail to adjoining property owners a copy of
the attached Summary Notice of Intent to Redevelop Property (“SNI”). The property that is
referenced in the SNI is located at 305, 321, and 323 Yeoman Road and 4612 Gilead Street (Parcel
Nos. 14904334, 14904338, and 14903301) in Charlotte, Mecklenburg County, North Carolina.
The SNI describes the public comment procedure applicable to the project, along with the address
of your local public library, which has a copy of the full “Notice of Intent to Redevelop a
Brownfields Property” for public review.

the Charlotte Mecklenburg Library — South Boulevard Branch for public review, the enclosed
"Notice of Intent to Redevelop a Brownfields Property" which includes a proposed "Notice of
Brownfields Property" and a proposed "Brownfields Agreement" for the property located at 305,
321, and 323 Yeoman Road and 4612 Gilead Street (Parcel Nos. 14904334, 14904338, and
14903301) in Charlotte, Mecklenburg County, North Carolina. A legal description and survey plat
of the site are also included with these documents. Elan LoSo Owner, LLC intends to redevelop the
property under North Carolina's Brownfields statute, known as the Brownfields Property Reuse
