B.EXECUTIVE SUMMARY The Former Erect Grocery site has operated as a gas station from at least the 1990s to the present. The site currently operates as a gas station known as the Teague Store. A release from two former 2,000-gallon gasoline underground storage tanks (USTs) located on the site was initially discovered in May 1990, when laboratory analyses revealed petroleum contaminants in soil surrounding the UST basin. The USTs were subsequently removed in November 1990 and closure soil samples indicated concentrations of total petroleum hydrocarbons (TPH) above North Carolina Department of Environmental Quality (NCDEQ) Action Levels. Subsequent site investigations have included soil borings, monitoring well installations, and two Mobile Multi-Phase Extraction (MMPE) events. At the direction of NCDEQ, Terracon mobilized to the site on February 7, 2023 to sample groundwater from four on-site monitoring wells (RW-1 and MW-1 through MW-3) and one water supply well (WSW-1) for analysis of volatile organic compounds (VOCs). Based on information obtained during the completion of the groundwater monitoring activities, Terracon provides the following conclusions and findings: n Groundwater depths in the monitoring wells ranged from 22.50 to 23.23 feet below top of casing (bTOC) and groundwater is estimated to flow to the northwest. Based on the results from the August 2022 gauging event; however, the direction of groundwater flow was to the southeast. The direction also may be seasonably variable due to the location of the site near to a groundwater divide. n Measurable thicknesses of free product were not detected in the monitoring wells during the February 2023 monitoring event; however, 0.02 feet of free product was detected in MW-3 during the April 2022 aquifer slug testing event. Free product thicknesses have also historically been observed in MW-1 and MW-2. n Benzene; 1,2-dichloroethane (1,2-DCA); diisopropyl ether (IPE); methyl tert- butyl ether (MTBE); naphthalene; n-propylbenzene; and total xylenes were detected in monitoring wells RW-1, MW-1, MW-2, and/or MW-3 at concentrations exceeding the North Carolina Administrative Code 2L Groundwater Quality Standards (2L standards). n Exceedances of the North Carolina Gross Contamination Levels (GCLs) were not identified in the monitoring wells. However, benzene was detected in RW-1 in April 2019 and 1,2-DCA detected in MW-3 in April 2019 at concentrations that exceeded the GCLs. n The contaminant plume has not been delineated and may extend off the site. The contaminant plume is not delineated vertically, and vertical delineation may be necessary due to nearby water supply wells. n Three active water supply wells were identified within 1,000 feet of the source area. WSW-1 (hydraulically downgradient) and WSW-2 (hydraulically cross- gradient) are the closest water supply wells to the source area and are situated approximately 300 feet northwest and 650 feet northeast of the source area, respectively. The site is served by WSW-1, which has been sampled periodically since at least July 2005 and has not contained detectable concentrations of petroleum constituents. Municipal water is reportedly not available to the site and surrounding properties. n VOCs were not detected above the laboratory reporting limits in the sample collected from WSW-1 during this sampling event. C.SITE HISTORY AND CHARACTERIZATION The purpose of this report is to evaluate the current groundwater quality at the site. Terracon completed this report to summarize the findings of assessment activities performed in February 2023 at the Former Erect Grocery site located at 7816 Erect Road in Seagrove, Randolph County, North Carolina. This Annual Monitoring Report Former Erect Grocery Seagrove, North Carolina Terracon Project No. 70207596 Incident No. 6769 March 16, 2023 Explore with us 4 was prepared for the site in response to a request by Ms. Linda Blalock, Engineer with the NCDEQ Division of Waste Management, State Lead Program. The Annual Monitoring Report was prepared in general accordance with the 15A North Carolina Administrative Code 2L.0115 regulations and the NCDEQ UST Section Assessment Guidelines and Corrective Action Guidelines for Petroleum and Hazardous Substance UST Releases / Petroleum Non-UST Releases, dated January 19, 2021, under the supervision of Mr. Ethan C. Dinwiddie, a North Carolina Licensed Geologist (North Carolina License No. 2801). C.1 Site Setting The Former Erect Grocery site is comprised of 0.92 acres and contains a single-story commercial building that currently operates as a gas station known as Teague Store. The remainder of the site consists of three dispenser islands supplied by four on-site above ground storage tanks (located on the western portion of the site), and paved, gravel, and grassy areas. The surrounding properties primarily consist of agricultural fields with residences to the east. The Coleridge Volunteer Fire Department (Station No. 10) is located to the north. The site and surrounding properties are depicted on Exhibit 1 and Exhibit 2. C.2 Release Summary The release at the site was discovered in May 1990, when laboratory analyses of soil samples collected prior to UST excavations revealed a TPH concentration of 5,050 parts per million (ppm). Two 2,000-gallon gasoline USTs were removed in November 1990. A composite soil sample collected from each corner of the excavation at a depth of 9 feet below land surface (bls) indicated a concentration of 410 ppm of TPH remaining in the surrounding soil. On May 6, 2022, Linda Blalock, the NCDEQ Project Manager provided information via email from the NCDEQ UST Section Permits and Inspections Branch database that indicates an additional 2,000-gallon gasoline UST and 550-gallon gasoline UST were removed from the site in 1990. Supporting this information is a Notification of Tank Closure dated May 3, 1990 that lists four USTs to be removed; however, removal documentation of the additional USTs was unavailable for review including the location of the USTs. In May 2022, Terracon contacted the descendants of the former site owner (Mr. Lewis Teague) for potential information about the additional USTs. Mr. George Teague, Lewis’ son, reported that to his knowledge there were four USTs and that they were removed in 1990. Mr. George Teague forwarded copies of his records Former Erect Grocery Seagrove, North Carolina Terracon Project No. 70207596 Incident No. 6769 March 16, 2023 Explore with us 5 pertaining the USTs to Terracon in May 2022. Upon review, Mr. Teague’s files did indicate the removal of four USTs; however, location and other closure documentation were not available. In September 2022, Terracon contacted the NCDEQ UST Section Raleigh and Winston- Salem Regional Offices and the Permits and Inspections Branch for additional files related to the removal of the four USTs from the site in 1990. Ms. Mindy Lepard with the Winston-Salem Regional Office (WSRO) reported that related files could be found on the NCDEQ Laserfiche database and that the WSRO did not have physical copies of the incident files. Mr. Mickey Roberts with the Raleigh Regional Office reported similarly to Ms. Mindy Lepard regarding the incident files. Ms. Ruth Strauss with the Permits and Inspections Branch provided documentation of UST notification and fee payment forms and reported that available documentation had been electronically uploaded to the Permits and Inspections Branch database. The UST notification form indicates the 2,000-gallon USTs contained gasoline and the 550-gallon UST contained diesel. The payment forms indicate the USTs were removed in January 1990. Additional documentation, including closure reports and location information, was unavailable for review. In September 2022, Terracon contacted Mr. George Teague again for potential anecdotal knowledge of the former UST locations. A follow-up response from Mr. George Teague was not received at the issuance of this report. Supporting information provided for the additional USTs is provided in Terracon’s Annual Monitoring Report dated September 29, 2022 (Terracon, 2022b). During this time, MW-1 was installed in the immediate vicinity of the two former 2,000-gallon gasoline USTs. Samples collected from MW-1 indicated several petroleum constituents were present above their respective 2L standards. Nearby water supply wells did not indicate contamination exceeding laboratory reporting limits (Pyramid, 2005). In January 2018, Terracon installed two groundwater monitoring wells (MW-2 and MW- 3) along the western and southern sides of the dispenser island canopy. Free product was measured at a thickness of 0.51 feet in monitoring well MW-1. Terracon then installed a recovery well (RW-1) in the former UST basin and collected groundwater samples from MW-2 and MW-3. Analysis of the groundwater samples collected from MW-2 and MW-3 indicated concentrations of petroleum contaminants exceeding the 2L standards. Additionally, four soil borings (SB-1, SB-2, SB-3, SB-4) along the former UST basin perimeter were advanced to approximately 30 feet bls. Analysis of the soil samples indicated concentrations of petroleum constituents exceeding Soil-to-Water (STW) Maximum Soil Contaminant Concentrations (MSCCs) in all of the soil samples and a concentration of C9-C22 aromatics exceeding the Residential MSCC in SB-3 (Terracon, 2020). In March 2019, Advanced Environmental Services (AES) at Terracon’s direction, performed a 96-hour Mobile Multi-Phase Extraction (MMPE) event at wells MW-1 and RW-1. Prior to conducting the MMPE event, 0.19 feet of free product was measured in monitoring well MW-1 (Terracon, 2019). According to the AES field report dated April 2, 2019, a total of 3,343 gallons of a product/water mixture was recovered from the two wells. Mass balance calculations indicated total VOC emissions removed from the wells was approximately 2 gallons (Terracon, 2020). In April 2019, Terracon advanced four more soil borings near the main fuel dispenser island and collected groundwater samples from the on-site monitoring wells. Multiple petroleum constituents were recovered in soil samples at concentrations exceeding the STW MSCCs. Additionally, various petroleum constituents were detected in groundwater samples at concentrations exceeding the 2L standards. Benzene and 1,2- DCA were detected above the GCLs in RW-1 and MW-3 (Terracon, 2019). In January 2020, AES at Terracon’s direction, conducted another 96-hour MMPE event at wells MW-1 and RW-1. According to the AES field report dated February 3, 2020, a total of 3,389 gallons of a product/water mixture was recovered from the two wells. Mass balance calculations indicated total VOC emissions removed from the wells was approximately 2 gallons (Terracon, 2020). Terracon returned to the site in February 2020 to collect groundwater samples. Free product was not detected in any of the wells prior to sampling. Analytical results revealed several petroleum constituents at concentrations exceeding the 2L standards (Terracon, 2020). Contaminants were not detected in water supply well WSW-1. In March 2021, Terracon performed a groundwater monitoring event that identified similar concentrations of petroleum constituent concentrations in the monitoring wells (Terracon, 2021). A Conceptual Site Model is presented in Table 1 that summarizes the site information and historical investigation results. Terracon returned to the site in April 2022 and performed sampling and an aquifer testing event. Terracon conducted a fate and transport model. Results of the BIOSCREEN modeling work indicated that the dissolved-phase petroleum contaminants should naturally degrade and are unlikely to impact WSW-1 in a 30-year time horizon if degradation follows the “no degradation” model (Air Force Center for Environmental Excellence and Groundwater Services, Inc., 1997). BIOSCREEN modeling results should be used cautiously because of the newly discovered free product in MW-3, and other remaining data gaps (Terracon, 2022a). In August 2022, Terracon returned to the site to collect groundwater samples. Free product was not detected in any of the wells prior to sampling. Analytical results revealed several petroleum constituents at concentrations exceeding the 2L standards (Terracon, 2022b). Acetone was detected in water supply well WSW-1 below the 2L Standard. Terracon returned to the site in November 2022 to collect soil vapor samples. Analytical results revealed 1,3-butadiene and ethylbenzene were detected in SV-01 at concentrations above the NCDEQ Residential Soil Gas Screening Levels (SGSLs), but below NCDEQ Non-Residential SGSLs. Other VOCs were detected in SV-01 below the NCDEQ Residential and Non-Residential SGSLs (Terracon, 2022c). C.4 Potential Receptors Three active water supply wells were identified within 1,000 feet of the source area. One of these wells, WSW-1, is situated within 500 feet of the source area. The site is served by WSW-1, which has been sampled periodically since at least July 2005 and has not contained detectable concentrations of petroleum constituents. According to Jared Byrd with Coleridge Volunteer Fire Department, WSW-1 also supplies water to the current Station 10 fire department and has historically supplied water to the site, a former school located on the same parcel as the current Station 10, and the former Station 10 located at 5085 Fork Creek Mill Creek Road. Municipal water was reportedly not available to the site and surrounding properties. According to aerial photographs and the applicable topographic map for the site, the nearest surface water feature is a pond located approximately 480 feet southwest of the site. Water supply well information is presented in Table 2 and well locations and nearby surface water features are depicted on Exhibit 3. Other ponds are present in Exhibit 3 that appear to be closer to the site than the pond to the east; however, those ponds are likely intermittent because they don’t appear in aerial photographs of the site. D.ASSESSMENT INFORMATION D.1 Assessment Activities Terracon mobilized to the site on February 7, 2023 to sample groundwater from four on-site monitoring wells (RW-1, and MW-1 through MW-3) and one water supply well (WSW-1) for analysis of VOCs. D.1.1 Free Product Evaluation Free product was not encountered in the monitoring wells during the February 2023 monitoring event; however, 0.02 feet of free product was detected in MW-3 during the April 2022 aquifer slug testing event. Free product has historically been observed in MW-1 in April 2019 and in MW-2 in January 2018. D.1.2 Groundwater Sampling Activities Prior to sample collection, Terracon gauged the depth to groundwater in the four on-site monitoring wells. Depth-to-groundwater measurements ranged from approximately 22.50 to 23.23 feet bTOC in February 2023. The approximate locations of the wells are shown on the Site Diagram (Exhibit 2). Groundwater elevations were calculated using the measured depths to groundwater and the TOC elevations that are based on an arbitrary datum of 100 feet with a benchmark. Groundwater flow was estimated to be toward the northwest during the February 2023 gauging event, although the groundwater elevation for MW-1 was excluded for groundwater flow determination due to its difference in the screened interval compared to the other monitoring wells. The direction of groundwater flow is possibly not known with certainty due to the relatively close spacing of the monitoring wells. The direction also may be seasonably variable due to the location of the site near a groundwater divide. Groundwater elevations and groundwater elevation contours are depicted on Exhibit 4. Photographs and copies of field notes are provided in Appendix A. RW-1 and MW-1 through MW-3 were purged with a peristaltic pump using low-flow sampling techniques (i.e., less than 200 milliliters per minute) prior to sampling. Field parameters of pH, temperature, oxidation-reduction potential, dissolved oxygen, and conductivity were measured at each of the well locations. After stabilization of pH and conductivity, a groundwater sample was collected directly into laboratory-supplied containers at low-flow sampling rates. The groundwater samples were placed in laboratory-supplied glassware, labeled, and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, LLC. in West Columbia, South Carolina for analysis of VOCs by United States Environmental Protection Agency Method 6200B including MTBE, ethylene dibromide, and IPE. D.2 Groundwater Analytical Results Based on the laboratory analytical report, benzene; 1,2-DCA; IPE; MTBE; naphthalene; n-propylbenzene; and total xylenes were detected in monitoring wells RW-1, MW-1, MW-2, and/or MW-3 at concentrations above the 2L standards. GCL exceedances were not identified in the monitoring wells; however, the concentrations of benzene detected at concentrations at least 10 times greater than the 2L standard in RW-1, MW-1, MW-2, and/or MW-3. Several petroleum constituents were detected above the laboratory reporting limit but below the 2L standards in the monitoring wells. A summary of groundwater analytical results is included on Table 4 and Exhibit 5. A copy of the laboratory analytical report is in Appendix B. Isoconcentration maps for benzene, 1,2-DCA, IPE, MTBE, and naphthalene are provided as Exhibits 6,7, 8, 9, and 10, respectively. These maps depict the approximate lateral extents of benzene and MTBE in the groundwater; however, the contaminants are not delineated in any direction. Former Erect Grocery Seagrove, North Carolina Terracon Project No. 70207596 Incident No. 6769 March 16, 2023 Explore with us 11 Based on the data presented in this Annual Monitoring Report, Terracon recommends the following activities be completed at the site due to the detection of free product in MW-3 in April 2022 and the February 2023 groundwater data. n Conduct a groundwater monitoring event in August 2023 that includes gauging and sampling monitoring wells (MW-1, MW-2, MW-3, and RW-1) and WSW-1. n If free product continues to be detected in the on-site monitoring wells and indications of a recent release are not identified, high-resolution site characterization could be performed consisting of the following: o Collecting additional data in the source area near monitoring wells MW-1, MW-2, and MW-3 using a Geoprobe® equipped with Optical Imaging Profiler (OIP) and/or Membrane Interface Probe (MIP). This investigation would further assess the distribution of residual petroleum hydrocarbons beneath the site. o Collecting soil core samples using a Macro-Core® sampler to determine whether the residual petroleum hydrocarbons in the vicinity of MW-1, MW-2, and MW-3 have similar composition, and thus are caused by the same release sources and thus continue to spread. o Using a Geoprobe® drill rig equipped with OIP/MIP detectors to assess the potential for dissolved and/or free-phase hydrocarbons to migrate to the southwest (toward the pond) and/or northwest (toward water supply well WSW-1). o Using a Geoprobe® drill rig to collect temporary grab samples using either a Screen Point Sampler or temporary monitoring wells.
