Services were authorized by the North Carolina Environmental Quality (NCDEQ) Task Authorization (TA) #03, accepted April 18, 2023, and Contract Number N122019D. The approved scope of services for this Task Authorization included: • Conduct a safety briefing before beginning site work; • Collect a groundwater sample from monitoring well MW-1; • Acquire measurements of WSW-3 in anticipation of potential abandonment; • Analyze the groundwater sample from MW-1, plus an equipment rinsate sample and a trip blank, per Standard Method (SM) 6200B plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE); and • Prepare a letter report documenting the findings. The McNeil’s Grocery Site is located at 2237 Old US 1 Highway, Apex, Wake County, NC (see Figure1 in Attachment A). CATLIN conducted field activities on May 10, 2023 in accordance with the approved TA. Potential hazards were evaluated before beginning field work and are documented on an electronic Job Hazard Analysis (JHA) form, provided in Attachment B. Site photographs from the site activities are included in Attachment C. Groundwater Gauging On May 10, 2023, CATLIN personnel measured the depth to water in monitoring well MW-1 using an electronic groundwater interface indicator. To prevent cross contamination, the indicator probe and cabling were decontaminated according to manufacturer’s instructions and rinsed with June 2, 2023 Page 2 of 4 NCDEQ; 6891_McNeils Grocery CATLIN Engineers and Scientists CATLIN Project No. 220216 June 2023 distilled water after use in the well. Gauging data was recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with NCDEQ and EPA Region 4 Guidelines. Depth to water was 10.27 feet below top of casing (BTOC) in MW-1. The location of monitoring well MW-1 is illustrated on Figure 2 (Attachment A). Gauging results are presented in Table 1 (Attachment D). Groundwater contours were not created due to a lack of data points, but the groundwater elevation is depicted on Figure 3 (Attachment A). Based on groundwater information from the Former Union 76 Gasoline Station site across Old US 1 Highway (Incident Number 26571), the groundwater flow in this area is generally towards the north. Groundwater Sampling Following gauging, the monitoring well was sampled in accordance with NCDEQ Guidelines and EPA Region 4 Operating Procedures. Prior to obtaining a representative groundwater sample, the well was purged by removing a minimum of three well volumes using a new disposable bailer. Groundwater field parameter data were measured at one-minute intervals using an In-Situ Aqua Troll 600 Multiparameter Sonde (Aqua Troll). The Aqua Troll measured specific conductivity, pH, oxidation-reduction potential (ORP), dissolved oxygen, and temperature, which were recorded utilizing the VuSitu mobile application (version 1.17.12). Groundwater parameter data was transferred from the VuSitu mobile application to the electronic groundwater sampling form. A copy of the groundwater sampling form is available in Attachment B. After the monitoring well was purged a minimum of three well volumes (or the well was purged dry), a groundwater sample was collected from the bailer directly into laboratory-provided, pre- preserved glassware, labeled, and placed on ice in an insulated cooler. To verify that sampling equipment was decontaminated sufficiently, an equipment blank sample was collected from the interface probe. Clean, distilled water from a new container was allowed to cascade down the interface probe and into appropriate, laboratory-provided, pre-preserved glassware. The glassware was labeled and placed on ice in an insulated cooler. A laboratory-provided trip blank was also kept in the sampling cooler during the entire sampling event. All samples were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B. Water Supply Well Measurements On May 10, 2023, CATLIN personnel measured the current depth and diameter of the on-site water supply well (WSW-3) using a 300 foot fiberglass measuring tape. The well measured 72.5 feet deep and eight inches in diameter. The well is currently inactive and all the tubing coming from the well was terminated just above the well. June 2, 2023 Page 3 of 4 NCDEQ; 6891_McNeils Grocery CATLIN Engineers and Scientists CATLIN Project No. 220216 June 2023 Groundwater Sample Results Monitoring Wells Based on the laboratory analytical results from the SM 6200B analysis, the following constituents were reported at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS), but below the Gross Contaminant Levels (GCL): • MW-1: benzene, diisopropyl ether, ethylbenzene, isopropylbenzene, methyl tert-butyl ether, naphthalene, n-propylbenzene, toluene, 1,2,4-trimethylbenzene, 1,3,5- trimethylbenzene, and total xylenes. A summary of the current and historical laboratory groundwater monitoring well sampling results are presented in Tables 2 and 3, respectively (Attachment D). The current sampling results are shown on Figure 4 (Attachment A). Contaminant concentrations in MW-1 have increased since the previous sampling event. Due to the presence of elevated chlorinated solvent concentrations in MW-3, the site is also being assessed under the NCDEQ Inactive Hazardous Site Branch (IHSB) Superfund Section under the site identification (ID) NONCD0003063. Equipment Rinsate Blank and Trip Blank One equipment rinsate sample and a trip blank were submitted for analysis per SM 6200B. An estimated (“J”-flag) concentration of acetone (a common laboratory artifact) was detected in both the equipment rinsate and trip blank samples. An estimated (“J”-flag) concentration of chloroform was also detected in the trip blank, but all these concentrations were well below their respective 2L GWQSs. No other targeted analytes were detected in either sample. Current and historical laboratory analytical results are summarized in Tables 2 and 3, respectively (Attachment D). A complete copy of the laboratory analytical data and COC are included in Attachment E. Recommendations As mentioned in previous reports, the property is owned by Miller Land Group, LLC (Miller) and operates as Vicious Fishes Brewery and Piranha Joe Coffee. Based on conversations with the owner of Vicious Fishes Brewery, Miller plans to develop the area into an entertainment complex. In addition, on March 20, 2023, CATLIN personnel and Ms. Linda Blalock (NCDEQ) met with representatives for a developer who is likely to purchase the former Union 76 incident across Old US 1 Highway (Incident Number 26571). Once purchased and the construction drawings are approved by the Town of Apex, that site and surrounding properties will be redeveloped. During the meeting, it was confirmed that water supply wells WSW-1, WSW-2, WSW-4, WSW-10, WSW-12, and WSW-13 (see Figure 5 for locations) would be abandoned prior to re-development. In addition, it was mentioned that there is the potential for redevelopment (presumably by Miller) at the subject site, which would result in the abandonment of the majority of water supply wells within 1,000 feet of the subject site. The proposed redevelopment in the area may allow for a risk reduction for the subject site and the Former Union 76 site from high risk to low risk classification. Therefore, CATLIN recommends the following: • Obtain permission and abandon the on-site water supply well (WSW-3).
