Schnabel Engineering South, PC, on behalf of Force Environmental Service Company, is
pleased to provide the results of the site receptor survey and site reconnaissance for the
Love's Grocery site located at 20704 NC Hwy 24/27 in Oakboro, Stanly County, NC
28129 (Figure 1 ).
A site assessment was completed by Earth Tech in January 2002 and included a
geophysical survey of the site and soil sampling. Four USTs we!'e discovered at the site
near the highway. During the soil sampling, refusal was reached at various depths from 4
to 14 feet below ground surface (ft bgs) and no groundwater was encountered. Bedrock
outcrops were noted on and around the site. The analytical data for the soil samples
revealed total petroleum hydrocarbons (TPH) --diesel range organics (DRO)
concentrations from BQL (below quantitative limits) to 70 mg/kg. TPH ···· gasoline range
organics (GRO) concentrations ranged from BQL to 2,300 mg/kg.
A receptor survey was conducted on July 31, 2006 (Figure 2). The objective of the
survey was to identify, within a 1,500 foot radius of the site, any pathways or points at
which the potential exists for persons, structures, utilities, surface water, sensitive
habitats, water supply wells, or other living organisms to be exposed to the potential
petroleum contamination at the site. Seventeen water supply wells (WSW) used for
drinking purposes or as irrigation wells were located within the radius of the subject site.
Twelve of the seventeen WSWs are active. Public water is available in the area through

Stanley County. Three ponds and/or streams were located within the 1,500 foot radius of
the site and are depicted on Figure 2. A list of the receptors, the addresses, owners and
current well status are listed in Table 1.
A site reconnaissance was performed on July 31, 2006 (Figure 3). Fill ports for the four
USTs, the former dispenser island, and the inactive WSW were located. The fill ports for
two of the US Ts were opened and checked for product and for the depth of the UST. The
bottoms of the two checked USTs were approximately 11 ft bgs. No product was
detected in the two USTs, and each had water in the tank (0.4' and 0.2'). The other two
USTs could not be opened. The site is currently unoccupied. The onsite WSW is
inactive, the pump has been removed from the well, and the well covered by a removable
cap. The static water level was measured at 37.12 ft bgs, and the WSW is greater than
100 ft in depth. A highway expansion is being conducted in the area and the US Ts are
located near, but not on, the North Carolina Department of Transp01tation (NCDOT)
easement. When Force Environmental Associates spoke with the NCDOT field manager
for the highway expansion project, he stated that he would prefer the USTs be abandoned
in place rather than removed.
Frog Pond Service, a former UST facility (Incident #24380), currently operating as an
automotive repair facility is located adjacent to the site across Frog Pond Road at 20680
NC Highway 24/27, Oakboro NC 28129. A monitoring well was identified next to the
former dispenser island on that property.
Schnabel Engineering has the following conclusions and recommendations:
• Abandon the USTs in place as soon as possible.
• Sample WSWs WSW-1 through WSW-11, WSW-20, and WSW-21.
• According to the investigation performed by Earth Tech, no groundwater is
present above bedrock. Direct push technology should be used to gather
additional soil samples from the site in order to determine the extent of soil
impact.
