The North Carolina Department of Environmental Quality’s (DEQ’s) Brownfields Redevelopment Section (DEQ Brownfields) received and reviewed the Additional Pre-Occupancy Vapor Sampling Report (Report) dated July 12, 2023, submitted on your behalf by
Mr. Scott Young, ECS Southeast, LLP.
DEQ Brownfields reviewed the Report and evaluated the data using the DEQ Risk Calculator.
The calculated risks from sub-slab vapor are below the DEQ thresholds for non-residential use.
DEQ Brownfields finds that the sampling was conducted in accordance with the DEQ-approved Pre-Occupancy Vapor Sampling Work Plan dated February 21, 2023, and satisfies the indoor air sampling requirement of the pending Brownfields Agreement. 1.0 PROJECT INFORMATION
The Brownfields Property is an approximate 9.8-acre site located at 4000 and 4010 Monroe Road in
Charlotte, Mecklenburg County, North Carolina (Figure 1). According to the Mecklenburg County GIS, the
Brownfields Property address is 4010 Monroe Road, consists of parcel number 15904612 and is owned by
4000 Monroe, LLC. However, the property address listed with the North Carolina Department of
Environmental Quality (NCDEQ), Brownfields, is 4000 Monroe Road.
Prior to the purchase of the Brownfields Property by 4000 Monroe, LLC in September 2021, the property
was occupied by Clariant Corporation, a specialty chemical company and contained 7 buildings. The site
buildings generally consisted of office space in Buildings 1 through 5, with a former laboratory located in
Building 2; a former dispersion lab, plastic lab, and ink lab in Building 3; and Building 5 also used as a
warehouse and some storage. Building 6 contained a wastewater treatment area and Building 7 was a
storage area for chemicals used on site. subject property is developed with an approximate 92,780-square
foot building that is subdivided into Buildings 1-4 that were reportedly constructed in 1956; an
approximate 75,606-square foot building designated as Building 5 that was reportedly constructed in
1956; an approximately 391-square foot building designated as Building 6 that was reportedly constructed
in 1994; and an approximate 100-aquare foot structure designated as Building 7. The Brownfields site is
being redeveloped for commercial, office, retail, and industrial uses, as well as surface-paved parking and
the redevelopment name for the site is Oakhurst Commons.
Previous site assessment activities conducted prior to, and following entry into the NCDEQ, Brownfields
Program, recently changed to the Brownfields Redevelopment Section (Brownfields), consisted of the
collection and laboratory analysis of soil; groundwater; exterior soil gas; sub-slab soil gas; and indoor
samples. Based on the results of the various assessment activities, the site contained soil, groundwater,
and soil gas at concentrations above their respective NCDEQ guidance levels, with the majority of the
impacts identified in site groundwater from documented, offsite releases. Additionally, during sub-slab
and indoor air sampling conducted in April 2022 for volatile organic compounds (VOCs), results of the sub-
slab soil gas and indoor air sampling identified several VOCs at concentrations greater than the laboratory
method detection limits. However, operations of the onsite laboratory were still occurring at the time
and only concentrations of 1,4-dichlorobenzene in one indoor air sample (IA-2) and ethyl acetate in three
indoor air samples (IA-5 through IA-7) were detected above their respective Non-Residential Vapor
Intrusion Screening Levels (VISLs). ECS input the laboratory results into the NCDEQ Risk Calculator. Based
on the results, the concentrations in IA-5 through IA-7 exceeded the risk threshold for Non-Residential
Worker Classification, predominately due to the ethyl acetate concentrations. However, ethyl acetate was
currently in use at the time of the sampling event by the onsite laboratory and it was estimated that the
detections were likely due the laboratory operations and not the result of indoor air intrusion from site
soils/groundwater.
The Prospective Developer (PD) applied for entry into of the site into the NCDEQ, Brownfields via a
Brownfields Property Application (BPA) on May 3, 2021. The site was deemed eligible for Brownfields in a
Letter of Eligibility (LOE) dated September 10, 2021. The Brownfields assigned the project name of Clariant
Corporation and also assigned Project Number 25036-21-060 to the site in the LOE. Currently, the
Brownfields Agreement (BFA) has not been finalized and/or filed; however, an Environmental
Management Plan (EMP) for the proposed redevelopment was prepared and approved by Brownfields on
May 25, 2022. As part of the EMP approval and after closure of the former laboratory and removal of

former laboratory chemicals, and prior to occupancy of the renovated buildings, additional confirmatory
sub-slab and indoor air samples are to be collected and analyzed.
Based upon the request from the BRS Project Manager, ECS prepared a Work Plan (ECS Project No.
49:12929-C, dated February 21, 2023) to conduct the requested additional sub-slab soil gas and indoor air
sampling in the areas of former samples IA-5 through IA-7. Additionally, as requested by a potential leasee
of a section of site building No. 3, the Work Plan included the collection of one additional indoor air sample
for their lease approval purposes. The additional sub-slab soil gas and indoor air samples were identified
as SS-5-2023, SS-6-2023, and SS-7-2023 and IA-5-2023, IA-6-2023, and IA-7-2023, respectively. The
additional indoor air sample requested by the potential lease was identified as IA-X-2023. The locations
of these samples are indicated on Figure 2.
The additional sub-slab soil gas and indoor air sampling activities were summarized in ECS' Pre-Occupancy
Vapor Sampling Report (ECS Project No. 49:12929-D), dated March 21, 2023. The results of the sampling
activities indicated a concentration of trichloroethene in the SS-7-2023 sub-slab soil gas sample greater
than its Non-Residential Vapor Intrusion Screening Level (VISL). As such, the BRS Project Manager
requested an additional sub-slab soil gas sample to be collected from the same location as the SS-7-2023
sub-slab soil gas sample. This report addresses the sampling activities and results of the requested
additional sub-slab soil gas sampling conducted at the former SS-7-2023 location.
2.0 OBJECTIVE OF THE ASSESSMENT
The objective of the assessment was to perform a pre-occupancy vapor assessment conducting the
following sampling activities:
• The collection of one sub-slab soil gas sample.
The sub-slab soil gas sample collected were submitted for laboratory analysis of VOCs by EPA Method TO-
15.
The sampling activities were conducted in general accordance with the Brownfields Pre-Occupancy
Sampling Work Plan (Work Plan) prepared by ECS (ECS Project No. 49:12929-C) dated February 21, 2023,
and approved by the NCDEQ Brownfields on the same date. This assessment was also conducted in
general accordance with the North Carolina Division of Waste Management’s (NCDWM) Inactive
Hazardous Site Program’s Guidelines for Assessment and Cleanup (Revised October 2015). Photographs
of the sampling activities discussed in this report are included in Appendix A.
3.0 FIELD ACTIVITIES
Number and Sample Location
In accordance with the approved Work Plan, ECS collected one sub-slab soil gas samples, identified as SS-
SS-7-2023-R, at the approximate location shown on Figure 3.

Sample Collection
The sub-slab soil gas sample was collected using a VaporPin® that was previously installed during the initial
sub-slab sampling event, within the existing floor slab. Prior to the initial sampling event on March 2,
2023, ECS installed a VaporPin® using a hammer drill to penetrate through the concrete slab. Once the
concrete slab was penetrated, a new VaporPin® with a new silicon sleeve was inserted in the concrete
slab in general conformance with manufacturer’s recommendations (Vapor Pin Enterprises, Inc.). At the
conclusion of the March 2, 2023 sampling event, a metal protective cover was placed over the VaporPin®
that was nearly flush with the surrounding slab, in order to protect the sampling point for future sampling.
The vapor point was connected to a batch certified 1-liter Summa canister, which was used to collect the
sample. The Summa canister was fitted with a five-minute flow regulator. On June 26, 2023, prior to
collecting the sub-slab soil gas sample, laboratory grade helium gas was used as a QA/QC measure to
confirm the integrity of the probe seal at the sample location. A shroud that enclosed the fittings, sample
train, and Summa canister was placed over the vapor point and filled with helium. The sample tubing and
tracer gas tubing was placed through the shroud wall via rubber grommets. During the purging stage, the
cylinder was flooded with laboratory grade helium via the hose placed through the shroud wall. A Model
MGD-2002 Multi-Gas Leak detector was connected to the probe tube and the air stream being purged
was measured for helium. A helium concentration of less than ten percent helium detected within the
shroud was considered acceptable. During leak check activities, helium concentrations remained above
10 percent in air by volume in each shroud and below 10 percent of the concentration of Helium inside of
the shroud in each sample train. In addition to the leak check, a shut-in test was conducted to assess for
leaks in the fittings and regulator.
ECS checked and noted the vacuum on the Summa canister before initiating the sampling procedure. The
sampling procedure was terminated when the vacuum reading was approximately five inches of mercury.
The pre- and post-sampling vacuum readings were recorded on the field sampling notes. Copies of the
field sampling notes are included in Appendix B.
Sample Analysis
Following sample collection, the Summa canister was repackaged and delivered to Pace Analytical
Services, LLC (Pace), an analytical laboratory located in Huntersville, North Carolina for analysis. Chain-of-
custody (COC) protocol was utilized throughout the collection and transport of the samples. Sub-slab soil
gas samples were delivered to Pace on June 26, 2023. The sub-slab soil gas sample was identified as SS-
7-2023-R and submitted for laboratory analysis of VOCs by EPA Method TO-15. The laboratory reporting
limits were reported at or below the applicable North Carolina Non-Residential VISLs, to the extent
possible. Additionally, concentrations detected below the laboratory reporting limit (RL) and above the
laboratory method detection limit were reported by the laboratory were flagged with a J-flag qualifier,
indicating the reported concentrations were estimates.
For QA/QC purposes, one duplicate sub-slab soil gas sample (SS-DUP-2023-R) was collected from the same
location as SS-7-2023-R via a tee in the sampling tubing and analyzed for the same compounds as the
record sample. A copy of the COC is included in Appendix C.

4.0 RESULTS
As the intended usage of the site buildings is as retail, commercial, and office space, the laboratory
analytical results of the sample collected were compared to the Non-Residential (VISLs).
Review of the laboratory analytical results for the sub-slab soil gas samples indicated a total of 10 VOCs
at concentrations greater than the laboratory method detection limits in the SS-7-2-23-R sub-slab soil gas
samples, but less than their respective Non-Residential VISLs.
One duplicate sub-slab soil gas sample (SS-DUP-2023-R) was collected as a duplicate of sub-slab soil gas
sample SS-7-2023-R and analyzed for VOCs using EPA Method TO-15. The compounds detected in the
duplicate sample were similar to those detected in SS-7-2023-R; therefore, the data appears to be
validated. A Level II QA/QC package was performed by the laboratory.
The results are summarized in Table 1 and the laboratory report is included as Appendix C.
In light of the sub-slab soil gas sample results, ECS input the laboratory analytical results of the highest
concentration in either the sub-slab soil gas sample SS-7-2023-R or duplicate sample SS-DUP-2023-R for
each detected compound into the NCDEQ Risk Calculator. Based on the results of the NCDEQ Risk
Calculator, the concentrations in each of the sub-slab soil gas samples did not exceed the Non-Residential
risk thresholds. Output from the results of the NCDEQ Risk Calculator are presented in Appendix D.
5.0 CONCLUSIONS AND DISCUSSION
Based on the results of the pre-occupancy indoor air and sub-slab soil gas sampling presented above, ECS
has the following conclusions:
• Review of the laboratory analytical results for the SS-7-2023-R sub-slab soil gas sample did not
indicate compounds at concentrations greater than their respective Non-Residential VISLs.
• The results of the NCDEQ Risk Calculator for the sub-slab soil gas sample SS-7-2023-R and
duplicate sample SS-DUP-2023-R indicated the concentrations did not exceed the risk thresholds
for Non-Residential Worker classifications.
• Based upon the collective sampling results and results of the current and previously performed
NCDEQ Risk Calculators, ECS concludes that the on-site buildings appear suitable for occupancy
under a non-residential use and additional investigation is not required.
