Dear Mr. DeSa: The North Carolina Department of Environmental Quality (DEQ) Brownfields Redevelopment Section received and reviewed the Vapor Intrusion Mitigation Plan (VIMP) – Rev 2 Atando Site Buildings 1002,
1004, 1005 & 1012 dated June 13, 2023 (VIMP). The VIMP is in compliance with the DEQ approved Environmental Management Plan dated May 17, 2022. An essential component of public health protection for this design is the professional engineer’s seal of these documents that the proposed design will be effective at mitigating the potential for vapor intrusion at the property and protecting public health. Furthermore, the safe occupancy of the buildings will be evaluated
upon system effectiveness, sub-slab soil gas sampling, and indoor air sampling as required by Section 4.0 of the VIMP. In addition, DEQ Brownfields reserves the authority to require confirmation of efficacy in the future. Please be advised that this design compliance review from DEQ Brownfields does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities.
