Gentlemen:
The Brownfields Redevelopment Section - Property Management Branch (PMB) has reviewed the Environmental
Management Plan (EMP) Addendum No. 3 - revision 1 submitted via email on June 22, 2023 for additional exterior soil
disturbance work to be included under the current EMP version 3 approved by the PMB on April 14, 2023. The EMP
Addendum No. 3 – 1st revision is hereby accepted and approved to incorporate the proposed fiberoptic utility
installation and soil disturbance work for purposes stated therein being required by Land Use Restriction (LUR) #4 of the
Notice of Brownfield Property (Notice).
Please continue following the procedures/reporting requirements outlined in the EMP and EMP Addendums No.1, 2 &
3 for any ongoing sub-slab or exterior soil disturbance work occurring at the project site in those areas identified in the
respective plan(s). All documentation regarding these scopes of work (including a copy of this email approval) will be
available on-line in the project’s public file folder, which can be accessed at the following web link -

Hi Will,
Sorry for the delayed response… just getting caught up after being out Thursday/Friday last week. I looked over the
supplied EMP Addendum 3 from Friday and made a few minor comments (attached). I know we discussed some of its
contents prior to your on-site June 5th meeting. I would like to see the IDW description for the generated soils changed,
as the soils generated are not part of an assessment…. That is unless the soils are to be included with assessing soils as
part of expanding the parking lot in the vicinity of the fiber optic line. Was that going to be part of this as well?
